The uneven playing field has helped South Dakota garner national headlines for its right wing legislation, such as&nbsp;<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/email.mg2.substack.com\/c\/eJwlUUuO7CAMPE2zSxQIn_SCxWzeNSI-TsIMDRE4L8qcfkg3QlVgF9gqO4Ow5nLpPVckN8x47aATnDUCIhRyVChz8FqKcRIT8Zp7eh9CnZcC8DIhaiwHkP2wMTiDIadbPyqlJrJpSy0Xhikx2ScsUjk5WhD0KZ_SUabMp6o5fIDkQMN_KFdOQKLeEPf6GL8e7F_b53n2uMF6mOKDSb3LrzuaS_SN2cBoo2-TGlLRwG0lVGzKLr17MrFduwIxrCEftSth3bCLsIYa34LOhhgrCfr-axiZHJiggve0d4oLypjz3tthUWKQi_KwLHSSy8Am-eDDa2V9PWxF437u1kjRvzmhoW21tMnxHW0ezY1fRwp4zZCMjeA_9uFnBm9D5xUSlDYbPxvUVFKpmKLjIDn72HX7y0fOuXySVtbn9irpGkpG8wdd7Z0m\">laws attacking the separation of church and state<\/a>.&nbsp;<\/p>\n\n\n\n<p>The state\u2019s Republican lawmakers didn\u2019t come up with these policies by themselves. National organizations have been actively coaching its lawmakers on how to best take advantage of redistricting and deflect claims that voting restrictions are discriminatory, according to documents obtained by&nbsp;<em>The Daily Poster<\/em>&nbsp;through a public records request.<\/p>\n\n\n\n<p>One of the groups,&nbsp;<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/email.mg2.substack.com\/c\/eJwlUMtuxCAM_JrlGPEme-DQS38jImB2UROIwGmUfn3JxrJsy6_RjHcIr1JPu5WG5AoTnhvYDEdbABEq2RvUKQWrlRjVSIKVgV1FalOsAKtLi8W6A9n2eUneYSr52hfGmJG8LZP--VTBBCPmqDxlwnsvo6bUcxqf7kZ1e0iQPVj4hXqWDGSxb8StPcTXg393P45j2GqJbk3LOfiy9h5JllPOqOCacsWUHNjgjVSMcx9CmGk0iupoAsTIRh0pH_VD0vXFh7bPDZ3_uT6Rav9KRse69bEry6fbCU09r3tOeE6Q3bxAuLniLdiH_fSCDLULGSaHlmmmDTdMUC35ze0SQwoppX6SDhtKv8q2pVrQ_QNmV3_M\">Wallbuilders<\/a>, made a name for itself promoting legislation on issues such as displaying&nbsp;<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/email.mg2.substack.com\/c\/eJxdUUGOwyAMfE25JQJCgB447GW_EREwCdoEKjCtuq9f2t4WWeBhsDwenEXYcnmaW65IXtuCzxuYBI96ACIU0iqUJXoj50nPmngjPHslsS6hAJw2HgZLA3Jr6xGdxZjT6_2klNJkN9c5CC20FlcPflX6aoO3Wlm6agc8uE9X23yE5MDAHcozJyCH2RFv9TJ9Xfh3j8fjMdo25rJ14PZW3D5U7Po7TPkO5wpl4JTp4R_pOlk66mN2tBbrYtqGkMuAOwxdM_6-swJH3GJudShx23HYbR0siYZTzujEJeUzm8XIRqfEzDh33vuVBjVTGZSHEJiWgXItL4KeGx9rW7sE9zO6fJJifnNCy_rqtM3H-7ZbtvTzbCnic4Fk1wP8x038fMnb32WDBKVP4xeLhkkmFVdsolLwj3svu8UkhJBX0tv63KuSqbFktH-tqaOW\">religious symbols on state property<\/a>. But at Wallbuilders\u2019 2018 Profamily Legislative Network conference in Dallas, Texas, attendees were also taught about the legal validity of restrictive voting laws, according to documents describing the event obtained by&nbsp;<em>The Daily Poster<\/em>.<\/p>\n\n\n\n<p>The other group, ALEC, or the&nbsp;<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/email.mg2.substack.com\/c\/eJwlUEuOhSAQPM1jafijCxazmWsQhMZHRsEAjnFOP_jsdPrfqVQ522DJ5dJ7rg3dwbRrB53grCu0BgUdFYqJXkvBRjEir7kndxGrCQVgs3HVrRyA9mNeo7Mt5nTfM6XUiN56micrfOBstJROzIH0ME8emFBBKsYfVHv4CMmBhl8oV06AVv1uba8v9vWi393P8xzsCm7IZektippiSjCjElNBBB_I4BQXhFLnvZ9xUALLoDyEQEYZMB3li-NtoUM95tqs-xlc3lDRfzk1S7r1tc3rZ9q5mJ63I8V2GUh2XsE_NNuj1Ye4WSBB6Rp6Y5smkkhFFWFYcvrQunXgjHMuJ9Rhfe5fSddYcrP_lEF9tQ\">American Legislative Exchange Council<\/a>, taught a South Dakota legislator on how to best gerrymander state districts at its 2019 conference in Austin. According to documents describing the event, one of the attendees found that the conference \u201cprovided a lot of good and useful information on redistricting and ways to reduce the risk of lawsuits.