The initial shock was common to both groups, but the two have diverged in how they\u2019re approaching the Trump administration now that it\u2019s been sworn in.<\/p>\n\n\n\n<p>Democratic voters plainly crave a fight\u2014indeed, they&nbsp;<a href=\"https:\/\/poll.qu.edu\/poll-release?releaseid=3919\" target=\"_blank\" rel=\"noreferrer noopener\">report<\/a>&nbsp;higher dissatisfaction with their congressional leaders than Republican voters&nbsp;<a href=\"https:\/\/poll.qu.edu\/poll-release-legacy?releaseid=1361\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a>&nbsp;at the same time in 2009, at the dawn of what would become the Tea Party movement. By contrast, most Democratic politicians, at least those in Congress, are running their usual playbook: laying low,&nbsp;<a href=\"https:\/\/www.semafor.com\/article\/02\/02\/2025\/trump-will-screw-up-schumer-plots-the-democratic-comeback\" target=\"_blank\" rel=\"noreferrer noopener\">waiting for Trump to screw up<\/a>, and&nbsp;<a href=\"https:\/\/www.axios.com\/2025\/02\/12\/democrats-jeffries-move-on-indivisible-trump\" target=\"_blank\" rel=\"noreferrer noopener\">getting annoyed with the increasingly frantic demands of their base<\/a>.<\/p>\n\n\n\n<p>This strategy worked fine in 2005, but Donald Trump is not George W. Bush. We don\u2019t have time to wait and hope for Trump and Musk to defeat themselves\u2014that may not happen, and even if it does, by that time they may well have broken American democracy.<\/p>\n\n\n\n<p>The Democrats need loud, aggressive brawlers, and there\u2019s no better way to get some than by primarying some of the party\u2019s most feckless benchwarmers in Congress. I\u2019ve been analyzing party politics for many years, and here is my list of the top ten targets.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">1. Dan Goldman (NY-10)<\/h4>\n\n\n\n<p>Rep. Dan Goldman spent his way into Congress in 2022,&nbsp;<a href=\"https:\/\/docquery.fec.gov\/cgi-bin\/forms\/C00816660\/1642099\/\" target=\"_blank\" rel=\"noreferrer noopener\">tapping into nearly $5 million of his personal wealth<\/a>&nbsp;as&nbsp;<a href=\"https:\/\/stanforddaily.com\/2023\/01\/19\/levi-strauss-heir-dan-goldman-j-d-05-sworn-in-to-u-s-congress\/\" target=\"_blank\" rel=\"noreferrer noopener\">an heir to the Levi Strauss fortune<\/a>. He limped past a badly split field of progressives and won with about a quarter of the vote. Goldman has taken a somewhat antagonistic stance toward the Democratic base in office, on issues ranging from&nbsp;<a href=\"https:\/\/theintercept.com\/2024\/02\/01\/dan-goldman-icj-israel-genocide\/\" target=\"_blank\" rel=\"noreferrer noopener\">U.S. policy toward Palestine<\/a>&nbsp;to&nbsp;<a href=\"https:\/\/bsky.app\/profile\/danielsgoldman.dg4ny.co\/post\/3likpckeuac2u\" target=\"_blank\" rel=\"noreferrer noopener\">how Democrats should fight back against the second Trump administration<\/a>\u2014and this is not a district where that makes any amount of sense. Joining downtown Manhattan to brownstone Brooklyn, the district has a deep bench of progressive elected officials, like New York City Councilmembers Shahana Hanif and Alexa Avil\u00e9s, who could probably give Goldman a run for his money even if he&nbsp;<em>wasn\u2019t<\/em>&nbsp;a wealthy heir whose quality as a politician is well below replacement level for a House Democrat.&nbsp;<a href=\"https:\/\/www.huffpost.com\/entry\/dan-goldman-abortion-restrictions-new-york-congressional-primary_n_62d71cc8e4b0aad58d13a45f\" target=\"_blank\" rel=\"noreferrer noopener\">In his 2022 run<\/a>, he accidentally came out in favor of abortion restrictions in an interview\u2014since taken offline\u2014with the Jewish publication&nbsp;<em>Hamodia<\/em>&nbsp;and had to be hastily corrected by a staffer mid-interview. Goldman performed atrociously in his 2024 primary, garnering a weak 65 percent against a pair of protest candidates, and he hasn\u2019t changed his tune since then. He may not be a relic of a bygone era like many of his colleagues, but the energy for a primary is already there, just waiting to be harnessed by the right candidate.