That&#8217;s The Agenda for April 11-18<\/p>\n\n\n\n<figure class=\"wp-block-image\"><a href=\"https:\/\/48hills.org\/author\/tim\/\"><img decoding=\"async\" src=\"https:\/\/48hills.org\/wp-content\/uploads\/2018\/11\/tim-96x96.jpg\" alt=\"\"\/><\/a><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">By<a href=\"https:\/\/48hills.org\/author\/tim\/\">TIM REDMOND<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">-APRIL 11, 2021\u00a0(48Hills.org)<a href=\"https:\/\/48hills.org\/2021\/04\/sf-could-have-affordable-internet-for-everyone-for-35-a-resident\/#\"><\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">San Francisco could have a comprehensive public broadband system at a cost of about $35 a resident, city officials said this week.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At a hearing on the city\u2019s future technology infrastructure plan, Sup Hillary Ronen asked whether the Committee on Information Technology had any plans to build out a public system.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/48hills.org\/wp-content\/uploads\/2020\/03\/Screen-Shot-2020-03-22-at-7.31.32-PM.png\" alt=\"\" class=\"wp-image-133287\"\/><figcaption>Sup. Hillary Ronen asked the key question: Why aren\u2019t we moving toward public broadband?<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The committee is already providing municipal broadband to 7,000 low-income housing projects. That\u2019s wonderful, Ronen said \u2013 but can\u2019t the city provide cheap Internet for all?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHas there been any thought \u2026 on public municipal broadband, and whether it\u2019s worth bonding? It seems like it would pay for itself in not a huge period of time, and we could offer cheaper internet to everyone.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Linda Gerull, the city\u2019s chief technology officer, said that her department has done an economic study on the issue. The total cost would be around $2.3 billion, she said. \u201cWe did look at payback and management and how that would work. The cost per resident would be about $35.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe are trying to go right now where there is nothing,\u201d she said. \u201cOur focus right now is on the unserved areas.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ronen asked Brian Strong, the director of the city\u2019s Capital Planning Office, what the issue is; is this about a lack of bonding capacity?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhat I\u2019m talking about is similar to what we\u2019re talking about with energy, taking over PG&amp;E to provide public electricity. Why aren\u2019t we we shooting for the moon with this, when it would pay for itself? What is stopping us?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Strong said that \u201c$2 billion would put us well over our bonding capacity for the next ten years.\u201d But the&nbsp;<a href=\"https:\/\/48hills.org\/2021\/04\/sf-has-a-new-tech-plan-but-it-ignores-the-need-for-public-broadband\/\">current ten-year plan calls for almost $38 billion in new bonds;<\/a>&nbsp;the money for a full broadband system, which would pay for itself pretty quickly and would provide cheap Internet to everyone, would amount to just 5 percent of that.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Besides, that money is allocated for what are called general-obligation bonds \u2013 borrowing that is backed by the tax revenues of the city. The Public Utilities Commission has the authority to issue revenue bonds \u2013 backed not by the taxpayers but by a projected stream of income, in this case from selling broadband.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cCould this be a revenue bond, which would remove that limitation?\u201d Ronen asked.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt could be a revenue bond, likely coming out of the PUC,\u201d Strong said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In other words: If the Mayor\u2019s Office, which controls the PUC, wanted to pursue public broadband in the same way that the city is now on track to pursue public power, it would be entirely possible.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The discussion now moves to the full board Tuesday\/13.
