Sheldon Whitehouse.<\/h2>\n\n\n\n<p><a href=\"https:\/\/www.commondreams.org\/author\/jake-johnson\">JAKE JOHNSON<\/a><\/p>\n\n\n\n<p>Dec 08, 2023 (CommonDreams.org)<a href=\"https:\/\/giving.commondreams.org\/-\/XKQWGZVR\"><\/a><\/p>\n\n\n\n<p>The Democratic chair of the Senate Budget Committee rebuked his Republican colleagues on Thursday for demanding action to reduce the U.S. debt after adding&nbsp;<a href=\"https:\/\/www.americanprogress.org\/article\/tax-cuts-are-primarily-responsible-for-the-increasing-debt-ratio\/\" target=\"_blank\" rel=\"noreferrer noopener\">roughly $10 trillion<\/a>&nbsp;to it with tax cuts for the rich and large corporations.<\/p>\n\n\n\n<p>Sen. Sheldon Whitehouse (D-R.I.) was responding to a&nbsp;<a href=\"https:\/\/www.grassley.senate.gov\/news\/news-releases\/grassley-scott-lead-budget-committee-republicans-in-urging-chairman-whitehouse-to-prioritize-fiscal-climate\" target=\"_blank\" rel=\"noreferrer noopener\">letter<\/a>&nbsp;he received earlier this week from Republican members of the budget committee, who criticized the chair for dedicating &#8220;significant time and attention to climate issues&#8221; while purportedly neglecting &#8220;the impending budgetary and fiscal crisis facing our nation.&#8221;<\/p>\n\n\n\n<p>In a&nbsp;<a href=\"https:\/\/www.budget.senate.gov\/imo\/media\/doc\/dear_ranking_member_grassley_and_republican_members_of_the_budget_committee.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">written reply<\/a>, Whitehouse noted that &#8220;if not for the Bush tax cuts, their extensions, and then the Trump tax cuts, the U.S. debt-<br>to-GDP ratio would be declining indefinitely.&#8221;<\/p>\n\n\n\n<p>The Bush administration&#8217;s decision to launch the so-called &#8220;war on terror&#8221;\u2014which received bipartisan support in Congress\u2014also cost the U.S.&nbsp;<a href=\"https:\/\/www.brown.edu\/news\/2021-09-01\/costsofwar\" target=\"_blank\" rel=\"noreferrer noopener\">upwards of $8 trillion<\/a>, Brown University&#8217;s Costs of War project has estimated.<\/p>\n\n\n\n<p>Whitehouse described Republicans&#8217; proposed solutions, such as their&nbsp;<a href=\"https:\/\/rollcall.com\/2023\/09\/19\/balanced-budget-plan-unveiled-by-house-republicans\/\" target=\"_blank\" rel=\"noreferrer noopener\">balanced budget plan<\/a><a href=\"https:\/\/rollcall.com\/2023\/09\/19\/balanced-budget-plan-unveiled-by-house-republicans\/\"><\/a>, as &#8220;magical thinking,&#8221; pointing to the Congressional Budget Office&#8217;s&nbsp;<a href=\"https:\/\/www.cbo.gov\/publication\/58984\" target=\"_blank\" rel=\"noreferrer noopener\">recent conclusion<\/a>&nbsp;that the GOP push to balance the federal budget within the next decade would not be possible without cuts to Social Security and Medicare\u2014programs that are currently in the right-wing party&#8217;s&nbsp;<a href=\"https:\/\/www.commondreams.org\/news\/social-security-death-panel-hearing\" target=\"_blank\" rel=\"noreferrer noopener\">crosshairs<\/a>.<\/p>\n\n\n\n<p>&#8220;That wild notion would zero out all other federal spending and still not completely eliminate the deficit,&#8221; Whitehouse wrote, observing that the GOP balanced budget plan would require the elimination of Medicaid, federal nutrition assistance, and other critical programs.<\/p>\n\n\n\n<p>&#8220;Some billion-dollar corporations pay no income taxes at all. When you are willing to engage seriously with this problem, let me know.