When so-called humanitarian pauses in the bombardment and ground operations are too brief to realistically permit innocents to flee, or when there is no place for non-combatants to go that is not also in the line of fire, such pauses are so deficient as to be meaningless.<\/p>\n\n\n\n<p>It is time for a cease-fire. It is time for the Biden administration to assert strong and sustained pressure on the government of Benjamin Netanyahu to stop attacks that have reportedly already\u00a0<a rel=\"noreferrer noopener\" href=\"https:\/\/www.bbc.com\/news\/world-middle-east-67347201\" target=\"_blank\">killed more than 11,000 Gazans<\/a>. The world cannot stand by to witness more slaughter of civilians.<\/p>\n\n\n\n<p>No one should harbor illusions about Hamas, the radical militant organization that serves as the de facto Gaza government and began the current hostilities with its\u00a0<a href=\"https:\/\/www.latimes.com\/world-nation\/story\/2023-10-07\/israels-netanyahu-war-hamas-surprise-attack-gaza\">murderous Oct. 7 surprise attack<\/a>\u00a0on Israeli civilians. Militants\u00a0<a rel=\"noreferrer noopener\" href=\"https:\/\/www.nytimes.com\/2023\/11\/12\/world\/middleeast\/israel-death-toll-hamas-attack.html\" target=\"_blank\">killed about 1,200 people<\/a>\u00a0and continue to hold more than\u00a0<a rel=\"noreferrer noopener\" href=\"https:\/\/www.washingtonpost.com\/national-security\/2023\/11\/15\/hamas-israel-gaza-hostage-deal\/\" target=\"_blank\">200 hostages<\/a>\u00a0\u2014 Israelis, Americans and others.<\/p>\n\n\n\n<p>Israel claims Hamas has used Shifa Hospital as a command center and weapons warehouse. Although Israeli soldiers who entered the hospital were able to produce little evidence of that, there is no reason to doubt that Hamas would treat Palestinian civilians as human shields.<\/p>\n\n\n\n<p>But Hamas\u2019 atrocities do not justify atrocities in kind. Following Hamas\u2019 initial attack, Israel instructed the people of northern Gaza to leave their homes and made no commitment that they would ever be able to return. Israel\u2019s reprisal destroyed homes and cut off power and communications, making it impossible for survivors of the bombing even to search for the remains of family and neighbors beneath the rubble.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/ca-times.brightspotcdn.com\/dims4\/default\/436b212\/2147483647\/strip\/true\/crop\/5129x3419+0+0\/resize\/840x560!\/quality\/75\/?url=https%3A%2F%2Fcalifornia-times-brightspot.s3.amazonaws.com%2Fbe%2Fc1%2F1fb8e586415db1145ddf5c7befb4%2Fisrael-palestinians-gaza-children-87544.jpg\" alt=\"Palestinians carry a wounded girl after being rescued from under the rubble of buildings that were destroyed by Israeli airstrikes in Jabaliya refugee camp, northern Gaza Strip, Wednesday, Nov. 1, 2023. (AP Photo\/Abed Khaled)\"\/><\/figure>\n\n\n\n<p><a href=\"https:\/\/www.cnn.com\/2023\/11\/16\/middleeast\/israel-leaflets-evacuate-south-gaza-hamas-intl\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">Now Israel is signaling<\/a>&nbsp;that it will step up its assault in southern Gaza, into which much of the territory\u2019s population of more than 2 million have crowded in response to the warnings to flee the north. They will not be permitted to enter Egypt on Gaza\u2019s southwestern border, and they cannot enter Israel. They are trapped.<\/p>\n\n\n\n<p>Already,&nbsp;<a href=\"https:\/\/www.cbc.ca\/radio\/asithappens\/gaza-child-death-toll-1.7012927\" target=\"_blank\" rel=\"noreferrer noopener\">more children have died<\/a>&nbsp;in Gaza in the last month than in all other conflicts around the world this year, according to&nbsp;<a href=\"https:\/\/www.voanews.com\/a\/save-the-children-tells-voa-one-child-is-killed-every-10-minutes-in-gaza\/7347135.html\" target=\"_blank\" rel=\"noreferrer noopener\">Save the Children<\/a>. That cruel fact is one of many that have turned world opinion against Israel, and against the U.S., its chief ally and the provider of most of its weapons. The consequences for both nations will last generations. The trauma inflicted on Palestinian survivors only increases the recruiting ability of Israel\u2019s enemies, whether they be Hamas, Hezbollah or any successors bent on destruction of Israel.