{"id":26661,"date":"2023-05-23T12:11:57","date_gmt":"2023-05-23T19:11:57","guid":{"rendered":"https:\/\/occupysf.net\/?p=26661"},"modified":"2023-05-23T12:11:58","modified_gmt":"2023-05-23T19:11:58","slug":"gop-pushes-for-even-larger-pentagon-budget-amid-unconscionable-profiteering","status":"publish","type":"post","link":"https:\/\/occupysf.net\/index.php\/2023\/05\/23\/gop-pushes-for-even-larger-pentagon-budget-amid-unconscionable-profiteering\/","title":{"rendered":"GOP Pushes for Even Larger Pentagon Budget Amid &#8216;Unconscionable&#8217; Profiteering"},"content":{"rendered":"\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/www.commondreams.org\/media-library\/house-speaker-kevin-mccarthy-r-calif-talks-to-reporters.jpg?id=33720924&amp;width=1200&amp;height=400&amp;quality=90&amp;coordinates=0%2C167%2C0%2C1804\" alt=\"House Speaker Kevin McCarthy (R-Calif.) talks to reporters\"\/><\/figure>\n\n\n\n<p>House Speaker Kevin McCarthy (R-Calif.) talks to reporters at the U.S. Capitol on May 17, 2023 in Washington, D.C.&nbsp;<\/p>\n\n\n\n<p>(Photo: Kevin Dietsch\/Getty Images)<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">&#8220;Free advice for the speaker of the House: if you want to cut spending so bad, start and end with the Pentagon budget,&#8221; said one watchdog group.<\/h2>\n\n\n\n<p><a href=\"https:\/\/www.commondreams.org\/author\/jake-johnson\">JAKE JOHNSON<\/a><\/p>\n\n\n\n<p>May 22, 2023 (CommonDreams.org)<a href=\"javascript:void(0)\"><\/a><\/p>\n\n\n\n<p>With the U.S. just&nbsp;<a href=\"https:\/\/punchbowl.news\/archive\/52223-punchbowl-news-am\/\" target=\"_blank\" rel=\"noreferrer noopener\">10 days away<\/a>&nbsp;from a possible default, House Republicans are now demanding a military budget even larger than the record $858 billion that Congress authorized for the current fiscal year as they continue pushing for steep cuts to&nbsp;<a href=\"https:\/\/www.commondreams.org\/news\/republican-attacks-snap-10-million\" target=\"_blank\" rel=\"noreferrer noopener\">key aid programs<\/a>.<\/p>\n\n\n\n<p>The GOP demand was reported over the weekend after Republican negotiators rejected a White House offer to &#8220;<a href=\"https:\/\/www.axios.com\/2023\/05\/21\/gop-white-house-budget-debt-ceiling\" target=\"_blank\" rel=\"noreferrer noopener\">freeze<\/a>&#8221; both military and non-military spending\u2014an idea that congressional Republicans&nbsp;<a href=\"https:\/\/responsiblestatecraft.org\/2023\/05\/16\/gop-plans-to-cut-defense-suddenly-lost-in-debt-ceiling-debate\/\" target=\"_blank\" rel=\"noreferrer noopener\">previously appeared open to<\/a>\u2014in exchange for a&nbsp;<a href=\"https:\/\/www.commondreams.org\/tag\/debt-ceiling\">debt ceiling<\/a>&nbsp;increase, causing talks to break down. The powerful defense industry, which&nbsp;<a href=\"https:\/\/www.opensecrets.org\/industries\/contrib.php?ind=D&amp;Bkdn=DemRep&amp;cycle=2022\" target=\"_blank\" rel=\"noreferrer noopener\">donates heavily<\/a>&nbsp;to Democrats and Republicans,&nbsp;<a href=\"https:\/\/www.defenseone.com\/policy\/2023\/01\/defense-industry-decries-possible-gop-led-spending-cuts\/381995\/\" target=\"_blank\" rel=\"noreferrer noopener\">howled in protest<\/a>&nbsp;earlier this year at the prospect of military spending cuts.