 plementing legislation for the Biological Weapons Convention\, known as th
 e Biological Weapons Anti-Terrorism Act of 1989\, that was approved unanim
 ously by both Houses of the U.S. Congress and signed into law by President
  George H.W. Bush.\nSam Husseini is a Jordanian-Palestinian independent jo
 urnalist based in Washington\, D.C\, and the founder of VotePact.org\, whi
 ch fosters left-right cooperation. He is also communications director for
