Chris Smith and Kathy Manning, the leaders of a new letter denouncing South Africa&#8217;s International Court of Justice case.<\/h2>\n\n\n\n<p><a href=\"https:\/\/www.commondreams.org\/author\/jake-johnson\">JAKE JOHNSON<\/a><\/p>\n\n\n\n<p>Jan 24, 2024 (CommonDreams.org)<a href=\"https:\/\/giving.commondreams.org\/-\/XKQWGZVR\"><\/a><\/p>\n\n\n\n<p>More than 60 House Democrats joined 148 Republicans on Tuesday in condemning South Africa&#8217;s genocide case against the Israeli government, which has&nbsp;<a href=\"https:\/\/euromedmonitor.org\/en\/article\/6105\/Gaza-witnesses-bloody-week-following-Israeli-legal-team%E2%80%99s-presentation-before-the-ICJ\" target=\"_blank\" rel=\"noreferrer noopener\">continued to commit atrocities<\/a>&nbsp;in Gaza in the two weeks since the International Court of Justice heard arguments in the closely watched proceedings.<\/p>\n\n\n\n<p>In a&nbsp;<a href=\"https:\/\/chrissmith.house.gov\/uploadedfiles\/smith_manning_letter_to_sec._blinken_re._south_africa_claims_against_israel_at_ijc_1.23.24.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">letter<\/a>&nbsp;to U.S. Secretary of State Antony Blinken, the bipartisan group of lawmakers led by Reps. Chris Smith (R-N.J.) and Kathy Manning (D-N.C.) called South Africa&#8217;s case &#8220;grossly unfounded&#8221;\u2014echoing the Biden administration&#8217;s&nbsp;<a href=\"https:\/\/www.commondreams.org\/news\/south-africa\" target=\"_blank\" rel=\"noreferrer noopener\">position<\/a>\u2014and expressed &#8220;disgust&#8221; at the ICJ filing, which has garnered support from a number of countries around the world including Brazil, Bolivia, Malaysia, and Jordan.<\/p>\n\n\n\n<p>The brief letter does not attempt to refute the&nbsp;<a href=\"https:\/\/www.icj-cij.org\/sites\/default\/files\/case-related\/192\/192-20240111-ora-01-00-bi.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">exhaustive evidence<\/a>&nbsp;that South African attorneys laid out during public ICJ hearings earlier this month.<\/p>\n\n\n\n<p>Smith&#8217;s office&nbsp;<a href=\"https:\/\/chrissmith.house.gov\/news\/documentsingle.aspx?DocumentID=411833\" target=\"_blank\" rel=\"noreferrer noopener\">noted<\/a>&nbsp;in a statement that the letter was backed by the American Israel Public Affairs Committee (AIPAC), a lobbying group that has&nbsp;<a href=\"https:\/\/www.thenation.com\/article\/politics\/aipac-gaza\/\" target=\"_blank\" rel=\"noreferrer noopener\">enthusiastically supported<\/a>&nbsp;Israel&#8217;s assault on Gaza and&nbsp;<a href=\"https:\/\/mccollum.house.gov\/media\/press-releases\/mccollum-aipac-dangerously-trafficking-hate-speech-amid-israel-gaza-war\" target=\"_blank\" rel=\"noreferrer noopener\">smeared<\/a>&nbsp;lawmakers pushing for a cease-fire.<\/p>\n\n\n\n<p>AIPAC is&nbsp;<a href=\"https:\/\/www.opensecrets.org\/members-of-congress\/chris-smith\/summary?cid=N00009816&amp;cycle=2024&amp;type=C\" target=\"_blank\" rel=\"noreferrer noopener\">Smith<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/www.opensecrets.org\/members-of-congress\/kathy-manning\/summary?cid=N00042159\" target=\"_blank\" rel=\"noreferrer noopener\">Manning&#8217;s<\/a>&nbsp;top campaign contributor this election cycle,&nbsp;<a href=\"https:\/\/www.opensecrets.org\/members-of-congress\/chris-smith\/summary?cid=N00009816&amp;cycle=2024&amp;type=C\" target=\"_blank\" rel=\"noreferrer noopener\">according to<\/a>&nbsp;OpenSecrets.<\/p>\n\n\n\n<p>&#8220;South Africa&#8217;s accusation of genocide against Israel exposes how far Israel&#8217;s enemies will go in their attempts to demonize the Jewish state,&#8221; the lawmakers wrote, falsely accusing South Africa of &#8220;barely acknowledging the Hamas terrorists who gleefully massacred, mutilated, raped, and kidnapped innocent civilians on October 7.