California, 10 other states and the District of Columbia already have joined the compact, which would take effect if states holding 270 electoral votes, the number needed to elect a president, sign on.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/s.hdnux.com\/photos\/01\/01\/07\/62\/17071294\/9\/940x940.jpg\" alt=\"\"\/><\/figure>\n\n\n\n<p>John Wildermuth is a San Francisco Chronicle staff writer.
