(AP Photo\/Yousef Masoud)<\/em><\/p>\n\n\n\n<p>For years, the various governments led by Benjamin Netanyahu took an approach that divided power between the Gaza Strip and the West Bank \u2014 bringing Palestinian Authority President Mahmoud Abbas to his knees while making moves that propped up the Hamas terror group.<\/p>\n\n\n\n<p>The idea was to prevent Abbas \u2014 or anyone else in the Palestinian Authority\u2019s West Bank government \u2014 from advancing toward the establishment of a Palestinian state.<\/p>\n\n\n\n<p>Thus, amid this bid to impair Abbas, Hamas was upgraded from a mere terror group to an organization with which Israel held indirect negotiations via Egypt, and one that was allowed to receive infusions of cash from abroad.<\/p>\n\n\n\n<p>Hamas was also included in discussions about increasing the number of work permits Israel granted to Gazan laborers, which kept money flowing into Gaza, meaning food for families and the ability to purchase basic products.<\/p>\n\n\n\n<p>Israeli officials said these permits, which allow Gazan laborers to earn higher salaries than they would in the enclave, were a powerful tool to help preserve calm.<\/p>\n\n\n\n<p>Get The Times of Israel&#8217;s Daily Editionby email and never miss our top storiesNewsletter email addressGET IT<\/p>\n\n\n\n<p>By signing up, you agree to the&nbsp;<a href=\"https:\/\/www.timesofisrael.com\/terms\">terms<\/a><\/p>\n\n\n\n<p>Toward the end of Netanyahu\u2019s fifth government in 2021, approximately 2,000-3,000 work permits were issued to Gazans. (Mahmud Hams\/AFP)<\/em><\/p>\n\n\n\n<p>Most of the time, Israeli policy was to treat the Palestinian Authority as a burden and Hamas as an asset. (Wissam KHALIFA\/PPO\/AFP)<\/em><\/p>\n\n\n\n<p>The same messaging was repeated by right-wing commentators, who may have received briefings on the matter or talked to Likud higher-ups and understood the message.<\/p>\n\n\n\n<p>Bolstered by this policy, Hamas grew stronger and stronger until Saturday, Israel\u2019s \u201cPearl Harbor,\u201d the bloodiest day in its history \u2014 when terrorists crossed the border, slaughtered hundreds of Israelis and kidnapped an unknown number under the cover of thousands of rockets fired at towns throughout the country\u2019s south and center.<\/p>\n\n\n\n<p>The country has known attacks and wars, but never on such a scale in a single morning.<\/p>\n\n\n\n<p>One thing is clear: The concept of indirectly strengthening Hamas \u2014 while tolerating sporadic attacks and minor military operations every few years \u2014 went up in smoke Saturday.<\/p>\n\n\n\n<p>Just a few days ago, Assaf Pozilov, a reporter for the Kan public broadcaster, tweeted the following: \u201cThe Islamic Jihad organization has started a noisy exercise very close to the border, in which they practiced launching missiles, breaking into Israel and kidnapping soldiers.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" loading=\"lazy\" width=\"1024\" height=\"683\" src=\"https:\/\/occupysf.net\/wp-content\/uploads\/2023\/10\/image-24-1024x683.png\" alt=\"\" class=\"wp-image-29072\" srcset=\"https:\/\/occupysf.net\/wp-content\/uploads\/2023\/10\/image-24-1024x683.png 1024w, https:\/\/occupysf.net\/wp-content\/uploads\/2023\/10\/image-24-300x200.png 300w, https:\/\/occupysf.net\/wp-content\/uploads\/2023\/10\/image-24-150x100.png 150w, https:\/\/occupysf.net\/wp-content\/uploads\/2023\/10\/image-24-768x512.png 768w, https:\/\/occupysf.net\/wp-content\/uploads\/2023\/10\/image-24-1536x1024.png 1536w, https:\/\/occupysf.net\/wp-content\/uploads\/2023\/10\/image-24-225x150.png 225w, https:\/\/occupysf.net\/wp-content\/uploads\/2023\/10\/image-24.png 2048w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p><a rel=\"noreferrer noopener\" href=\"https:\/\/static.timesofisrael.com\/www\/uploads\/2023\/10\/33XP2DR-highres.jpg\" target=\"_blank\"><\/a><em>The body of a person killed by Hamas terrorists lies covered inside a bullet-riddled car in the southern city of Sderot on October 7, 2023 (Oren ZIV \/ AFP)<\/em><\/p>\n\n\n\n<p>The difference between Islamic Jihad and Hamas doesn\u2019t matter much at this point.
