Hard to believe no one asked these questions, until you realize that good governance is suspended when billionaires knock on the door,\u201d said one observer.<\/h2>\n\n\n\n<p><a href=\"https:\/\/www.commondreams.org\/author\/brett-wilkins\">Brett Wilkins<\/a><\/p>\n\n\n\n<p>Dec 21, 2025<\/p>\n\n\n\n<p>A citywide Pacific Gas &amp; Electric power outage Saturday in San Francisco paralyzed Waymo autonomous taxis, exacerbating traffic chaos and prompting a fleet-wide shutdown\u2014and calls for more robust robotaxi regulation.<\/p>\n\n\n\n<p>Around 130,000 San Francisco homes and businesses went dark due to an afternoon fire at a PG&amp;E substation in the city\u2019s South of Market neighborhood. In some cases, the stopped vehicles nearly caused collisions.<\/p>\n\n\n\n<p>On a walk across San Francisco on Saturday night prior to the fleet grounding at around 7:00 pm, this reporter saw numerous Waymos stuck on streets or in intersections, while others seemed to surrender, pulling or even backing out of intersections and parking themselves where they could.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-rich is-provider-twitter wp-block-embed-twitter\"><div class=\"wp-block-embed__wrapper\">\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\"><p lang=\"en\" dir=\"ltr\">Bad look for Waymo. Make a tax-deductible year-end gift to ensure we can sustain the reporting needed to meet the challenges of 2026.<\/h3>\n\n\n\n<p>about:blank<\/p>\n\n\n\n<p>Clendaniel called the blackout \u201ca predictable scenario [Waymo] should have planned for, when clearly they had no plan, because \u2018they all just stop\u2019 is not a plan and is not viable for city roads in an emergency.\u201d<\/p>\n\n\n\n<p>Waymo\u2014which is owned by Alphabet, the parent company of Google\u2014<a href=\"https:\/\/missionlocal.org\/2025\/12\/sf-waymo-halts-service-blackout\/\" target=\"_blank\" rel=\"noreferrer noopener\">said<\/a>&nbsp;it is \u201cfocused on keeping our riders safe and ensuring emergency personnel have the clear access they need to do their work.\u201d<\/p>\n\n\n\n<p><em>Oakland Observer<\/em>&nbsp;founder and publisher Jaime Omar Yassin&nbsp;<a href=\"https:\/\/x.com\/hyphy_republic\/status\/2002852825215434829\" target=\"_blank\" rel=\"noreferrer noopener\">said<\/a>&nbsp;on X, \u201cas others have noted, during a disaster with a consequent power outage, Waymos would be blocking evacuation routes. Hard to believe no one asked these questions, until you realize that good governance is suspended when billionaires knock on the door.\u201d<\/p>\n\n\n\n<p>\u201cWaymo\u2019s problems are known to anyone paying attention,\u201d he added. \u201cAt a recent anti-[Department of Homeland Security]&nbsp;<a href=\"https:\/\/www.commondreams.org\/tag\/protest\">protest<\/a>&nbsp;that occurred coincidentally not far from a Waymo depot, vehicles simply left [the] depot and jammed [the] street behind a police van far from [the] protest that wasn\u2019t blocking traffic.\u201d<\/p>\n\n\n\n<p>Waymo came to dominate the San Francisco robotaxi market after the California Public Utilities Commission suspended the permit of leading competitor Cruise to operate driverless taxis over public safety concerns following an October 2023 incident in which a pedestrian was critically injured when a Cruise car dragged her 20 feet after she was struck by a human-driven vehicle. The CPUC accused Cruise of covering up the details of the accident.<\/p>\n\n\n\n<p>Some California officials have called for more robust regulation of robotaxis like Waymo. But last year, a bill&nbsp;<a href=\"https:\/\/sd15.senate.ca.gov\/news\/bill-senator-cortese-empowers-local-communities-steer-driverless-car-safety\" target=\"_blank\" rel=\"noreferrer noopener\">introduced<\/a>&nbsp;by state Sen. Dave Cortese (D-15) that would have empowered county and municipal governments \u201cto protect the public through local governance of autonomous vehicles\u201d failed to pass after it was watered down amid pressure from industry lobbyists.