\u201d<\/p>\n\n\n\n<p>Usually the subject matter of such invite-only conferences is&nbsp;<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/email.mg2.substack.com\/c\/eJwlkUuOhSAQRVfzmGkA-eiAQU96Gwal8JFWMFC2sVff-CSkLik-VecyW4Ql5cvsqSC5w4jXDibCWVZAhEyOAnkMzijZ9bInzgjH7kUoo88Amw2rwXwA2Y9pDbPFkOJ9vtNa9-RtejdoPjDdeU_FJCQXk2TeDlpSOvXWP1Xt4QLEGQz8Qr5SBLKaN-JeXt3Xi3_XeZ5nu-fT4vxuU15q5m6yCqesq0JlDYzToa9qV5hLs1a6gg1mG8tuc33_arb0C40tFQpDXJqwbUcMeDU3i0tbE6JPeftQ1PtnIcFwyhntuKJcMila1s5aSMb57JybqK8gymsH3rNeecp79RJ0W3hbjqmgnX_aOW0km78U0bI66rZN6ydbPRurPj2MEO20gnvsxOdPPgaPC0TIlcaNFg1TTGmuWUeV4I99t9-iE0KogdSyFcSGaErICe0_wBaiMg\">shielded from public view<\/a>. But both events were highlighted in a monthly \u201cLegislator Update\u201d newsletter produced by the&nbsp;<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/email.mg2.substack.com\/c\/eJwlUEtuxSAMPM1jGfEnXbDophfoASICJg81gQicV6WnL3mxLNsa2xrNeIewlHravTQkV5nw3MFm-G0rIEIlR4M6pWC1EqMaSbAysGtIbYoVYHNptVgPIPsxr8k7TCVf98IYM5KnBSHpBxu5jCp4HqJjagYRheYRZknhZnVHSJA9WHhBPUsGston4t4e4vPBv3q2sMKS2urwqDAs5dWxb3QxkmQ55YwKrilXTMmBDd5IxTj3IYSZRqOojiZAjGzUkfJRPyTdFj60Y27o_M_gy0aq_SsZHevR166sb7SrmnrfjpzwnCC7eYVwC8bbtbcF0wIZanczTA4t00wbbpigWvJb4OWIFFJK_UE6bSj9K9uWakH3D3lggg8\">South Dakota Legislative Research Council<\/a>, a group of nonpartisan staffers who work in South Dakota\u2019s state house. The publication is intended for South Dakota lawmakers, according to a description on the front page of each issue.&nbsp;<em>The Daily Poster<\/em>&nbsp;obtained copies of the newsletter using a public records request.<\/p>\n\n\n\n<p>Such materials demonstrate how right-wing groups are working hand in hand with Republican lawmakers to strip voting rights and proper representation from the public, in order to safeguard these politicians\u2019 elected positions and facilitate these organizations\u2019 extremist goals.&nbsp;<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Wallbuilders\u2019 Attack on Voting Rights<\/strong><\/h4>\n\n\n\n<p>Wallbuilders is an evangelical group that got its start publishing history books that claimed,&nbsp;<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/email.mg2.substack.com\/c\/eJwlUUuypCAQPE2z0wAEtRcsZjPXMBAKZR6CAeUYzukHugmifnwyK8tohC3lR52pIGlmwecEFeEuARAhk6tAXrxVoxxmOROrhGUt8GVxGeDQPijMF5DzWoM3Gn2K7f4wTdNMdmUtGJitlINdJWdGgpQG5PrW2pm3W7-o-rIeogEFfyE_KQIJakc8y2v49eK_677vu49n7lPealbANKBSQ9wB79Td-qkJp4xXR-dm3tUwOUtGR9EKH4Zlh9ydVwilMyliThWweB063NOhS_cHnKuVFLs1pZ_OePRx60IqpUuuPXHeNqbEK045owMfKZdMip71ZhKScW6stSt1k6Sjm2z9j82jo3weX4IeG-_LtRbU5qc36SBZ_as0NKurHusUPtVKdan-uKLHZ4Go1wD2qzN-h_VRftkgQq5DtItGxUY2TnxiQ-2Xf3VtgxCDEGJ8kwpra4s-quJzQv0fxverUw\">falsely<\/a>, that the founding fathers opposed the separation of church and state. The group\u2019s website