Barbara Lee as his running mate. He\u2019s not a left-progressive-democratic socialist, and never was. So Sen. Kamala Harris is no surprise; she fits fine with Biden\u2019s politics.<\/p>\n\n\n\n<p>There is, of course lots of Republican chatter that Biden has chosen someone&nbsp;<a href=\"https:\/\/www.youtube.com\/watch?v=-aRqDkV9A8U\" target=\"_blank\" rel=\"noreferrer noopener\">far to his left<\/a>&nbsp;\u2013 even worse, a \u201cSan Francisco liberal\u201d \u2013 to join him on the ticket. The rightwingosphere will repeat this all fall.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/48hills.org\/wp-content\/uploads\/2019\/06\/Screen-Shot-2019-06-27-at-8.04.35-PM.png\" alt=\"\" class=\"wp-image-128785\"\/><figcaption>Kamala Harris is not a radical leftist.<\/figcaption><\/figure>\n\n\n\n<p>Let us note: People identified as \u201cSan Francisco liberals\u201d are now in charge of the state of California and the House of Representatives. They are playing a big role on the national stage. Progressive policies that started here are becoming the national standard. So that doesn\u2019t work as an attack line.<\/p>\n\n\n\n<p>Plus: Kamala Harris is not a radical leftist. She\u2019s not Bernie Sanders or AOC. She\u2019s always been a fairly mainstream Democrat.<\/p>\n\n\n\n<p>Harris spend much of her career as a prosecutor, someone whose job is to put people in prison. Before she ran for district attorney, she was a deputy DA in Alameda County then in San Francisco. When she first ran for DA, she told me that she thought progressives needed to work on the prosecution side, that fighting crime was a progressive issue, and that she wanted to change the criminal justice system \u201cfrom the inside.\u201d<\/p>\n\n\n\n<p>I give her tremendous credit for&nbsp;<a href=\"https:\/\/www.sfgate.com\/crime\/article\/SAN-FRANCISCO-D-A-won-t-pursue-death-in-cop-2767716.php\" target=\"_blank\" rel=\"noreferrer noopener\">refusing to seek the death penalty after a San Francisco cop was murdered<\/a>. That infuriated the police union, but she stuck to her position: She has always opposed the death penalty.<\/p>\n\n\n\n<p>(In reality, she like her predecessor, Terence Hallinan, knew that there\u2019s virtually no chance any San Francisco jury would render a death verdict. A sizable majority of local voters oppose capital punishment.)<\/p>\n\n\n\n<p>A little more difficult when she ran for state attorney general: The death penalty is still popular with a lot of voters, including Democrats, in parts of the state. But again, she didn\u2019t try to back off from her position. (As AG, she continued to oppose death penalty appeals, which is part of the job.)<\/p>\n\n\n\n<p>Niki Solis, a longtime public defender who often clashed with Harris, says&nbsp;<a href=\"https:\/\/www.usatoday.com\/story\/opinion\/voices\/2020\/08\/10\/kamala-harris-progressive-pioneer-san-francisco-da-column\/3334668001\/?fbclid=IwAR1aHYdL-S-8m2J5lpjuioyxC3Kq5YrUIt-tWY_2WgEOt2VmZF_eS_q_AoE\" target=\"_blank\" rel=\"noreferrer noopener\">she was by far the most progressive prosecutor in California<\/a>:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote\"><p>Marijuana sales cases were routinely&nbsp;<a href=\"https:\/\/www.mercurynews.com\/2019\/09\/11\/kamala-harris-prosecuting-marijuana-cases\/\" target=\"_blank\" rel=\"noreferrer noopener\">reduced to misdemeanors<\/a>. And marijuana possession cases were not even on the court\u2019s docket. They were simply not charged. Unless there was a large grow case, or a unique circumstance, this was the reform-minded approach then-DA Harris\u2019 office took. The accusations about marijuana prosecutions being harsh during her tenure are absurd. The reality&nbsp;was quite the opposite.<\/p><p>Although we&nbsp;as public defenders&nbsp;may have disagreed with Harris at times or wanted more from her office, there is no one who can say that there was a more progressive district attorney in California than Kamala Harris. She implemented and expanded programs that are now the staple of many DA&nbsp;offices up and down the state. Just last month in California, Santa Clara County DA Jeff Rosen said he would&nbsp;<a href=\"https:\/\/www.sfchronicle.com\/crime\/article\/Santa-Clara-County-DA-Jeff-Rosen-no-longer-to-15426471.php\" target=\"_blank\" rel=\"noreferrer noopener\">no longer seek the death penalty<\/a>. This comes&nbsp;<a href=\"https:\/\/www.senate.gov\/artandhistory\/history\/common\/generic\/Photo_Kamala_Harris.htm\" target=\"_blank\" rel=\"noreferrer noopener\">16 years<\/a>&nbsp;after Harris took the same stance in San Francisco.<\/p><\/blockquote>\n\n\n\n<p>My friend the author David Talbot puts it this way:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote\"><p>I have to say that I breathed a sigh of relief \u2014 the choice could\u2019ve been worse (like Susan Rice).<\/p><p>I have to ask my fuming left-wing friends \u2014 whom did you expect Biden to pick? Barbara Lee? After all, he\u2019s JOE BIDEN, remember? He\u2019s as rigid a fixture of the Democratic establishment as they come. Progressives could\u2019ve been even more dejected today.