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">2. Seth Moulton (MA-06)<\/h4>\n\n\n\n<p>Seth Moulton is a tone-deaf incumbent who is unlikely to receive much help from national Democrats. As polls increasingly show rank-and-file Democrats dissatisfied with their federal legislators\u2019 passivity, bipartisanship, and muted rhetoric,&nbsp;<a href=\"https:\/\/www.wgbh.org\/news\/politics\/2025-01-21\/moulton-says-trumps-early-anti-trans-actions-prove-his-point\" target=\"_blank\" rel=\"noreferrer noopener\">Moulton has made the baffling choice to double down on banning trans kids from school sports<\/a>, prompting&nbsp;<a href=\"https:\/\/www.bostonglobe.com\/2024\/11\/09\/nation\/seth-moulton-trans-athletes-backlash\/\" target=\"_blank\" rel=\"noreferrer noopener\">angry rebukes from local Democrats in his district<\/a>. His ill-fated 2020 presidential run and his habit of&nbsp;<a href=\"https:\/\/www.politico.com\/story\/2018\/11\/19\/seth-moulton-nancy-pelosi-speaker-democrats-1005762\" target=\"_blank\" rel=\"noreferrer noopener\">picking very silly fights with House leadership<\/a>&nbsp;make it somewhat unlikely that Moulton could count on the full force of the national Democratic establishment coming to defend him.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">3. Shri Thanedar (MI-13)<\/h4>\n\n\n\n<p>Thanedar, a wealthy businessman who spent millions of his own money to break into politics, is&nbsp;<a href=\"https:\/\/www.huffpost.com\/entry\/shri-thanedar-detroit-congress-controversy_n_6580a94fe4b08e9b410b881d\" target=\"_blank\" rel=\"noreferrer noopener\">a weak, eccentric incumbent with notoriously poor constituent service<\/a>. He\u2019s strongly disliked by the local establishment, who opposed his initial congressional bid in 2022 and largely&nbsp;<a href=\"https:\/\/www.freep.com\/story\/news\/politics\/2024\/05\/30\/detroit-mike-duggan-backs-mary-waters-congress\/73904126007\/\" target=\"_blank\" rel=\"noreferrer noopener\">backed<\/a>&nbsp;Detroit Councilwoman Mary Waters\u2019s ill-fated, underfunded primary challenge in 2024. Many in Detroit politics are sore over the fact that since Thanedar\u2019s 2022 win, the city now lacks Black representation in Congress; Detroit\u2019s other representative, Rashida Tlaib, has proven herself resilient against primary challenges, leaving Thanedar as the obvious target.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">4. Danny Davis (IL-07)<\/h4>\n\n\n\n<p>Danny Davis is a weak, old incumbent who has struggled against past challengers. Had Justice Democrats\u2013backed activist Kina Collins had more resources, she might very well have toppled the congressman in 2022, and his performances against weaker, split fields of challengers have been little better. His low-effort 2022 campaign produced&nbsp;<a href=\"https:\/\/www.youtube.com\/shorts\/nQNBntLvnRI\" target=\"_blank\" rel=\"noreferrer noopener\">one of the worst, cheapest TV ads this writer has ever seen<\/a>\u2014it literally consisted of unedited Zoom footage, apparently filmed in one take, if the congressman\u2019s halting delivery was any indication.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">5. David Scott (GA-13)<\/h4>\n\n\n\n<p>David Scott is another weak, old, conservative incumbent who has struggled against past challengers; additionally, he has received considerable media attention for his advanced age and health troubles,&nbsp;<a href=\"https:\/\/www.politico.com\/newsletters\/playbook-pm\/2024\/12\/19\/johnson-scrambles-for-an-exit-ramp-00132333\" target=\"_blank\" rel=\"noreferrer noopener\">notably yelling at a photojournalist for taking a picture of him in a wheelchair in the halls of Congress<\/a>. He just suffered a demotion as well; formerly the top Democrat on the House Agriculture Committee,&nbsp;<a href=\"https:\/\/www.ajc.com\/politics\/david-scott-faces-setback-in-effort-to-remain-the-top-democrat-on-house-agriculture\/C2Z25AKDEJAJVCNXAPZ6RI7RO4\/\" target=\"_blank\" rel=\"noreferrer noopener\">Scott was dumped by his colleagues<\/a>\u2014not even in favor of Nancy Pelosi\u2019s preferred successor, California Blue Dog Jim Costa, but in favor of Angie Craig, a Gen X Minnesotan from the House class of 2018. He already faces one primary challenge from state Sen. Josh