In particular, the ad\u2019s primary speaking role went to an Andrea Shorter, whom&nbsp;<a href=\"https:\/\/public.netfile.com\/Pub2\/AllFilingsByFiler.aspx?id=200534506\">SF Ethics Commission filings<\/a>&nbsp;show the recall campaign is paying $16,000 a month (!) to act as its \u201cspokesperson.\u201d The ad did not disclose that Shorter is a paid campaign staffer.<\/p>\n\n\n\n<figure><iframe allowfullscreen=\"true\" class=\"\" src=\"https:\/\/platform.twitter.com\/embed\/Tweet.html?creatorScreenName=ExercisingDrunk&amp;dnt=false&amp;embedId=twitter-widget-0&amp;features=eyJ0ZndfZXhwZXJpbWVudHNfY29va2llX2V4cGlyYXRpb24iOnsiYnVja2V0IjoxMjA5NjAwLCJ2ZXJzaW9uIjpudWxsfSwidGZ3X2hvcml6b25fdHdlZXRfZW1iZWRfOTU1NSI6eyJidWNrZXQiOiJodGUiLCJ2ZXJzaW9uIjpudWxsfSwidGZ3X3NwYWNlX2NhcmQiOnsiYnVja2V0Ijoib2ZmIiwidmVyc2lvbiI6bnVsbH19&amp;frame=false&amp;hideCard=false&amp;hideThread=false&amp;id=1479181099913908231&amp;lang=en&amp;origin=https%3A%2F%2Fsfist.com%2F2022%2F01%2F20%2Frecall-chesa-campaign-hit-with-ethics-complaint-over-alleged-ad-violations%2F&amp;sessionId=cf3c83c537260df4afc94cb6d981627447ad6753&amp;siteScreenName=SFist&amp;theme=light&amp;widgetsVersion=75b3351%3A1642573356397&amp;width=550px\"><\/iframe><\/figure>\n\n\n\n<p>48 Hills&nbsp;<a href=\"https:\/\/48hills.org\/2022\/01\/recall-boudin-ad-features-paid-campaign-staffer-and-nobody-else\/\">noticed something similar<\/a>&nbsp;when the recall campaign\u2019s most recent glossy mailer (seen below) featured Shorter very, very prominently, but describing her as \u201cvictims\u2019 rights advocate\u201d rather than \u201cperson being paid $16,000 a month to do this.\u201d And now the local Democratic party is crying foul, as the Chronicle reports they\u2019ve&nbsp;<a href=\"https:\/\/www.sfchronicle.com\/bayarea\/article\/S-F-Dems-allege-campaign-violations-by-Boudin-16789557.php\">filed an ethics complaint with the California Fair Political Practices Commission<\/a>, noting that the law is clear that paid staff have to be disclosed as such on political advertisements. &nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/img.sfist.com\/2022\/01\/IMG_8283.jpg\" alt=\"\"\/><figcaption><em>Image: Safer SF Without Boudin<\/em><\/figcaption><\/figure>\n\n\n\n<p>Looking at the flyer, we see Shorter along with the quote \u201cI have fought for criminal justice reform and victims\u2019 rights in San Francisco for over 20 years,\u201d and \u201cChesa Boudin\u2019s refusal to do his job is devastating our city.\u201d Shorter is described in the ad as \u201cvictims\u2019 rights advocate\u201d and \u201ca fighter for San Francisco women for over 20 years,\u201d and it is not acknowledged she is being paid beaucoup bucks by the campaign.<\/p>\n\n\n\n<figure><iframe allowfullscreen=\"true\" class=\"\" src=\"https:\/\/platform.twitter.com\/embed\/Tweet.html?creatorScreenName=ExercisingDrunk&amp;dnt=false&amp;embedId=twitter-widget-1&amp;features=eyJ0ZndfZXhwZXJpbWVudHNfY29va2llX2V4cGlyYXRpb24iOnsiYnVja2V0IjoxMjA5NjAwLCJ2ZXJzaW9uIjpudWxsfSwidGZ3X2hvcml6b25fdHdlZXRfZW1iZWRfOTU1NSI6eyJidWNrZXQiOiJodGUiLCJ2ZXJzaW9uIjpudWxsfSwidGZ3X3NwYWNlX2NhcmQiOnsiYnVja2V0Ijoib2ZmIiwidmVyc2lvbiI6bnVsbH19&amp;frame=false&amp;hideCard=false&amp;hideThread=false&amp;id=1484019662484504581&amp;lang=en&amp;origin=https%3A%2F%2Fsfist.com%2F2022%2F01%2F20%2Frecall-chesa-campaign-hit-with-ethics-complaint-over-alleged-ad-violations%2F&amp;sessionId=cf3c83c537260df4afc94cb6d981627447ad6753&amp;siteScreenName=SFist&amp;theme=light&amp;widgetsVersion=75b3351%3A1642573356397&amp;width=550px\"><\/iframe><\/figure>\n\n\n\n<p>State campaign law requires that paid campaign ads \u201cshall include a disclosure statement stating \u201c(spokesperson&#8217;s name) is being paid by this campaign or its donors\u201d in &#8220;highly visible font shown continuously if the advertisement consists of printed or televised material.\u201d &nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/img.sfist.com\/2022\/01\/Screenshot-2021-11-18-1.jpg\" alt=\"\"\/><figcaption><em>Screenshot: Safer SF Without Boudin TV ad<\/em><\/figcaption><\/figure>\n\n\n\n<p>\u201cHere in California, we have really strong rules for transparency and campaign advertising rules that are supported by our local Democratic Party,\u201d said Keith Baraka, second vice chair of the San Francisco Democratic County Central Committee that filed the complaint, in an interview with The Chronicle. \u201cBy breaking these rules, the recall committee is showing they have little respect for fair elections or for the voters.\u201d<\/p>\n\n\n\n<p>According to the Chronicle, \u201cAny violation of the Political Reform Act can carry a penalty of up to $5,000 per violation.\u201d That\u2019s frankly not much of a deterrent to a recall campaign that\u2019s raised nearly $1.5 million. The&nbsp;<a href=\"https:\/\/www.safersfwithoutboudin.com\/\">recall campaign\u2019s website<\/a>&nbsp;still lists Shorter as \u201cAdvocate &amp; Community Leader,\u201d so it\u2019s not like they\u2019re furiously covering their tracks on this.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/img.sfist.com\/2022\/01\/IMG_8284.jpg\" alt=\"\"\/><figcaption><em>Image: Safer SF Without Boudin<\/em><\/figcaption><\/figure>\n\n\n\n<p>But this is political malpractice to make your paid campaign spokesperson so prominent in the advertisement. Above we see an entire page of that four-page ad is devoted entirely to proclaiming the accomplishments of one Andrea Shorter. She\u2019s previously&nbsp;<a href=\"https:\/\/cbslocal.com\/2018\/02\/06\/san-francisco-tv-ad-mayoral-race\/\">served on a London Breed Super PAC<\/a>&nbsp;in the 2018 mayoral campaign, and had been&nbsp;<a href=\"https:\/\/www.sfgate.com\/bayarea\/article\/Appointee-failed-to-report-her-employers-4209880.php\">dinged for failing to report income<\/a>&nbsp;as required by law while serving on the city\u2019s city&#8217;s Commission on the Status of Women.<\/p>\n\n\n\n<p>It\u2019s going to be awkward going forward for the recall campaign to describe themselves as a&nbsp;<a href=\"https:\/\/twitter.com\/TruthAboutChesa\/status\/1483584877479882753\">Democratic-led effort<\/a>&nbsp;when the local Democratic party has filed state ethics charges against them.
