{"id":23891,"date":"2022-10-26T14:13:33","date_gmt":"2022-10-26T21:13:33","guid":{"rendered":"https:\/\/occupysf.net\/?p=23891"},"modified":"2022-10-26T14:13:34","modified_gmt":"2022-10-26T21:13:34","slug":"how-san-franciscos-process-stops-change","status":"publish","type":"post","link":"https:\/\/occupysf.net\/index.php\/2022\/10\/26\/how-san-franciscos-process-stops-change\/","title":{"rendered":"HOW SAN FRANCISCO\u2019S \u201cPROCESS\u201d STOPS CHANGE"},"content":{"rendered":"\n<h4 class=\"wp-block-heading\">by\u00a0<a href=\"https:\/\/beyondchron.org\/author\/randy\/\">Randy Shaw<\/a>\u00a0on\u00a0October 24, 2022 (BeyondChron.org)<\/h4>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/beyondchron.org\/wp-content\/uploads\/2022\/10\/1-6-960x640.jpg\" alt=\"\"\/><\/figure>\n\n\n\n<p><strong>The Strategy Behind \u201cProcess\u201d<\/strong><\/p>\n\n\n\n<p>What do these recent San Francisco news stories have in common?<\/p>\n\n\n\n<p>* it takes 7 years for SFMTA to close 1200 parking spots at bus stops by painting the spaces red;<\/p>\n\n\n\n<p>*it takes 255 days for the city to replace a departed employee;<\/p>\n\n\n\n<p>*it takes 500 hours to add a traffic bulbout<\/p>\n\n\n\n<p>Add San Francisco\u2019s notoriously lengthy housing approval process and you have a city that routinely and regularly uses \u201cprocess\u201d to empower people to stop change. One reason the $1.7 million Noe Valley toilet costs so much is that the process went through seven city departments.<\/p>\n\n\n\n<p>Remember when San Francisco was \u201cThe City That Knows How\u201d? Now its \u201cThe city That\u2019s Lost Its Way.\u201d<\/p>\n\n\n\n<p>Yet it\u2019s hard to believe that the city will expedite change.<\/p>\n\n\n\n<p>After all, all the horror stories about neighbors stopping each other from remodeling their kitchens has not forced a change in the permit appeal process. Discretionary review, which gives San Francisco homeowners the most power of any city over building projects across the city, remains strong. When activists qualified a ballot measure to eliminate some of the hurdles for housing approvals (Prop D) a majority of Supervisors qualified a rival measure protecting these appeal grounds for affordable projects.<\/p>\n\n\n\n<p>San Francisco has yet to have an election that reduced the power of anyone in the city to stall housing developments. Perhaps Prop D will be the first.<\/p>\n\n\n\n<p>San Francisco wants to combat climate change yet it took a pitched battle for over two decades to remove cars from a key stretch of Golden Gate Park. And now that opening can be reversed by voters (Be sure to&nbsp;<a href=\"https:\/\/sf.streetsblog.org\/2022\/08\/30\/save-the-j-f-k-promenade-vote-yes-on-measures-j-and-n-and-no-on-i\/\">Vote No on I, Yes on J<\/a>).<\/p>\n\n\n\n<p>Compared to European cities San Francisco is a complete failure when it comes to building protected bike lanes. I recall riding to work on Valencia in the 1980\u2019s and hearing talk about a protected bike lane.&nbsp; Nearly forty years later the city is still only&nbsp;<a href=\"https:\/\/sfbike.org\/news\/soft-hit-posts-arent-enough-on-valencia\/\">proposing soft-hit posts<\/a>, which don\u2019t protect riders.<\/p>\n\n\n\n<p>Why aren\u2019t there protected bike lanes throughout the city? Because people fear change and use lengthy processes to prevent it. There is powerful political support for even&nbsp;<a href=\"https:\/\/www.ucpress.edu\/book\/9780520356214\/generation-priced-out\">nonsensical appeal rights<\/a>, overwhelmingly exercised by homeowners to stop others from living in their neighborhood.<\/p>\n\n\n\n<p><strong>A City That Resists Change<\/strong><\/p>\n\n\n\n<p>San Francisco is filled with people committed to social change. But not change that involves building apartments in or near their single-family neighborhoods. Or that removes parking, or in any way limits their ability to appeal anything proposed to be built in the city.<\/p>\n\n\n\n<p>San Francisco prioritizes preventing neighborhoods from changing. Stopping the \u201cwrong\u201d progress defines \u201cprogressive\u201d San Francisco. Many San Franciscans see the \u201cideal\u201d San Francisco as it looked in the mid-1960s.<\/p>\n\n\n\n<p>That\u2019s why tech\u2019s late 1990\u2019s emergence (and post 2011- expansion) caused such a huge social upheaval. Tech was new. It wasn\u2019t around when most grew up or moved to San Francisco, and hence was particularly distrusted.<\/p>\n\n\n\n<p>Tech was fairly criticized for promoting inequality and disproportionately benefiting younger males. But every new economic engine arriving in San Francisco becomes subject to progressive attack.&nbsp; The fiercest critics often come from organizations whose city funding expands due to the new economic engines creating a robust economy.<\/p>\n\n\n\n<p>Now the longtime targets of the city\u2019s left\u2014downtown office building owners and tech\u2014are prioritizing remote rather than on-site work. Some no doubt feel that San Francisco progressives won\u2019t have them to kick around any more\u2014nor will the city have the mammoth revenue these entities produced.<\/p>\n\n\n\n<p>San Franciscans are unhappy with the city\u2019s direction. But are voters willing to give up the use of \u201cprocess\u201d in order to stop progress?
