He set up a tent in a place the residents refer to as the Wood Street Commons, which has a gathering space, community kitchen, bookstore and other amenities.<\/p>\n\n\n\n<p>Now, DeFigh might have to move again. A judge granted the residents a temporary restraining order to prevent the city from clearing them out during the storms, but on Jan. 18, the judge could allow Oakland to sweep the entire site to make room for an affordable housing project slated to begin construction there.<\/p>\n\n\n\n<p>City officials say Wood Street \u2014 once the largest homeless enclave in Northern California \u2014 needs to be cleared before the end of the month or the nonprofit developers behind the 170-unit affordable housing project could miss out on state funding. Oakland says it has sufficient shelter space to accommodate all of the residents of the encampment, but the people living there say the solutions being offered by the city are inadequate. They want the city to take their suggestions seriously to create a space with more wraparound services, support and freedom.<\/p>\n\n\n\n<p>Oakland, like many Bay Area cities, is dealing with a spiraling homeless crisis, but it\u2019s unusual for a city that\u2019s trying to build affordable housing to have to displace homeless residents to do it. City and state officials have long wanted to clear the site, which has been the scene of rodent infestations, unsanitary conditions, more than 100 fires and other health and safety hazards. And the state has mostly cleared it, already removing 200 people. Before they did, a&nbsp;<a href=\"https:\/\/eastbayexpress.com\/united-nations-expert-describes-oakland-and-californias-homeless-crisis-as-cruel-2-1\/\">U.N. report from 2018<\/a>&nbsp;called the conditions there \u201ccruel\u201d and \u201cinhumane\u201d and compared Wood Street to the poorest places in the world.<\/p>\n\n\n\n<p>At one point, the camp spanned nearly 25 city blocks with almost 300 residents living on land owned by the city, state, railroad companies and other government agencies.&nbsp;<a href=\"https:\/\/www.sfchronicle.com\/eastbay\/article\/Oakland-homeless-encampment-Wood-17399023.php\">After months of evictions by Caltrans,<\/a>&nbsp;the population has&nbsp;<a href=\"https:\/\/www.sfchronicle.com\/bayarea\/article\/Tensions-flare-in-Oakland-over-where-to-house-17487483.php\">now shrunk to around 60.<\/a><\/p>\n\n\n\n<p><a href=\"https:\/\/www.sfchronicle.com\/eastbay\/article\/Oakland-homeless-encampment-17151196.php\">The state awarded Oakland<\/a>&nbsp;nearly $8 million to house 100 people in \u201ccommunity cabins,\u201d or small temporary homes, on a site nearby. Oakland said it has offered the Wood Street residents available spots at the cabin site and at a safe RV parking location elsewhere in the city.<\/p>\n\n\n\n<p>But homeless advocates and the unhoused say those options aren\u2019t good enough.<\/p>\n\n\n\n<p>Residents came up with 12 pages of requirements for the community cabin site, including a recreation room, a community kitchen, a visitor policy, therapists, mental health services and job readiness programs.<\/p>\n\n\n\n<p>Talya Husbands-Hankin, a homeless advocate, said Wood Street has a community kitchen and a clothing and supply depot for residents, among other amenities.<\/p>\n\n\n\n<p>More for you<\/p>\n\n\n\n<ul><li><a href=\"https:\/\/www.sfchronicle.com\/eastbay\/article\/Judge-halts-sweep-of-massive-Oakland-homeless-17322825.php\"><\/a><a href=\"https:\/\/www.sfchronicle.com\/eastbay\/article\/Judge-halts-sweep-of-massive-Oakland-homeless-17322825.php\">Judge halts sweep of massive Oakland homeless camp but warns site will be cleared eventually<\/a><a href=\"https:\/\/www.sfchronicle.com\/eastbay\/article\/Judge-halts-sweep-of-massive-Oakland-homeless-17322825.php\"><\/a><a href=\"https:\/\/www.sfchronicle.com\/eastbay\/article\/Judge-halts-sweep-of-massive-Oakland-homeless-17322825.php\"><\/a><\/li><li><a href=\"https:\/\/www.sfchronicle.com\/bayarea\/article\/Oakland-homeless-audit-About-half-of-people-in-17551011.php\"><\/a><a href=\"https:\/\/www.sfchronicle.com\/bayarea\/article\/Oakland-homeless-audit-About-half-of-people-in-17551011.php\">Oakland homeless audit: About half of people in one city program became unhoused again within a few years<\/a><a href=\"https:\/\/www.sfchronicle.com\/bayarea\/article\/Oakland-homeless-audit-About-half-of-people-in-17551011.php\"><\/a><a href=\"https:\/\/www.sfchronicle.com\/bayarea\/article\/Oakland-homeless-audit-About-half-of-people-in-17551011.php\"><\/a><\/li><\/ul>\n\n\n\n<p>\u201cThey have self-determination,\u201d she said of Wood Street residents. \u201cAnd to be forcibly evicted and then offered this other option that doesn\u2019t come near in comparison to what people currently have is just really unacceptable.