Her columns also appear in&nbsp;<a href=\"https:\/\/www.worldjournal.com\/wj\/story\/121519\/8092559\"><em>World Journal<\/em><\/a>, the second-largest Chinese newspaper.<\/p>\n\n\n\n<p>Newspapers giving an incumbent mayor in a knock-down-drag-out re-election battle such a media position, editors and academics said, raises ethical issues of equal access. It\u2019s particularly relevant in a race when all the major candidates are vying for the Chinese vote, which represents about&nbsp;<a href=\"https:\/\/missionlocal.org\/2024\/06\/see-how-they-run-farrell-goes-to-banquets-courts-chinese-voters\/\">15 percent<\/a>&nbsp;of the electorate.&nbsp;<\/p>\n\n\n\n<p>The \u201cMayor\u2019s Column,\u201d written under her signature, usually contains a bilingual letter about San Francisco, photos of Breed at Chinese community-related events (which often include her allies, District Attorney Brooke Jenkins and City Administrator Carmen Chu), a profile photo of Breed, and&nbsp;<a href=\"https:\/\/epaper.singtaousa.com\/flippingbook\/epaper_sf\/2024\/20240630\/19\/\">two QR codes<\/a>&nbsp;for her official WeChat account.<\/p>\n\n\n\n<ul id=\"swiper-wrapper-dbba6df6291078b26\">\n<li><img decoding=\"async\" loading=\"lazy\" width=\"362\" height=\"640\" alt=\"A newspaper page in Chinese with articles discussing senior protection from scams and community activities. More than half of this year\u2019s columns have been laser focused on public safety, the&nbsp;<a href=\"https:\/\/www.londonformayor.com\/\">No. 1 issue<\/a>&nbsp;for all of the candidates and Chinese voters.&nbsp;<\/p>\n\n\n\n<p>Other columns have dealt with&nbsp;<a href=\"https:\/\/epaper.singtaousa.com\/flippingbook\/epaper_sf\/2024\/20240630\/19\/\">homelessness<\/a>,&nbsp;<a href=\"https:\/\/www.singtaousa.com\/2024-02-25\/%e5%b8%82%e4%b8%ad%e5%bf%83%e5%be%a9%e7%94%a6%e5%ba%97%e8%88%96%e5%92%8c%e5%85%ac%e5%85%b1%e6%9b%b4%e5%ae%89%e5%85%a8\/4772441#page9\">downtown recovery<\/a>, and cracking down on fentanyl, all issues Breed&nbsp;<a href=\"https:\/\/www.londonformayor.com\/\">pledges to accomplish<\/a>&nbsp;if granted a next term. The only three exceptions were a column that wished readers&nbsp;<a href=\"https:\/\/www.singtaousa.com\/2024-02-11\/%e7%a5%9d%e5%a4%a7%e5%ae%b6%e6%96%b0%e5%b9%b4%e5%bf%ab%e6%a8%82\/4758279#page5\">a happy Lunar New Year<\/a>, one about Breed\u2019s&nbsp;<a href=\"https:\/\/www.singtaousa.com\/2024-04-22\/%e4%b8%ad%e5%9c%8b%e4%b9%8b%e6%97%85\/4833106#page6\">trip to China<\/a>&nbsp;and one that educated seniors about&nbsp;<a href=\"https:\/\/www.singtaousa.com\/2024-06-16\/%E4%BF%9D%E8%AD%B7%E9%95%B7%E8%80%85%E5%85%8D%E5%8F%97%E8%A9%90%E9%A8%99\/4893749#page6\">scams<\/a>.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><a href=\"http:\/\/jenniferrosdail.com\/\" target=\"_blank\" rel=\"noreferrer noopener\"><img decoding=\"async\" src=\"https:\/\/cdn.broadstreetads.com\/assets\/5608e33b-2c09-471e-a539-a5fb014bd56e.gif\" alt=\"Jennifer SR\"\/><\/a><\/figure>\n\n\n\n<p>\u201cNo matter how well-written it is or how accurate it is, it\u2019s still propaganda, by the nature of it,\u201d said Ken Doctor, a media ethicist and the chief executive officer and founder of&nbsp;<a href=\"https:\/\/lookout.co\/\"><em>Lookout Santa Cruz<\/em><\/a>, which just won the 2024 Breaking News Pulitzer Prize.&nbsp;<\/p>\n\n\n\n<p>Jeremy Rue, associate professor of practice in journalism at the University of California, Berkeley Graduate School of Journalism, said candidates \u201cwill certainly promote themselves and their achievements\u201d in such platforms, and that they offered an advantage in any election year.<\/p>\n\n\n\n<p>What is Rue\u2019s suggestion for the news outlets? \u201cTry to balance this out in fairness to other candidates.\u201d&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-image\"><a href=\"https:\/\/www.missionculturalcenter.org\/shop\/p\/our-mision-statement\" target=\"_blank\" rel=\"noreferrer noopener\"><img decoding=\"async\" src=\"https:\/\/cdn.broadstreetads.com\/assets\/d375efc8-3118-451b-9600-05530671ea19.jpg\" alt=\"August Art show\"\/><\/a><\/figure>\n\n\n\n<p>That was echoed by Theodore L. Glasser, professor emeritus of communication at Stanford University, whose research focuses on media practices and performance. \u201cGenerally, public debate is a key aspect of American journalism,\u201d he said. \u201cThat means providing space for dialogue, not monologue.