And we\u2019ll take him at face value on that. But he\u2019s obviously going out of his way to make himself&nbsp;<a href=\"https:\/\/sfist.com\/2023\/03\/03\/ron-desantis-fundraising-in-california-newsom-jabs-that-desantis-is-going-to-get-smoked-by-trump\/\">more visible nationally<\/a>, in ways that are strategic and shrewdly planned. It\u2019s hard to ignore that dynamic as Newsom started an out-of-left-field campaign Thursday morning to&nbsp;<a href=\"https:\/\/www.sfchronicle.com\/politics\/article\/newsom-guns-amendment-18142011.php\">propose a 28th Amendment to the U.S. Constitution<\/a>&nbsp;that would tighten gun control laws nationwide and would aspire to reduce mass shootings, according to the Chronicle. &nbsp;<\/p>\n\n\n\n<p><blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\"><p lang=\"en\" dir=\"ltr\">NEW: I\u2019m proposing the 28th Amendment to the United States Constitution to help end our nation\u2019s gun violence crisis.<br><br>The American people are sick of Congress\u2019 inaction.<br><br>The 28th will enshrine 4 widely supported gun safety freedoms &#8212; while leaving the 2nd Amendment intact:<br><br>1)\u2026 <a href=\"https:\/\/t.co\/ZJ7fyfH0Cf\">pic.twitter.com\/ZJ7fyfH0Cf<\/a><\/p>&mdash; Gavin Newsom (@GavinNewsom) <a href=\"https:\/\/twitter.com\/GavinNewsom\/status\/1666784034406666241?ref_src=twsrc%5Etfw\">June 8, 2023<\/a><\/blockquote><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n\n\n\n<p>Newsom made the announcement in a 5:30 a.m. Twitter video post Thursday morning. \u201cEvery time, it\u2019s the same. They tell us we can\u2019t stop these massacres,\u201d Newsom says in the video. \u201cThey say we can\u2019t stop domestic terrorism without violating the 2nd Amendment, and that thoughts and prayers are the best we can do. I\u2019m here to say that\u2019s a lie. This theoretical 28th Amendment would consist of four measures that are broadly popular with the public, but which the U.S. Congress has failed to enact. These include universal background checks, raising the minimum age to purchase a gun to 21 years old, adding a wait period to buy a gun, and banning assault-rifle sales to civilians \u2014 all while leaving the Second Amendment intact.<\/p>\n\n\n\n<p>Yes Newsom is jumping out of his lane here, he\u2019s a state governor proposing an amendment to the U.S. Constitution. But&nbsp;<a href=\"https:\/\/www.politico.com\/news\/2023\/06\/08\/newsom-gun-control-amendment-00100954\">as Politico explains<\/a>, there is a path, albeit an implausible one. \u201cNewsom and the state Legislature in Sacramento are set to kickoff a nationwide process that would require support from 34 states to trigger a [constitutional] convention,\u201d that site reports.<\/p>\n\n\n\n<p>And that convention is almost certain to not happen, as Democrats currently control only 20 state legislatures at the moment. But Newsom can sure use this to draw a contrast in the many mass shootings that are sure to come, as he guarantees his spot as the go-to telegenic spokesperson who can say he\u2019s trying to do something about this madness every time another mass shooting happens.<\/p>\n\n\n\n<p><blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\"><p lang=\"en\" dir=\"ltr\">Can\u2019t wait for you to defend the fact that Mississippi has the highest gun violence death rate in the nation\u2026.<br><br>(377% higher than California\u2019s, by the way)<br><br>You can\u2019t be serious. <a href=\"https:\/\/t.co\/lWcy9rqxV6\">https:\/\/t.co\/lWcy9rqxV6<\/a><\/p>&mdash; Gavin Newsom (@GavinNewsom) <a href=\"https:\/\/twitter.com\/GavinNewsom\/status\/1666849055862030336?ref_src=twsrc%5Etfw\">June 8, 2023<\/a><\/blockquote><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n\n\n\n<p>Newsom will likely get some over-the-top pushback (which he welcomes) from top conservatives who will say crime is out of control in California so Gavin Newsom is unqualified to speak on gun violence. But as an\u00a0<a href=\"https:\/\/abc7news.com\/newsom-28th-amendment-guns-gun-control\/13358812\/\">Associated Press report on KGO points out<\/a>, \u201cThe U.S. Centers for Disease Control and Prevention lists California as having the 7th lowest gun mortality rate in the country per 100,000 residents,\u201d and California is the \u201c20th lowest in terms of homicide rate, which is not limited to shootings.\u201d<\/p>\n\n\n\n<p>Newsom is very fond contrasting these numbers to those of Texas and Florida.<\/p>\n\n\n\n<p><blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\"><p lang=\"en\" dir=\"ltr\">Interesting: &quot;Sean Hannity will present a sit-down interview with California Governor <a href=\"https:\/\/twitter.com\/GavinNewsom?ref_src=twsrc%5Etfw\">@GavinNewsom<\/a> on Monday, June 12,&quot; Fox just announced.
