Michael Waltz (R-Fla.)&nbsp;<a href=\"https:\/\/www.huffpost.com\/entry\/social-security-medicare-cuts-republicans_n_63bc41fbe4b0b2e15069b0ae\" target=\"_blank\" rel=\"noreferrer noopener\">expressed that sentiment<\/a>&nbsp;during a Monday interview on&nbsp;<em>Fox Business<\/em>, saying, &#8220;I&#8217;m all for a balanced budget, but we&#8217;re not going to do it on the backs of our troops and our military.&#8221;<\/p>\n\n\n\n<p>&#8220;If we really want to talk about the debt and spending, it&#8217;s the entitlement programs,&#8221; said Waltz, referring to Medicare and Social Security,&nbsp;<a href=\"https:\/\/www.gao.gov\/products\/122637#:~:text=Entitlement%20programs%20are%20either%20financed,such%20as%20illness%20and%20poverty.\" target=\"_blank\" rel=\"noreferrer noopener\">among other programs<\/a>. (By law, Social Security&nbsp;<a href=\"https:\/\/www.epi.org\/publication\/social_security_and_the_federal_deficit\/\" target=\"_blank\" rel=\"noreferrer noopener\">cannot add to the federal deficit<\/a>.)<\/p>\n\n\n\n<p>The office of Rep. Chip Roy (R-Texas)\u2014one of the far-right Republicans that initially opposed Rep. Kevin McCarthy&#8217;s (R-Calif.) bid for House speaker\u2014was particularly adamant in a&nbsp;<a href=\"https:\/\/twitter.com\/RepChipRoy\/status\/1612300120963559425\" target=\"_blank\" rel=\"noreferrer noopener\">Twitter post<\/a>&nbsp;on Sunday, declaring that &#8220;cuts to defense were NEVER DISCUSSED&#8221; in talks with McCarthy.<\/p>\n\n\n\n<p>&#8220;In fact, there was broad agreement spending cuts should focus on NON-DEFENSE discretionary spending,&#8221; Roy&#8217;s office wrote, singling out a broad category that includes federal budgets for healthcare, education, environmental programs, and more.<\/p>\n\n\n\n<p>The Texas Republican&#8217;s staff was attempting to&nbsp;<a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2023-01-06\/mccarthy-s-emerging-speaker-deal-tees-up-75-billion-defense-cut\" target=\"_blank\" rel=\"noreferrer noopener\">dispel reports<\/a>&nbsp;last week that McCarthy opponents were seeking to cap federal spending across the board at Fiscal Year 2022 levels, a demand that\u2014if fulfilled\u2014would lop&nbsp;<a href=\"https:\/\/responsiblestatecraft.org\/2023\/01\/06\/mccarthy-weighing-75b-defense-budget-cut-in-quest-for-speakership\/\" target=\"_blank\" rel=\"noreferrer noopener\">tens of billions of dollars<\/a>&nbsp;off the historically high Pentagon budget in addition to slashing non-military domestic programs.<\/p>\n\n\n\n<p>The reports of potential Pentagon cuts on the horizon contributed to a&nbsp;<a href=\"https:\/\/www.politico.com\/newsletters\/morning-money\/2023\/01\/10\/wall-street-war-games-gop-threats-to-pentagon-budget-00077149\" target=\"_blank\" rel=\"noreferrer noopener\">recent decline<\/a>&nbsp;in the stock prices of major military contractors such as Lockheed Martin and Northrop Grumman.<\/p>\n\n\n\n<p><em>Politico<\/em><a href=\"https:\/\/www.politico.com\/news\/2023\/01\/09\/gop-defense-spending-pentagon-cuts-00077065\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a>&nbsp;Monday that McCarthy did ultimately agree to hold a &#8220;vote on a budget framework that caps discretionary spending at fiscal 2022 levels and aims to balance the federal budget in a decade,&#8221; but Republicans have insisted this week that any proposal to cut the U.S. military budget\u2014something&nbsp;<a href=\"https:\/\/www.commondreams.org\/news\/2022\/07\/07\/lee-pocan-file-amendment-slash-100-billion-us-military-budget\" target=\"_blank\" rel=\"noreferrer noopener\">progressives in the House support<\/a>\u2014would likely go nowhere, even though the Pentagon is rife with&nbsp;<a href=\"https:\/\/www.pogo.org\/analysis\/2022\/12\/the-bridge-the-pentagon-cant-keep-track-of-its-money\" target=\"_blank\" rel=\"noreferrer noopener\">waste and abuse<\/a>.<\/p>\n\n\n\n<p>&#8220;Most of us won&#8217;t vote for cuts to defense,&#8221; Rep. Don Bacon (R-Neb.), a member of the House Armed Services Committee, told&nbsp;<em>Politico<\/em>.<\/p>\n\n\n\n<p>Rep. Rosa DeLauro (D-Conn.), the top Democrat on the House Appropriations Committee,&nbsp;<a href=\"https:\/\/mobile.twitter.com\/ChadPergram\/status\/1611512385671516161\" target=\"_blank\" rel=\"noreferrer noopener\">said<\/a>&nbsp;in a statement last week that the non-military spending cuts floated by House Republicans &#8220;would harm communities and families across the United States who are already struggling with inflation and the rising cost of living.