That&#8217;s The Agenda for Feb. 5-12<a href=\"https:\/\/48hills.org\/author\/tim\/\"><\/a><\/p>\n\n\n\n<p>By<a href=\"https:\/\/48hills.org\/author\/tim\/\">TIM REDMOND<\/a><\/p>\n\n\n\n<p>FEBRUARY 5, 2023  (48hills.org)<\/p>\n\n\n\n<p><strong>UPDATE: Walton\u2019s office just announced that the hearing will be moved to March 14.<\/strong><\/p>\n\n\n\n<p>I would expect&nbsp;<a href=\"https:\/\/www.foxnews.com\/media\/critics-slam-san-franciscos-proposed-5-million-reparations-outrageous-unconstitutional-unlawful\">Fox News go ballistic<\/a>&nbsp;over the entire concept of&nbsp;<a href=\"https:\/\/www.theatlantic.com\/magazine\/archive\/2014\/06\/the-case-for-reparations\/361631\/\">reparations,<\/a>&nbsp;and super ballistic over&nbsp;<a href=\"https:\/\/sf.gov\/sites\/default\/files\/2023-01\/HRC%20Reparations%202022%20Report%20Final_0.pdf\">the San Francisco draft plan,<\/a>&nbsp;which was released in December 2022.<\/p>\n\n\n\n<p>But it\u2019s also created a lot of frankly racist response in San Francisco, especially on Twitter (read the replies):<\/p>\n\n\n\n<p><blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\"><p lang=\"en\" dir=\"ltr\">I encourage everyone to read the draft Reparations Report, not just the coverage of it. The Advisory Committee did excellent work on this. I&#39;m looking forward to the hearings &amp; final report, and working together to make reparations a reality in SF. <a href=\"https:\/\/t.co\/gEALshtC4t\">https:\/\/t.co\/gEALshtC4t<\/a><\/p>&mdash; Dean Preston (@DeanPreston) <a href=\"https:\/\/twitter.com\/DeanPreston\/status\/1619888664095637505?ref_src=twsrc%5Etfw\">January 30, 2023<\/a><\/blockquote><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n\n\n\n<p>The bottom line, as&nbsp;<a href=\"https:\/\/www.sfchronicle.com\/bayarea\/justinphillips\/article\/s-f-s-bold-misunderstood-reparations-proposal-17747114.php\">Justin Phillips notes in the Chron<\/a>, is that the draft is just a draft \u2014and the first hearing on the proposals will come&nbsp;<strong>Tuesday\/7<\/strong>&nbsp;at the full Board of Supes meeting.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img decoding=\"async\" loading=\"lazy\" width=\"1024\" height=\"704\" src=\"https:\/\/occupysf.net\/wp-content\/uploads\/2023\/02\/image-8.png\" alt=\"\" class=\"wp-image-25085\" srcset=\"http:\/\/occupysf.net\/wp-content\/uploads\/2023\/02\/image-8.png 1024w, http:\/\/occupysf.net\/wp-content\/uploads\/2023\/02\/image-8-300x206.png 300w, http:\/\/occupysf.net\/wp-content\/uploads\/2023\/02\/image-8-150x103.png 150w, http:\/\/occupysf.net\/wp-content\/uploads\/2023\/02\/image-8-768x528.png 768w, http:\/\/occupysf.net\/wp-content\/uploads\/2023\/02\/image-8-218x150.png 218w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><figcaption><em>Sup. Photo by Ebbe Roe Yovino Smith<\/em><\/figcaption><\/figure>\n\n\n\n<p>The ringhtwingosphere, and even a lot of local folks, have jumped on the idea of a $5 million cash payment to Black residents. That would cost like $100 billion, ten times the city budget! No way!<\/p>\n\n\n\n<p>Well, yeah, but there are also around 60 billionaires in San Francisco, and lots more people worth more than $100 million. And if we\u2019re honest, we have to admit that a lot of that wealth came, historically (and even fairly recently) at the expense of Black people.<\/p>\n\n\n\n<p>I haven\u2019t done the math, and I wish the draft report had spent more time on the numbers (it\u2019s going to be a bit complicated) but even if you just go back to World War II and you calculate the amount of multi-generational wealth that Black residents have lost through racist housing policies, Redevelopment, racist banking, predatory loans, a racist education system, a racist War on Drugs, and a long list of other discriminatory practices, $5 million a person doesn\u2019t seem that outrageous at all.<\/p>\n\n\n\n<p>And I\u2019m not even starting with the birth of the state and the impacts of slavery on early Black residents.<\/p>\n\n\n\n<p>Sponsored link<\/p>\n\n\n\n<p><a href=\"https:\/\/48hills.org\/about\/support-donate\/\"><\/a><\/p>\n\n\n\n<p><a href=\"https:\/\/48hills.org\/about\/support-donate\/\"><\/a><\/p>\n\n\n\n<p><a href=\"https:\/\/48hills.org\/about\/support-donate\/\"><\/a><\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><a href=\"https:\/\/48hills.org\/about\/support-donate\/\">Help us save local journalism!