Some of its more ambitious proposals, namely $5 million cash payouts to eligible individuals, sparked media backlash and&nbsp;<a href=\"https:\/\/sfstandard.com\/politics\/supervisors-to-grapple-with-new-police-contract-safe-consumption-site-funding\/\">criticism from the NAACP<\/a>&nbsp;and other activist groups.<\/p>\n\n\n\n<p>Breed didn&#8217;t discuss any specific recommendations, but pointed to her 2021&nbsp;<a href=\"https:\/\/www.dreamkeepersf.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">Dream Keeper Initiative<\/a>&nbsp;as a source of effective investments in the city&#8217;s Black community.
