Dean Preston would set up a committee of experts with the task of drafting plans for a municipal bank within one year.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><a href=\"http:\/\/48hills.org\/wp-content\/uploads\/2016\/10\/Dean-Preston--1024x683.jpg\"><img decoding=\"async\" src=\"http:\/\/48hills.org\/wp-content\/uploads\/2016\/10\/Dean-Preston--1024x683.jpg\" alt=\"\" class=\"wp-image-16069\"\/><\/a><figcaption>Sup. Dean Preston is promoting a public bank.<\/figcaption><\/figure>\n\n\n\n<p>There are&nbsp;<a href=\"https:\/\/sfgov.legistar.com\/View.ashx?M=F&amp;ID=9100226&amp;GUID=D38306C1-EEE0-4ED4-90DE-041F0CB5B509\">lots of options<\/a>&nbsp;on how the bank&nbsp;<a href=\"https:\/\/sfgov.legistar.com\/View.ashx?M=F&amp;ID=9450348&amp;GUID=62094DD1-30AE-4168-A364-977BA492BC54\">could operate<\/a>&nbsp;and what it could do. That would be worked out by the panel. The bank could, according to the supes Budget and Legislative Analyst,<\/p>\n\n\n\n<blockquote class=\"wp-block-quote\"><p>Cultivate and enter into lending agreements with a network of affiliated institutions: local and regional credit unions, banks, loan funds, and Community Development Financial Institutions (CDFIs).<\/p><\/blockquote>\n\n\n\n<p>Ultimately, the public bank could provide traditional banking services \u2013 taking deposits and making consumer loans.<\/p>\n\n\n\n<p>That would likely be years away, but the BLA report notes that:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote\"><p>Both models feasible and could operate profitability. We recommend that the City establish a non-depository MFC, at least initially, for lower operating costs, bigger impact, and no requirement for FDIC approval.<\/p><\/blockquote>\n\n\n\n<p>So far there are six cosponsors, enough to pass the measure but not enough to survive a mayoral veto. Sup. Some 32,000 tenants are behind on their rent, and while there\u2019s federal money available to help,&nbsp;<a href=\"https:\/\/48hills.org\/2021\/05\/not-one-dollar-of-state-rent-relief-money-has-arrived-in-sf\/\">almost none of it has arrived in San Francisco<\/a>.<\/p>\n\n\n\n<p>Also: Many of the tenants eligible for rent relief&nbsp;<a href=\"https:\/\/48hills.org\/2021\/06\/help-is-on-the-way-but-many-tenants-dont-know-about-it\/\">don\u2019t know about it<\/a>.<\/p>\n\n\n\n<p>Preston has been pushing the Mayor\u2019s Office to use Prop. I money as a bridge to keep people in their homes (and yes, to keep small landlords out of foreclosure), but she&nbsp;<a href=\"https:\/\/48hills.org\/2021\/04\/breed-wont-promise-to-spend-real-estate-tax-money-on-rent-relief\/\">has so far declined<\/a>.<\/p>\n\n\n\n<p><strong>Pacific Gas and Electric Company<\/strong>&nbsp;<a href=\"https:\/\/www.sfexaminer.com\/news\/sf-challenges-pgs-power-moves\/\">continues to make it difficult<\/a>&nbsp;and expensive for the city to connect its own public power to municipal facilities.<\/p>\n\n\n\n<p>This is just one piece&nbsp;<a href=\"https:\/\/www.clovisnews.com\/trails\/hetch_hetchy_power.html\">of a massive scandal<\/a>&nbsp;\u2013 San Francisco generates cheap, renewable power at its Hetch Hetchy power plants, but the city has to pay PG&amp;E to carry that power into town and to connect it to facilities owned by the city.<\/p>\n\n\n\n<p>The Land Use and Transportation Committee will hold a special hearing on th4e issue&nbsp;<strong>Friday\/18<\/strong>. Sup. Hillary Ronen has asked representatives of PG&amp;E to show up. Often, they just don\u2019t.<\/p>\n\n\n\n<p>This is a huge issue, worth tens of millions of dollars.