lists \u201cconservative fiscal policies,\u201d \u201cabortion,\u201d and \u201cpublic morality\u201d as&nbsp;<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/email.mg2.substack.com\/c\/eJwtUEluxCAQfM1wtNgM-MAhl3wDYWgmKBgswLGc1wfPpNXqfVGVsx2epV56L62j25h-7aAznC1B71DR0aCa6LWYmZoV8pp7cgexmVABNhuT7vUAtB9ris72WPI9z6SUCn3pRVqGsWMLU37xVgU6Esw8tUowpej7qz18hOxAww_Uq2RASX_1vrcH-3jQz6HneU57LcFuMV2TK9uo7SHlV5fF1g5oKGqKKcGMCkxnMvOJTE7ymVDqvPcrDnLGIkgPIRAlAqZKPDjennRqx9q6dd_3ZVT1b8ndkiGjbUt6VQdAM_x25NgvA9muCfwbe38T-GLDPCFDHcR6Y7smgghJJWFY8H-sNzmccc7FgsZbX8ZW1i3W0u0fCGCEiA\">some of the issues<\/a>&nbsp;the group covers.&nbsp;<\/p>\n\n\n\n<p>But the Legislator Update newsletters suggest the Wallbuilders\u2019 advocacy extends to counseling lawmakers on restricting voting rights.&nbsp;<\/p>\n\n\n\n<p>According to one of the reports, South Dakota Republican State Rep. Sue Peterson attended the Wallbuilders\u2019 2018 Profamily Legislative Network conference in Dallas. It was one of the most restrictive in the nation but became much fairer as a result of litigation. States sometimes win cases or win on appeal. But these cases show they don\u2019t have carte blanche to do whatever they want.\u201d<\/p>\n\n\n\n<p>But for those who follow right-wing groups like Wallbuilders, their increased focus on voting rights is cause for concern. \u201cConservative evangelicals have a vision for America,\u201d said Rob Boston, a senior advisor at Americans United for Separation of Church and State. \u201cIncreasingly, they are advocating voter suppression as a way to keep Republicans in power, even if most Americans don\u2019t support them.\u201d<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>ALEC and Gerrymandering<\/strong><\/h4>\n\n\n\n<p>The Legislator Update newsletters show that at least two South Dakota lawmakers attended ALEC conferences in 2018 and 2019, where part of the focus was on limiting lawsuits in the wake of implementing controversial redistricting plans.&nbsp;<\/p>\n\n\n\n<p>In 2019, Republican Jim Stalzer, then a state senator and currently a state representative, attended ALEC\u2019s conference in Austin, Texas. If you look at the northeast side of Rapid City, there\u2019s a predominantly Native American neighborhood that was chopped up into three districts. That wasn\u2019t done by accident.\u201d<\/p>\n\n\n\n<p>South Dakota\u2019s legislative districts are drawn by a partisan commission. There are people moving here because they want to be in a red state.\u201d<\/p>\n\n\n\n<p>But many people believe the state\u2019s redistricting efforts shouldn\u2019t be left up to partisan committees.<\/p>\n\n\n\n<p>\u201cThe Constitution [of South Dakota] currently allows legislators to draw their own districts,\u201d said Amy Scott-Stoltz, the coalition director of Drawn Together South Dakota, an anti-gerrymandering group. \u201cWe believe this is a conflict of interest. But the organization faces a steep uphill battle against national groups like ALEC.