Photo by Kelly Waldron on Jan. 8, 2025.<\/figcaption><\/figure>\n\n\n\n<p>Two years after San Francisco officially endorsed its intent to stand up a city-owned and -operated public bank, one supervisor is urging it to follow through.<\/p>\n\n\n\n<p>On Tuesday, District 9 Supervisor Jackie Fielder will introduce a non-binding resolution asking Mayor Daniel Lurie and city departments to explore and fund a \u201cgreen bank.\u201d<\/p>\n\n\n\n<p>Like a public bank, a green bank would be controlled by city officials to provide low-interest loans for renewable energy projects, small businesses, and new&nbsp;<a href=\"https:\/\/missionlocal.org\/2024\/12\/european-style-social-housing-feasible-in-san-francisco-city-report-says\/\">affordable housing<\/a>.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/newspack-missionlocal.s3.amazonaws.com\/mission\/wp-content\/uploads\/2024\/03\/mission-local-logo-300x300.jpg\" alt=\"Mission Local logo, with blue and orange lines on the shape of the Mission District\" class=\"wp-image-639216\"\/><\/figure>\n\n\n\n<p>Want the latest on the Mission and San Francisco? At the time, the Board of Supervisors unanimously approved a&nbsp;<a href=\"https:\/\/www.kqed.org\/news\/11960406\/san-francisco-green-lights-nations-first-public-bank\">plan<\/a>&nbsp;to create a public bank that would, among other things, leverage funding from the Inflation Reduction Act and other sources to provide low-cost loans for projects that reduce emissions, address environmental injustices, or otherwise improve environmental outcomes.&nbsp;<\/p>\n\n\n\n<p>Despite the unanimous approval, that plan,&nbsp;<a href=\"https:\/\/missionlocal.org\/2021\/01\/sf-supe-introduces-legislation-to-create-first-city-run-public-bank\/\">sponsored<\/a>&nbsp;by then-Supervisor Dean Preston, still awaits implementation. The plan estimated that the process of creating a public bank in compliance with local, state, and federal laws and regulations would cost about $1 million.<\/p>\n\n\n\n<p>According to the plan, the process of creating a public bank would start with the creation of a three-year municipal financial corporation that doesn\u2019t take deposits. After three years, that entity would become a full-service, FDIC-approved chartered public bank.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><a href=\"https:\/\/www.valenciacyclery.com\/\" target=\"_blank\" rel=\"noreferrer noopener\"><img decoding=\"async\" src=\"https:\/\/cdn.broadstreetads.com\/assets\/9d07c6db-0fba-4076-8647-cad623bd8409.png\" alt=\"Valencia Cyclery 62325\"\/><\/a><\/figure>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/newspack-missionlocal.s3.amazonaws.com\/mission\/wp-content\/uploads\/2024\/05\/IMG_3723-930x620.jpg\" alt=\"San Francisco City Hall before a blue sky\" class=\"wp-image-627952\"\/><figcaption class=\"wp-element-caption\">San Francisco City Hall. Photo by Kelly Waldron.<\/figcaption><\/figure>\n\n\n\n<p>In 2019, a California state law&nbsp;<a href=\"https:\/\/trackbill.com\/bill\/california-assembly-bill-857-public-banks\/1697845\/\">passed<\/a>&nbsp;that enables local governments to charter public banks. If San Francisco successfully creates a public bank, it would be the first in the state.<\/p>\n\n\n\n<p>Public banks, which are owned and operated by the government, are exceedingly rare in the United States. The only one in the country handles funds for the state of North Dakota, and has been around since 1919.&nbsp;<\/p>\n\n\n\n<p>Several other cities in California, like&nbsp;<a href=\"https:\/\/publicbankla.org\/\">Los Angeles<\/a>, have plans to form public banks, but have yet to actually do so.&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-image\"><a href=\"https:\/\/www.litquake.org\/\" target=\"_blank\" rel=\"noreferrer noopener\"><img decoding=\"async\" src=\"https:\/\/cdn.broadstreetads.com\/assets\/aa32be78-d26d-4707-83ad-466fcdcf270b.jpg\" alt=\"Litquake 10\/1 - 10\/25\"\/><\/a><\/figure>\n\n\n\n<p>The concept is broadly popular in San Francisco, says Fielder. A&nbsp;<a href=\"https:\/\/www.sfpublicbank.org\/uploads\/1\/3\/9\/3\/139355791\/poll_press_release-2.pdf\">poll<\/a>&nbsp;released Oct. 6 showed that 70 percent of participating San Francisco voters were in favor of having a green bank, and 67 percent favored a public bank.&nbsp;<\/p>\n\n\n\n<p>The poll was commissioned by the&nbsp;<a href=\"https:\/\/www.sfpublicbank.org\/\">San Francisco Public Bank Coalition<\/a>, a group co-founded by Fielder, a longtime public-bank advocate, back in 2017.&nbsp;<\/p>\n\n\n\n<p>This is the first time Fielder is pushing for the public bank as an elected official.&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-image\"><a href=\"https:\/\/www.ucpress.edu\/books\/on-loop\/paper?utm_source=mission_local&amp;utm_medium=digital&amp;utm_campaign=werth\" target=\"_blank\" rel=\"noreferrer noopener\"><img decoding=\"async\" src=\"https:\/\/cdn.broadstreetads.com\/assets\/47a27c83-3ac9-4926-88b5-4acf99e05a68.jpg\" alt=\"UC Press Ads: Sept 1 - Oct 31 #2 \"\/><\/a><\/figure>\n\n\n\n<p>\u201cA green bank is how we take our money back from Wall Street and reinvest it into housing, clean energy and small businesses right here at home,\u201d Fielder said in a statement on Monday. \u201cI hope to see widespread support for it on the Board of Supervisors.\u201d<\/p>\n\n\n\n<p>Preston\u2019s effort to support a public bank was&nbsp;<a href=\"https:\/\/sfgov.legistar.com\/LegislationDetail.aspx?ID=4769878&amp;GUID=578793F1-2CCF-4BB2-B7AE-E4A94B04AD76&amp;Options=&amp;Search=\">supported<\/a>&nbsp;by six other supervisors, including Connie Chan, Shamann Walton and Myna Melgar, who still sit on the board.<\/p>\n\n\n\n<p>\u201cIt feels really exciting with this new board to have another opportunity to reify this commitment,\u201d said Misha Steier, a lead organizer for the San Francisco Public Bank Coalition.&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-image\"><a href=\"https:\/\/www.brava.org\/all-events\/tlwhpt2wip\" target=\"_blank\" rel=\"noreferrer noopener\"><img decoding=\"async\" src=\"https:\/\/cdn.broadstreetads.com\/assets\/3b830981-bf5b-4a69-be17-312c6dbb14b1.png\" alt=\"10\/16 - 10\/26 The long walk home\"\/><\/a><\/figure>\n\n\n\n<p>Steier added that the coalition is also eyeing a ballot measure in 2026.<\/p>\n\n\n\n<p>\u201cWe really just feel like the time is now. There\u2019s so many other reasons to do it,\u201d Steier said. \u201cWe\u2019ve got this AI boom in San Francisco.