Gottheimer<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">6. Josh Gottheimer (NJ-05)<\/h4>\n\n\n\n<p>Gottheimer is the single most needlessly antagonistic centrist in Congress. There are other Democrats who sit ideologically to his right\u2014Marie Gluesenkamp Perez and Jared Golden, for example\u2014but none relish picking a fight with their own team the way Gottheimer does. Gottheimer is currently running for governor of New Jersey, but his bid is struggling as machine bosses who might like his fairly conservative politics find him too personally loathsome, and back his colleague Mikie Sherrill. His antics earned him a serious primary challenge back in 2020, and\u2014despite being protected by a gargantuan financial advantage and New Jersey\u2019s now-abolished ballot line system\u2014Glen Rock Borough Councilor Arati Kreibich held the congressman below two-thirds of the vote. Since 2020, Gottheimer has only gotten worse, becoming&nbsp;<a href=\"https:\/\/gothamist.com\/news\/should-drivers-get-refunds-for-nyc-congestion-tolls-nj-rep-gottheimer-thinks-so\" target=\"_blank\" rel=\"noreferrer noopener\">an obnoxious crusader<\/a>&nbsp;against Manhattan\u2019s congestion pricing program,&nbsp;<a href=\"https:\/\/theintercept.com\/2024\/03\/06\/nj-josh-gottheimer-high-school-protest-gaza-israel\/\" target=\"_blank\" rel=\"noreferrer noopener\">singling out pro-Palestinian high schoolers from his district<\/a>&nbsp;for investigation by the U.S. Department of Education,&nbsp;<a href=\"https:\/\/clerk.house.gov\/Votes\/202523\" target=\"_blank\" rel=\"noreferrer noopener\">voting<\/a>&nbsp;for the&nbsp;<a href=\"https:\/\/www.vox.com\/policy\/395167\/laken-riley-act-congress-immigration-detention-senate-trump\" target=\"_blank\" rel=\"noreferrer noopener\">hideously anti-immigrant<\/a>&nbsp;Laken Riley Act, and&nbsp;<a href=\"https:\/\/www.npr.org\/2021\/08\/13\/1027371749\/moderate-house-democrats-infrastructure-budget-vote-pelosi\" target=\"_blank\" rel=\"noreferrer noopener\">taking a leading role<\/a>&nbsp;in the team of House Democrats termed the \u201cUnbreakable Nine\u201d\u2014nine hardcore centrists who tried to kill Joe Biden\u2019s \u201cBuild Back Better\u201d legislation in the House before Joe Manchin even got the chance. Grassroots liberals in his district were already far more dissatisfied with Gottheimer than your average Democratic representative, and the national mood now appears to be turning decisively against Democratic incumbents\u2014just as Gottheimer\u2019s gubernatorial campaign draws even greater attention to one who already wasn\u2019t shy about his conservatism (<a href=\"https:\/\/prospect.org\/power\/2025-02-21-gottheimer-tiktok-ban-chinese-alibaba-stock\/\">or his stock trades, for that matter<\/a>).<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">7. Stephen Lynch (MA-08)<\/h4>\n\n\n\n<p>Lynch got into politics way back in the \u201990s,&nbsp;<a href=\"https:\/\/www.bostonglobe.com\/metro\/2013\/04\/07\/lynch-fighter-his-district-cuts-lower-profile-washington\/JA8NXZx9EGH76Hj3c0267K\/story.html\" target=\"_blank\" rel=\"noreferrer noopener\">motivated<\/a>&nbsp;by his opposition to LGBT groups participating in Boston\u2019s St. Patrick\u2019s Day parade. I could stop there, but I won\u2019t; in the state House, Lynch was the author of a provision that would have added a \u201cgay panic\u201d defense to the state\u2019s hate crimes law, and he remained an opponent of abortion rights until he ran for U.S. Senate in 2013, losing the primary to Ed Markey. More recently, at a February rally against Donald Trump and Elon Musk\u2019s purges of federal workers, he refused to commit to voting against Republican bills, getting into a testy exchange with a rally attendee who argued that opposing the GOP at every turn was \u201cin the best interests of our country and our democracy.\u201d Lynch\u2019s response? \u201c<a href=\"https:\/\/m.youtube.com\/watch?v=KArSrW4P-jw&amp;t=2s&amp;pp=2AECkAIB\" target=\"_blank\" rel=\"noreferrer noopener\">I get to decide that! I get to decide that! I get to decide that, I\u2019m elected! I get to decide that! You wanna decide that, you need to run for Congress!<\/a>\u201d Point taken.