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/ca-times.brightspotcdn.com\/dims4\/default\/0efd4bb\/2147483647\/strip\/true\/crop\/8640x5760+0+0\/resize\/840x560!\/quality\/75\/?url=https%3A%2F%2Fcalifornia-times-brightspot.s3.amazonaws.com%2F10%2F0c%2F7abb9805417fa20887506ffcc2c4%2Frussia-ukraine-war-78730.jpg\" alt=\"Paramedics carry an injured man into an ambulance after a Russian rocket attack on a food market in the city center of Kostiantynivka, Ukraine, Wednesday, Sept. 6, 2023. (AP Photo\/Evgeniy Maloletka)\"\/><\/figure>\n\n\n\n<p><a href=\"https:\/\/www.latimes.com\/opinion\/story\/2023-11-16\/mass-violence-war-atrocities-ukraine-gaza-sudan-balkans\"><\/a>On Wednesday, the United Nations\u00a0<a rel=\"noreferrer noopener\" href=\"https:\/\/thehill.com\/policy\/defense\/4311762-un-resolution-humanitarian-pause-hostages-gaza-israel\/\" target=\"_blank\">Security Council approved a resolution<\/a>\u00a0calling for \u201curgent and extended humanitarian pauses and corridors\u201d in Gaza for \u201ca sufficient number of days\u201d to allow unhindered access for agencies delivering aid. The U.S. did not vote in favor of the resolution, but importantly, also did not veto it. Still, pauses and corridors mean little if they are immediately followed by a resumption of deadly attacks.<\/p>\n\n\n\n<p>Secretary of State&nbsp;<a href=\"https:\/\/www.reuters.com\/world\/wars-rage-biden-administration-make-case-106-billion-ukraine-israel-2023-10-31\/\" target=\"_blank\" rel=\"noreferrer noopener\">Antony J. Blinken testified<\/a>&nbsp;at an Oct. 31 Senate hearing that a cease-fire would \u201csimply consolidate what Hamas has been able to do and &#8230; potentially repeat what it did another day.\u201d But neither Israel nor the U.S. has explained how Hamas can be eradicated or removed from power without an unacceptable level of civilian deaths and casualties. Nor have they set forth what they intend to happen next.&nbsp;<a href=\"https:\/\/www.aljazeera.com\/news\/2023\/11\/16\/biden-to-netanyahu-occupying-gaza-would-be-a-big-mistake\" target=\"_blank\" rel=\"noreferrer noopener\">Israeli occupation<\/a>?<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/ca-times.brightspotcdn.com\/dims4\/default\/bc3b085\/2147483647\/strip\/true\/crop\/3000x2000+0+40\/resize\/840x560!\/quality\/75\/?url=https%3A%2F%2Fcalifornia-times-brightspot.s3.amazonaws.com%2Fa8%2F7e%2F4a1877f94fe6b64d3a1cdb3de50c%2F061908.MN.0321.Baghdad.4.CMC.jpg.JPG\" alt=\"061908.MN.0321.Baghdad.4.CMC...BAGHDAD, IRAQ - MARCH 20, 2003 - On the third night of the U.S. war on Iraq, heavy bombing took place in the area of the Presidential Compound in central Baghdad. The Special Security headquarters was one of the heaviest hit.\"\/><\/figure>\n\n\n\n<p><a href=\"https:\/\/www.latimes.com\/world-nation\/story\/2023-03-19\/iraq-war-20th-anniversary-remembrance\"><\/a>On his visit to Israel in the wake of Hamas\u2019 initial attack, President Biden noted that the U.S., following the terrorist attacks of Sept. 11, 2001,\u00a0<a rel=\"noreferrer noopener\" href=\"https:\/\/www.theguardian.com\/world\/2023\/oct\/18\/joe-biden-urges-israel-not-be-consumed-by-rage-pledges-support-netanyahu-gaza-hamas\" target=\"_blank\">made mistakes<\/a>. The statement was a clear message to Israel: Don\u2019t blunder as we did. Don\u2019t squander the goodwill of the rest of the world by killing civilians. Don\u2019t mimic your enemy\u2019s cruelty. Don\u2019t leave a power vacuum that can be filled by other, even more potent enemies. Have an exit strategy.<\/p>\n\n\n\n<p>Remaining mindful of America\u2019s mistakes, it is incumbent upon the Biden administration now to avoid complicity with Israel\u2019s. We are past the time to excuse the horror in Gaza. Biden has to press Netanyahu hard to stop the mass, indiscriminate killing.
