June 25, 2024.<\/figcaption><\/figure>\n\n\n\n<p><em><a href=\"https:\/\/missionlocal.org\/2024\/06\/%e7%ac%ac-11-%e9%80%89%e5%8c%ba%e5%80%99%e9%80%89%e4%ba%ba%e5%9c%a8%e7%bd%a2%e5%85%8d%e6%a1%88%e5%92%8c%e5%b8%82%e9%95%bf%e4%ba%ba%e9%80%89%e9%97%ae%e9%a2%98%e4%b8%8a%e6%84%8f%e8%a7%81%e4%b8%8d\/\">\u9605\u8bfb\u4e2d\u6587\u7248<\/a><\/em><\/p>\n\n\n\n<p>For the first time in public, the six District 11 candidates revealed at a forum Tuesday night how they felt about recent San Francisco recalls, telling attendees how they voted in 2022 on&nbsp;<a href=\"https:\/\/missionlocal.org\/2022\/02\/school-board-recall-supporters-outspending-opposition-22-to-1\/\">three Board of Education members<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/missionlocal.org\/2022\/06\/chesa-boudin-recall\/\">District Attorney Chesa Boudin<\/a>.&nbsp;<\/p>\n\n\n\n<p>Michael Lai called recalls \u201cfundamental instruments of democracy.\u201d Both he and Roger Marenco voted yes to recall the school board members and Boudin.&nbsp;<\/p>\n\n\n\n<p>Ernest \u201cE.J.\u201d Jones and Chyanne Chen said they don\u2019t believe in or support recalls, but declined to directly answer how they voted. Adlah Chisti simply said, \u201cThe city spoke.\u201d<\/p>\n\n\n\n<p>Stay informed on local elections \u2014 sign up for&nbsp;<strong>Mission Local&#8217;s free daily newsletter<\/strong>&nbsp;today!<\/p>\n\n\n\n<p>Jose Morales,&nbsp;<a href=\"https:\/\/missionlocal.org\/2024\/06\/two-supe-candidates-admit-they-didnt-vote-in-recent-elections-five-more-had-ballots-not-counted\/\">who has not voted<\/a>&nbsp;in some recent elections, said he voted in favor of recalling the school board members, but did not mention the Boudin recall.&nbsp;<\/p>\n\n\n\n<p>District 11 voted 59 percent in favor of&nbsp;<a href=\"https:\/\/www.sfelections.org\/results\/20220607\/data\/20220621\/dsov.pdf\">recalling Boudin<\/a>&nbsp;with 40 percent opposed, and also voted in favor of&nbsp;<a href=\"https:\/\/www.sfelections.org\/results\/20220215\/data\/20220223\/20220223_dsov.pdf\">recalling all three school board members<\/a>&nbsp;\u2014 Alison Collins by 75 percent, Gabriela L\u00f3pez by 70 percent and Faauuga Moliga by 68 percent. Both elections, however, involved just a fraction of the total electorate.<\/p>\n\n\n\n<p>The District 11 candidates spoke on Tuesday evening to some 70 neighbors who filled half of the seats on the ground floor of Ingleside Presbyterian Church at 1345 Ocean Ave. The forum was moderated by the San Francisco Examiner reporter Patrick Hoge.<\/p>\n\n\n\n<p>This was the third District 11 forum of the year and, even though all but one of the questions had already been answered by the candidates in&nbsp;<a href=\"https:\/\/missionlocal.org\/2024\/02\/meet-the-candidates-all-2024-district-11-supervisor-answers\/\">Mission Local\u2019s \u201cMeet the Candidates\u201d series<\/a>&nbsp;or in previous forums, the candidates all made an effort to slightly refresh their pitches.&nbsp;<\/p>\n\n\n\n<p>Lai, who always talks about his love for boba tea, showed up with milk tea in his hand, chewing black tapioca pearls and sipping as the event began.&nbsp;<\/p>\n\n\n\n<p>For the first time since he&nbsp;<a href=\"https:\/\/missionlocal.org\/2024\/05\/district-11-supervisor-race-heats-up-lai-jones-chen-chisti-marenco\/\">launched his campaign<\/a>&nbsp;in April, Lai changed his opener from the call-and-response chant \u201cWhen I say \u2018We want,\u2019 you say \u2018Change.\u2019\u201d On Tuesday, he simply asked the audience to raise their hands if they want safer and cleaner streets, efficient spending, and new leadership. The change might have been prompted by the experience of hearing Jones\u2019s supporters&nbsp;<a href=\"https:\/\/missionlocal.org\/2024\/06\/district-11-candidates-talk-housing-clean-streets-all-want-sidewalk-parking\/\">taking over the chant<\/a>&nbsp;at an earlier debate, saying \u201cE.J\u201d instead of \u2018Change.