This Thursday at 6:30 pm the Oakland Police Commission will consider the proposed ordinance on militarized equipment, and I am asking for folks who can make a comment, especially about the impact of OPD’s use of the sound cannon or LRAD (Long Range Acoustic Device) during Occupy in Oakland.
Oakland PD has submitted a response to the proposed ordinance suggesting that it is both over-reaching and unnecessary (pp. 17-20 on commission agenda). OPD states that “LRAD is not a weapon… LRAD is a communication device used during evacuations, crowd control and with barricaded suspects.” As you may know, a federal court ruled last year against NYPD’s indiscriminate use of LRADs at a Black Lives Matter protest, where it caused damage to eardrums. An LRAD was used in Oakland against Occupy in 2011, causing some protesters to fall over and vomit. OPD says it has no use policy for the LRAD, and appears to suggest that it doesn’t need one.
OPD also falsely maintains that it currently requests listed equipment through the Police Commission, City Council and Council’s Public Safety Committee, and that the ordinance would remove these three bodies from their part in governing Oakland and the OPD. In fact, the ordinance confers authority on these three bodies for equipment review that they don’t currently have.
If any of you experienced the LRAD in Oakland would speak on Thursday, or can ask someone else who did, that would contribute to the conversation. The proposed ordinance is first on the agenda after Public Forum. You can speak to it either in Public Forum at 6:30 or after the Ordinance is presented.
