The proposal also asked that UCLA limit where and how students can protest, reject international students who are \u201canti-Western\u201d and end gender-affirming care, among other demands.&nbsp;<\/p>\n\n\n\n<p>\u201c\u200b\u200bThis represents one of the gravest threats to the University of California in our 157-year history,\u201d UC President James B. Milliken wrote in a statement yesterday. \u201cLosses of significant research and other federal funding would devastate UC and inflict real, long-term harm on our students, our faculty and staff, our patients, and all Californians.\u201d<\/p>\n\n\n\n<p>Throughout the last six months, the Trump administration has also opened a number of investigations into the UC system and its campuses, including UC Berkeley.&nbsp;<\/p>\n\n\n\n<p>On Feb. 3, the Department of Education&nbsp;<a href=\"https:\/\/www.dailycal.org\/news\/campus\/department-of-education-announces-antisemitism-inquiries-into-uc-berkeley-and-4-other-universities\/article_ec4465a6-e389-11ef-b66c-03a9cd0727a9.html\">launched<\/a>&nbsp;an antisemitism inquiry into UC Berkeley. On March 14, the Department of Education&nbsp;<a href=\"https:\/\/www.dailycal.org\/news\/campus\/department-of-education-to-investigate-uc-berkeley-for-dei-related-claims\/article_2dd0841e-00fe-11f0-9811-b7806d2cc630.html\">launched<\/a>&nbsp;another investigation into UC Berkeley\u2019s alleged DEI practices. On March 28, the Department of Justice&nbsp;<a href=\"https:\/\/www.dailycal.org\/news\/national\/department-of-justice-launches-investigation-into-uc-berkeley-admissions-practices\/article_49d452a1-77a3-48ac-b3c9-e59b4cf29e67.html\">launched<\/a>&nbsp;an investigation into UC Berkeley admissions practices. On April 25, the Department of Education&nbsp;<a href=\"https:\/\/www.dailycal.org\/news\/campus\/department-of-education-launches-investigation-into-uc-berkeley-alleging-failure-to-properly-disclose-foreign-funding\/article_66b1c08a-c7da-4a6d-b1e6-ae07b0acf31f.html\">launched<\/a>&nbsp;an investigation into UC Berkeley\u2019s foreign funding disclosures.&nbsp;<\/p>\n\n\n\n<p>\u201cDefendants\u2019 threats and coercive conduct have caused a pervasive sense of fear and intimidation among UC faculty, students, academic employees, and staff employees, who have seen the UC already begin to alter its policies and practices seemingly in capitulation to the Trump administration,\u201d the lawsuit wrote. \u201cDefendants\u2019 coercive threats, and the UC\u2019s foreseeable response, have had a widespread chilling effect.\u201d<\/p>\n\n\n\n<p>One such response referenced in the lawsuit was UC Berkeley&nbsp;<a href=\"https:\/\/www.dailycal.org\/news\/campus\/uc-berkeley-turns-over-personal-information-of-more-than-150-students-and-staff-to-federal\/article_a4aad3e1-bbba-42cc-92d7-a7964d9641c5.html\">providing<\/a>&nbsp;the names of 160 faculty members, students, academic employees, and staff employees whose names have appeared in reports of \u201calleged antisemitic incidents.\u201d&nbsp;<\/p>\n\n\n\n<p>The lawsuit also detailed numerous demands made by the federal government and alleged that said demands were unconstitutional.&nbsp;<\/p>\n\n\n\n<p>For example, the lawsuit stated that demands by the Trump administration to share disciplinary records of international students with the federal government \u201cto avoid recruitment of \u2018anti-Western\u2019 or \u2018anti-American\u2019 international students\u201d would violate students\u2019 expressive rights.<\/p>\n\n\n\n<p>As for the alleged administrative violations, the lawsuit states that grant terminations have been made without any hearing, giving the UC no opportunity to contest any of the federal government\u2019s claims.&nbsp;<\/p>\n\n\n\n<p>Terminated research funding has substantially impacted employees across the UC \u2014 National Institutes of Health, National Science Foundation and Department of Energy grant cancellations have caused labs to cease work on research projects and delay project timelines.&nbsp;<\/p>\n\n\n\n<p>The lawsuit additionally claims that faculty members fearing retaliation from the federal government have engaged in self-censorship with respect to their curriculum, research and association with faculty and student groups.&nbsp;<\/p>\n\n\n\n<p>The plaintiffs seek an injunction against the federal government from using legal and financial sanctions in retaliation for university faculty, students and employees exercising free speech rights. They also seek injunctions against the government for conditioning federal research funding on actions \u201cthat would violate the constitutional rights\u201d of the plaintiffs.&nbsp;<\/p>\n\n\n\n<p>The case management conference for the lawsuit, American Association of University Professors v. Trump, is set for Dec. 17 at 11 a.m. in the California Northern District Court.&nbsp;<\/p>\n\n\n\n<p>\u201cThe blunt cudgel the Trump administration has repeatedly employed in this attack on the independence of institutions of higher education has been the abrupt, unilateral, and unlawful termination of federal research funding on which those institutions and the public interest rely,\u201d the lawsuit wrote.<\/p>\n\n\n\n<p>Swasti Singhai is a senior staff news reporter.