\u2019<\/p>\n\n\n\n<p>Marenco, a Muni driver, continued to look to Nayib Bukele, the president of El Salvador who cleaned up crimes on the street by jailing thousands, as a model, and updated his tough-on-crime stance with a jingle to the tune of \u201cThe Twelve Days of Christmas:\u201d \u201cFive police cars, four sheriff\u2019s deputies, three ambulances, two fire trucks and a partridge in a pear tree.\u201d The song was weirdly fitting for the venue. The audience chuckled.&nbsp;<\/p>\n\n\n\n<p>Chisti continued with her list of degrees \u2014 double majors and triple minors in college, two master\u2019s and a law school juris doctorate \u2014 and her history of living in a multigenerational home with her parents and 2-year-old daughter. She called it the epitome of a District 11 family, which made her \u201cresilient and fearless.\u201d<\/p>\n\n\n\n<p>Chen, who missed the last forum, reminded the audience of her immigration story: Arriving in District 11 to build a new life at the age of 15 and wanting to give back to the community.&nbsp;<\/p>\n\n\n\n<p>Morales, another District 11 native, stuck with his pitch of being \u201ca regular Joe tired of the status quo.\u201d&nbsp;<\/p>\n\n\n\n<p>Jones, who is often tied to current Supervisor Ahsha Safa\u00ed for working as his legislative aide for about two years, talked less of that tie but more of his dedication to the district. June 25, 2024.<\/figcaption><\/figure>\n\n\n\n<p>Other than the recalls, there was also an exchange of rebuttals on Proposition B \u2014 a ballot measure to increase police staffing that would have been paid for by new taxes or other revenue allocated from outside of the city\u2019s general fund. The measure failed with an overwhelming 72.38 percent against. Marenco, Lai, and Morales voted against the measure while Chen, Chisti, and Jones voted for it.&nbsp;<\/p>\n\n\n\n<p>Lai said it was written in a way to confuse voters and add a \u201ccop tax.\u201d Lai said he believed there is enough funding for police, but that it hasn\u2019t been spent efficiently.&nbsp;<\/p>\n\n\n\n<p>\u201cHow would you get there?\u201d Chisti questioned Lai. \u201cWhat would you do in order to address the issue of having fully staffed police?\u201d&nbsp;<\/p>\n\n\n\n<p>Lai called for more creative recruiting, including taking part of the department\u2019s \u201chuge\u201d $42 million overtime budget to offer sign-on bonuses.<\/p>\n\n\n\n<p>Jones jumped in on the issue and offered a quick fix: Working with San Francisco State and City College to create a pathway within both schools. At present, the colleges have pathway programs for other fields like radiology and nursing.&nbsp;<\/p>\n\n\n\n<p>Some of the candidates also altered their picks for mayor. Chisti, who used to have incumbent London Breed as her first choice, Aaron Peskin as second, and Ahsha Safa\u00ed as third, removed Peskin from her list but said she is not sure who she would put in his place; Safa\u00ed would remain third.<\/p>\n\n\n\n<p>Lai said during the first candidate forum that he would vote for anyone but Peskin. Now, he puts Breed as his first choice. Beyond that, he doesn\u2019t know.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Jones stuck to Safa\u00ed as his first choice. \u201cWhat about your second choice?\u201d someone from the audience shouted. \u201cI have door-knocked for Mayor Breed,\u201d Jones said. \u201cSo Mayor Breed would probably be my second.\u201d<\/p>\n\n\n\n<p>Morales alternated his choices and now his first pick is Mark Farrell and his second pick is Daniel Lurie.
