ALEC will be debating bills related to sexual assault on college campuses, campus protest, taxpayer vouchers for private schools and well-off families, the rollback of popular renewable energy programs, the dismantling the Affordable Care Act and more.<\/p>\n<p><strong>College Sexual Assault Takes Center Stage<\/strong><\/p>\n<p>Sexual harassment and sexual assault\u00a0have been a crisis on US\u00a0college campuses for decades. National and campus surveys have repeatedly shown sexual assault to be at epidemic levels affecting 20-25 percent of college women. A\u00a0recent survey of 23,000 undergrads released by the US Department of Justice in 2016\u00a0<a href=\"https:\/\/www.bjs.gov\/content\/pub\/pdf\/ccsvsftr.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">determined\u00a0that 1 in 5 female undergraduates<\/a>\u00a0experience some kind of sexual assault while in college. Only\u00a012.5 percent of victims reported the assault to colleges or law enforcement and an even smaller percentage achieved some form of justice.<\/p>\n<p>In 2011,\u00a0<a href=\"https:\/\/www2.ed.gov\/about\/offices\/list\/ocr\/letters\/colleague-201104.html\" target=\"_blank\" rel=\"noopener noreferrer\">President Obama\u2019s Department of Education<\/a>\u00a0issued guidance to college campuses receiving federal Title IX money urging them to improve the investigation and adjudication of assault.\u00a0The department has investigated and found colleges and universities that do not follow the guidance to be in violation of Title IX, which prohibits discrimination on the basis of gender. This more aggressive prosecutorial stance and a few high-profile cases of sexual assault allegations that were later called into question appear to have made assault on college campuses a partisan issue.<\/p>\n<div class=\"pullquote right \">Last week [Education Secretary Betsy] DeVos held a listening session on the issue giving defendants equal representation as victims, and took a stand \u2014 for the accused.<\/div>\n<p>Now the Trump administration is weighing in.\u00a0Last week DeVos held a listening session on the issue giving defendants equal representation as victims, and took a stand \u2014 for the accused.\u00a0DeVos said the stories of those claiming to be wrongly accused of campus sexual assault \u201c<a href=\"http:\/\/www.wzzm13.com\/news\/education\/devos-on-sex-assault-survivors-and-the-accused-all-their-stories-are-important\/456647424\" target=\"_blank\" rel=\"noopener noreferrer\">are not often told<\/a>.\u201d\u00a0Earlier, Candice E. Jackson, the top civil rights official at the\u00a0Department of Education under DeVos, told\u00a0<em>The New York Times<\/em>\u00a0that \u201cthe accusations \u2014 90 percent of them \u2014 fall into the category of \u2018we were both drunk,\u2019 \u2018we broke up, and six months later I found myself under a Title IX investigation because she just decided that our last sleeping together was not quite right.\u201d She later apologized for this attack on victims, but she and DeVos made it clear that they were ready to roll back the progress made under the Obama administration in addressing the epidemic of college rape.<\/p>\n<p>After decades of pushing extreme, punitive measures, like\u00a0<a href=\"http:\/\/www.alecexposed.org\/w\/images\/e\/eb\/7D6-Minimum-Mandatory_Sentencing_Act_Exposed.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Mandatory Minimums<\/a>, ALEC is poised to go pro-defendant. ALEC wants to make sure that alleged perpetrators are permitted to lawyer up when expulsion is being contemplated.<\/p>\n<p>ALEC corporate and legislative members will be debating a new draft bill that gives college student defendants and victims the right to have an attorney represent them in non-academic disciplinary hearings.