<\/a><\/h4>\n\n\n\n<p><a href=\"https:\/\/48hills.org\/about\/support-donate\/\">Every tax-deductible donation helps us grow to cover the issues that mean the most to our community. Shamann Walton&nbsp;<a href=\"https:\/\/www.msn.com\/en-us\/news\/us\/5-million-reparations-payment-for-black-residents-not-enough-san-francisco-official-says\/ar-AA16XrQo\">says the number is way too low<\/a>.<\/p>\n\n\n\n<p>I\u2019m also not saying that San Francisco can afford to do this alone; it\u2019s a statewide and national problem. But this kind of discussion is important, and there\u2019s a lot more to the draft than the Fox headlines would suggest.<\/p>\n\n\n\n<p>The supes will hear it, for the first time, in a Committee of the Whole at 3pm.<\/p>\n\n\n\n<p><strong>The Pandemic, of course, changed so much<\/strong>, and much of it for the worse in this city, but one of the interesting changes it also brough was remote commenting at the Board of Supes and board committees.<\/p>\n\n\n\n<p>For a while, all the city agencies met remotely, and the only way the public could comment was by calling in. Then everyone got back to meeting in person (for the most part), but people who couldn\u2019t or didn\u2019t want to come to the meetings in person could still call in.<\/p>\n\n\n\n<p>Now Sup. Rafael Mandelman wants to end that. The Rules Committee will consider&nbsp;<strong>Monday\/6<\/strong>&nbsp;a measure that would end remote participation by supes, meaning if a supervisor is sick and can\u2019t make the meeting in person, they\u2019ll just miss the meeting, which is pretty rare and was never a huge deal.<\/p>\n\n\n\n<p>But it would also end remote public comment, meaning that anyone who wants to testify to a committee or the full board will need to be there in person.<\/p>\n\n\n\n<p>That\u2019s always been hard for people with full-time jobs, particularly since public comment often goes on a while and it\u2019s hard to know exactly when an item will come up. So you have to set aside several hours, at least, to be able to get your two-minute comments in.<\/p>\n\n\n\n<p>Mandelman told me that the increased public comment that comes with remote comment takes a lot of time, and that \u201cI\u2019m not sure what is added by the additional hours of people commenting, when under district elections there are so many ways to meet with your supervisors. I don\u2019t think this is the most effective way of influencing a body, and I\u2019m not sure it leads to better decision-making.\u201d<\/p>\n\n\n\n<p>From a letter to the board from activist Marc Norton:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote\"><p>I am informed that the Board of Supervisors is considering eliminating remote commentary. That is a fundamental attack on democracy. Eliminating remote comments means making it very, very difficult for working people, for disabled people, for seniors, for people with families and many others to have their say. It sounds like you just do not want to hear from us.<\/p><p>I understand that allowing remote commentary means you have to listen to some crackpots. But eliminating remote commentary in order to solve that problem is truly a case of throwing the baby out with the bath water. Don\u2019t do it.<\/p><p>Nobody forced any of you to run for public office. If you don\u2019t like the obligations that go with your office, get another job.<\/p><\/blockquote>\n\n\n\n<p>Mandelman told me that the increased public comment takes a lot of time, and that \u201cI\u2019m not sure what is added by the additional hours of people commenting, when under district elections there are so many ways to meet with your supervisors. I don\u2019t think this is the most effective way of influencing a body, and I\u2019m not sure it leads to better decision-making.<\/p>\n\n\n\n<p><strong>I spoke with SF Public Utilities Commission General Manager Dennis Herrera Jan. 3, after the first round of early-year floods<\/strong>, and asked him if&nbsp;<a href=\"https:\/\/www.sfexaminer.com\/news\/climate_change\/warming-to-make-california-downpours-even-wetter-study-says\/article_988cd27e-cb0f-5318-ab8b-a36b6a2a4ae9.html\">the new climate reality<\/a>&nbsp;would mean San Francisco might have to change some of its development patterns. \u201cWe have to look at everything,\u201d he said.