came during the administration\u2019s virtual Leaders Summit on Climate, which aimed to push climate action around the world.&nbsp;<\/p>\n\n\n\n<p>A&nbsp;<a rel=\"noreferrer noopener\" target=\"_blank\" special report<\/a>&nbsp;by the Intergovernmental Panel on Climate Change (IPCC) concluded that global greenhouse gas emissions need to drop by 50 percent by 2030 to keep warming below 1.5&nbsp; degrees Celsius and avoid the worst impacts of climate change.<\/p>\n\n\n\n<p>But Biden\u2019s emissions pledge will not do enough to reach this goal, according to an&nbsp;<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/email.mg2.substack.com\/c\/eJxFUMFyhSAM_JrH7TkCInrg0Et_wwkQfUxVHAjt2K8vPg9lmBCyIbusA8IlptMcMRO7wkTngWbHn7wiESZWMqYpeNMrOaiBedN5fiUhT3NC3CCshlJBdhS7BgcU4n71S631wF5m1OBE67nVQ29taztw4-yVAi_BO69vVig-4O7Q4DemM-7IVvMiOvJDfjzEZ91uDVtVC-4ioATuC1MT0_IPPQnSgvQsh3_f7p6Klww1smBEK3jbiZ63UvKu4Y3TTsiBSy1nhUJotFJ7kL6flXDz4B5duy2iycVmqtMaFzeWzG8VALyuCkNc39X6-6meW9kDnRPuYFf0tzF0u_u2alpwx1Tl-QnI8J6PnZSC827sbyMu55TSutZZpfWxvtpNDikS_AEqq5Fa\">analysis<\/a>&nbsp;by Climate&nbsp;Action Tracker, a scientific organization that measures governmental climate action.&nbsp;<\/p>\n\n\n\n<p>The group found that Biden\u2019s new target is \u201cconsiderably stronger\u201d than the United States\u2019 previous Paris Agreement goal under President Barack Obama, which entailed cutting emissions to 26 to 28 percent below 2005 levels by 2025. However, the analysis concluded that Biden\u2019s plan still falls 5 to 10 percent short of what\u2019s needed to keep warming within 1.5 degrees by 2030.<\/p>\n\n\n\n<p>But even if the U.S. reduced its emissions target by that additional amount, experts say the country still wouldn\u2019t be contributing its fair share to the global effort to combat the climate crisis. Hickel serves on the Statistical Advisory Panel for the U.N. Human Development Report 2020, the advisory board of the&nbsp;<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/email.mg2.substack.com\/c\/eJwlUNuOhCAM_Zrh0Qjl4jzwsC_7GwahOmQdMFDXuF-_ODZN25zeco53hEsup91yJXaFkc4NbcKjrkiEhe0VyxiD1QoGNbBgZeBXEes4F8S3i6ulsiPb9mmN3lHM6ZoHY8zAXhZwEo4rI2EQs9JG6XmYDMonaG28c_dXt4eIyaPFXyxnTshW-yLa6gO-HuK7-XEc3ZLCnAvuJW_Y-fxuMItW9IL3UmjeA3DZ8c4bL2DgYGBWKITBCUxwEPSshJ8H_5D9exFd3adKzv9cl1ixfzmR481a2-X1gzZOY8vvPUU6R0xuWjHcdOnW7CPAuGDC0rQMoyPLNX9KAMG5fOqb3qWHUsY0nLW3IbetZGssmdw_lWqAlg\">Green New Deal for Europe<\/a>, and on the Harvard-<em>Lancet&nbsp;<\/em>Commission on Reparations and Redistributive Justice.<\/p>\n\n\n\n<p>To meet that target, Hickel told&nbsp;<em>The Daily Poster<\/em>&nbsp;that the United States and other high-income nations \u201chave a responsibility under the terms of the Paris Agreement to cut emissions much faster than [Biden\u2019s pledge], given their overwhelming contributions to historical emissions.