Three candidates are challenging incumbent Supervisor Dean Preston to represent District 5, which spans from the east end of Golden Gate Park through Haight-Ashbury, Japantown and the Western Addition, the Lower Haight and Hayes Valley, and most of the Tenderloin.<\/p>\n\n\n\n<p>Mayor London Breed last week proposed a midnight curfew for some convenience stores in the Tenderloin, to deter drug dealing activity in the neighborhood \u2014 the latest in the city\u2019s series of&nbsp;<a href=\"https:\/\/missionlocal.org\/2022\/07\/24th-bart-plaza-fence-vendors\/\">efforts<\/a>&nbsp;to stop unwanted behavior by&nbsp;<a href=\"https:\/\/missionlocal.org\/2023\/06\/fences-sf-mcdonalds-24th-st-vendors-away\/\">fencing it off<\/a>&nbsp;or&nbsp;<a href=\"https:\/\/missionlocal.org\/2023\/11\/mission-street-vending-ban-begins\/\">shutting it down<\/a>.<\/p>\n\n\n\n<p>Preston\u2019s office, with the support of his fellow supervisors and the mayor, already&nbsp;<a href=\"https:\/\/www.kron4.com\/news\/bay-area\/new-legislation-prohibits-new-smoke-shops-opening-in-tenderloin-district\/\">passed legislation<\/a>&nbsp;this month restricting new smoke shops from opening in some areas of District 5, with similar goals in mind. But although residents purportedly called for the earlier shop closures that Breed is now proposing, storeowners are&nbsp;<a href=\"https:\/\/sfstandard.com\/2024\/03\/08\/tenderloin-stores-close-drug-crisis\/\">reportedly unhappy<\/a>&nbsp;about the proposal.<\/p>\n\n\n\n<p>This week, we asked the candidates what they think of this plan:&nbsp;<strong>How will it affect residents and businesses, and what effect do you expect it will have on drug dealing and users in the area?<\/strong><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/i0.wp.com\/missionloca.s3.amazonaws.com\/mission\/wp-content\/uploads\/2024\/02\/D5-Allen-Jones-640x640.png?resize=640%2C640&amp;ssl=1\" alt=\"District 5 candidate Allen Jones\" class=\"wp-image-582664\"\/><\/figure>\n\n\n\n<p>Living in District 5 since November 2021.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-allen-jones\">Allen Jones<\/h2>\n\n\n\n<p>I\u2019m voting for Mayor London Breed, even though&nbsp;<strong>I do not support the proposal<\/strong>&nbsp;to close some stores by midnight in the Tenderloin.<\/p>\n\n\n\n<p>Frankly, I don\u2019t believe this is her idea. Closing stores early sounds like another hair-brained SFPD plan run amok. And if true, is SFPD willing to share some of its budget to help these same stores? The lack of creativity by City Hall on this issue is the problem, not, poor ole mom and pop, if you will.&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<ol>\n<li><\/li>\n<\/ol>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/i0.wp.com\/missionloca.s3.amazonaws.com\/mission\/wp-content\/uploads\/2024\/03\/Autumn-Looijen-640x640.png?resize=640%2C640&amp;ssl=1\" alt=\"Illustration of a smiling woman with glasses and long hair in a circular frame.\" class=\"wp-image-594267\"\/><\/figure>\n\n\n\n<p>Living in District 5 since December 2020.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-autumn-looijen\">Autumn Looijen<\/h2>\n\n\n\n<p>Why would we force convenience stores to close from midnight to 5 a.m. in the Tenderloin?<\/p>\n\n\n\n<p>Because these stores supply drug users with late-night&nbsp;<a href=\"https:\/\/sfstandard.com\/2024\/04\/24\/san-francisco-liquor-store-drug-crackdown-curfew\/\">strips of tinfoil, torches, and crack pipes<\/a>\u2026 the purchases often funded by late-night sales of stolen goods.<\/p>\n\n\n\n<p>They\u2019re supporting the drug markets that force beloved restaurants and other businesses to close.<\/p>\n\n\n\n<p>Would you want this in your neighborhood?<\/p>\n\n\n\n<p>Tenderloin residents want a 1-year pilot curfew narrowly targeted to just these shops, as one part of a broad strategy to shut down the drug markets and make our streets safe.<\/p>\n\n\n\n<p>Let\u2019s run this experiment (and others), and track the results.<\/p>\n\n\n\n<ol>\n<li><\/li>\n<\/ol>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/i0.wp.com\/missionloca.s3.amazonaws.com\/mission\/wp-content\/uploads\/2024\/02\/D5-Bilal-Mahmood-640x640.png?resize=640%2C640&amp;ssl=1\" alt=\"District 5 candidate Bilal Mahmood\" class=\"wp-image-582662\"\/><\/figure>\n\n\n\n<p>Living in District 5 since May 2023, lived adjacent since May 2021.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-bilal-mahmood\">Bilal Mahmood<\/h2>\n\n\n\n<p>Implementing solutions with community input such as this one is crucial, however,&nbsp;<strong>this is a temporary crutch<\/strong>. Supporting our local small businesses requires long term solutions to addressing the underlying issues \u2014 we need to end open-air drug markets to restore safety and vibrancy to the Tenderloin.<\/p>\n\n\n\n<ol>\n<li><\/li>\n<\/ol>\n\n\n\n<p>I&nbsp;<a href=\"https:\/\/www.sfexaminer.com\/news\/politics\/bilal-mahmood-wants-sf-charter-change-for-fentanyl-crisis\/article_a602100c-f785-11ee-ad28-bf8d440610a2.html\">recently proposed<\/a>&nbsp;a&nbsp;<strong>Drug Market Intervention plan<\/strong>, a community and evidence-based approach to end San Francisco\u2019s open air drug markets. It will ensure fully staffed police departments to arrest fentanyl dealers and incapacitate the market, provide off-ramps for local low-level offenders to deter the market, and increase beat patrols to prevent markets from emerging.<\/p>\n\n\n\n<p><em>Endorsed by: State Senator Scott Wiener and DCCC Chair Honey Mahogany<\/em><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/i0.wp.com\/missionloca.s3.amazonaws.com\/mission\/wp-content\/uploads\/2024\/02\/D5-Dean-Preston-640x640.png?resize=640%2C640&amp;ssl=1\" alt=\"District 5 Supervisor Dean Preston\" class=\"wp-image-582663\"\/><\/figure>\n\n\n\n<p>Living in District 5 since 1996.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-dean-preston\">Dean Preston<\/h2>\n\n\n\n<p>The legislation is&nbsp;<strong>overbroad and would unfairly punish small businesses<\/strong>. Tenderloin businesses are struggling and deserve to be at the table for decisions impacting them. Unfortunately, the Mayor didn\u2019t consult with our office or the immigrant-owned businesses that would be impacted.<\/p>\n\n\n\n<ol>\n<li><\/li>\n<\/ol>\n\n\n\n<p>We\u2019ve been meeting with stakeholders to&nbsp;<strong>arrive at amendments<\/strong>&nbsp;that address problematic businesses without unfairly harming others. The last thing we need in the Tenderloin is more vacant storefronts.&nbsp;<\/p>\n\n\n\n<p>The proposed curfew&nbsp;<strong>won\u2019t reduce drug use\/dealing<\/strong>.
