Clary\/AFP via Getty Images)<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">A right-wing coalition&#8217;s proposal to make Medicare Advantage the default enrollment option would be a &#8220;clear handout to the private insurance industry,&#8221; said one critic.<\/h2>\n\n\n\n<p><a href=\"https:\/\/www.commondreams.org\/author\/jake-johnson\">JAKE JOHNSON<\/a><\/p>\n\n\n\n<p>Feb 06, 2024 (CommonDreams.org)<a href=\"https:\/\/giving.commondreams.org\/-\/XKQWGZVR\"><\/a><\/p>\n\n\n\n<p>A right-wing coalition that&#8217;s been laying the policy groundwork for another Trump presidency has developed a plan to further privatize Medicare by making&nbsp;<a href=\"https:\/\/www.commondreams.org\/news\/medicare-advantage-overcharging\" target=\"_blank\" rel=\"noreferrer noopener\">fraud-riddled<\/a>&nbsp;<a href=\"https:\/\/www.commondreams.org\/tag\/medicare-advantage\">Medicare Advantage<\/a>&nbsp;&#8220;the default enrollment option&#8221; for newly eligible beneficiaries.<\/p>\n\n\n\n<p>The plan,&nbsp;<a href=\"https:\/\/www.rollingstone.com\/politics\/politics-features\/trump-republicans-privatize-medicare-1234960808\/\" target=\"_blank\" rel=\"noreferrer noopener\">highlighted<\/a>&nbsp;Monday by&nbsp;<em>Rolling Stone<\/em>&#8216;s Andrew Perez, is outlined about halfway through Project 2025&#8217;s&nbsp;<a href=\"https:\/\/thf_media.s3.amazonaws.com\/project2025\/2025_MandateForLeadership_FULL.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">920-page playbook<\/a>&nbsp;for the first six months of a conservative presidency.<\/p>\n\n\n\n<p>Republican administrations and right-wing groups have long advocated funneling people who are newly eligible for Medicare into Medicare Advantage plans, which are funded by the federal government and run by for-profit insurers. During his first White House term, former President Donald Trump&nbsp;<a href=\"https:\/\/www.commondreams.org\/news\/2019\/10\/03\/warnings-stealth-privatization-effort-trump-signs-executive-order-expanding-medicare\" target=\"_blank\" rel=\"noreferrer noopener\">took steps to actively encourage<\/a>&nbsp;seniors to choose Medicare Advantage plans over traditional Medicare and expanded the benefits that the privately run plans are allowed to offer.<\/p>\n\n\n\n<p>Those efforts have had an impact. As Perez noted, &#8220;Last year, for the first time ever, a majority of Americans eligible for Medicare were on privatized Medicare Advantage plans.&#8221;<\/p>\n\n\n\n<p>&#8220;If Republicans win the presidential race this year,&#8221; he wrote, &#8220;the push to fully privatize Medicare, the government health insurance program for seniors and people with disabilities, will only intensify.&#8221;<\/p>\n\n\n\n<p>Every year, new and existing Medicare recipients&nbsp;<a href=\"https:\/\/www.kff.org\/medicare\/issue-brief\/what-to-know-about-the-medicare-open-enrollment-period-and-medicare-coverage-options\/\" target=\"_blank\" rel=\"noreferrer noopener\">have an opportunity to enroll<\/a>&nbsp;in Medicare Advantage plans, which engage in aggressive and often&nbsp;<a href=\"https:\/\/www.finance.senate.gov\/imo\/media\/doc\/Deceptive%20Marketing%20Practices%20Flourish%20in%20Medicare%20Advantage.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">highly deceptive<\/a>&nbsp;advertising practices to lure seniors who are often seeking out benefits not currently offered by traditional Medicare, such as vision and dental care.<\/p>\n\n\n\n<p>&#8220;Donald Trump and his MAGA Republican cronies plan to totally privatize Medicare if they win in November&#8217;s election.&#8221;<\/p>\n\n\n\n<p>Once enrolled in Medicare Advantage plans\u2014which offer limited networks of doctors and overbill the government to the tune of&nbsp;<a href=\"https:\/\/www.commondreams.org\/news\/medicare-advantage-overcharging\" target=\"_blank\" rel=\"noreferrer noopener\">$140 billion<\/a>&nbsp;a year\u2014patients&nbsp;<a href=\"https:\/\/kffhealthnews.org\/news\/article\/medicare-advantage-medigap-enrollment-trap-switch-preexisting-conditions\/\" target=\"_blank\" rel=\"noreferrer noopener\">often feel trapped<\/a>&nbsp;and are subjected to&nbsp;<a href=\"https:\/\/www.commondreams.org\/news\/2022\/04\/28\/staggering-watchdog-finds-medicare-advantage-plans-deny-necessary-care\" target=\"_blank\" rel=\"noreferrer noopener\">care denials<\/a>&nbsp;and other deep flaws in the program that have drawn&nbsp;<a href=\"https:\/\/www.commondreams.org\/news\/medicare-advantage\" target=\"_blank\" rel=\"noreferrer noopener\">growing attention from lawmakers<\/a>&nbsp;in recent years.