As Israel invades Rafah–threatening the li ves of a million Palestinians\, South Africa returns to the International Court of Justice (ICJ) to ask the World Court to order Israel to withdraw from Rafah as part of additional emergency measures.

Back in Janua ry\, the World Court\, the highest judicial body of the United Nations\, o rdered Israel to prevent genocide against Palestinians in Gaza and to puni sh incitement to commit genocide\, both treaty obligations under the UN Co nvention on Genocide.

Israel ignored those orders. Now what?

He also drafted the U.S. domestic implementing legislati on for the Biological Weapons Convention\, known as the Biological Weapons Anti-Terrorism Act of 1989\, that was approved unanimously by both Houses of the U.S. Congress and signed into law by President George H.W. Bush.\n