&#8221;<\/p>\n\n\n\n<p>&#8220;From cuts to public health investments to decreases in funding for education,&#8221; DeLauro added, &#8220;this secret deal endangers so much of the progress we made to help children and families, create better-paying jobs, strengthen our national security, and protect our environment.&#8221;<\/p>\n\n\n\n<p>&#8220;The same Republicans who plunged the House of Representatives into chaos last week are prepared to plunge America into an economic crisis&#8230; unless Democrats agree to their demands to cut Social Security and Medicare.&#8221;<\/p>\n\n\n\n<p>The omnibus spending package that Congress approved last month over the objections of Roy and other far-right Republicans includes $858 billion in military funding, making up more than half of the $1.7 trillion measure. Adjusted for inflation, the $772.5 billion allocated to non-military discretionary programs in the package&nbsp;<a href=\"https:\/\/www.commondreams.org\/news\/2022\/12\/20\/mcconnell-hails-strong-outcome-gop-omnibus-excludes-poverty-cutting-child-tax-credit\" target=\"_blank\" rel=\"noreferrer noopener\">represents a cut<\/a>&nbsp;compared to the previous fiscal year.<\/p>\n\n\n\n<p>In recent months, House Republicans\u2013including Texas Rep. Jodey Arrington, who was&nbsp;<a href=\"https:\/\/rollcall.com\/2023\/01\/09\/rep-arrington-gets-steering-committee-nod-for-house-budget-gavel\/\" target=\"_blank\" rel=\"noreferrer noopener\">just chosen<\/a>&nbsp;to head the chamber&#8217;s budget committee\u2014have said they want to target both discretionary government outlays and&nbsp;<a href=\"https:\/\/www.cbo.gov\/publication\/58270\" target=\"_blank\" rel=\"noreferrer noopener\">mandatory spending<\/a>&nbsp;that includes Social Security and Medicare, potentially using the&nbsp;<a href=\"https:\/\/www.commondreams.org\/news\/gop-house-speaker-drama-sparks-fears-about-debt-ceiling-fight\" target=\"_blank\" rel=\"noreferrer noopener\">debt ceiling as leverage<\/a>&nbsp;to secure changes to the popular programs.<\/p>\n\n\n\n<p><em>Bloomberg Government<\/em><a href=\"https:\/\/about.bgov.com\/news\/entitlement-spending-cap-plans-linked-by-gop-to-debt-limit-deal\/\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a>&nbsp;in October that Arrington said an &#8220;increase in the eligibility age for both programs would be a commonsense change,&#8221; a sentiment echoed by&nbsp;<a href=\"https:\/\/www.commondreams.org\/news\/2022\/10\/11\/social-security-grave-danger-if-gop-retakes-congress-advocates-warn\" target=\"_blank\" rel=\"noreferrer noopener\">several other House Republicans<\/a>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">&#8220;There it is in black and white&#8221;<\/h2>\n\n\n\n<p>A slide shown during a House Republican conference meeting on Tuesday indicates that the party is committed to exploiting a debt ceiling showdown to push for spending cuts\u2014even though such cuts would likely be a non-starter for the Senate and White House.<\/p>\n\n\n\n<p>The seventh point on the slide, titled &#8220;Budget and Spending,&#8221; states that the House GOP &#8220;will not agree to Debt Limit increase without budget agreement or commensurate fiscal reforms.&#8221;<\/p>\n\n\n\n<p>The slide also signals that the House GOP will push for &#8220;reforms&#8221; to mandatory spending programs and &#8220;reject any negotiations with the Senate&#8221; on spending unless their proposals &#8220;reduce non-defense discretionary.&#8221;<\/p>\n\n\n\n<p><blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\"><p lang=\"en\" dir=\"ltr\">A slide shown in GOP Conference meeting showed the budget and spending priorities for the 118th Congress, including tying the debt ceiling to spending cuts <a href=\"https:\/\/t.co\/9h1EVQT9ku\">pic.twitter.com\/9h1EVQT9ku<\/a><\/p>&mdash; Annie Grayer (@AnnieGrayerCNN) <a href=\"https:\/\/twitter.com\/AnnieGrayerCNN\/status\/1612834961454936064?ref_src=twsrc%5Etfw\">January 10, 2023<\/a><\/blockquote><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n\n\n\n<p>&#8220;There it is in black and white,&#8221; Rep. Brendan Boyle (D-Pa.)&nbsp;<a href=\"https:\/\/twitter.com\/CongBoyle\/status\/1612880167759712263\" target=\"_blank\" rel=\"noreferrer noopener\">tweeted<\/a>&nbsp;in response to the presentation.<\/p>\n\n\n\n<p>In October, Boyle led a group of House Democrats in&nbsp;<a href=\"https:\/\/www.commondreams.org\/news\/2022\/10\/21\/save-social-security-and-medicare-democrats-urged-head-gop-debt-limit-ploy\" target=\"_blank\" rel=\"noreferrer noopener\">imploring party leaders<\/a>&nbsp;to raise the debt ceiling during the lame-duck session to avoid a potentially damaging 2023 showdown with Republicans.