\u201d<\/p>\n\n\n\n<p>The developers angling for the Wood Street site, Habitat for Humanity East Bay\/Silicon Valley and MidPen Housing, are currently in exclusive negotiations with Oakland for a project that has 85 units for home ownership and 85 units for rental housing. The organizations describe it as an affordable housing project, but said that without full access to the site, they\u2019re unable to fully calculate what the income requirements will be for the various types of units. The city said the project will offer housing to households that have low, extremely low or no income.<\/p>\n\n\n\n<p>Because the site has contaminants in its soil, including pesticides and metals, the developers are eligible to apply for state grants to help with remediation. But to make the application, they need site access to develop a schedule and budget for the cleanup efforts.<\/p>\n\n\n\n<p>Wood Street residents like DeFigh said they don\u2019t want to hinder the city\u2019s ability to build affordable housing, but they want more services before leaving.<\/p>\n\n\n\n<p>John Janosko, who has lived at Wood Street for three years, said he planned to move into a community cabin, but learned that the facility would offer just a meal a day, plus one microwave and toaster oven.<\/p>\n\n\n\n<p>He pointed at the community kitchen that he and other residents built at the Wood Street Commons.<\/p>\n\n\n\n<p>\u201cWe get three meals a day,\u201d he said, adding that he and other residents often combine their food stamp money to be able to cook meals for everyone. In addition, volunteers regularly drop off meals for the residents, including fruit, loaves of bread and once even a strawberry shortcake.<\/p>\n\n\n\n<p>Husbands-Hankin said because the city programs don\u2019t allow guests, many volunteers won\u2019t be able to drop by and leave goods.<\/p>\n\n\n\n<p>Jaz Colibri, a Wood Street resident who lives in her car, said the programs at the city-run cabins need more wraparound services and need to more seriously consider what unhoused residents say they need.<\/p>\n\n\n\n<p>\u201cHave unhoused folks included in this conversation,\u201d Colibri said. \u201cWe should be directing that conversation. Otherwise who is the policy serving?\u201d<\/p>\n\n\n\n<p>The residents said the city has met with them, but failed to take their needs into consideration.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.sfchronicle.com\/bayarea\/article\/Oakland-homeless-audit-About-half-of-people-in-17551011.php\">A recent city audit also raised questions<\/a>&nbsp;into the effectiveness of the city\u2019s shelter programs. Among other findings: nearly half of residents who moved into community cabins became homeless again.<\/p>\n\n\n\n<p>For DeFigh, the deal breaker is the policy that would prevent visitors from coming into the cabin community site. His 83-year-old father drives from the San Pablo senior living home where he resides to see his son almost every day. If DeFigh moves into the community cabin site, he might not be able to see his father as often.<\/p>\n\n\n\n<p>On a recent day, DeFigh, Janokso and Colibri met with their attorney at the Wood Street Commons to come up with a plan for their next court hearing. At least one resident who came by the meeting said they planned to move into the community cabin site, but several others said they didn\u2019t want to.<\/p>\n\n\n\n<p>\u201cI\u2019ll go with the community,\u201d DeFigh said. \u201cWherever we go, we\u2019ll go together.\u201d<\/p>\n\n\n\n<p><em>Sarah Ravani (she\/her) is a San Francisco Chronicle staff writer.