<\/p>\n\n\n\n<p>At ALEC\u2019s 2019 conference, those who attended were told to treat redistricting as a \u201cpolitical adult blood sport,\u201d according to a&nbsp;<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/email.mg2.substack.com\/c\/eJwlkM1uhCAQx59muWkAEdwDh176GgZhcEkRDIxt7NMXuoTMN5k_P2sQ9lxufeaKpJsV7xN0gp8aAREKuSqUNTgt52mZF-K0cKwHoa6-ABwmRI3lAnJeWwzWYMipz09KqYW8tJPCcBCwWM-9WJSgfHZqfnopLPhFvLeaywVIFjR8Q7lzAhL1C_Gsj-njwT_brbFpHW0-WtzlDSa54cwxYLC11Thlz-YYbcZEsMMBgCHtww6l3EebhtLTvikPBWwuruXjC49IguaUMzpx2dSxWYxstErMjHPrnNuoVzOVXjnwni3SU77Ih6DHzsd6bRWN_erKSNG_OaFh7bS2yfG_2sCszR9XCnivkMwWwb2Z4Rv8P8V1hwSlfdKtBjWTTCqu2ESl4G9GHaqYhBDySdpal9urpGsoGc0fOBuY5Q\">recording of the conference<\/a>&nbsp;obtained by&nbsp;<em>Slate<\/em>. Shortly after the 2020 presidential election, Wallbuilders\u2019 founder, Barton, was one of many right wing leaders who promoted the lie that&nbsp;<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/email.mg2.substack.com\/c\/eJwlkEmOwyAQRU8TdrGYcRYsetMHyAUsDGUHNQGLoS336RvHqMRn1K__rKmwpnzoLZWKzmmqxwY6wl4C1AoZtQJ58k5LwUYxIqe5I-fCl2nJAG_jg665AdraHLw11ad4vmdKqRG9NLdMuHEhzFmnFvVQdLSYOs4FGCcf4nI1zXmIFjT8Qj5SBBT0q9at3NjXjX732vd9MG1Iee2bOaS1dH1C8KtPrdyffn3VOwSwZwPIa4opwYxKTAURfCCDVVwQSq1zbsaLElguysGykFEumI7yxvF7pUNpc6nG_gw2vVHWfylWQ_ro1yaFz2lPOnV9t-jrMUE0cwB3QagXyQ-WaYUIuRN2k6maSCIVVYRhyekV-qTEGedcPlC3dan_irr4nKr5BwsIiNI\">the election had yet to be decided<\/a>. For its part, ALEC&nbsp;<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/email.mg2.substack.com\/c\/eJwtUcuO5CAM_JrmNhFvMgcOe9nfiAg43WgJROBMlPn6gelFqFwyWGWXvUN4lnrbozQkAxa8D7AZrpYAESo5G9QlBquVmNVMgpWBDRLbslWA3cVksZ5AjnNN0TuMJY__whgzk5cNMqjApPBAg1s_FZ0V60w4aZTaHH2rujNEyB4sfEG9SwaS7AvxaA_x58H_9ntd15RvjDu0yZe9ZzjlrAcqBh9wtg5HSRGjH7TC_57yx1fps3wkd7XphXsi0Y5qKrimXDElJzZ5IxXj3IcQVroZRfVmAmwbm_VG-awfku5PPrVzbej8v9EEqfa7ZHSsn_7sSvrNdtWlx_3MEe8FslsThLdJ-Hb617blCRlq30BYHFqmmTbcMEG15G9ThotSSCn1J-myofSqbFusBd0PwnSSKw\">teamed up with other right wing-groups<\/a>&nbsp;to ramp up its efforts to push voting restrictions in the wake of Biden\u2019s inauguration.<\/p>\n\n\n\n<p>Organizations like ALEC and Wallbuilders work to pass laws by&nbsp;<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/email.mg2.substack.com\/c\/eJwlkcGu4yAMRb-m7IiAEEgXLN7m_UZEwCRoCETgTNX5-iEtQvaVMfLh4izCVurbnKUhucOC7xNMhldLgAiVXA3qEr1R0zhPM_FGen6L2JZQAQ4bk8F6ATmvNUVnMZZ8949a65nsRs5jmLkLTq_Kq9nrya2CjUKNMLmnVt-p9vIRsgMDf6G-SwaSzI54tsf48xC_fbfUWQdXjq7Xq8UMrXUpGFc9sWcPe3lRm8BR6xxQmz09K1A4zpup0WRfjdpe2S7EmDeKO9CzvKA2WgK1B9TOn6mLGKENOx6JRCOY4DcuExOf5MAHp-XEhXDe-5UFPTEVtIcQ-KwCE7N6SHZsYmjX2tC6PzcyqeZfyWh5X_3YlvSpdseWno8rR3wvkO2awH_NxO-PfOxdNshQ--v9YtFwxZUWmo9MSfE173ZbjlJK9SR9rC_9VjYt1oL2P9TboZk\">providing legal templates<\/a>&nbsp;and other material to state legislators who often work part time or who don\u2019t have their own staff.&nbsp;<\/p>\n\n\n\n<p>\u201cALEC is a clearinghouse of legislative ideas and bills that are distributed to legislators in multiple states,\u201d said David Daley, a senior fellow for FairVote. &#8220;When you see the same type of legislation burbling up across multiple states, ALEC is often the brains behind it.