{"id":15448,"date":"2020-07-30T12:41:27","date_gmt":"2020-07-30T19:41:27","guid":{"rendered":"http:\/\/occupysf.net\/?p=15448"},"modified":"2020-07-30T12:41:29","modified_gmt":"2020-07-30T19:41:29","slug":"without-medicare-for-all-this-isnt-the-boldest-democratic-platform-in-american-history","status":"publish","type":"post","link":"https:\/\/occupysf.net\/index.php\/2020\/07\/30\/without-medicare-for-all-this-isnt-the-boldest-democratic-platform-in-american-history\/","title":{"rendered":"Without Medicare for All, This Isn\u2019t \u2018the Boldest Democratic Platform in American History\u2019"},"content":{"rendered":"\n<h4 class=\"wp-block-heading\">700 Democratic delegates signal they will oppose a platform that fails to renew the party\u2019s commitment to establish a national health care system.<\/h4>\n\n\n\n<h2 class=\"wp-block-heading\">By\u00a0<a href=\"https:\/\/www.thenation.com\/authors\/john-nichols\/\">John Nichols<\/a><\/h2>\n\n\n\n<h4 class=\"wp-block-heading\">July 29, 2020 5:45 AM (thenation.com)<\/h4>\n\n\n\n<figure class=\"wp-block-image\"><a href=\"https:\/\/www.thenation.com\/wp-content\/uploads\/2020\/07\/n95-mask-hospital-scrubs-gty-img.jpg\" target=\"_blank\" rel=\"noreferrer noopener\"><img decoding=\"async\" src=\"https:\/\/www.thenation.com\/wp-content\/uploads\/2020\/07\/n95-mask-hospital-scrubs-gty-img.jpg?scale=896&amp;compress=80\" alt=\"n95-mask-hospital-scrubs-gty-img\"\/><\/a><\/figure>\n\n\n\n<p><em>N95 mask in the ER at Oakbend Medical Center in Richmond, Texas.\u00a0(Mark Felix \/ AFP via Getty Images)<\/em><\/p>\n\n\n\n<p><strong>T<\/strong>he Democratic National Committee\u2019s platform committee approved a draft of the party\u2019s 2020 agenda this week and committee cochair Denis McDonough promptly&nbsp;<a href=\"https:\/\/www.npr.org\/2020\/07\/27\/895800425\/democrats-meet-virtually-to-approve-platform-that-builds-off-of-biden-sanders-ef\">described<\/a>&nbsp;it as the \u201cboldest Democratic platform in American history.\u201d<\/p>\n\n\n\n<p>It\u2019s not\u2014unless your definition of \u201cbold\u201d includes a tepid health care stance that rejects the single-payer Medicare for All agenda that enjoys overwhelming support from Americans in this Covid-19 moment.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.demconvention.com\/wp-content\/uploads\/2020\/07\/2020-07-21-DRAFT-Democratic-Party-Platform.pdf\">The proposed platform<\/a>&nbsp;also pulls its punches on a host of other issues, from&nbsp;<a href=\"https:\/\/twitter.com\/PeterBeinart\/status\/1288118991492243462\">marijuana legalization<\/a>,&nbsp;<a href=\"https:\/\/www.politico.com\/news\/2020\/07\/08\/biden-legal-marijuana-police-protections-353585\">an end to qualified immunity<\/a>&nbsp;for police officers,&nbsp;<a href=\"https:\/\/twitter.com\/PeterBeinart\/status\/1288118991492243462\">the placing of conditions on aid to Israel<\/a>, a federal jobs guarantee, and a comprehensive approach to developing and implementing a Green New Deal.<\/p>\n\n\n\n<p>Every Democratic platform is a complex document that blends ideas from the various ideological factions that make up the party, and this draft document is no different. The 2020 draft includes a number of solid stances that respond to pressure from progressives to move the party to the left. It sets some clear goals for combating climate change, reflecting the movement of presumptive nominee Joe Biden on the issue. \u201cIt also calls,\u201d&nbsp;<a href=\"https:\/\/www.npr.org\/2020\/07\/27\/895800425\/democrats-meet-virtually-to-approve-platform-that-builds-off-of-biden-sanders-ef\">as NPR notes<\/a>, \u201cfor a $15 minimum wage, mandatory paid family leave, more federal gun control, broad changes to federal sentencing guidelines and drug laws, and many other changes that most Democratic candidates for Congress and the White House have supported for years.