Photo courtesy of Andrey Ivanov.<\/figcaption><\/figure>\n\n\n\n<p>Multiple videos posted on social media show two federal immigration officers not in uniform, forcibly handcuffing a woman at San Francisco International Airport Sunday night while her daughter, who appears to be around 10, stands by, crying.<\/p>\n\n\n\n<p>An SFO airport official says they \u201cunderstand federal officers were transporting two individuals on an outbound flight when this incident occurred.\u201d<\/p>\n\n\n\n<p>The video catches the voices of onlookers asking, \u201cwhere is your badge?\u201d and, \u201ccan I see your badge number sir, what is your name?\u201d as well as the cries of the woman being detained. In the background, another bystander says \u201cthis is illegal,\u201d and another person says, \u201cdon\u2019t choke her.\u201d&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/newspack-missionlocal.s3.amazonaws.com\/mission\/wp-content\/uploads\/2024\/03\/mission-local-logo-300x300.jpg\" alt=\"Mission Local logo, with blue and orange lines on the shape of the Mission District\" class=\"wp-image-639216\"\/><\/figure>\n\n\n\n<p>Want the latest on the Mission and San Francisco? The video was posted online late Sunday night.&nbsp;&nbsp;<\/p>\n\n\n\n<p>The video, shared to Instagram by Andrey Ivanov, captures the moment when the woman clings to an airport bench while two agents attempt to forcefully remove her. The first agent pries her fingers off the bench while a second agent helps to push the mother into a chair.<\/p>\n\n\n\n<p>A woman can be heard yelling, \u201cWhat are you doing? Leave her alone!\u201d&nbsp;<\/p>\n\n\n\n<p><a href=\"https:\/\/ad.broadstreetads.com\/click\/1354771\/c916534\/z53911?destination=https%3A%2F%2Fcdn.broadstreetads.com%2Fstencil-files%2FFlyerFirst-ARASExpandedSummerProjectAd-2026.pdf20260302-1982-wlajw5.pdfcharsetutf-8&amp;\" target=\"_blank\" rel=\"noreferrer noopener\">Click to Enlarge<\/a><\/p>\n\n\n\n<p>In another&nbsp;<a href=\"https:\/\/www.reddit.com\/r\/sanfrancisco\/comments\/1s1ajau\/ice_at_sfo\/\">video<\/a>, posted to Reddit by the user Din Jarring, about a dozen SFPD officers form a defensive line around one of the presumed ICE agents as they wheel the woman out of the airport terminal.<\/p>\n\n\n\n<p>Her child walks beside them, holding the hand of the other agent, who says in Spanish, \u201cVente,\u201d meaning \u2018come on.\u2019<\/p>\n\n\n\n<p>One onlooker yells, \u201cThis is the face of America, congratulations!\u201d<\/p>\n\n\n\n<p>Another man says, \u201cAre you fucking serious?\u201d<\/p>\n\n\n\n<p>A spokesperson for the San Francisco International Airport confirmed the incident was indeed a federal immigration enforcement issue but that they were not able to verify \u201cwho they were, what they were doing or why.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image\"><a href=\"https:\/\/tala.wine\/\" target=\"_blank\" rel=\"noreferrer noopener\"><img decoding=\"async\" src=\"https:\/\/cdn.broadstreetads.com\/assets\/52dbc3c3-468d-4f46-ad40-7fb2fdd62e47.png\" alt=\"15% Discount \"\/><\/a><\/figure>\n\n\n\n<p>The spokesperson said SFPD was present, but did not assist nor prevent the enforcement.&nbsp;They also said they believe this was an isolated incident and they have no reason to suspect broader enforcement at SFO.<\/p>\n\n\n\n<p>Officer Robert Rueca from the San Francisco Police Department said that officers responded to a 911 call at approximately 10 p.m. last night. Rueca wrote, \u201cOfficers were not involved in the incident, but remained at the scene to maintain public safety.\u201d&nbsp;<\/p>\n\n\n\n<p>Jason Sweeney, a public affairs official with Immigration and Customs Enforcement said by email that ICE will be releasing a statement on the video later in the day on Monday.