The officers seized paper documents and electronic records related to the case, which involved hundreds of millions of euros, and were still at the bank late Thursday.<\/p>\n<p class=\"css-1ygdjhk e2kc3sl0\">The investigation stems from information contained in the so-called\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/2016\/04\/05\/world\/panama-papers-explainer.html?module=inline\">Panama Papers<\/a>\u00a0and\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/offshoreleaks.icij.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">Offshore Leaks<\/a>, a trove of confidential documents that helped to expose the workings of global money laundering and tax evasion, prosecutors said. Deutsche Bank employees, who were not identified, are suspected of guiding customers to establish companies in offshore tax havens and transfer money earned through criminal activity using Deutsche Bank accounts, the prosecutors said. During the last decade, Deutsche Bank has paid billions of euros of fines for an array of misconduct, including deceiving buyers of\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.justice.gov\/opa\/pr\/deutsche-bank-agrees-pay-72-billion-misleading-investors-its-sale-residential-mortgage-backed\" target=\"_blank\" rel=\"noopener noreferrer\">mortgage-backed securities<\/a>, colluding with other banks to rig\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/2017\/07\/27\/business\/dealbook\/libor-fca-banks-andrew-bailey.html?module=inline\">benchmark interest rates\u00a0<\/a>and manipulating\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.dfs.ny.gov\/about\/press\/pr1806201.htm\" target=\"_blank\" rel=\"noopener noreferrer\">foreign exchange trading<\/a>\u00a0to the detriment of customers.<\/p>\n<p class=\"css-1ygdjhk e2kc3sl0\">\u201cThis says they are not genuine and sincere about changing this culture of noncompliance and changing this culture of impunity,\u201d said Jimmy Gurul\u00e9, a former United States assistant attorney general who is a professor of criminal law at Notre Dame Law School and has written several books on terrorism financing.<\/p>\n<p class=\"css-1ygdjhk e2kc3sl0\">Such regulatory and enforcement action, combined with management mistakes, have taken a toll on profits. Deutsche Bank reported net earnings of 750 million euros, or $854 million, during the third quarter on revenue of \u20ac19.7 billion. That is considered a paltry return for a bank, and was less than half the earnings a year earlier.<\/p>\n<p class=\"css-1ygdjhk e2kc3sl0\">In April, Christian Sewing, who had just become the bank\u2019s third chief executive in three years, said Deutsche would\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/2018\/04\/26\/business\/deutsche-bank-wall-street.html?module=inline\">scale back its investment banking unit<\/a>, the source of most of the trouble. The decision effectively ended a costly 20-year quest to compete with the likes of Goldman Sachs and JPMorgan Chase.<\/p>\n<\/div>\n<\/div>\n<div class=\"css-u5vfum StoryBodyCompanionColumn\">\n<div class=\"css-4w7y5l\">\n<p class=\"css-1ygdjhk e2kc3sl0\">Deutsche Bank has previously faced scrutiny related to money laundering. Last year, the bank paid a\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.dfs.ny.gov\/about\/press\/pr1701301.htm\" target=\"_blank\" rel=\"noopener noreferrer\">$425 million fine in New York<\/a>for helping clients of its Moscow office illegally move $10 billion out of Russia. Also last year, the Federal Reserve\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.federalreserve.gov\/newsevents\/pressreleases\/enforcement20170530a.htm\" target=\"_blank\" rel=\"noopener noreferrer\">fined Deutsche Bank $41 million<\/a>\u00a0for failing to have an effective system for complying with bank secrecy laws and laws to prevent money laundering. In September, the\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.bafin.de\/SharedDocs\/Veroeffentlichungen\/EN\/Massnahmen\/60b_KWG\/meldung_180924_60b_deutsche_bank_en.html\" target=\"_blank\" rel=\"noopener noreferrer\">German bank regulator<\/a>\u00a0said it had appointed a monitor to ensure that Deutsche Bank had adequate measures in place to prevent money laundering and financing of terrorism.<\/p>\n<div class=\"css-1bfbrx0 e8a991u0\">\n<div class=\"Comment-comment--3eRct\" tabindex=\"0\" role=\"article\" aria-setsize=\"0\" aria-posinset=\"0\" aria-labelledby=\"comment-description-0\" aria-describedby=\"comment-content-0\">\n<div class=\"Comment-content--t8AqP\">\n<p id=\"comment-content-0\" class=\"Comment-commentText--1826c\">Secretary of Commerce Wilbur Ross is a former vice-chairman of the Bank of Cyprus &#8211; well known for laundering $$ for ethically challenged Russian oligarchs. Ross&#8217; legally questionable dealings with Russians drew attention when the Panama Papers revealed much of his wealth is stashed in offshore accounts. Then there is his continuing investments in Russian owned enterprises such as Navigator. This little development is about to get very interesting.