\u201d<\/p>\n\n\n\n<p>The United States is the biggest carbon dioxide emitter in history. And even though U.S. emissions have&nbsp;<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/email.mg2.substack.com\/c\/eJwlkEGOhSAMhk_z2GkERHDBYjZzDYNQfWQQDNQxzukHnw0ppaX9088ahDXlS--pILndhNcOOsJZAiBCJkeBPHmnB8GVUMTp3tE78GVaMsBmfNCYDyD7MQdvDfoU7_9cSqnIWwvhlFROqVG4mY5iZkoNoq_DmGCdM4-qOZyHaEHDL-QrRSBBvxH38uJfL_Zdz3merQfTprzWl8nobYBSwzWk2YTGJtbA5kup-qXxsWEdHYnXrGO069lAO85p39LWSsu4olzyRQBjEmYuneFuWASzi7KvvttW1pZjLmjsT2vTRrL-SxENrVbLJoVPtm481Xs7osdrgmjmAO6BgQ_RD55phQi5knaTQU0HOvacM0r7cXiWv2kJIWXNkyrrUu2Kuvic0PwDvYeJ0w\">fallen in recent years<\/a>, fossil fuels still account for&nbsp;<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/email.mg2.substack.com\/c\/eJwlkNuOhCAMhp9GLo2c9YKLTTbzGoZDdcg6YKCucZ9-caYhhR5I_37eIqy5XGbPFcntZrx2MAnOugEiFHJUKHMMRkk-ypEEIwK9H7HOSwF42bgZLAeQ_XBb9BZjTnc_11qP5GmknKQXzNkggU3K0UkNnHIF2lGnnPhMtUeIkDwY-IVy5QRkM0_EvXb8q2OPds7z7CHafs2_LcIc7BUTJCjr1eIA2IT0-3Pv-COGjn8LOUyKRMMGRgfBFB04p6Knvdee8ZFyzZemiGlwXAfLg1ok88voOzG8VtbXw1W0_qf3-UWK-csJLW3WyjZv72zbeG7360gRrxmSdRuEDwz8EH3jmddbZiMdZouGKjoJzhmloul7L3_TklLrlidtbMjtVzI1loz2H-gTicY\">80 percent of energy production in the United States<\/a>.<\/p>\n\n\n\n<p>The 1992 United Nations Framework Convention on Climate Change (UNFCCC), the first major international climate change treaty,&nbsp;<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/email.mg2.substack.com\/c\/eJwtkMGOhCAMhp9mOBoBFTxw2Mu-hsFSHTIKBsps3KdfHLch_X9aSNMPLOEa02mOmIldaaLzQBPwJ29IhImVjGnyzgy91L1mznSOX8bnaUmIu_WboVSQHWXePFjyMVzvpVJKs6fRVrU916Oe9dhzNyAf5dhaFBJBo-ruqbY4jwHQ4BvTGQOyzTyJjvyQXw_xXU8JCwA0PlC9JMyxJMBqXYRcBWJ4v45_g2FtDrcwb0QreNuJgbdS8q7hDSgQUnOp5NKjEApnqZyVblh6AYuGR9fuq2hymTNZeDUQd5bMbwxkeY3atnH7VOu-U9W9BE_nhMHOG7obBd08P3CmFQOmytlNlgwf-NhJKTjvxuFe_WLV90rVOqtjXay_gsk-RbJ_eh-KGA\">acknowledged that<\/a>&nbsp;countries should address the crisis \u201cin accordance with their common but differentiated responsibilities and respective capabilities and their social and economic conditions.\u201d The Paris Agreement is a treaty within UNFCCC.<\/p>\n\n\n\n<p>This meant developed countries should bear more responsibility in global sustainability efforts, based on the outsized impact their societies have on the environment and the technologies and financial resources they command.<\/p>\n\n\n\n<p>Therefore, said Hickel, Biden\u2019s announcement \u201cmight sound ambitious,\u201d but it is \u201ctotally inadequate and flies in the face of climate justice.\u201d&nbsp;<\/p>\n\n\n\n<p>A&nbsp;<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/email.mg2.substack.com\/c\/eJwlkcFu5CAMhp8m3BoBDiE5cNjLSL2t1AeICDgzbBmIwOl0-vRLOsiCnx9btj6cJbzm8jR7rsTObaHnjibho0YkwsKOimUJ3owKJjUxbwYvThHqshXEuw3RUDmQ7ccag7MUcjrzQWs9sZsBN48DjMDXDSQ48EpYLicHXDs5-_XV1R4-YHJo8AvLMydk0dyI9trBn05eWjwej55uGG3Lot7le_P-5aMkG2uTzd_jrQlbKLiITf19f_-QapBvSsxjJyfJOzkDb5e3pi7bESPhN7FgJJeCD3IUHEAMvehdmw0mARo2hVJqXEF7C37clHTb5LqB36-yr8daybrPcxxWzE9OZEVb7dnm-Os2Kks770cK9Fww2TWifwGjF_VfhMsVE5b2G36xZMQo5gFACjHM4wvQSVQprZvPWlufW1UyNZRM9j_P3pO_\">2020 paper<\/a>&nbsp;by Hickel explored the concept of \u201ccarbon budget,\u201d the idea that the atmosphere is part of the global commons and all countries should only emit their fair share of carbon dioxide. According to the paper, the United States has already overshot its share of the carbon budget by 40 percent. Overall, the Global North has overshot its carbon budget by 92 percent, with the European Union being responsible for 29 percent of that total.