Current city law allows them to draw their firearms \u201cin lawful response to an actual and specific threat to a person or persons and\/or property.\u201d<\/p>\n\n\n\n<p>Preston\u2019s bill removes \u201cproperty\u201d from that list of justifications.<\/p>\n\n\n\n<p>Though an adjustment of just a few words, the bill attempts to lessen the likelihood that a person is confronted with a firearm due to suspected shoplifting.<\/p>\n\n\n\n<p>\u201cThis is unacceptable. I believe strongly that nobody should ever have to die just because they are suspected of stealing,\u201d Preston said at a September committee meeting on the bill.<\/p>\n\n\n\n<p>Though sponsored by the Board of Supervisors\u2019 most politically left-of-center member, the bill won broad support across ideological lines.<\/p>\n\n\n\n<p>Supervisor Catherine Stefani, a staunch gun-control advocate, supported the bill and lamented in a September committee meeting that the number of privately employed security guards dwarfs the number of sworn police officers in San Francisco. During the same meeting, Supervisor Matt Dorsey noted that the San Francisco Police Department\u2019s policies for its officers in wielding a firearm are stricter than those for privately employed security guards.<\/p>\n\n\n\n<p>\u201cIt makes no sense whatsoever that we would have a different standard that would be more permissive for property when sworn officers have a more rigorous standard,\u201d Dorsey said.<\/p>\n\n\n\n<p>Walgreens security guard Michael Earl-Wayne Anthony, 33,&nbsp;<a href=\"https:\/\/www.sfexaminer.com\/news\/crime\/sf-da-brooke-jenkins-files-no-charges-in-banko-brown-killing\/article_b013fff6-f353-11ed-a93e-3f25a8c9cfff.html\" target=\"_blank\" rel=\"noreferrer noopener\">shot and killed<\/a>&nbsp;Brown, 24, during an altercation on April 27 after Anthony confronted Brown for allegedly attempting to steal merchandise from the Market Street store.<\/p>\n\n\n\n<p>Brown\u2019s killing&nbsp;<a href=\"https:\/\/www.sfexaminer.com\/news\/politics\/sf-leaders-say-banko-brown-killing-must-prompt-ca-doj-probe\/article_91b12766-f36f-11ed-8978-d3e18d718c23.html\" target=\"_blank\" rel=\"noreferrer noopener\">roiled San Francisco<\/a>, which sparked protests and prompted advocates to rally outside the District Attorney\u2019s Office and inside the Board of Supervisors\u2019 chambers.<\/p>\n\n\n\n<p>District Attorney Brooke Jenkins \u2014 who initially rejected calls to release security footage of the shooting \u2014 decided&nbsp;<a href=\"https:\/\/www.sfexaminer.com\/news\/crime\/brooke-jenkins-not-charging-banko-brown-killing-gets-review\/article_e27ed020-fa69-11ed-a873-b70ff4801b36.html\" target=\"_blank\" rel=\"noreferrer noopener\">not to pursue charges against Anthony<\/a>. That announcement, with which Jenkins&nbsp;<a href=\"https:\/\/www.sfexaminer.com\/news\/crime\/banko-brown-killing-video-released-by-sf-da-brooke-jenkins\/article_b89dd652-f361-11ed-b9e8-db8e970de697.html\" target=\"_blank\" rel=\"noreferrer noopener\">included footage<\/a>, prompted calls for a review of the case by the&nbsp;<a href=\"https:\/\/www.sfexaminer.com\/news\/the-city\/supes-adopt-resolution-urging-probes-into-bank-brown-killing\/article_2c4e00b0-f9c3-11ed-9160-5b335566789a.html\" target=\"_blank\" rel=\"noreferrer noopener\">state Attorney General and the U.S. Department of Justice<\/a>.<\/p>\n\n\n\n<p>Footage of the incident shows Brown and Anthony wrestled to the ground. Anthony released Brown and drew his gun. Brown made a gesture toward Anthony, who shot Brown as he backed outside the store\u2019s doors.<\/p>\n\n\n\n<p>Anthony&nbsp;<a href=\"https:\/\/www.sfchronicle.com\/sf\/article\/banko-brown-walgreens-shooting-video-documents-18099880.php\" target=\"_blank\" rel=\"noreferrer noopener\">told investigators<\/a>&nbsp;that Brown had both threatened to stab him and spit on him, and \u201cthe shock from that made me draw.\u201d<\/p>\n\n\n\n<p>\u201cI felt I was in danger. And if I let that person go I\u2019d be harmed,\u201d he told authorities.<\/p>\n\n\n\n<p>It\u2019s unclear exactly how the altered law would have applied to Anthony, who claimed self-defense in the incident.<\/p>\n\n\n\n<p>The shooting also&nbsp;<a href=\"https:\/\/www.sfexaminer.com\/news\/politics\/chesa-boudin-rips-brooke-jenkins-for-banko-brown-decision\/article_83bb2518-00a2-11ee-b1fa-4ba0dab9ebe1.html\" target=\"_blank\" rel=\"noreferrer noopener\">raised questions<\/a>&nbsp;about how security guards \u2014 who are not sworn police officers \u2014 are trained on the use of firearms and how many of them are deployed in San Francisco.<\/p>\n\n\n\n<p>Walgreens has been among the retailers at the center of debate over The City\u2019s ongoing response to retail theft.