<\/p>\n\n\n\n<p>Republicans are also,&nbsp;<a href=\"https:\/\/www.politico.com\/newsletters\/playbook\/2023\/05\/21\/gop-ratchets-up-debt-ceiling-demands-00098053\" target=\"_blank\" rel=\"noreferrer noopener\">according to<\/a><em>Politico<\/em>, &#8220;demanding work requirements for SNAP recipients that are more rigid than those they originally proposed&#8221; and &#8220;insisting on adding new immigration provisions from the GOP&#8217;s recently passed border bill&#8221; while dismissing White House proposals to cut prescription drug spending and close&nbsp;<a href=\"https:\/\/www.washingtonpost.com\/business\/2023\/05\/15\/debt-ceiling-negotiations-deadline-default\/\" target=\"_blank\" rel=\"noreferrer noopener\">tax loopholes<\/a>&nbsp;exploited by the rich.<\/p>\n\n\n\n<p>&#8220;Republicans in D.C. are pushing for a massive increase in the $858 billion Pentagon budget, a $1.8 trillion tax break to people who inherit over $1 billion, and a $3.5 trillion extension of Trump&#8217;s tax breaks,&#8221; Sen.&nbsp;<a href=\"https:\/\/www.commondreams.org\/tag\/bernie-sanders\">Bernie Sanders<\/a>&nbsp;(I-Vt.), who is urging President Joe Biden to&nbsp;<a href=\"https:\/\/www.commondreams.org\/news\/senators-14th-amendment-biden\" target=\"_blank\" rel=\"noreferrer noopener\">act unilaterally<\/a>&nbsp;to end the debt ceiling standoff,&nbsp;<a href=\"https:\/\/twitter.com\/SenSanders\/status\/1660089860609265665\" target=\"_blank\" rel=\"noreferrer noopener\">wrote<\/a>&nbsp;over the weekend. &#8220;Oh, did they tell you how very, very concerned they are about the deficit?&#8221;<\/p>\n\n\n\n<p>Higher military spending would mean that, in order for Republicans to achieve their stated spending-reduction goals, non-military spending would have to be slashed even more aggressively. The Center on Budget and Policy Priorities has&nbsp;<a href=\"https:\/\/www.cbpp.org\/press\/statements\/house-debt-ceiling-and-cuts-bill-cuts-health-coverage-food-assistance-income\" target=\"_blank\" rel=\"noreferrer noopener\">estimated<\/a>&nbsp;that cuts to other federal programs\u2014from housing to childcare to medical research\u2014&#8221;would be enormous&#8221; if military spending and veterans&#8217; healthcare were spared: &#8220;33% in 2024 rising to an eye-popping 59% cut in 2033.&#8221;<\/p>\n\n\n\n<p>The fresh GOP push for an even more bloated Pentagon budget came as a new &#8220;60 Minutes&#8221;&nbsp;<a href=\"https:\/\/www.cbsnews.com\/news\/weapons-contractors-price-gouging-pentagon-60-minutes-transcript-2023-05-21\/\" target=\"_blank\" rel=\"noreferrer noopener\">investigation<\/a>&nbsp;examined how private military contractors\u2014a&nbsp;<a href=\"https:\/\/www.opensecrets.org\/news\/2023\/01\/defense-sector-contributed-heavily-to-45-senators-who-secured-1-8-billion-in-military-construction-earmarks\/\" target=\"_blank\" rel=\"noreferrer noopener\">major lobbying force<\/a>&nbsp;in Washington with&nbsp;<a href=\"https:\/\/www.opensecrets.org\/federal-lobbying\/sectors\/lobbyists?cycle=2021&amp;id=D\" target=\"_blank\" rel=\"noreferrer noopener\">nearly 800<\/a>&nbsp;registered influence-peddlers\u2014price gouge the Defense Department with impunity, fueling the agency&#8217;s annual spending growth.<\/p>\n\n\n\n<p>&#8220;The gouging that takes place is unconscionable. It&#8217;s unconscionable,&#8221; Shay Assad, a former top contract negotiator at the Pentagon who previously worked at Raytheon\u2014making him a so-called &#8220;<a href=\"https:\/\/www.opensecrets.org\/federal-lobbying\/sectors\/lobbyists?cycle=2021&amp;id=D\" target=\"_blank\" rel=\"noreferrer noopener\">reverse revolver<\/a>&#8220;\u2014<a href=\"https:\/\/www.cbsnews.com\/news\/pentagon-budget-price-gouging-military-contractors-60-minutes-2023-05-21\/\" target=\"_blank\" rel=\"noreferrer noopener\">told<\/a>&nbsp;the program.