<\/p>\n\n\n\n<p>The Planning Commission will consider Feb. 9 a housing development&nbsp;<a href=\"https:\/\/48hills.org\/2023\/01\/what-if-floods-are-part-of-the-new-normal-in-san-francisco\/\">at 98 Pennsylvania<\/a>&nbsp;that\u2019s either in a flood zone or right on the edge of own, depending on whether you look at the city\u2019s \u201c<a href=\"https:\/\/sfplanninggis.org\/floodmap\/\">100 year flood map<\/a>\u201d that depicts areas likely to be under water in a once-in-a-century storm that may now be an annual event\u2014or whether you were out and about in that area on New Year\u2019s Eve.<\/p>\n\n\n\n<p><a href=\"https:\/\/48hills.org\/2023\/01\/is-sf-ready-for-climate-change-a-flooded-city-seemed-unprepared\/\">I was.<\/a>&nbsp;It looked like this:<\/p>\n\n\n\n<p><blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\"><p lang=\"en\" dir=\"ltr\">San Francisco 12\/31\/22. Loved one sent this to me. Neighborhoods like Mission Bay and The Embarcadero can expect flooding like this to become the norm going forward . <a href=\"https:\/\/t.co\/dm6YKU7CRg\">pic.twitter.com\/dm6YKU7CRg<\/a><\/p>&mdash; Chekhov\u2019s Gator (@EvilDreadsII) <a href=\"https:\/\/twitter.com\/EvilDreadsII\/status\/1609303356518043648?ref_src=twsrc%5Etfw\">December 31, 2022<\/a><\/blockquote><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n\n\n\n<p>The project has an underground garage, and the planners don\u2019t seem to have any concerns at all about flooding; the staff memo on it only mentions the issue in passing, and leaves it up to the developer, who said everything was just fine.<\/p>\n\n\n\n<p>It\u2019s not even clear who the project architect is. The name on the plans is SIA Consulting,&nbsp;<a href=\"https:\/\/www.sfchronicle.com\/local\/article\/S-F-building-inspector-put-on-leave-in-widening-16232837.php#photo-21094800\">which was linked to part of the city\u2019s ongoing corruption scandal<\/a>. Environmental lawyer Sue Hestor asked the planners:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote\"><p>98 Pennsylvania&nbsp;<strong>plans<\/strong>&nbsp;in&nbsp;<strong>1\/5 staff report<\/strong>&nbsp;had \u201cvertical\u201d strip along right edge of each sheet with&nbsp;<strong>SIA Consulting Corporation<\/strong>, identifying person who drew the plans, and date of that drawing.&nbsp; Plans in 2\/9 staff report have a strip at bottom with&nbsp;<strong>SIA Consulting Corporation<\/strong>, each dated<strong>&nbsp;12\/15\/2021&nbsp;<\/strong>and say&nbsp;<strong>drawn by R.K.&nbsp;&nbsp;<\/strong>What architect or architectural firm is offering its license as a guarantee of the accuracy of the renderings? When an architect submits project plans, their license is on the line.&nbsp; Please explain plan date discrepancy.&nbsp; Who is licensed architect?<\/p><\/blockquote>\n\n\n\n<p>Potrero Boosters activist Alison Health also raised the question in a letter to planners:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote\"><p>We have been told the project sponsor hasn\u2019t hired a mechanical engineer or landscape architect, and there is no licensed architect on staff at SIA.<\/p><\/blockquote>\n\n\n\n<p>A licensed architect, I am going to presume, might be thinking about preparing a building for the potential of floodwaters lapping against its sides.<\/p>\n\n\n\n<p>The project was approved in 2016 as a five-story building with 48 units, but (like so many housing projects in this city) was never built. Now, using the state\u2019s Density Bonus Law, the developer, Ciaran Harty, wants six floors with 64 units, ten of them affordable.<\/p>\n\n\n\n<p>It\u2019s now a parking lot. It\u2019s in a neighborhood where there\u2019s not a lot of threat of displacement from market-rate housing. The Boosters have issues with the height and design, which like much new housing is really ugly, but overall, it\u2019s hard to support new housing in the city and oppose this, and the Yimbys will be all over anyone who does.<\/p>\n\n\n\n<p>Except that, as Herrera told me, we have to look at everything.