<\/p>\n\n\n\n<p>In San Francisco, progressive District 9 Supervisor Jackie Fielder&nbsp;<a href=\"https:\/\/www.kqed.org\/news\/12062777\/san-francisco-supervisor-calls-for-robotaxi-reform-after-waymo-kills-neighborhood-cat\" target=\"_blank\" rel=\"noreferrer noopener\">said<\/a>&nbsp;during a press conference last month after a Waymo ran over and killed a beloved Mission District bodega cat named KitKat that while Waymo \u201cmay treat our communities as laboratories and human beings and our animals as data points, we in the Mission do not.\u201d<\/p>\n\n\n\n<p>Waymo claimed that KitKat \u201cdarted\u201d under its car, but security camera video footage&nbsp;<a href=\"https:\/\/missionlocal.org\/2025\/12\/sf-waymo-kitkat-video\/\" target=\"_blank\" rel=\"noreferrer noopener\">corroborated witness claims<\/a>&nbsp;to&nbsp;<em>Mission Local<\/em>&nbsp;that the cat had been sitting in front of the vehicle for as long as eight seconds before it was crushed.<\/p>\n\n\n\n<p>Fielder lamented that \u201cthe fate of autonomous vehicles has been decided behind closed doors in Sacramento, largely by politicians in the pocket of&nbsp;<a href=\"https:\/\/www.commondreams.org\/tag\/big-tech\">big tech<\/a>&nbsp;and tech billionaires.\u201d<\/p>\n\n\n\n<p>The first-term supervisor\u2014San Francisco\u2019s title for city council members\u2014is circulating a&nbsp;<a href=\"https:\/\/actionnetwork.org\/petitions\/let-the-people-decide-give-us-a-vote-on-autonomous-vehicles?source=direct_link&amp;\" target=\"_blank\" rel=\"noreferrer noopener\">petition<\/a>&nbsp;<strong>\u201c<\/strong>calling on the California State Legislature and [Gov.&nbsp;<a href=\"https:\/\/www.commondreams.org\/tag\/gavin-newsom\">Gavin Newsom<\/a>] to give counties the right to vote on whether autonomous vehicles can operate in their areas.\u201d<\/p>\n\n\n\n<p>\u201cThis would let local communities make decisions that reflect their needs and safety concerns, while also addressing state worries about intercity consistency,\u201d Fielder wrote.<\/p>\n\n\n\n<p>Other local&nbsp;<a href=\"https:\/\/www.commondreams.org\/tag\/progressives\">progressives<\/a>&nbsp;pointed to the citywide blackout as more proof that PG&amp;E\u2014whose reputation has been battered by incidents like the 2018 Camp Fire, which killed 85 people in Butte County and led to the company pleading guilty to 84 counts of involuntary manslaughter\u2014should be publicly run, as progressive advocacy groups have&nbsp;<a href=\"https:\/\/www.commondreams.org\/news\/2019\/11\/15\/dozens-groups-urge-california-gov-gavin-newsom-facilitate-public-takeover-pge\" target=\"_blank\" rel=\"noreferrer noopener\">urged<\/a>&nbsp;for years.<\/p>\n\n\n\n<p><a href=\"https:\/\/embed.bsky.app\/embed\/did:plc:sgxba2463qdkjpng2sm27rhs\/app.bsky.feed.post\/3majedcjxck2p?id=3693625973167258&amp;ref_url=https%253A%252F%252Fwww.commondreams.org%252Fnews%252Fwaymo-robotaxi&amp;colorMode=system\">https:\/\/embed.bsky.app\/embed\/did:plc:sgxba2463qdkjpng2sm27rhs\/app.bsky.feed.post\/3majedcjxck2p?id=3693625973167258&amp;ref_url=https%253A%252F%252Fwww.commondreams.org%252Fnews%252Fwaymo-robotaxi&amp;colorMode=system<\/a><\/p>\n\n\n\n<p>\u201cSacramento and Palo Alto don\u2019t have PG&amp;E, they have public power,\u201d progressive Democratic congressional candidate Saikat Chakrabarti&nbsp;<a rel=\"noreferrer noopener\" href=\"https:\/\/x.com\/saikatc\/status\/2002792322904502666\" target=\"_blank\">said<\/a>&nbsp;Sunday on X. \u201cThey pay about half as much as us in utility bills and do not have weekend-long power outages.