&#8221;<\/p>\n\n\n\n<p>The ALEC conferences South Dakota state lawmakers attended, for example, weren\u2019t just focused on redistricting. At ALEC\u2019s&nbsp; 2018 annual meeting in New Orleans, legislators discussed issues ranging from \u201celectronic recycling [and] school safety\u201d to culture war issues such as the \u201cfreedom to associate in [an] age of intimidation,\u201d according to one of the Legislator Update newsletters. And at the 2019 conference in Austin, legislators discussed topics like \u201cthe current state of drug abuse, national popular vote, [and] local government lawsuits against the states,\u201d according to the newsletter.<\/p>\n\n\n\n<p>Wallbuilders is another group that helps lawmakers pass bills to further their conservative agenda.&nbsp;<\/p>\n\n\n\n<p>As noted in one of the South Dakota newsletters, Republican State Sen. Phil Jensen also attended the organization&#8217;s 2018 Profamily Legislative Network conference in Dallas, describing the event as the \u201cmost relevant and informative legislative conference he has attended.\u201d Part of the appeal for Jenson: two \u201cnew ideas\u201d for legislation to introduce in South Dakota &#8212; a law to mandate prominently posting the slogan \u201cIn God We Trust\u201d on state buildings, and a resolution declaring an annual Christian week.<\/p>\n\n\n\n<p>After attending the conference, Sen. Jensen&nbsp;<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/email.mg2.substack.com\/c\/eJwlkdGOxBAUhp9m3GlQpXvhYm_2NRrlaGVaJpxuM_v0q1MR5EfO5-MswpLL27xyRXINE75fYBKcdQNEKOSoUKbojRr6cRiJN9LzaxHrFArAbuNmsBxAXse8RWcx5nSd77XWI1nNrFjQcnZgFbMt08zLsQ_KBuEVm8Nd1R4-QnJg4BfKOycgm1kRX_XRfz_ET-vneXYx1eihdC7vLan5wJV6-8xo6WZPehPQ6tact0pjokv29ATa-CrSGpdUqWD8i2oSjWCCs14oJgY-yI53TsuBC-G893NjHpgK2kMIfFSBiVE9JNsX0dVjrmjd86IgxfzlhJa31rZt3j5pA5navB8p4nuCZOcN_G0Jb9Ufb9MCCUr7Aj9ZNFxxpYXmPVNS3FYujbKXUqov0sr63G4lU2NpL_4H1VaUyA\">sponsored legislation<\/a>&nbsp;to put the slogan \u201cIn God We Trust\u201d in state buildings such as schools in South Dakota. Although the legislation was criticized as violating the first amendment, it&nbsp;<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/email.mg2.substack.com\/c\/eJwlUcuypCAM_Zpmp8VLsBcsZjO_YdEk2tRVsADH6vn6G1uKSgIhOSeH4BsuuXzcnmtjl5naZ0eX8KwrtoaFHRXLFMGZQY3DyMBpEFcQ6zQXxM3H1bVyINuP1xqDbzGn672y1o7s7WB8KjWDDaOfB4QBVCAnlVbGiDnAjeoPiJgCOvyH5ZMTstW9W9vrQ_15yL-0z_PsT1_fMS0tp6uoD3mjBMJxo1IsuXiS4_aKL1MQutpoyi7Wbl99pZGoQ7dk6E7siHht3enXlbJf_l0N75zpGFvtNp_AN9KHOrHoJJeCK2m4HMSge9EHqwchZQCAF5_twM1sAedZjGbmcjQPzbdF9vV4EYfwcxFmxf3PqXlBi9I-r99bAp_Ib0eK7TNh8q8V4da13Z_zVXpaMGGhcWDyzQkjjJVWKG60vHW8hNdKa22ejGAhU1VyNZbc_C-QXaZT\">passed in 2019<\/a>.<\/p>\n\n\n\n<p>By promoting policies that restrict the right to vote, groups like ALEC and Wallbuilders can shield legislators from the political consequences of passing such extreme policies.&nbsp;<\/p>\n\n\n\n<p>\u201cWhen conservatives try and discount the importance of these maps,\u201d said Daley, \u201cthey&#8217;re saying something else behind closed doors.