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">8. Gerry Connolly (VA-11)<\/h4>\n\n\n\n<p>Have you&nbsp;<em>seen<\/em>&nbsp;the job he\u2019s doing on Oversight? The cancer-stricken septuagenarian centrist, who defeated AOC in a contest to lead the Democrats on the House Oversight Committee with the help of backroom maneuverings carried out by Nancy Pelosi&nbsp;<a href=\"https:\/\/slate.com\/news-and-politics\/2024\/12\/pelosi-aoc-democrats-house-oversight-trump.html\" target=\"_blank\" rel=\"noreferrer noopener\">from her hospital bed<\/a>, is sending stern letters and&nbsp;<a href=\"https:\/\/bsky.app\/profile\/kenklippenstein.bsky.social\/post\/3liuwkdkg3s2f\" target=\"_blank\" rel=\"noreferrer noopener\">advising federal workers to comply<\/a>&nbsp;with Elon Musk\u2019s&nbsp;<a href=\"https:\/\/www.npr.org\/2025\/02\/23\/nx-s1-5306366\/musk-federal-worker-email-confusion\" target=\"_blank\" rel=\"noreferrer noopener\">reply-or-you\u2019re-fired email to federal workers<\/a>, while some of his colleagues are leading protests and attempting to gain access to federal buildings. This Fairfax County district is full of pissed-off federal workers, too.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">9. Ro Khanna (CA-17)<\/h4>\n\n\n\n<p><a href=\"https:\/\/www.politico.com\/newsletters\/california-playbook\/2025\/02\/13\/is-khanna-in-elons-doge-house-00204005\" target=\"_blank\" rel=\"noreferrer noopener\">Elon Musk\u2019s biggest Democratic simp<\/a>&nbsp;will almost inevitably have a target on his back if he keeps that routine up. His progressive act is a fairly transparent fraud, but it\u2019s irritating enough to national Democrats that they might not help him anyway. His own Democratic colleagues already blame him for the failure of an attempt by Democrats on the Oversight Committee to subpoena Elon Musk; Oversight Dems aimed to catch Oversight Republicans off guard by calling a surprise vote on the subpoena without warning, potentially allowing Democrats to outvote Republicans if enough Republicans missed the vote. Khanna, three Democratic sources tell Politico,&nbsp;<a href=\"https:\/\/www.politico.com\/live-updates\/2025\/02\/05\/congress\/dems-try-to-subpoena-musk-00202777\" target=\"_blank\" rel=\"noreferrer noopener\">was notified of the subpoena vote in advance<\/a>\u2014and he failed to show.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">10. Rob Menendez (NJ-08)<\/h4>\n\n\n\n<p>The son of convicted Sen. Bob Menendez survived a tough, well-funded primary challenge from Ravi Bhalla in 2024, but Bhalla had baggage from his tenure as mayor of Hoboken and faced the added challenge of being a non-Latino, non-Spanish-speaking candidate in a predominantly Latino district with a large Spanish-speaking population. The district, which strings together working-class Latino neighborhoods in Newark, Elizabeth, and north Hudson County as well as trendy, left-leaning Jersey City and Hoboken, bears more than a passing resemblance to AOC\u2019s Bronx-to-Astoria turf.<\/p>\n\n\n\n<p>There are some honorable mentions we might add, from Sen. Mark Warner of Virginia, a colorless centrist who has been in bed with corporate interests for decades; to House Minority Leader Hakeem Jeffries of New York, who is clearly not up to the task of leading the party caucus; to Steny Hoyer of Maryland, who is simply 85 years old. Thousands of other positions at the state and local level are also available\u2014some of them not having had a contested election&nbsp;<a href=\"https:\/\/bsky.app\/profile\/taniel.bsky.social\/post\/3lizl34reik2e\" target=\"_blank\" rel=\"noreferrer noopener\">for decades<\/a>.<\/p>\n\n\n\n<p>But this will do for now. Democratic officials have taken their base for granted for far too long. Like some peacetime army led by elderly generals who have never seen battle, fresh blood is needed at the top. And even if primary challenges don\u2019t succeed, they are still worth doing to put some fear into electeds, and force them to stand up to Trump.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><a href=\"https:\/\/prospect.org\/topics\/nick-tagliaferro\/\">NICK TAGLIAFERRO<\/a><\/h3>\n\n\n\n<p>Nick Tagliaferro is a New Jersey\u2013based writer, attorney, and political consultant.
