Only three of the examined jurisdictions \u2014 Denver, Baltimore and the District of Columbia \u2014 had at least 100 shelter beds for every 100 unhoused people.<\/p>\n\n\n\n<p>Last year, San Francisco had a per-capita homelessness rate of 887 people per 100,000 residents. In 2022, The City\u2019s rate was about 35% higher than the average and an unsheltered homelessness rate (503 per 100,000) that was almost 42% higher than the peer average.<\/p>\n\n\n\n<p>Yet The City, whose&nbsp;<a href=\"https:\/\/www.sfexaminer.com\/news\/housing\/sf-grand-jury-finds-city-services-fail-chronically-homeless\/article_5bb488e6-160c-11ee-85ba-632aeaafed18.html\" target=\"_blank\" rel=\"noreferrer noopener\">problems with visible homelessness<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/www.sfexaminer.com\/news\/politics\/aaron-peskin-demands-answers-fall-hearing-on-sf-drug-crisis\/article_1f03a688-2be3-11ee-8081-577a53f22c94.html\" target=\"_blank\" rel=\"noreferrer noopener\">drug use<\/a>&nbsp;remain primary concerns among residents and have become shorthand for its&nbsp;<a href=\"https:\/\/www.sfexaminer.com\/giants-owner-gives-to-ron-desantis-days-after-anti-sf-video\/article_c9f3c45c-25a7-11ee-a528-9357b62cb66c.html\" target=\"_blank\" rel=\"noreferrer noopener\">apparent decline to critics<\/a>&nbsp;on&nbsp;<a href=\"https:\/\/www.sfgate.com\/politics\/article\/san-jose-mayor-slams-san-francisco-crime-17911158.php\" target=\"_blank\" rel=\"noreferrer noopener\">all sides of the political spectrum<\/a>, had a lower per-capita homelessness rate than Oakland (1,147 people per 100,000 residents) and Los Angeles (1,077 per 100,000).<\/p>\n\n\n\n<p>San Francisco also had a lower unsheltered homelessness rate than Oakland (757 per 100,000), LA (730 per 100,000) and Berkeley (646 per 100,000).<\/p>\n\n\n\n<p>San Jose, whose&nbsp;<a href=\"https:\/\/sfstandard.com\/2023\/04\/18\/shots-fired-san-jose-mayor-says-city-will-not-become-san-francisco\/\" target=\"_blank\" rel=\"noreferrer noopener\">mayor \u201cemphatically\u201d said<\/a>&nbsp;\u201cwill not become San Francisco,\u201d averaged just six fewer unsheltered, unhoused residents per capita than The City. San Francisco also had a lower share of unsheltered residents (57%) than any other peer jurisdiction in California, including San Jose (75%), Los Angeles (68%) and Oakland (66%).<\/p>\n\n\n\n<p>Unsheltered homelessness remains a problem throughout California. Ninety percent of respondents to&nbsp;<a href=\"https:\/\/www.sfexaminer.com\/news\/housing\/california-homeless-population-mostly-local-new-study-finds\/article_b43e2ba2-0f95-11ee-813b-fb4909af05b0.html\" target=\"_blank\" rel=\"noreferrer noopener\">a statewide UCSF study<\/a>&nbsp;published last month said they had spent at least&nbsp;<a href=\"https:\/\/homelessness.ucsf.edu\/sites\/default\/files\/2023-06\/CASPEH_Report_62023.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">one night without shelter<\/a>&nbsp;during the previous six months.<\/p>\n\n\n\n<p>The San Francisco Controller\u2019s Office published its findings the same month The City rolled out a&nbsp;<a href=\"https:\/\/www.sfexaminer.com\/news\/politics\/sf-rolls-out-new-online-reservation-system-amid-shelter-push\/article_c38a9876-1c28-11ee-80a8-b7396af80cad.html\" target=\"_blank\" rel=\"noreferrer noopener\">new reservation system<\/a>&nbsp;for unhoused people to secure placement in an emergency shelter, and the same day Mayor London Breed signed a&nbsp;<a href=\"https:\/\/www.sfexaminer.com\/news\/politics\/sf-budget-one-step-closer-to-law-after-supervisors-approve\/article_b5cd0814-2023-11ee-b011-cf5ca6700fd5.html\" target=\"_blank\" rel=\"noreferrer noopener\">two-year budget<\/a>&nbsp;that would add some&nbsp;<a href=\"https:\/\/www.sfexaminer.com\/news\/housing\/london-breed-proposes-600-new-shelter-beds-in-sf-budget\/article_9bb6cd9e-ff25-11ed-bf53-779e848f6f17.html\" target=\"_blank\" rel=\"noreferrer noopener\">600 new shelter beds<\/a>&nbsp;in San Francisco. Supervisors had&nbsp;<a href=\"https:\/\/www.sfexaminer.com\/news\/politics\/sf-leader-calls-for-2000-new-homeless-shelter-beds-asap\/article_9084788a-c83f-11ed-916a-63d39e2a8d22.html\" target=\"_blank\" rel=\"noreferrer noopener\">hoped to add 2,000<\/a>.&nbsp;<\/p>\n\n\n\n<p>On Tuesday, unhoused advocates filed a legal brief alleging that&nbsp;<a href=\"https:\/\/www.sfexaminer.com\/news\/housing\/sf-homeless-advocates-say-illegal-encampment-sweeps-persist\/article_db106340-2bfa-11ee-a080-bbcfd3776eda.html\" target=\"_blank\" rel=\"noreferrer noopener\">The City continues to openly violate<\/a>&nbsp;a&nbsp;<a href=\"https:\/\/www.sfexaminer.com\/news\/the-city\/how-a-judges-ruling-could-impact-sfs-homeless-sweeps\/article_57764b0e-86d6-11ed-8dde-176835999e6f.html\" target=\"_blank\" rel=\"noreferrer noopener\">federal court order<\/a>&nbsp;barring San Francisco law enforcement from&nbsp;<a href=\"https:\/\/www.sfexaminer.com\/news\/san-francisco-asks-judge-to-define-involuntarily-homeless\/article_29f33b26-8c6a-11ed-9814-dfb5524b8bf5.html\" target=\"_blank\" rel=\"noreferrer noopener\">conducting sweeps of encampments<\/a>.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><a href=\"https:\/\/www.sfexaminer.com\/users\/profile\/Marcus%20White\"><img decoding=\"async\" src=\"https:\/\/bloximages.chicago2.vip.townnews.com\/sfexaminer.com\/content\/tncms\/avatars\/a\/2e\/096\/a2e096d0-383e-11ed-8dff-03ca0c28c2ed.6e26757400633d7b219baab76e54234b.png?_dc=1665446500\" alt=\"Marcus White\"\/><\/a><\/figure>\n\n\n\n<h4 class=\"wp-block-heading\"><a href=\"https:\/\/www.sfexaminer.com\/users\/profile\/Marcus%20White\">Marcus White<\/a><\/h4>\n","protected":false},"excerpt":{"rendered":"<p>San Francisco had only&nbsp;52 shelter beds for every 100 unhoused people&nbsp;in The City last year, and just two-thirds as many beds as their peer cities, according to a new controller\u2019s office report.