<\/p>\n\n\n\n<p>&#8220;No matter who they are, no matter what company it is, they need to be held accountable. And right now that accountability system is broken in the Department of Defense,&#8221; said Assad. &#8220;If you&#8217;re happy with companies gouging you and just looking you right in the eye and say, &#8216;I&#8217;m gonna keep gouging you because I know you don&#8217;t have the guts to do anything about it,&#8217; then I guess we should just keep doing what we&#8217;re doing.&#8221;<\/p>\n\n\n\n<p><blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\"><p lang=\"en\" dir=\"ltr\">\u201cThe gouging that takes place is unconscionable. It&#39;s unconscionable.\u201d <br><br>Shay Assad, a former Defense Department contract negotiator, said the Pentagon overpays for almost everything \u2013 from missiles and planes to spare parts. <a href=\"https:\/\/t.co\/z9xLpGV1iC\">pic.twitter.com\/z9xLpGV1iC<\/a><\/p>&mdash; 60 Minutes (@60Minutes) <a href=\"https:\/\/twitter.com\/60Minutes\/status\/1660422529402515457?ref_src=twsrc%5Etfw\">May 21, 2023<\/a><\/blockquote><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n\n\n\n<p>&#8220;This is what Rep.&nbsp;<a href=\"https:\/\/www.commondreams.org\/tag\/barbara-lee\">Barbara Lee<\/a>&nbsp;and I have been talking about,&#8221; Rep.&nbsp;<a href=\"https:\/\/www.commondreams.org\/tag\/mark-pocan\">Mark Pocan<\/a>&nbsp;(D-Wis.), co-chair of the Defense Spending Reduction Caucus,&nbsp;<a href=\"https:\/\/twitter.com\/RepMarkPocan\/status\/1660304713022160896\" target=\"_blank\" rel=\"noreferrer noopener\">tweeted<\/a>&nbsp;in response to the &#8220;60 Minutes&#8221; probe. &#8220;We need to #AuditThePentagon.&#8221;<\/p>\n\n\n\n<p>A Pentagon-backed&nbsp;<a href=\"https:\/\/www.acq.osd.mil\/asda\/dpc\/pcf\/docs\/finance-study\/FINAL%20-%20Defense%20Contract%20Finance%20Study%20Report%204.6.23.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">study<\/a>&nbsp;released last month found, unsurprisingly, that &#8220;publicly traded U.S.-based corporations in the defense industrial base are, in aggregate, financially healthy.&#8221;<\/p>\n\n\n\n<p>&#8220;They are profitable,&#8221; the study continued. &#8220;They generate substantial amounts of cash beyond their needs for operations or capital investment; the bulk is returned to shareholders so they can invest it elsewhere. They generate total returns to shareholders well in excess of what one might expect given their relative low risk to investors. Bankruptcies or other signs of financial distress are exceptionally rare. Strong financial performance was maintained even during periods of market turmoil.&#8221;<\/p>\n\n\n\n<p>Stephen Semler, co-founder of the Security Policy Reform Institute, has&nbsp;<a href=\"https:\/\/stephensemler.substack.com\/p\/biden-sends-stimulus-checks-to-military\" target=\"_blank\" rel=\"noreferrer noopener\">estimated<\/a>&nbsp;that more than half of all Pentagon spending between fiscal years 2002 and 2021 went to private contractors that provide the government with&nbsp;<a href=\"https:\/\/www.thestreet.com\/technology\/heres-why-the-u-s-government-just-gave-this-company-4-5b-to-make-missiles\" target=\"_blank\" rel=\"noreferrer noopener\">military equipment<\/a>.<\/p>\n\n\n\n<p>&#8220;Free advice for the speaker of the House: if you want to cut spending so bad, start and end with the Pentagon budget,&#8221; the progressive advocacy group&nbsp;<a href=\"https:\/\/www.commondreams.org\/tag\/public-citizen\">Public Citizen<\/a><a href=\"https:\/\/twitter.com\/Public_Citizen\/status\/1659882912861548545\" target=\"_blank\" rel=\"noreferrer noopener\">said<\/a>&nbsp;on Saturday. &#8220;Don&#8217;t touch SNAP or Social Security or Medicare and Medicaid.&#8221;<\/p>\n\n\n\n<p>Our work is licensed under Creative Commons (CC BY-NC-ND 3.0).
