The membership of a citizens\u2019 assembly is randomly selected, as in other forms of&nbsp;<a href=\"https:\/\/en.wikipedia.org\/wiki\/Sortition\">sortition<\/a>.<\/p>\n\n\n\n<p>The purpose is to employ a cross-section of the public to study the options available to the state on certain questions and to propose answers to these questions through rational and reasoned discussion and the use of various methods of inquiry such as directly questioning experts. In many cases, the state will require these proposals to be accepted by the general public through a&nbsp;<a href=\"https:\/\/en.wikipedia.org\/wiki\/Referendum\">referendum<\/a>&nbsp;before becoming law.<\/p>\n\n\n\n<p>The citizens\u2019 assembly aims to reinstall trust in the political process by taking direct ownership of decision-making.<sup><a href=\"https:\/\/en.wikipedia.org\/wiki\/Citizens%27_assembly#cite_note-:2-1\">[1]<\/a><\/sup>&nbsp;To that end, citizens\u2019 assemblies intend to remedy the \u201cdivergence of interests\u201d that arises between elected representatives and the electorate, as well as \u201ca lack in deliberation in legislatures.\u201d<sup><a href=\"https:\/\/en.wikipedia.org\/wiki\/Citizens%27_assembly#cite_note-:02-2\">[2]<\/a><\/sup><\/p>\n\n\n\n<p>The use of citizens\u2019 assemblies to reach decisions in this way is related to the traditions of&nbsp;<a href=\"https:\/\/en.wikipedia.org\/wiki\/Deliberative_democracy\">deliberative democracy<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/en.wikipedia.org\/wiki\/Popular_sovereignty\">popular sovereignty<\/a>&nbsp;in&nbsp;<a href=\"https:\/\/en.wikipedia.org\/wiki\/Political_theory\">political theory<\/a>. While these traditions stretch back to origins in ancient&nbsp;<a href=\"https:\/\/en.wikipedia.org\/wiki\/Athenian_democracy\">Athenian democracy<\/a>, they have become newly relevant both to theorists and politicians as part of a deliberative turn in democratic theory. From the 1980s to the early 1990s, this deliberative turn began, shifting from the predominant theoretical framework of&nbsp;<a href=\"https:\/\/en.wikipedia.org\/wiki\/Participatory_democracy\">participatory democracy<\/a>toward&nbsp;<a href=\"https:\/\/en.wikipedia.org\/wiki\/Deliberative_democracy\">deliberative democracy<\/a>, initially in the work of&nbsp;<a href=\"https:\/\/en.wikipedia.org\/wiki\/Jane_Mansbridge\">Jane Mansbridge<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/en.wikipedia.org\/w\/index.php?title=Joseph_M._Bessette&amp;action=edit&amp;redlink=1\">Joseph M. Bessette<\/a>.<sup><a href=\"https:\/\/en.wikipedia.org\/wiki\/Citizens%27_assembly#cite_note-3\">[3]<\/a><\/sup>&nbsp;Since, citizens\u2019 assemblies have been used in countries such as&nbsp;<a href=\"https:\/\/en.wikipedia.org\/wiki\/Canada\">Canada<\/a>&nbsp;and the&nbsp;<a href=\"https:\/\/en.wikipedia.org\/wiki\/Netherlands\">Netherlands<\/a>&nbsp;to deliberate on reform of the&nbsp;<a href=\"https:\/\/en.wikipedia.org\/wiki\/Electoral_system\">system used to elect politicians<\/a>&nbsp;in those countries.<\/p>\n\n\n\n<p>Ordinarily, citizens\u2019 assemblies are state initiatives.