<\/p>\n\n\n\n<p>Biden\u2019s new emissions pledge means that \u201cthe U.S. will continue to colonize the atmospheric commons, gobbling up the fair shares of poorer nations, causing enormous destruction in the process,\u201d said Hickel.&nbsp;\u201cWhy should anyone in the Global South accept this?&nbsp;It is morally and politically untenable.\u201d<\/p>\n\n\n\n<p>Hickel noted that the United States should instead \u201ccommit to reach zero emissions by 2030, and to pay reparations for climate damage to countries in the Global South.\u201d Such effort would include helping to facilitate emission reduction efforts in poorer nations that have yet to consume their fair share of the global carbon budget.<\/p>\n\n\n\n<p><a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/email.mg2.substack.com\/c\/eJwlUN1uhiAMfZqPSyMURS-42M1ew_BT_cgUDJQt7umHs2na5rRNe44zhFvKlz5TIXaHha4TdcSfsiMRZlYL5iV4PQ4wDRPzWnp-F6Esa0Y8TNg15YrsrHYPzlBI8Z4HpdTE3toqhwa8kvMAKGYret8bnPtpFQBo7XPVVB8wOtT4jflKEdmu30RnecHHS3w2r2U1IZe3ydilvDXE2FSpZRa06AXvpRh5D8BlxzunnICJg4J1QCEUWlC-vTGug3Dr5F6yPzbRlWoLGffVuXSwrH9TJMObtbZJ-z_aaC0tHzUGuhaMxu7oH8b0yPavwbJhxNzk9IshzUc-SwDBuZzHh-EtyTAo1XDWzvrUtqIuIScyf6Qxgfo\">The U.S. Climate Fair Share Project<\/a>, an effort backed by 175-plus climate organizations, also believes the United States should do more to combat climate breakdown in developing countries. The project has&nbsp;<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/email.mg2.substack.com\/c\/eJwlUEtuxSAMPM1jGfEnWbDopteIHDB5qAlEQFqlpy9pLMu2xrZGMw4arrlc9si1kbvM7TrQJvypG7aGhZwVyxy91UqMaiTeSs_uIdY5FMQd4mZbOZEc57JFBy3mdN8LY8xI3la6QH0AZfiISIFOgnkzaaqCFnqczMMKp4-YHFr8xnLlhGSz79aO-hIfL_7Z86wBYqlvKDjkspJoOeWMSq4ZFYLJgQ3OOC5GJowICjk3uAjjQXgdFHdhdC9J95UP9VxqA_c1uLyTYn9zasB69DXk7R_tWube9zPFds2YYNnQPzLb49W_8HnFhKV76Gdolmk2SSE4Y3LSj6zbB6WM6TjptD73r2RrLLnBH5zXffw\">concluded<\/a>&nbsp;that in order to cover its fair share of climate impacts, the U.S. would have to cut its emissions by 195 percent \u2014 meaning the country would have to be responsible for negative emissions.&nbsp;<\/p>\n\n\n\n<p>To achieve this goal, the U.S. Climate Fair Share Project says the United States would need to cut emissions by 70 percent, then meet the remaining 125-percent reduction by financing international climate efforts and providing technological support to developing countries.<\/p>\n\n\n\n<p>\u201cThe U.S., like wealthy countries in general, has a fair share [of emissions reductions] that is too large to be achieved domestically,\u201d&nbsp;<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/email.mg2.substack.com\/c\/eJwtkMFuhSAQRb_msXtGGBHfgkU3_Q2DMPhIFQyMbezXF7WEAHMHci_HGsI55UNvqRA7l5GODXXEn7IgEWa2F8xjcLqXMMiBOd05fh5CGX1GXE1YNOUd2bZPS7CGQornfVBKDeytpR_QeRCdlHwA3vbgpVUefD-5CUV_u5rdBYwWNX5jPlJEtug30VYe8PEQn3XuxZuQy9tkbFKeq7KmjE-HVBPUKsSaNl72ZnnalDbMV1V7LGjRCt52ouctAO8a3lhlBQwcVM2DQiicQDkDrvdSWD_YR9eus2jKPhUy9quxaWVZ_6ZIhtdR2yYtl1o_PtZ93WOgY8RopgXdzYRusBelccZ4RkI3GtK8568OQHDevf4ZnNCkVKrqrNq6VF9FXUJOZP4AIwiOxg\">note<\/a>d the project. \u201dWealthy countries can do their fair shares by supporting developing countries as they seek levels of ambition greater than they could achieve on their own, levels that are actually commensurate with the 1.5\u00b0C temperature goal.