<\/p>\n\n\n\n<p>If Project 2025, which is led by the right-wing Heritage Foundation, gets its way, Medicare Advantage providers would be given even greater power over the critical government insurance program. The Trump administration&nbsp;<a href=\"https:\/\/www.heritage.org\/impact\/trump-administration-embraces-heritage-foundation-policy-recommendations\" target=\"_blank\" rel=\"noreferrer noopener\">embraced<\/a>&nbsp;many of the Heritage Foundation&#8217;s policy recommendations during its first year in power.<\/p>\n\n\n\n<p>&#8220;Donald Trump and his MAGA Republican cronies plan to totally privatize Medicare if they win in November&#8217;s election,&#8221; the progressive advocacy group&nbsp;<a href=\"https:\/\/www.commondreams.org\/tag\/social-security-works\">Social Security Works<\/a>&nbsp;<a href=\"https:\/\/twitter.com\/SSWorks\/status\/1754548839913021462\" target=\"_blank\" rel=\"noreferrer noopener\">wrote<\/a>&nbsp;in response to&nbsp;<em>Rolling Stone<\/em>&#8216;s reporting. &#8220;Hell no. Hands off our earned benefits.&#8221;<\/p>\n\n\n\n<p>Philip Verhoef, president of Physicians for a National Health Program, told&nbsp;<em>Rolling Stone<\/em>&nbsp;that Project 2025&#8217;s plan to make Medicare Advantage the default enrollment option would be &#8220;disastrous.&#8221;<\/p>\n\n\n\n<p>&#8220;To do so would be really just a clear handout to the private insurance industry,&#8221; Verhoef said.<\/p>\n\n\n\n<p>Project 2025 has said that it doesn&#8217;t &#8220;speak for any presidential candidate,&#8221; but Trump&#8217;s reelection campaign has relied on parts of the coalition&#8217;s proposed agenda for second-term planning.<\/p>\n\n\n\n<p>Trump&#8217;s team has faced backlash over some of Project 2025&#8217;s work, including&nbsp;<a href=\"https:\/\/www.washingtonpost.com\/politics\/2023\/11\/05\/trump-revenge-second-term\/\" target=\"_blank\" rel=\"noreferrer noopener\">draft executive orders<\/a>&nbsp;that would use the Insurrection Act to deploy the U.S. military against demonstrators. As&nbsp;<em>The Washington Post<\/em><a href=\"https:\/\/www.washingtonpost.com\/elections\/2023\/12\/06\/trump-comments-dictator-campaign-president-2024\/\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a>&nbsp;in December, Trump campaign senior adviser Susie Wiles complained privately to Project 2025&#8217;s director and asked the coalition to &#8220;stop promoting its work to reporters.&#8221;<\/p>\n\n\n\n<p>Seth Schuster, a spokesperson for President Joe Biden&#8217;s reelection campaign, warned in a statement Monday that &#8220;if Donald Trump wins this November, he and Republicans will continue their push to end Medicare as we know it for millions of Americans.&#8221;<\/p>\n\n\n\n<p>&#8220;Trump will leave millions of seniors with fewer benefits and less access to doctors\u2014all to benefit his big insurance donors,&#8221; said Schuster. &#8220;In Trump&#8217;s America, the special interests win and seniors and working families lose. Worse care, broken promises, and higher costs\u2014that&#8217;s Trump&#8217;s plan for seniors and working families.&#8221;<\/p>\n\n\n\n<p>In addition to making Medicare Advantage the default enrollment option for Medicare, Project 2025 is calling for the revival of the Global and Professional Direct Contracting Model, a Medicare privatization scheme that the Biden administration&nbsp;<a href=\"https:\/\/www.commondreams.org\/news\/2022\/02\/25\/band-aid-tumor-critics-blast-biden-rebrand-trumps-medicare-privatization-scheme\" target=\"_blank\" rel=\"noreferrer noopener\">rebranded<\/a>&nbsp;as ACO REACH and slightly modified\u2014to the dismay of physicians, healthcare campaigners, and progressive lawmakers who called for the repeal of the&nbsp;<a href=\"https:\/\/www.commondreams.org\/news\/2021\/03\/13\/advocates-sound-alarm-over-quiet-trump-era-move-could-further-privatize-medicare\" target=\"_blank\" rel=\"noreferrer noopener\">Trump-era pilot program<\/a>.<\/p>\n\n\n\n<p>Our work is licensed under Creative Commons (CC BY-NC-ND 3.0).