&#8221;<\/p>\n\n\n\n<p>Whitehouse also defended his decision to focus a significant portion of the committee&#8217;s work on climate, arguing that &#8220;the next fiscal emergencies will be climate-related, and similarly disastrous for the federal budget, with cascading economy-wide &#8216;systemic risks.'&#8221;<\/p>\n\n\n\n<p>The U.S. has faced&nbsp;<a href=\"https:\/\/www.commondreams.org\/news\/us-extreme-weather-2023\" target=\"_blank\" rel=\"noreferrer noopener\">at least 23<\/a><a href=\"https:\/\/www.commondreams.org\/news\/us-extreme-weather-2023\"><\/a>&nbsp;billion-dollar extreme weather disasters this year, according to the National Oceanic and Atmospheric Administration. Democrats on the Senate Budget Committee are currently investigating the&nbsp;<a href=\"https:\/\/www.budget.senate.gov\/chairman\/newsroom\/press\/budget-committee-launches-investigation-into-climate-change-fueled-insurance-crisis\" target=\"_blank\" rel=\"noreferrer noopener\">climate-induced insurance crisis<\/a>.<\/p>\n\n\n\n<p>&#8220;We presented testimony from leading bankers, insurance CEOs, top corporate advisory firms, mortgage lenders, and scientists about these risks; you responded mostly with mockery, climate denial, and fringe witnesses on the fossil fuel payroll,&#8221; Whitehouse wrote Thursday.<\/p>\n\n\n\n<p>The Democratic senator&#8217;s exchange with his GOP counterparts came as Republicans and some Democrats are&nbsp;<a href=\"https:\/\/www.commondreams.org\/news\/social-security-death-panel-hearing\" target=\"_blank\" rel=\"noreferrer noopener\">demanding<\/a>&nbsp;a &#8220;fiscal commission&#8221; to craft legislative changes to the nation&#8217;s trust fund programs, which the GOP has characterized as key contributors to the national debt. (Social Security is&nbsp;<a href=\"https:\/\/www.reuters.com\/article\/us-column-miller-socialsecurity\/social-security-and-the-u-s-deficit-separating-fact-from-fiction-idUSKCN1N64GR\/\" target=\"_blank\" rel=\"noreferrer noopener\">not a driver of federal deficits<\/a>.)<\/p>\n\n\n\n<p>Critics warn the fiscal commission would be a Trojan horse for Social Security and Medicare cuts.<\/p>\n\n\n\n<p>Whitehouse and other congressional Democrats have&nbsp;<a href=\"https:\/\/www.budget.senate.gov\/chairman\/newsroom\/press\/whitehouse-boyle-legislation-to-protect-social-security-for-all-make-wealthiest-pay-fairer-share-will-extend-solvency-indefinitely\" target=\"_blank\" rel=\"noreferrer noopener\">proposed legislation<\/a>&nbsp;that would extend Social Security&#8217;s solvency for more than 75 years by raising taxes on the wealthy. Republicans, for their part, have called for&nbsp;<a href=\"https:\/\/www.commondreams.org\/news\/gop-budget-destroy-social-security\" target=\"_blank\" rel=\"noreferrer noopener\">raising the retirement age<\/a>&nbsp;while working to&nbsp;<a href=\"https:\/\/www.commondreams.org\/news\/cbo-republicans-irs-cuts\" target=\"_blank\" rel=\"noreferrer noopener\">shield rich tax dodgers<\/a>.<\/p>\n\n\n\n<p>&#8220;As we all know, the tax system is corrupted by special interests, and million-dollar earners can pay lower tax rates than plumbers and firefighters,&#8221; Whitehouse wrote Thursday. &#8220;Some billion-dollar corporations pay no income taxes at all. When you are willing to engage seriously with this problem, let me know.