<\/p>\n<ul>\n<li><a href=\"https:\/\/www.alec.org\/model-policy\/student-right-to-active-counsel\/\" target=\"_blank\" rel=\"noopener noreferrer\">Student Right to Active Counsel<\/a><\/li>\n<\/ul>\n<p>This bill appears to have originated in North Carolina in 2013, around the time 60 women filed a formal complaint against the University of North Carolina for routinely violating the rights of\u00a0<a href=\"http:\/\/www.huffingtonpost.com\/2013\/01\/16\/unc-sexual-assault_n_2488383.html\" target=\"_blank\" rel=\"noopener noreferrer\">sexual assault survivors<\/a>. The\u00a0<a href=\"https:\/\/www.thefire.org\/relevant-section-of-north-carolina-house-bill-74\/\" target=\"_blank\" rel=\"noopener noreferrer\">original bill lacked counsel for the victim<\/a>, a PR failure that has since been rectified. The bills\u00a0<a href=\"https:\/\/www.thefire.org\/with-new-law-north-dakota-guarantees-college-students-right-to-attorney\/\" target=\"_blank\" rel=\"noopener noreferrer\">are being pushed<\/a>\u00a0by the right-wing civil rights group\u00a0<a href=\"https:\/\/www.nytimes.com\/2017\/06\/16\/us\/politics\/education-department-civil-rights-betsy-devos.html\" target=\"_blank\" rel=\"noopener noreferrer\">Foundation for Individual Rights (FIRE)<\/a>.\u00a0FIRE receives funding from the Bradley Foundation, the Charles G. Koch Foundation and other extreme ideological groups.<\/p>\n<p>ALEC is also discussing\u00a0<a href=\"https:\/\/www.alec.org\/model-policy\/sexual-assault-survivors-bill-of-rights\/\" target=\"_blank\" rel=\"noopener noreferrer\">another measure<\/a>,\u00a0which establishes the right for victims\u00a0to have a counselor and an attorney throughout the legal process. The bill also calls for the prompt analysis of and the long term retention of rape evidence kits. Victims\u00a0have the right to sue governments to enforce these rights. A similar bill\u00a0<a href=\"http:\/\/people.com\/human-interest\/president-obama-signs-sexual-assault-survivors-bill-of-rights-into-law\/\" target=\"_blank\" rel=\"noopener noreferrer\">was\u00a0promoted by RISE<\/a>, a national civil rights nonprofit, with zero opposition in Congress. It was signed into law by President Obama last year.<\/p>\n<p><strong>Federal Role in Vouchers on the Agenda at Education and Workforce Development Task Force<\/strong><\/p>\n<p>Task force agendas indicate that ALEC will be revisiting their cookie-cutter template for universal school vouchers and the\u00a0<a href=\"https:\/\/www.alec.org\/model-policy\/the-great-schools-tax-credit-program-act-scholarship-tax-credits-2\/\" target=\"_blank\" rel=\"noopener noreferrer\">Great Schools Tax Credit Program Act<\/a>, the bill that is the inspiration behind the DeVos-Trump push to install a $20 billion federal tax credit scholarship program for private schools at the\u00a0<a href=\"http:\/\/www.prwatch.org\/news\/2017\/03\/13225\/trump-devos-ALEC-school-vouchers\" target=\"_blank\" rel=\"noopener noreferrer\">federal level<\/a>. Few details of the plan have been made publicly available, but ALEC legislators will likely get the lowdown.<\/p>\n<div class=\"pullquote right \">With this bill, ALEC abandons any pretense that vouchers are a civil rights ticket for poor or minority children and demonstrates that it wants vouchers for all, including public money for wealthy individuals to send their kids to private and religious institutions.<\/div>\n<p>The DeVos group American Federation for Children (AFC), along with K12 Inc., have long been the drivers of ALEC\u2019s school privatization agenda. This year,\u00a0<a href=\"http:\/\/www.prwatch.org\/news\/2016\/11\/13180\/5-things-know-about-billionaire-betsy-devos-trump-choice-education\" target=\"_blank\" rel=\"noopener noreferrer\">AFC\u2019s Scott Jensen<\/a>, the former speaker of the Wisconsin Assembly who was caught up in a corruption scandal, will update ALEC on plans for using the\u00a0federal government to promote school vouchers.<\/p>\n<p>DeVos recently\u00a0<a href=\"https:\/\/www.denverite.com\/u-s-education-secretary-betsy-devos-slams-denvers-school-choice-options-32565\/\" target=\"_blank\" rel=\"noopener noreferrer\">slammed Denver in a speech<\/a>\u00a0because its voucher system doesn\u2019t allow parents to take public money to pay for private schools. The DeVos\/ALEC vision of universal vouchers, including for wealthy families and religious schools, would fundamentally undermine the nation\u2019s public education system. The Colorado Supreme Court has twice ruled taxpayer vouchers for private schools unconstitutional.