\u201d<\/p>\n\n\n\n<p>The 2018 IPCC Special Report elaborated on how temperature rise has already caused \u201cprofound alterations\u201d to human and natural systems, leading to extreme weather, droughts, floods, sea level rise, and biodiversity loss, causing unprecedented risks to vulnerable populations. Referring to developing countries, the report noted \u201cthe most affected people live in low and middle income countries, some of which have already experienced a decline in food security, linked in turn to rising migration and poverty.\u201d<\/p>\n\n\n\n<p>As of now, the planet is headed towards&nbsp;<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/email.mg2.substack.com\/c\/eJwlUM1uhiAQfJqPm0ZYFDxw6KWvYRBWP1IFA2sb-_TFSjbsZH8yO-Ms4ZryZY5UiN3fRNeBJuJP2ZAIMzsL5il4M_Sge828kZ7fIJRpyYi7DZuhfCI7znkLzlJI8Z4HpZRmb7MMnUTQjo9adg4Buk5y0LN2Cx_lsDys9vQBo0OD35ivFJFt5k10lBd8vMRnDQo7ti7tFfYjHwWMFZ2xwT2UUjlLs9qjcVvYq6bGvW1csU6wYEQneCfFwDsALlveOuUEaA4Klh6FUDiD8hb8sPTCLdq9ZLevoi3nXMi6r5uVZfObIlleX23btP1Xq-ap5v2Mga4Jo5039I8d9Hj6b9C0YsRc7_KTJcOHKhxAcC7H4ZF_-9X3StU6q7Q-1a1oSsiJ7B9hwooC\">a 3 degree Celsius increase<\/a>&nbsp;by the end of the century. About one-fifth of the world&#8217;s population already live in regions that have&nbsp;<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/email.mg2.substack.com\/c\/eJwlkMuOhCAQRb-m2Wl4qNgLFrOZ3zAllDYZBANld5yvHxwJ4ZKiHpdjgXBN-TR7KsSuY6JzRxPxUwISYWZHwTx5Z4Zejf3InOmcuC6-TEtG3MAHQ_lAth9z8BbIp3jlK631yF5GLd0ocOHouJp7UHwWw9MpwZE_R7fIeyoczmO0aPCN-UwRWTAvor081NdDftdtg9-q2zZCgXZN7xq6XFaR49BXgcbhWh01aWlsqr1ybD6vs1lDmiE0hNuOGejIWJraqf6tFjFvJJeCd3IQXCnRtaK12ko1CqXV0qOUGmelHSg3LL20y2gfHd9W2ZZjLgT2p7VpY9n8pkgg6qrPkMJ_tCKZqm5H9HROGGEO6G5adCP_5zetGC9r6CYgIwbx7JSSQnTP4aZz4ex7rWuc1bEu1apois-J4A9MqJaX\">warmed beyond 1.5 degrees Celsius<\/a>.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>\u201cA Worrying Focus On The Private Sector\u201d<\/strong><\/h4>\n\n\n\n<p>References in Biden\u2019s emissions reduction plan to relying on net-zero emissions and private-sector involvement are also raising concerns.&nbsp;<\/p>\n\n\n\n<p>A White House&nbsp;<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/email.mg2.substack.com\/c\/eJwlUkGypSAMPM1zhyWgogsWs5lrWAhRmVGwIH7LOf0En2WR0Cakm9YahDWmR58xY1WWCZ8TdIA774AIqboypMk73Xdy6IbK6dbxkvg8LQngMH7XmC6ozmvevTXoYyj1Uik1VJueR2UULGPft60YoR9aJ5RwxgrruBiH71RzOQ_BgoYfSE8MUO16QzzzR_76iN_03vdd35tH2CJRqtf4Q-CcPCw-rCzFeNA-Iwk6IGBmCXYwGTKhohGcQtOWXNCyGIssbwDIzgTZO-pgcwksA_WKRjZsJXXhHcZWk9kZ9_0q4uhkd9k3Q5NWOsP4AxwzyGwC0k901hgdO81T8iuU0j9xzswERwPslV6cZUYUHaS8-ZNRjaVtYBAgrQ9DsFuIe1z9q6HyushoWtHzRkre1ry2ygo5cKnk0oEQCmapnJGuXzphl8F-2uZYRZ2vme7F_q1tPKqk_8WAhtNDn03cX5S8mygexBWfCYKZd3BfW_H7b7xGT2shR1fsJoOa93xspRSct2P_tbH43nVKEV7RWBepK-jsU0TzH1sR1L0\">press