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<p class=\"css-1ygdjhk e2kc3sl0\">Deutsche Bank has also been drawn into scandal at Denmark\u2019s Danske Bank, which faces criminal investigations over suspected money laundering in its Estonian branch. Deutsche, among other banks, handled certain transactions for Danske. Deutsche Bank says it stopped doing work for the Danske Bank Estonian branch in 2015.<\/p>\n<p class=\"css-1ygdjhk e2kc3sl0\">Police raids are nothing new at the bank, either. The authorities conducted large-scale searches in 2015 and 2012 in cases involving alleged tax fraud.<\/p>\n<p class=\"css-1ygdjhk e2kc3sl0\">The latest investigation focuses on two employees, who were not publicly identified but whose ages were given as 50 and 46, as well as other people whom investigators have not yet identified. In 2016 alone, prosecutors said, a Deutsche Bank subsidiary in the British Virgin Islands served 900 customers with transactions worth 311 million, or more than $350 million.<\/p>\n<p class=\"css-1ygdjhk e2kc3sl0\">Deutsche Bank employees are accused of neglecting their duty to report suspicious transactions \u201calthough ample grounds existed,\u201d prosecutors said in a statement.<\/p>\n<p class=\"css-1ygdjhk e2kc3sl0\">\u201cDeutsche Bank helped customers found offshore organizations in tax havens by transferring illegally acquired money without alerting authorities to suspected money laundering,\u201d prosecutors said. Nadja Niesen, a spokeswoman for the Frankfurt prosecutors, declined to comment beyond information given in the written statement.<\/p>\n<p class=\"css-1ygdjhk e2kc3sl0\">The raids were the latest example of how the Panama Papers have, over the past two years, shed light on the methods that people and companies use to hide their wealth and avoid taxes.<\/p>\n<\/div>\n<\/div>\n<div class=\"css-u5vfum StoryBodyCompanionColumn\">\n<div class=\"css-4w7y5l\">\n<p class=\"css-1ygdjhk e2kc3sl0\">The papers \u2014 millions of\u00a0<a class=\"css-1g7m0tk\" title=\"Times article, April 3, 2016.\" href=\"http:\/\/www.nytimes.com\/2016\/04\/04\/us\/politics\/leaked-documents-offshore-accounts-putin.html?module=inline\">confidential documents<\/a>\u00a0from the\u00a0<a class=\"css-1g7m0tk\" title=\"Times article, April 6, 2016.\" href=\"http:\/\/www.nytimes.com\/2016\/04\/07\/world\/americas\/panama-papers-leak-casts-light-on-a-law-firm-founded-on-secrecy.html?module=inline\">Mossack Fonseca<\/a>\u00a0law firm in Panama \u2014 identify international politicians, business leaders and celebrities involved in webs of suspicious financial transactions. They included hundreds of Deutsche Bank customers.<\/p>\n<p class=\"css-1ygdjhk e2kc3sl0\">The documents were obtained by the newspaper S\u00fcddeutsche Zeitung and shared with news organizations around the world through the nonprofit International Consortium of Investigative Journalists. The result was a series of expos\u00e9s in 2016 on how rich and well-connected individuals and companies were able to skirt tax laws.<\/p>\n<p class=\"css-1ygdjhk e2kc3sl0\">The revelations spurred enforcement action and unveiled routine corruption in the global financial system. They also exposed how offshore banking \u2014 meant to help ease cross-border business \u2014 had become a tool, in some cases, for excessive tax avoidance.<\/p>\n<p class=\"css-1ygdjhk e2kc3sl0\">The\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/offshoreleaks.icij.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">documents<\/a>\u00a0themselves were not proof of wrongdoing, but news reports tracked close associates of President Vladimir V. Putin of Russia, relatives of President Xi Jinping of China, members of the Chinese Communist Party\u2019s Politburo Standing Committee and even the father of Prime Minister David Cameron of Britain as maintaining accounts for tax advantages.<\/p>\n<p class=\"css-1ygdjhk e2kc3sl0\">Thursday\u2019s raid marked a new low for Deutsche Bank, which has never quite recovered from the turmoil of the 2008 financial crisis. This year, the bank\u2019s arm in the United States failed a Federal Reserve stress test, which found that it had \u201cmaterial weaknesses\u201d in its operations. Deutsche Bank has also faced special scrutiny by European regulators because of concerns about its holdings of risky derivatives and other assets.<\/p>\n<p class=\"css-1ygdjhk e2kc3sl0\">The bank is in the middle of a restructuring plan that is expected cut more than 7,000 jobs by the end of 2019.<\/p>\n<p class=\"css-1ygdjhk e2kc3sl0\">Although an earnings preview suggested there would be some good news after years of restructuring, the report of the raid sent shares down more than 3 percent Thursday.