<\/p>\n<p>According to an ALEC task force agenda, two older bills will be revisited for discussion.<\/p>\n<ul>\n<li><a href=\"https:\/\/www.alec.org\/model-policy\/the-education-savings-account-act-2\/\" target=\"_blank\" rel=\"noopener noreferrer\">The Education Savings Account Act<\/a><\/li>\n<\/ul>\n<p>This is a \u201cuniversal\u201d school vouchers bill designed to funnel public funds to private and religious schools and prevent the state from regulating private schools. With this bill, ALEC abandons any pretense that vouchers are a civil rights ticket for poor or minority children and demonstrates that it wants vouchers for all, including public money for wealthy individuals to send their kids to private and religious institutions. As\u00a0<a href=\"http:\/\/www.prwatch.org\/news\/2015\/02\/12730\/segregation-school-vouchers\" target=\"_blank\" rel=\"noopener noreferrer\">CMD has reported<\/a>, vouchers were originally promoted by states in the South as a way to avoid federally mandated desegregation. Nevada passed education savings accounts in 2015, but that programs has been\u00a0stalled by the state Supreme Court. Seventeen other states introduced similar bills this year,\u00a0<a href=\"http:\/\/www.edweek.org\/ew\/articles\/2017\/06\/21\/setback-for-groundbreaking-school-choice-program-could.html\" target=\"_blank\" rel=\"noopener noreferrer\">according to Education Week<\/a>,\u00a0none passed except in Arizona.<\/p>\n<ul>\n<li><a href=\"https:\/\/www.alec.org\/model-policy\/the-great-schools-tax-credit-program-act-scholarship-tax-credits-2\/\" target=\"_blank\" rel=\"noopener noreferrer\">The Great Schools Tax Credit Program Act (Scholarship Tax Credits)<\/a><\/li>\n<\/ul>\n<p>In contrast with classic vouchers, where the state directly reimburses a private or religious school for tuition costs, these \u201ctuition tax credit\u201d proposals offer tax credits to individuals and corporations who donate to a nonprofit \u201cschool tuition organization.\u201d The nonprofit then pays for a student\u2019s tuition. The measure siphons money from the state treasury to fund the right-wing ideological crusade to privatize the American educational system. Trump and DeVos have proposed something similar at the federal level.<\/p>\n<p><strong>Rolling Back Renewables on the Agenda in Energy, Environment and Agriculture Task Force<\/strong><\/p>\n<ul>\n<li><a href=\"https:\/\/www.alec.org\/model-policy\/resolution-regarding-property-assessed-clean-energy-programs-2\/\" target=\"_blank\" rel=\"noopener noreferrer\">Resolution Regarding Property-Assessed Clean Energy Programs<\/a><\/li>\n<\/ul>\n<p>This ALEC draft resolution held over from the spring task force meeting opposes state funding for green energy projects on private buildings. In particular, this resolution opposes \u201cgovernment involvement in financing renewable and efficiency projects for private property owners.\u201d It appears that conflicting industry interests are holding up this ALEC bill which attacks a wildly popular government program.<\/p>\n<p>The Property-Assessed Clean Energy (PACE) Program helps promote green energy and energy efficiency projects on private property. It pays for improvements to buildings, and the financing is repaid by an assessment on the building\u2019s property taxes over a period of up to 20 years.<\/p>\n<p>This attack on green energy\u00a0<a href=\"http:\/\/www.prwatch.org\/news\/2014\/04\/12457\/revealed-alec%E2%80%99s-2014-attacks-environment\" target=\"_blank\" rel=\"noopener noreferrer\">is one in a long line of bills attempting to rollback renewables<\/a>. Fossil fuel companies Koch Industries and ExxonMobil serve on the ALEC private sector board and major utilities such as Devon Energy, Peabody Energy are ALEC funders and participants.