&#8221;<\/p>\n\n\n\n<p>In its&nbsp;<a href=\"https:\/\/www.icj-cij.org\/sites\/default\/files\/case-related\/192\/192-20231228-app-01-00-en.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">84-page ICJ filing<\/a>, South Africa said it &#8220;unequivocally condemns all violations of international law by all parties, including the direct targeting of Israeli civilians and other nationals and hostage-taking by Hamas and other Palestinian armed group&#8221;\u2014a message South Africa&#8217;s representatives&nbsp;<a href=\"https:\/\/www.icj-cij.org\/sites\/default\/files\/case-related\/192\/192-20240111-ora-01-00-bi.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">repeated<\/a>&nbsp;before the United Nations court earlier this month.<\/p>\n\n\n\n<p><em>The Intercept<\/em>&#8216;s Prem Thakker posted a full list of the letter&#8217;s signatories, which include Reps. Adam Schiff (D-Calif.), a U.S. Senate candidate; Elise Stefanik (R-N.Y.); Jared Golden (D-Maine); and Jodey Arrington (R-Texas).<\/p>\n\n\n\n<p><blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\"><p lang=\"en\" dir=\"ltr\">Here are the 148 Republicans &amp; 62 Democrats who today expressed their &quot;disgust&quot; at South Africa\u2019s suit accusing Israel of genocide.<br><br>They also praised WH spokesperson John Kirby calling the case &quot;meritless, counterproductive, and completely without basis in fact whatsoever.&quot; <a href=\"https:\/\/t.co\/aAmBzMRrK6\">https:\/\/t.co\/aAmBzMRrK6<\/a> <a href=\"https:\/\/t.co\/AaWbX4D0iL\">pic.twitter.com\/AaWbX4D0iL<\/a><\/p>&mdash; Prem Thakker (@prem_thakker) <a href=\"https:\/\/twitter.com\/prem_thakker\/status\/1749929697457127591?ref_src=twsrc%5Etfw\">January 23, 2024<\/a><\/blockquote><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n\n\n\n<p>While few U.S. lawmakers have\u00a0<a rel=\"noreferrer noopener\" href=\"https:\/\/www.commondreams.org\/news\/icj-united-states\" target=\"_blank\">vocally supported<\/a>\u00a0South Africa&#8217;s genocide case, the new letter condemning the filing was signed by less than half of all House members.<\/p>\n\n\n\n<p>On the Democratic side of the House, roughly the same number of members backed the new letter as have&nbsp;<a href=\"https:\/\/workingfamilies.org\/ceasefire-tracker\/\" target=\"_blank\" rel=\"noreferrer noopener\">called for a cease-fire<\/a>&nbsp;in Gaza.<\/p>\n\n\n\n<p>&#8220;As one of the countries that has agreed to the Genocide Convention, the U.S. must stop trying to discredit and undermine this case and the international legal system it claims to support,&#8221; Reps.&nbsp;<a href=\"https:\/\/www.commondreams.org\/tag\/cori-bush\">Cori Bush<\/a>&nbsp;(D-Mo.) and&nbsp;<a href=\"https:\/\/www.commondreams.org\/tag\/rashida-tlaib\">Rashida Tlaib<\/a>&nbsp;(D-Mich.), two of the&nbsp;<a href=\"https:\/\/www.commondreams.org\/news\/house-progressives-cease-fire\" target=\"_blank\" rel=\"noreferrer noopener\">leading cease-fire proponents<\/a>&nbsp;in Congress,&nbsp;<a href=\"https:\/\/www.commondreams.org\/news\/icj-united-states\" target=\"_blank\" rel=\"noreferrer noopener\">said<\/a>&nbsp;earlier this month in a joint statement endorsing South Africa&#8217;s case.<\/p>\n\n\n\n<p>&#8220;Our commitment to protecting the human rights of all people must be unconditional,&#8221; they added. &#8220;The best time to make a conclusive determination on genocide is when there is still time to stop it, not after.