<\/p>\n\n\n\n<p>San Francisco mayor Daniel Lurie wrote on X that he \u201cfound the incident upsetting,\u201d and says that officers \u201cremained at the scene to maintain public safety and were not involved in the incident.\u201d<\/p>\n\n\n\n<p>But in the video, SFPD officers are clearly lined up to act as a barrier so that the unidentified federal immigration officers can conduct their enforcement operation.<\/p>\n\n\n\n<p><img decoding=\"async\" src=\"https:\/\/cdn.broadstreetads.com\/uploads\/s_800_d6a16bb3-3722-4736-b566-477103299dac.png\" alt=\"Image\"><a href=\"https:\/\/ad.broadstreetads.com\/click\/1354456\/c916569\/z53911?\" target=\"_blank\" rel=\"noreferrer noopener\"><\/a><\/p>\n\n\n\n<p><strong>Cleaner Streets, Stronger Community<\/strong><\/p>\n\n\n\n<p>After 5 years of working to fix SF&#8217;s litter problem, Clean Streets &#8211; a Mission-based, community-funded, litter pickup workforce has&nbsp;<strong>funded 1,236 hours&nbsp;<\/strong>of living-wage work and&nbsp;<strong>cleaned 617 miles&nbsp;<\/strong>of neighborhood streets. As little as $5 makes a difference.&nbsp;<strong><em>Click here to help us clean the Mission.&nbsp;<\/em><\/strong><\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/cdn.broadstreetads.com\/uploads\/ae7be5ec-b932-4e36-b326-9f7586d4a085.png\" alt=\"\"\/><\/figure>\n\n\n\n<p><strong>47<\/strong><\/p>\n\n\n\n<p>Meanwhile, Senator Scott Wiener said in a statement, \u201cICE\u2019s tactics are violent and unacceptable, and they need to stay the hell away from San Francisco and SFO.\u201d<\/p>\n\n\n\n<p>Wiener will be addressing ICE\u2019s conduct today at 11:45 a.m. outside of SFO\u2019s International Terminal.&nbsp;<\/p>\n\n\n\n<p>The state of California has&nbsp;<a href=\"https:\/\/law.justia.com\/codes\/california\/code-gov\/title-1\/division-7\/chapter-17-25\/section-7284-6\/\">sanctuary policies<\/a>&nbsp;that preclude local law enforcement from assisting in detaining or arresting persons for immigration purposes.&nbsp;<\/p>\n\n\n\n<p>Although there are certain exceptions to the law, Jordan Wells, a senior staff attorney at the Lawyers Committee For Civil Rights, said that this type of activity does not appear to be one of those exceptions.&nbsp;Some of these exceptions include sharing certain criminal record information, and state prison system cooperation.<\/p>\n\n\n\n<p>The City of San Francisco also has its own sanctuary ordinance that prohibits all city employees, including police, from assisting ICE. The police department\u2019s policies specifically prohibit officers supporting \u201croutine ICE\/CBP operations, investigations, or raids.\u201d<\/p>\n\n\n\n<p>Local law enforcement, per the state law, are not permitted to \u201c[u]se agency or department moneys or personnel to investigate, interrogate, detain, detect or arrest persons for immigration enforcement purposes,\u201d which would include aiding in another law enforcement agency taking one of those actions, said Wells.<video height=\"2532\" width=\"1170\" controls=\"\" src=\"https:\/\/newspack-missionlocal.s3.amazonaws.com\/mission\/wp-content\/uploads\/2026\/03\/ScreenRecording_03-23-2026-10.mov\"><\/video><\/p>\n\n\n\n<p>Milli Atkinson, director of the Immigrant Legal Defense Program at the San Francisco Bar Association, said that the Rapid Response Hotline received multiple calls from people who said that they had witnessed ICE at SFO. Atkinson was unable to provide any further information.&nbsp;<\/p>\n\n\n\n<p>A representative at United States Customs and Border Enforcement at SFO told&nbsp;<em>Mission Local&nbsp;<\/em>over the phone to contact SFPD, and that a commanding officer would call back to provide more comment.