\u00a0Measures like this one prompted dozens of major corporations such as Google, Facebook and AOL to drop ALEC in 2015. Google Chairman Eric Schmidt accused ALEC of \u201c<a href=\"http:\/\/www.prwatch.org\/news\/2014\/09\/12605\/google-calls-alec-liars\" target=\"_blank\" rel=\"noopener noreferrer\">literally lying<\/a>\u201d about climate change on NPR.<\/p>\n<p><strong>ALEC \u201cCenter to Protect Free Speech\u201d Cracks Down on Campus Protest<\/strong><\/p>\n<p>ALEC\u2019s Center to Protect Free Speech was launched in February 2017. One of only four ALEC policy centers, this one appears primarily interested in shutting down student protest in the name of the First Amendment and shielding the identities of wealthy campaign finance givers, like the billionaire Koch brothers. Koch Industries has served on the ALEC private sector board for decades.<\/p>\n<div class=\"videobox right cf\">\n<div class=\"title\">Watch: The United States of ALEC<\/div>\n<div class=\"video-wrap\"><iframe loading=\"lazy\" src=\"http:\/\/player.vimeo.com\/video\/50350749?title=0&amp;byline=0&amp;portrait=0\" width=\"300\" height=\"150\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\" data-mce-fragment=\"1\"><\/iframe><\/div>\n<\/div>\n<p>Darcy Olsen, head of the\u00a0<a href=\"http:\/\/www.sourcewatch.org\/index.php\/Goldwater_Institute\" target=\"_blank\" rel=\"noopener noreferrer\">Goldwater Institute<\/a>, a Bradley and Koch-funded advocacy and litigation operation in Arizona, is scheduled to attend the ALEC meeting in Denver. Goldwater drafted a\u00a0<a href=\"http:\/\/goldwaterinstitute.org\/en\/work\/topics\/constitutional-rights\/free-speech\/campus-free-speech-a-legislative-proposal\/\" target=\"_blank\" rel=\"noopener noreferrer\">model bill<\/a>\u00a0that has been the impetus for the misnamed \u201cCampus Free Speech\u201d legislation moving throughout the states that seeks to crack down on students protesting right-wing speakers on campus.<\/p>\n<p>At its 2017 Spring Task Force Summit, ALEC joined the effort to muzzle protesters on college campuses approving the \u201c<a href=\"https:\/\/www.alec.org\/model-policy\/forming-open-and-robust-university-minds-forum-act\/\" target=\"_blank\" rel=\"noopener noreferrer\">Forming Open and Robust University Minds (FORUM) Act<\/a>,\u201d a model bill that among other things requires campus speech \u201ceducation,\u201d eliminates \u201cfree speech zones\u201d on campus, requires universities to report on campus dissent prior to the legislature\u2019s appropriations process and allows \u201calleged victims to bring a cause of action for violation of their free speech rights.\u201d The Goldwater Institute has a tougher bill that suspends or even expels students who protest speakers. Former ALEC National Chair Leah Vukmir authored\u00a0<a href=\"http:\/\/legis.wisconsin.gov\/assembly\/59\/kremer\/media\/1316\/17-2408_1.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">a similar\u00a0bill<\/a>\u00a0in the state of Wisconsin.\u00a0There\u00a0will likely be some discussion and debate regarding these competing models at the Denver meeting.<\/p>\n<p>At the December 2016 States and Nation Policy Summit, ALEC passed a \u201c<a href=\"https:\/\/www.alec.org\/model-policy\/resolution-in-support-of-nonprofit-donor-privacy\/\" target=\"_blank\" rel=\"noopener noreferrer\">Resolution in Support of Nonprofit Donor Privacy<\/a>,\u201d which ALEC says protects \u201ccharities\u201d from being forced to disclose their donors, but which is really geared toward shielding the identities of the millionaires, billionaires and industry groups secretly bankrolling campaigns and elections.\u00a0Simple disclosure in campaigns and elections used to be an area of agreement between Republicans and Democrats at the national and state level. Since the 2010\u00a0<em>Citizens United<\/em>\u00a0decision unleashing unlimited dark money, the Kochs and their allies have tried hard to chip away at that consensus and roll back disclosure in states.