<\/p><\/blockquote>\n\n\n\n<p>But everyone on the right who talks about Harris being too \u201cliberal,\u201d let\u2019s remember: She long opposed legalizing cannabis. She opposed legalizing sex work. She sought to criminalize parents whose kids were missing too much school.<\/p>\n\n\n\n<p>Her positions changed, evolved, over time, as the center of gravity in the Democratic Party and the nation evolved, over time.<\/p>\n\n\n\n<p>From&nbsp;<a href=\"https:\/\/www.nytimes.com\/2020\/08\/09\/us\/politics\/kamala-harris-policing.html\" target=\"_blank\" rel=\"noreferrer noopener\">the NY Times:<\/a><\/p>\n\n\n\n<blockquote class=\"wp-block-quote\"><p>In her 2009 book, \u201cSmart on Crime,\u201d she wrote that \u201cif we take a show of hands of those who would like to see more police officers on the street, mine would shoot up,\u201d adding that \u201cvirtually all law-abiding citizens feel safer when they see officers walking a beat.\u201d<\/p><p>Earlier this summer, in the wake of the police killing of George Floyd in Minneapolis, she&nbsp;<a href=\"https:\/\/www.nytimes.com\/2020\/06\/10\/us\/politics\/kamala-harris-racism-police.html\" target=\"_blank\" rel=\"noreferrer noopener\">told The New York Times<\/a>&nbsp;that \u201cit is status-quo thinking to believe that putting more police on the streets creates more safety. That\u2019s wrong. It\u2019s just wrong.\u201d<\/p><\/blockquote>\n\n\n\n<p>The Times quotes David Campos, former Police Commission member and supervisor:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote\"><p>We never thought we had an ally in the district attorney,\u201d said David Campos, who was a&nbsp;<a href=\"https:\/\/www.sfgate.com\/bayarea\/article\/Residents-claim-racial-targeting-police-abuse-3251509.php\" target=\"_blank\" rel=\"noreferrer noopener\">supervisor<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/www.sfgate.com\/bayarea\/article\/SAN-FRANCISCO-Police-chief-to-give-panel-2572023.php\" target=\"_blank\" rel=\"noreferrer noopener\">police commissioner<\/a>&nbsp;while Ms. Harris was district attorney and is now chairman of the San Francisco Democratic Party. \u201cYou have someone saying all the right things now, but when she had the opportunity to do something about police accountability, she was either not visible, or when she was, she was on the wrong side.\u201d (Mr. Campos&nbsp;<a href=\"https:\/\/twitter.com\/davidcampossf\/status\/1107409390758301697?lang=en\" target=\"_blank\" rel=\"noreferrer noopener\">backed<\/a>&nbsp;Mr. Sanders\u2019s presidential bid.)<\/p><\/blockquote>\n\n\n\n<p>Peter Beinart in The Atlantic says that&nbsp;<a href=\"https:\/\/www.theatlantic.com\/ideas\/archive\/2020\/08\/give-kamala-harris-break\/615127\/\" target=\"_blank\" rel=\"noreferrer noopener\">Harris just did what she had to do to survive as a woman of color in politics<\/a>&nbsp;(especially in the world of criminal justice.)<\/p>\n\n\n\n<p>Campos today congratulated Harris and said that, while they at times disagreed, the most important thing was to defeat Trump in November.<\/p>\n\n\n\n<p>I got to ask Harris one question when she appeared at the state Democratic Convention after announcing her run for the presidency. I wanted to know if she agreed with Sen. Elizabeth Warren\u2019s wealth tax.&nbsp;<a href=\"https:\/\/48hills.org\/2019\/06\/warren-steals-the-show-at-democratic-convention\/\">\u201cI think she\u2019s onto something,\u201d<\/a>&nbsp;Harris told me. I pressed her: Should we raise taxes on the rich? \u201cAbsolutely,\u201d she said.<\/p>\n\n\n\n<p>I wanted to ask if she thought marginal income taxes should return to the pre-Reagan levels, but she was out the door before I could get that one in.<\/p>\n\n\n\n<p>Still: Unlike Biden, she actually said, at one point, for the record, that she supported the idea of a wealth tax. The center of gravity in the Democratic Party was and is changing, and I was happy to see Harris moving with it.<\/p>\n\n\n\n<p>It\u2019s profoundly important that a woman of color is going to be on the ticket and very likely in the White House. (She is the first woman of color on a major party ticket, but not the first to run \u2013&nbsp;<a href=\"https:\/\/en.wikipedia.org\/wiki\/Shirley_Chisholm\" target=\"_blank\" rel=\"noreferrer noopener\">that would be Shirley Chisolm in 1972.<\/a>) It\u2019s also important that the person who is the favorite to the be next president of the United States thinks that someone who comes from San Francisco, with all the of values that come with that, can help a national ticket.<\/p>\n\n\n\n<p>As Sup. Matt Haney says, \u201cSF is powerful and impactful not because of our elected officials. Our elected officials are powerful and impactful because of SF, its diversity, history, innovation, relentless commitment to changing our society for the better and never settling.\u201d<\/p>\n\n\n\n<p>Maybe that\u2019s a sign of hope.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The rightwingosphere is going crazy about this &#8216;San Francisco liberal,&#8217; but she&#8217;s really a pretty mainstream Democrat.
