It\u2019s also been the focus of a prolonged battle between UC Berkeley, which owns the land and has tried multiple times to develop it, and protestors who want it to remain a largely autonomous public space.<\/p>\n\n\n\n<p>UC Berkeley\u2019s current plan would build housing for both students and formerly homeless people at the park and radically transform the historic space. But it has received intense criticism. While the university says students desperately&nbsp;<a href=\"https:\/\/www.sfchronicle.com\/eastbay\/article\/UC-Berkeley-s-housing-crisis-is-50-years-in-the-16996100.php\" target=\"_blank\" rel=\"noreferrer noopener\">need housing<\/a>&nbsp;and claims the park has been host to \u201c<a href=\"https:\/\/peoplesparkhousing.berkeley.edu\/safety\" target=\"_blank\" rel=\"noreferrer noopener\">extensive criminal activity<\/a>,\u201d opponents of the project worry it will displace the homeless people at the park and&nbsp;<a href=\"https:\/\/www.sfchronicle.com\/bayarea\/article\/People-s-Park-is-for-the-people-UC-15952191.php\" target=\"_blank\" rel=\"noreferrer noopener\">argue<\/a>&nbsp;UC Berkeley should instead develop one of the other sites it owns.<\/p>\n\n\n\n<p>That battle over the site began in 1967, when the university&nbsp;<a href=\"https:\/\/www.sfchronicle.com\/bayarea\/article\/People-s-Park-at-50-A-recap-of-the-Berkeley-13838786.php\" target=\"_blank\" rel=\"noreferrer noopener\">gained control<\/a>&nbsp;of the property by eminent domain for student housing. It turned violent two years later, when activists who had established a park there&nbsp;<a href=\"https:\/\/www.sfchronicle.com\/projects\/2022\/visuals\/peoples-park-uc-berkeley-protests\/\" target=\"_blank\" rel=\"noreferrer noopener\">clashed with police<\/a>&nbsp;trying to clear it. One man was shot and killed by a sheriff\u2019s deputy during the confrontations, and Gov. Ronald Reagan ordered the California National Guard into Berkeley to quell the protests.<\/p>\n\n\n\n<p>Activists ultimately reclaimed the park, and though the university has announced plans to develop it on a few occasions over the years, it backed down each time over activists\u2019 objections.<\/p>\n\n\n\n<p>But the university recently tightened its control. On Jan. 4, UC Berkeley&nbsp;<a href=\"https:\/\/www.sfchronicle.com\/eastbay\/article\/peoples-park-uc-berkeley-housing-18587674.php\" target=\"_blank\" rel=\"noreferrer noopener\">sent hundreds of police officers<\/a>&nbsp;to clear the park overnight and barricaded the perimeter with double-stacked shipping containers, calling it a \u201cclosed construction zone.\u201d<\/p>\n\n\n\n<p>A UC Berkeley spokesperson said construction won&#8217;t begin until it resolves a&nbsp;<a href=\"https:\/\/www.sfchronicle.com\/eastbay\/article\/uc-berkeley-peoples-park-housing-protest-18589004.php\" target=\"_blank\" rel=\"noreferrer noopener\">lawsuit<\/a>&nbsp;claiming the university didn\u2019t sufficiently address environmental concerns. The building on the north side of the park would include housing for more than 1,100&nbsp;<strong>UC Berkeley students<\/strong>. Those units are desperately needed, the university argues, because UC Berkeley houses only 23% of its students, the lowest percentage of any school in the University of California system. It also plans to commemorate the park\u2019s&nbsp;<a href=\"https:\/\/www.sfchronicle.com\/bayarea\/article\/People-s-Park-at-50-A-recap-of-the-Berkeley-13838786.php&amp;sa=D&amp;source=docs&amp;ust=1704871950400023&amp;usg=AOvVaw1N33oifyMx3MLsKcHDfjQy\" target=\"_blank\" rel=\"noreferrer noopener\">history of activism<\/a>&nbsp;in the new design, though it hasn\u2019t released details about what this would entail, saying it\u2019s still weighing options.<\/p>\n\n\n\n<p>The background shows:&nbsp;A rendering shows a grassy field in people&#8217;s park along with some trees. In the early morning of Jan. 4, UC Berkeley sent hundreds of police officers to block off and clear the park, removing tents, forcing people to leave and arresting several protesters for trespassing. Workers chopped down several large trees and&nbsp;<a href=\"https:\/\/www.sfchronicle.com\/eastbay\/article\/uc-berkeley-peoples-park-housing-protest-18589004.php\" target=\"_blank\" rel=\"noreferrer noopener\">barricaded<\/a>&nbsp;the park with dozens of double-stacked shipping containers.