<\/p>\n<p>Members of ALEC has recommended that a focus of the center should be to combat\u00a0<a href=\"https:\/\/legiscan.com\/NM\/bill\/SB96\/2017\" target=\"_blank\" rel=\"noopener noreferrer\">campaign finance laws like SB96<\/a>\u00a0proposed in New Mexico, which would have required independent groups that spend big money on elections to disclose to the public and voters where they are getting their money and what they are spending it on. The bill would also have barred coordination between candidates and these \u201cindependent\u201d groups. The bill passed both houses but was vetoed by the Republican Governor\u00a0<a href=\"http:\/\/www.grantcountybeat.com\/news\/non-local-news-releases\/35531-afp-joins-coalition-calling-on-governor-martinez-to-defend-freedom-of-speech\" target=\"_blank\" rel=\"noopener noreferrer\">after the national leader of AFP<\/a>\u00a0and\u00a0<a href=\"https:\/\/cei.org\/content\/cei-joins-coalition-letter-urging-new-mexico-governor-reject-sb-96\" target=\"_blank\" rel=\"noopener noreferrer\">the national Koch-funded apparatus weighed in<\/a>.<\/p>\n<p><strong>Support for NAFTA in Federalism and International Relations Task Force<\/strong><\/p>\n<ul>\n<li><a href=\"https:\/\/www.alec.org\/model-policy\/draft-resolution-urging-the-presidential-administration-and-congress-to-support-international-trade-and-the-north-american-free-trade-agreement-nafta\/\" target=\"_blank\" rel=\"noopener noreferrer\">Draft Resolution Urging the Presidential Administration and Congress to Support International Trade and the North American Free Trade Agreement (NAFTA)<\/a><\/li>\n<\/ul>\n<p>ALEC will debate a resolution that doubles down on its decades long support for job-killing free trade legislation. \u201cALEC supports international free trade and the continuation and strengthening of the North American Free Trade Agreement (NAFTA)\u2026 ALEC urges the president of the United States and the Congress of the United States to first and foremost do no harm in the upcoming negotiations with Mexico and Canada as they seek to modernize NAFTA and to update and improve the agreement while not compromising existing commercial ties and activities between the United States, Mexico and Canada.\u201d<\/p>\n<p><strong>ALEC Preps States for ACA Battle in Health and Human Services Task Force<\/strong><\/p>\n<ul>\n<li><a href=\"https:\/\/www.alec.org\/model-policy\/alec-statement-of-principles-on-repealing-and-replacing-the-affordable-care-act-aca\/\" target=\"_blank\" rel=\"noopener noreferrer\">ALEC Statement of Principles on Repealing and Replacing the Affordable Care Act (ACA)<\/a><\/li>\n<\/ul>\n<p>The Koch brothers have\u00a0<a href=\"http:\/\/www.prwatch.org\/news\/2017\/04\/13233\/koch-caucus-continues-assault-healthcare\" target=\"_blank\" rel=\"noopener noreferrer\">led a war<\/a>\u00a0against the 2010 federal Affordable Care Act (ACA), which expanded health care coverage to over 20 million Americans. As CMD\u00a0<a href=\"http:\/\/www.prwatch.org\/news\/2013\/09\/12247\/breaking-new-list-dark-money-shell-game-groups-connected-kochs\" target=\"_blank\" rel=\"noopener noreferrer\">has documented<\/a>,\u00a0the Kochs have funded every major group protesting the ACA including ALEC, \u201cgrass-roots\u201d tea party groups, the Center to Protect Patient Rights (now American Encore), Heritage Action and more. ALEC has authored a dozen bills designed to undermine state exchanges, Medicaid expansion and other aspects of the ACA.<\/p>\n<aside class=\"moreon right cf\">\n<h3 class=\"dek\">MORE ON DEMOCRACY &amp; GOVERNMENT<\/h3>\n<div class=\"thumb\"><a class=\"gtm-widget-more-on\" href=\"http:\/\/billmoyers.com\/story\/alec-koch-industries-gerrymander-denver\/\"><img decoding=\"async\" loading=\"lazy\" class=\"imgmax wp-post-image\" src=\"http:\/\/dy00k1db5oznd.cloudfront.net\/wp-content\/uploads\/2017\/07\/GettyImages-146392708-400x225.jpg\" alt=\"One only needs to examine the electoral map to understand why ALEC is pushing for a repeal of the 17th Amendment now, write Mary Bottari and David Armiak. (Photo by Spencer Platt\/Getty Images)\" width=\"400\" height=\"225\" \/><\/a><\/div>\n<div