release<\/a>&nbsp;on the plan said \u201cAmerica\u2019s 2030 target picks up the pace of emissions reductions in the United States, compared to historical levels, while supporting President Biden\u2019s existing goals to create a carbon pollution-free power sector by 2035 and net-zero emissions economy by no later than 2050. There are multiple paths to reach these goals, and the U.S. federal, state, local, and tribal governments have many tools available to work with civil society and the private sector to mobilize investment to meet these goals while supporting a strong economy.\u201d<\/p>\n\n\n\n<p>Net-zero goals have been&nbsp;<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/email.mg2.substack.com\/c\/eJwlkE2OhCAQhU_T7DACArpgMZu5hkEouskoGChnYp9-sCWEgvrJ433OIjxzOc2eK5LrmPHcwST4qysgQiFHhTJHb5QUoxyJN4Nn1yXWORSAzcbVYDmA7MeyRmcx5nT1C631SF6GQ_Cj5cMyeeflxIDJZZrUZINiS-DyVrWHj5AcGPiFcuYEZDUvxL0-xNeDf7eNL3A5tWr9SHQuby3r1rg1D7S6No6xYqWty8GONAeaAOkbSqaxUku9Tc_2OCrFYnfKpBaq-TC856wfuGK9EGzoWOe042JkQosggXMNi9DeCq-C5C6M7jH025N39VgqWvdzfYUU884JLWurlW1eP9nGZG5xO1LEc4ZklxX8jQtv5h-A8xMSlObDzxYNU2wahOCMDZO68Vw8pdS65UmT9blNJVNjyWj_AR2mmLk\">heavily criticized<\/a>&nbsp;for distracting from an urgent need to drastically cut down emissions on the assumption that future technologies can sequester the carbon that is emitted today.&nbsp;<\/p>\n\n\n\n<p>As for private-sector participation, Harjeet Singh, global climate lead at the international non-governmental organization&nbsp;<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/email.mg2.substack.com\/c\/eJwlUMuOhSAM_RpZGqEg3gWL2cxvGITqJaNgoI5xvn7w2jRt09fJOc4SLilfZk-F2B1GunY0Ec-yIhFmdhTMY_CmVzCogXkjPb-LUMY5I242rIbygWw_pjU4SyHFex-01gN7G-W54AoQtdISdDeroZt73fVczuBQPKj28AGjQ4O_mK8Uka3mTbSXBr4a8V39PM_Wuvu7Df4otk15YcGITvBOip53AFy2vHXaCRg4aJgVCqFxAu0t-H5Wws2Da2S3LaItx1TIup_WpY1l85ciWV6tjm1aP91KaKx5O2Kga8RopxX9w5UewT7sxwUj5iqkHy0Z3vOXBBCcy1f_cLvFUErr2mcV1qd6FU0JOZH9B9URf3k\">ActionAid<\/a>, pointed out that there is \u201ca worrying focus on the private sector to deliver.\u201d<\/p>\n\n\n\n<p>\u201cHow can we have confidence in companies driven by profit margins&nbsp;when we\u2019re not seeing real zero targets from businesses, especially from the polluting industries most responsible for the climate crisis?\u201d Singh asked.&nbsp;<\/p>\n\n\n\n<p>For example, many private U.S. fossil fuel companies have announced&nbsp;<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/email.mg2.substack.com\/c\/eJwtUEFyhCAQfM1y0xJQwAOHXPINC2F0qSBYgMma12dcQ1FMV9PDNG1NhTXlU--pVHIdUz130BF-SoBaIZOjQJ6802LgalDE6d7RC_gyLRlgMz7omg8g-zEHb031KV56LqVU5KlHIdUI4zLMnXKG2ZErUFKMrGN8lobdU83hPEQLGr4hnykCCfpZ614e_OPBPnH7WLwDG_yGni9_bcor8hfEQkUn8ckOYfKhWU1p_rXNHsCtUJp5b8oTQmjg9UoRhcRrbKFdzwTtOKd9S1srLeOKcsmXARiTMHPpDHdiGZhdlH303baythxzqcZ-tTZtJOvfFKuhuPDapPBmMY8J63ZEX88JopnRxx1VvfN-hzet-JuMPt1kqqaCjj3njNJ-FHc0V5bDICXyBMe6hF1RF59TNX-HCJSC\">dubious net-zero targets<\/a>&nbsp;while failing to commit to reducing oil and gas output and opposing policies that would help reduce emissions.
