{"id":40395,"date":"2025-03-19T19:49:04","date_gmt":"2025-03-20T02:49:04","guid":{"rendered":"https:\/\/occupysf.net\/?p=40395"},"modified":"2025-03-19T19:49:05","modified_gmt":"2025-03-20T02:49:05","slug":"which-supervisors-are-listening-to-constituents","status":"publish","type":"post","link":"http:\/\/occupysf.net\/index.php\/2025\/03\/19\/which-supervisors-are-listening-to-constituents\/","title":{"rendered":"Which Supervisors are Listening to Constituents?"},"content":{"rendered":"\n<p>by\u00a0<a href=\"https:\/\/beyondchron.org\/author\/randy\/\">Randy Shaw<\/a>\u00a0on\u00a0March 17, 2025 (BeyondChron.org)<\/p>\n\n\n\n<p><img decoding=\"async\" loading=\"lazy\" width=\"395\" height=\"500\" src=\"https:\/\/beyondchron.org\/wp-content\/uploads\/2025\/03\/2nd-25-03-17.png\" alt=\"\" srcset=\"https:\/\/beyondchron.org\/wp-content\/uploads\/2025\/03\/2nd-25-03-17.png 395w, https:\/\/beyondchron.org\/wp-content\/uploads\/2025\/03\/2nd-25-03-17-336x425.png 336w\"><\/p>\n\n\n\n<p>Supervisor Sauter is Backing HSH, DPH Over Constituents<\/p>\n\n\n\n<p><strong>Supervisors Should Empower Their Communities<\/strong><\/p>\n\n\n\n<p>\u201c<em>San Francisco is withdrawing plans to open a new mental health service center on the border of the city\u2019s Mid-Market and SoMa neighborhoods following backlash from the community and Supervisor Matt Dorsey, who lives on the same block as the proposed site<\/em>.\u201d\u2014<a href=\"https:\/\/www.sfchronicle.com\/sf\/article\/s-f-halts-plan-for-a-new-treatment-center-in-soma-20215747.php\">SF Chronicle<\/a>, March 11<\/p>\n\n\n\n<p>This withdrawal has a larger message. It was&nbsp;<a href=\"https:\/\/www.sfchronicle.com\/sf\/article\/s-f-halts-plan-for-a-new-treatment-center-in-soma-20215747.php\">said to reflect<\/a>&nbsp;\u201cthe difficult task of navigating community opposition to new sites serving those who are homeless or dealing with addiction or mental health conditions\u2026Dozens of business owners, residents, nonprofits and community groups&nbsp;<a href=\"https:\/\/www.change.org\/p\/block-the-dph-from-adding-a-drop-in-center-at-1125-mission\">signed onto a letter<\/a>&nbsp;last month urging officials to stop the proposed project.\u201d<\/p>\n\n\n\n<p>That\u2019s not really why the project was stopped.<\/p>\n\n\n\n<p>If community opposition mattered, the Department of Public Health (DPH) would not be expanding services at the Adante Hotel, 610 Geary. Neighborhood groups and businesses in that neighborhood also&nbsp;<a href=\"https:\/\/lowernobhill.org\/f\/neighborhood-groups-oppose-lease-extensions-for-two-shelters\">signed onto a letter<\/a>&nbsp;opposing the project.<\/p>\n\n\n\n<p>But DPH doesn\u2019t care. Nor does HSH.<\/p>\n\n\n\n<p>DPH stopped one project but is moving forward on the other because of contrasting positions of the district supervisor. D6 Supervisor Matt Dorsey listened to the SOMA community and joined its opposition. D3 Supervisor Danny Sauter has heard his constituency\u2019s opposition but fully backs HSH\/DPH\u2019s destructive plans for the neighborhood.<\/p>\n\n\n\n<p>Sauter ran for supervisor pledging to champion small business and community input. He needs that input to shape what\u2019s best for his district. Yet he does not support the small businesses and residents negatively impacted by the drug activities caused by the Adante.<\/p>\n\n\n\n<p>No District 3 constituency supports extending the Adante\u2019s lease. All who have weighed in oppose the DPH\/HSH plan.<\/p>\n\n\n\n<p>Shouldn\u2019t that matter to the district supervisor?<\/p>\n\n\n\n<p><strong>The Downside of District Elections<\/strong><\/p>\n\n\n\n<p>I recently contrasted how SFMTA&nbsp;<a href=\"https:\/\/beyondchron.org\/the-tenderloin-vs-marina-and-cow-hollow\/\">quickly deferred to community input<\/a>&nbsp;in the Marina and Cow Hollow while HSH and DPH ignore community opposition in the Tenderloin. Newly appointed D2 Supervisor Stephen Sherrill backed his constituents. Sherrill did the same in&nbsp;<a href=\"https:\/\/beyondchron.org\/saving-sfs-jefferson-square-park\/\">backing a police crackdown<\/a>&nbsp;on drug dealing in Jefferson Park.<\/p>\n\n\n\n<p>D5 Supervisor Bilal Mahmood has modified his position regarding the lease extension at the Monarch Hotel at 1015 Geary. His support for a one year and done is longer than the community wants but shows he is listening to the neighborhood.<\/p>\n\n\n\n<p>The same can\u2019t be said for Supervisor Sauter. He is proving more concerned with representing HSH and DPH than the constituents he ran to represent. The Adante is located on the southern border of Sauter\u2019s district. He may figure that backing the Adante protects his North Beach political base from having to accept a similar facility.<\/p>\n\n\n\n<p>Such is the big downside of district elections. The Board typically lets district supervisors call the shots in their district. This typically occurs even when the Board majority supports the community position that the district supervisor opposes.<\/p>\n\n\n\n<p>Ironically, the Board unanimously passed a resolution last week urging the mayor to disperse shelters across the city instead of disproportionately targeting them on the Eastside (See \u201c<a href=\"https:\/\/www.sfexaminer.com\/news\/politics\/sf-supervisors-call-for-shelter-expansion-beyond-east-side\/article_bbb31776-fecc-11ef-b743-0339fc007829.html\">Supes pressure mayor to expand shelters across SF<\/a>,\u201d&nbsp;<em>SF Examiner<\/em>). This enables Supervisor Sauter to tell his constituents he\u2019s protecting their interests when he is actually doing the opposite.<\/p>\n\n\n\n<p>It\u2019s shameful.<\/p>\n\n\n\n<p>Because redistricting wrongly placed the Tenderloin\u2019s northern Geary Street corridor in D3 rather than D5, the neighborhood most negatively impacted by the Adante extension is in Danny Sauter\u2019s district. The Adante is two blocks from the city\u2019s new 24-hour mental health facility at 822 Geary, and four blocks from the Monarch at 1015 Geary.<\/p>\n\n\n\n<p>Hasn\u2019t the Tenderloin already accepted more than its fair share?<\/p>\n\n\n\n<p>Please urge Supervisor Sauter to follow the lead of Matt Dorsey, Steven Sherrill and other supervisors who put their constituents first.<\/p>\n\n\n\n<p>Want to l<em>earn about the Tenderloin\u2019s rich history?&nbsp; Pick up Randy Shaw\u2019s updated book, The Tenderloin: Sex, Crime and Resistance in the Heart of San Francisco.