class=\"txt-wrap\">\n<h2><a class=\"gtm-widget-more-on\" href=\"http:\/\/billmoyers.com\/story\/alec-koch-industries-gerrymander-denver\/\">ALEC and Koch Brothers Want to Gerrymander the Senate<\/a><\/h2>\n<p><strong>BY MARY BOTTARI AND DAVID ARMIAK<\/strong>\u00a0| JULY 18, 2017<\/p>\n<\/div>\n<\/aside>\n<p>Now, ALEC will debate a new \u201cstatement of principles\u201d that instructs Congress to pass a health care law that \u201cgrants maximum authority to states in how they regulate their insurance markets,\u201d and \u201cRepeal(s) all taxes, fees and mandates in the Affordable Care Act.\u201d\u00a0Also, that \u201censure(s) states have the authority to opt-out of harmful provisions of the law, such as the mandatory essential health benefits, guaranteed issue; mandated preventive health services and age rating bands\u2026\u201d<\/p>\n<p>ALEC\u2019s language here\u00a0is extreme. Mandatory essential benefits, such as in-hospital care, pregnancy care, preventive care and coverage for pre-existing conditions are guarantees that are wildly popular with the public. Speaker Ryan and the Republican Congress want to\u00a0grant states waivers for these essential benefits, which helps explain why\u00a0<a href=\"http:\/\/www.cnbc.com\/2017\/06\/21\/opposition-to-republican-obamacare-replacement-grows-even-among-gop.html\" target=\"_blank\" rel=\"noopener noreferrer\">67 percent of voters<\/a>oppose the House bill.<\/p>\n<ul>\n<li><a href=\"https:\/\/www.alec.org\/model-policy\/self-sufficiency-in-medicaid-act-2\/\" target=\"_blank\" rel=\"noopener noreferrer\">Self-Sufficiency in Medicaid Act<\/a><\/li>\n<\/ul>\n<p>This new bill would impose a \u201cwork requirement for able-bodied adults receiving services and benefits from the Medicaid program.\u201d Medicaid is a health care program for the neediest Americans including children, elderly in nursing homes, the blind and disabled and low income families. Speaker Paul Ryan\u2019s health care overhaul would slash a stunning $800 million out of this vital program. While many believe that health care is a right and should be provided by the government as it is in most developed nations, ALEC likes to shame middle income and low income Americans who need government support.<\/p>\n<p>A number of states are gearing up to ask to impose a work requirement on Medicaid. Kentucky and Maine\u00a0<a href=\"http:\/\/www.modernhealthcare.com\/article\/20170426\/NEWS\/170429894\" target=\"_blank\" rel=\"noopener noreferrer\">have asked the Trump administration<\/a>\u00a0for approval to establish a work requirement on Medicaid beneficiaries. Arizona announced that it will do so as well and Ohio and Florida are preparing to do the same.<\/p>\n<ul>\n<li><a href=\"https:\/\/www.alec.org\/model-policy\/temporary-health-insurance-risk-pool-act\/\" target=\"_blank\" rel=\"noopener noreferrer\">Temporary Health Insurance Risk Pool Act<\/a><\/li>\n<\/ul>\n<p>This is a new draft\u00a0bill authorizing states to set up an insurance \u201chigh risk pool,\u201d after obtaining a waiver from the ACA. High risk pools are a cynical effort to pretend that there will be affordable options for Americans with preexisting conditions. The reality is that high risk pools have been tried and failed in states across the country, when predictably high costs became too prohibitively expensive both for\u00a0<a href=\"http:\/\/blog.aarp.org\/2017\/04\/27\/state-high-risk-pools-failed-consumers-in-the-past-and-theyd-fail-them-again\/\" target=\"_blank\" rel=\"noopener noreferrer\">consumers and states<\/a>.<\/p>\n<p><strong>Tax and Fiscal Policy Task Force Draft Legislation<\/strong><\/p>\n<ul>\n<li><a href=\"https:\/\/www.alec.org\/model-policy\/resolution-opposing-taxpayer-financing-of-professional-sports-stadiums\/\" target=\"_blank\" rel=\"noopener noreferrer\">Resolution Opposing Taxpayer Financing of Professional Sports Stadiums<\/a><\/li>\n<\/ul>\n<p>The Kochs\u00a0<a href=\"http:\/\/www.nbcnews.com\/meet-the-press\/scott-walker-odds-koch-brothers-over-bucks-stadium-n370106\" target=\"_blank\" rel=\"noopener noreferrer\">oppose taxpayer money for sports stadiums<\/a>\u00a0and if passed so will ALEC. This draft resolution opposes any \u201cgovernment ownership, financing or spending of and for professional sports stadiums.