And while that was just one of many of their proposals, it all became a moot point when Mayor London Breed\u2019s budget cuts&nbsp;<a href=\"https:\/\/sfist.com\/2023\/12\/06\/sfs-once-highly-touted-office-of-reparations-loses-its-funding-in-breeds-new-budget-cuts\/\">dissolved the Office of Reparations<\/a>. (Local reparations legislation will still likely occur, but seems indefinitely back-burnered.)<\/p>\n\n\n\n<p>There was also a much larger, statewide&nbsp;<a href=\"https:\/\/sfist.com\/2023\/05\/07\/black-californians-closer-to-reparations-task-force-proposes-payments-apology-and-more-in-historic-vote-saturday\/\">California Reparations Task Force<\/a>&nbsp;that&nbsp;<a href=\"https:\/\/sfist.com\/2023\/05\/07\/black-californians-closer-to-reparations-task-force-proposes-payments-apology-and-more-in-historic-vote-saturday\/\">offered its own reparations recommendations<\/a>&nbsp;last year to address the harms of slavery and historical institutional racism. Again, those were just recommendations, the task force just gave proposals from which lawmakers could create proposed legislation.<\/p>\n\n\n\n<p>That legislation has arrived, or rather, 14 separate pieces of legislation have arrived. KGO reports on the&nbsp;<a href=\"https:\/\/abc7news.com\/first-reparation-bills-california-black-caucus-ca-reparations-task-force-update\/14376792\/\">first reparations laws now proposed in California<\/a>, and in fact, these are the first reparations laws proposed in the nation. Though significantly, cash payments to descendants of slaves are not among the proposals.<\/p>\n\n\n\n<p>&#8220;Reparations is not charity, it&#8217;s not a handout. It&#8217;s not a gift,\u201d state Senator Steven Bradford (D-Los Angeles) told KGO. \u201cIt is what was promised and what is owed. It&#8217;s something that is 160 years overdue to African Americans who built this country. We wouldn&#8217;t be the great nation that we are today if it wasn&#8217;t for 400 years of free labor.&#8221;<\/p>\n\n\n\n<p>Several of the measures are intended to increase Black homeownership. Some are criminal justice measures, like restricting solitary confinement. One of the bills offers protections for \u201cnatural and protective\u201d hairstyles, and of course, another of the bills would offer a formal apology.<\/p>\n\n\n\n<p>And as Politico reports, one measure does offer something of tangible value, and potentially even money. Bradford has proposed&nbsp;<a href=\"https:\/\/www.politico.com\/news\/2024\/01\/31\/california-black-reparations-bills-00138854\">a bill to address \u201cproperty takings,\u201d<\/a>&nbsp;according to that outlet. Bradford\u2019s office says the bill would \u201cRestore property taken during raced-based uses of eminent domain to its original owners or provide another effective remedy where appropriate, such as restitution or compensation.\u201d<\/p>\n\n\n\n<p>While California was not technically a slave state, there was some slavery of African Americans in California.