\u201d<\/p>\n\n\n\n<p>But it is hard sell to claim that this is the boldest Democratic platform in American history.<\/p>\n\n\n\n<p>The 1900 Democratic platform&nbsp;<a href=\"https:\/\/www.presidency.ucsb.edu\/documents\/1900-democratic-party-platform\">began<\/a>&nbsp;by \u201cwarn[ing] the American people that imperialism abroad will lead quickly and inevitably to despotism at home.\u201d That was bold.<\/p>\n\n\n\n<p>The 1932 Democratic platform&nbsp;<a href=\"https:\/\/www.presidency.ucsb.edu\/documents\/1936-democratic-party-platform\">announced<\/a>, in the midst of the Great Depression, that the party was committed to \u201cstamping out monopolistic practices and the concentration of economic power.\u201d That was bold.<\/p>\n\n\n\n<p>The 1944 Democratic platform&nbsp;<a href=\"https:\/\/www.presidency.ucsb.edu\/documents\/1944-democratic-party-platform\">asserted<\/a>, in a time of Jim Crow segregation when the party relied on the \u201csolid South\u201d as a part of its coalition, that \u201cracial and religious minorities have the right to live, develop and vote equally with all citizens and share the rights that are guaranteed by our Constitution.\u201d And it argued that \u201cCongress should exert its full constitutional powers to protect those rights.\u201d That was bold.<\/p>\n\n\n\n<p>The 1960 Democratic platform&nbsp;<a href=\"https:\/\/www.presidency.ucsb.edu\/documents\/1960-democratic-party-platform\">declared<\/a>, at a point when new technologies were transforming workplaces, that \u201cwe will provide the government leadership necessary to insure that the blessings of automation do not become burdens of widespread unemployment.\u201d That was bold.<\/p>\n\n\n\n<p>The 1972 Democratic platform&nbsp;<a href=\"https:\/\/www.presidency.ucsb.edu\/documents\/1972-democratic-party-platform\">promised<\/a>&nbsp;\u201cto rethink and reorder the institutions of this country\u201d to address systemic racism and sexism and classism\u2014and it outlined a plan to \u201crestructure the social, political and economic relationships throughout the entire society in order to ensure the equitable distribution of wealth and power.\u201d That was bold. So, too, was the document\u2019s recognition that a for-profit health care system was failing the United States\u2014and its commitment to \u201cestablish a system of universal National Health Insurance which covers all Americans with a comprehensive set of benefits including preventive medicine, mental and emotional disorders, and complete protection against catastrophic costs, and in which the rule of free choice for both provider and consumer is protected. The program should be federally-financed and federally-administered.\u201d<\/p>\n\n\n\n<p>From the 1940s through 1980, on health care issues, Democratic platforms took bolder stands than does the party\u2019s 2020 draft platform. \u201cProgressive ideas are nothing new,\u201d notes Representative Ro Khanna,&nbsp;<a href=\"https:\/\/sanjosespotlight.com\/silicon-valley-rep-ro-khanna-to-lead-californias-delegation-at-the-dnc\/\">a cochair of the California delegation<\/a>&nbsp;to this year\u2019s convention, who argues that \u201cthere\u2019s no reason we can\u2019t finish enacting those policies today.\u201d<\/p>\n\n\n\n<p>Unfortunately, the platform committee does not propose to do so.<\/p>\n\n\n\n<p>A Medicare for All amendment advanced by supporters of the 2020 presidential bid of Vermont Senator Bernie Sanders was rejected overwhelmingly on Monday,&nbsp;<a href=\"https:\/\/twitter.com\/People4Bernie\/status\/1287848244135907328\">garnering just 36 \u201cyes,\u201d versus 125 \u201cno,\u201d votes<\/a>&nbsp;from a committee dominated by Biden backers. Proposals to lower the Medicare eligibility age and expand access for children were also rejected.