\u201d The resolution would also sign the state into an interstate compact, which would take effect upon ratification by 24 other states.<\/p>\n<p><strong>Criminal Justice Task Force<\/strong><\/p>\n<p>Punitive ALEC model bills like \u201c<a href=\"http:\/\/www.alecexposed.org\/wiki\/Truth_in_Sentencing_Act_Exposed\" target=\"_blank\" rel=\"noopener noreferrer\">Truth in Sentencing<\/a>\u201d and \u201c<a href=\"http:\/\/www.alecexposed.org\/wiki\/Minimum-Mandatory_Sentencing_Act_Exposed\" target=\"_blank\" rel=\"noopener noreferrer\">Minimum-Mandatory Sentencing<\/a>\u201d have incarcerated hundreds of thousands of individuals, particularly young African American men. Now, in a PR effort to burnish its image, ALEC is fielding a number of model bills that are less punitive.<\/p>\n<ul>\n<li><a href=\"https:\/\/www.alec.org\/model-policy\/resolution-on-raising-felony-theft-thresholds\/\" target=\"_blank\" rel=\"noopener noreferrer\">Resolution on Raising Felony Theft Thresholds<\/a><\/li>\n<\/ul>\n<p>For instance, this bill raises the dollar threshold for charging a felony, and indexing it to inflation.<\/p>\n<ul>\n<li><a href=\"https:\/\/www.alec.org\/model-policy\/the-collateral-consequences-reduction-act\/\" target=\"_blank\" rel=\"noopener noreferrer\">The Collateral Consequences Reduction Act<\/a><\/li>\n<\/ul>\n<p>This bill limits the ability of states to deny occupational licensing and certification to individuals with criminal records. The bill also includes language that could apply additional restrictions on the right of a state to limit licensing and certification: \u201cThe right of an individual to pursue an occupation is a fundamental right.\u201d<\/p>\n<aside id=\"ajaxmostpopular\"><\/aside>\n<p>The bill stands as a very odd contrast to the\u00a0<a href=\"https:\/\/www.usatoday.com\/story\/news\/politics\/2015\/12\/09\/charles-kochs-network-plans-take-aim-job-licensing-laws\/77037506\/\" target=\"_blank\" rel=\"noopener noreferrer\">Koch<\/a>\/<a href=\"https:\/\/www.alec.org\/model-policy\/natural-hair-braiding-protection-act\/\" target=\"_blank\" rel=\"noopener noreferrer\">ALEC<\/a>\u00a0crusade against what they consider to be unnecessary state licensure and credentialing of professions. After the\u00a0Koch\u2019s top lawyer Mark Holden wrote\u00a0about this issue in\u00a0<a href=\"https:\/\/www.wsj.com\/articles\/how-to-keep-the-unemployed-out-of-work-1449618512\" target=\"_blank\" rel=\"noopener noreferrer\">op-eds in major papers<\/a>\u00a0in 2015, ALEC fielded bills, such as this one on \u201c<a href=\"https:\/\/www.alec.org\/model-policy\/natural-hair-braiding-protection-act\/\" target=\"_blank\" rel=\"noopener noreferrer\">natural hair braiding<\/a>,\u201d in an attempt to show that all occupational licensing is silly.<\/p>\n<p><strong>Denver Resists DeVos<\/strong><\/p>\n<p>Common Cause and Common Cause Colorado\u00a0<a href=\"http:\/\/www.commoncause.org\/press\/press-releases\/alec-in-denver-report.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">issued a report on ALEC bills moving in Colorado<\/a>\u00a0and organized a huge teach-in this past weekend on ALEC\u2019s interference in Colorado attended by hundreds of Coloradans.\u00a0<a href=\"http:\/\/www.commoncause.org\/states\/colorado\/\" target=\"_blank\" rel=\"noopener noreferrer\">Learn more here<\/a>\u00a0and follow\u00a0<a href=\"https:\/\/twitter.com\/CommonCauseCo\" target=\"_blank\" rel=\"noopener noreferrer\">@CommonCauseCo<\/a>\u00a0and\u00a0<a href=\"https:\/\/twitter.com\/CommonCause\" target=\"_blank\" rel=\"noopener noreferrer\">@CommonCause<\/a>.<\/p>\n<p>A diversity of democracy activists, teachers, students and more will be\u00a0marching from the State Capitol in Denver 101 E. 14<sup>th<\/sup>Street to the ALEC hotel tomorrow July 19, from 10 a.m. to noon.