<\/p>\n\n\n\n<p>The party\u2019s refusal to support Medicare for All is wrongheaded&nbsp;<em>practically<\/em>, as&nbsp;<a href=\"https:\/\/twitter.com\/People4Bernie\/status\/1287845862115172352\">Michael Lighty<\/a>&nbsp;noted Monday when he urged platform committee members to join civil rights groups in supporting Medicare for All. \u201cIt\u2019s vital that we meet this moment that demands health justice and Medicare For All to create a system to address the health inequities exposed by the COVID-19 pandemic when Blacks and Latinos are dying at rates two-, two-and-a-half-times that of whites,\u201d said the veteran single-payer activist.<\/p>\n\n\n\n<p>The party\u2019s refusal to support a single-payer system is also wrongheaded&nbsp;<em>politically<\/em>, as the campaigns of Sanders and a rising generation of Democratic members of Congress have popularized the Medicare for All agenda to such an extent that recent polling finds it is supported by&nbsp;<a href=\"https:\/\/www.newsweek.com\/69-percent-americans-want-medicare-all-including-46-percent-republicans-new-poll-says-1500187\">69 percent of all Americans and 88 percent of Democrats<\/a>.<\/p>\n\n\n\n<p>\u201cThe Democrats are making a fatal mistake by turning their backs on Medicare for All,\u201d&nbsp;<a href=\"https:\/\/twitter.com\/WaywardWinifred\/status\/1287927951946928129\">argues<\/a>&nbsp;Winnie Wong, a former senior political adviser to the Sanders campaign, more bluntly. She labeled the committee votes \u201cshameful\u201d at a time \u201cwhen the country is in the death grip of a global pandemic and people are dying\u201d because they can\u2019t afford health care.<\/p>\n\n\n\n<p>Shameful enough to oppose the whole of the platform? A substantial number of delegates think so.<\/p>\n\n\n\n<p>Sanders delegates from Nevada have called on convention delegates to sign&nbsp;<a href=\"https:\/\/docs.google.com\/forms\/d\/e\/1FAIpQLSfY5U1TnEbx2YcFC9s-xU45Qac6p0j9RVr6we-fOMWkWHYqzg\/viewform?fbclid=IwAR0CXreUUGhOQTldHppvIS6IXgeH433Z7fznOaIr71LxBCaAQOY7v5O11lQ\">a petition<\/a>&nbsp;that concludes with a \u201cpledge to vote against any platform that does not include a plank supporting universal, single-payer Medicare for All.\u201d&nbsp;<a href=\"https:\/\/twitter.com\/pdamerica\">Progressive Democrats of America<\/a>,&nbsp;<a href=\"https:\/\/twitter.com\/Roots_Action\/status\/1287741412331491328\">RootsAction.org<\/a>, and other groups are circulating the petition and, according to Jeff Cohen of RootsAction, it had been signed by 700 delegates as of Tuesday afternoon.<\/p>\n\n\n\n<p>Norman Solomon, a Sanders delegate and the national director of RootsAction.org,&nbsp;<a href=\"https:\/\/www.politico.com\/news\/2020\/07\/27\/bernie-supporters-medicare-single-payer-381972\">says<\/a>, \u201cIt\u2019s a reasonable hope that historians will look back at the next couple of weeks as a time when hundreds of delegates stepped forward and said, \u2018This is a red line for a humane society and we\u2019re not going to stop saying so.\u2019\u201d<\/p>\n\n\n\n<p>Now,\u00a0<em>that<\/em>\u00a0is bold.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.thenation.com\/authors\/john-nichols\/\">John Nichols<\/a> <a rel=\"noreferrer noopener\" href=\"https:\/\/twitter.com\/@NicholsUprising\" target=\"_blank\">TWITTER<\/a> John Nichols is\u00a0<em>The Nation<\/em>\u2019s national-affairs correspondent and the author of the new book\u00a0<a rel=\"noreferrer noopener\" href=\"https:\/\/www.versobooks.com\/books\/3082-the-fight-for-the-soul-of-the-democratic-party\" target=\"_blank\"><em>The Fight for the Soul of the Democratic Party: The Enduring Legacy of Henry Wallace&#8217;s Anti-Fascist, Anti-Racist Politics<\/em><\/a>\u00a0(Verso).