\u201d<\/p>\n\n\n\n<p>But this doesn\u2019t mean Breed should change her behavior, he said. \u201cShe should continue to write her column. Why should she be compelled to drop the column?\u201d Glasser said.<\/p>\n\n\n\n<p>\u201cI have no objection to the newspaper providing a space for the mayor to speak to his or her constituents,\u201d Glasser added. \u201cBut I think the publication has an obligation to seek out responses to her column, especially during a campaign season.\u201d Often it\u2019s \u201cimpossible\u201d to distinguish whether Breed writes from her role as a mayor, or her role as a candidate, Glasser added.&nbsp;<\/p>\n\n\n\n<p>Joyce Chen,&nbsp;<em>Sing Tao Daily\u2019s<\/em>&nbsp;western edition\u2019s deputy chief editor, said she and her colleagues had thought about the issue. \u201cYes, because we know the campaign is going on, of course we want to be balanced,\u201d she said. \u201cWe are thinking about maybe moving or switching the piece to a more unusual page, maybe just like our opinion page.\u201d&nbsp;<\/p>\n\n\n\n<p>There is no plan, however, to offer the same platform to other mayoral candidates, she said, because the intention is to offer \u201cthe platform for them as a public official to talk about their work, not about campaign.\u201d&nbsp;<\/p>\n\n\n\n<p>Indeed, Breed wasn\u2019t the first mayor to enjoy the Sunday space.&nbsp;<em>Sing Tao\u2019s<\/em>&nbsp;Mayor\u2019s Column started with Ed Lee, who made history as the city\u2019s first Chinese mayor, and continued through Farrell\u2019s months, according to Chen. (<em>World Journal<\/em>&nbsp;started its column in 2018 with Breed.)<\/p>\n\n\n\n<p>Neither Breed nor&nbsp;<em>Sing Tao Daily<\/em>&nbsp;pays the other for printing the columns, which read like measured press releases. The goal of Breed\u2019s column is \u201cto enhance communication with the Chinese community,\u201d according to an Aug. 5, 2018, editor\u2019s note on&nbsp;<em>Sing Tao Daily<\/em>.<\/p>\n\n\n\n<p>In comparison, after leaving office, former Mayor Willie Brown got paid by the&nbsp;<em>San Francisco Chronicle<\/em>&nbsp;for being its&nbsp;<a href=\"https:\/\/missionlocal.org\/2021\/01\/chronicle-willie-brown-spiked\/\">Sunday columnist for 12 years.<\/a>&nbsp;Brown\u2019s column was curtailed in early 2021 after long-standing internal and external criticism.<\/p>\n\n\n\n<p>Occasionally,&nbsp;<em>Sing Tao<\/em>&nbsp;also publishes Board of Supervisors President Aaron Peskin, but those columns are for the District 3 supervisor to talk about his legislative work, not about his mayoral run, Chen said. Plus, being the supervisor of Chinatown for almost two decades, Peskin is a familiar figure Chinese readers care about.<\/p>\n\n\n\n<p>\u201cSome of the other public officials, if they have the Chinese ability to translate some articles, we are always very happy to publish them,\u201d Chen added. But the columns are restricted to officials, not candidates.<\/p>\n\n\n\n<p>Apart from providing newsworthy stories,&nbsp;<em>Sing Tao Daily<\/em>, like other ethnic media outlets, functions as a way for immigrants to gain a sense of belonging in the country, and helps close the gap between government and its non-English-speaking constituents. \u201cIt\u2019s really more about educating [the community], outreach about city government, services they have, how the community can look for help if they need anything,\u201d said Chen.&nbsp;<\/p>\n\n\n\n<p><em>Sing Tao Daily<\/em>, she said, didn\u2019t have too much internal discussion before allowing Breed to add her WeChat QR code to the page. The latter&nbsp;<a href=\"https:\/\/www.singtaousa.com\/2024-06-02\/%E5%85%AC%E5%85%B1%E5%AE%89%E5%85%A8%E8%B2%A1%E6%94%BF%E9%A0%90%E7%AE%97\/4878858#page7\">takes up a whole page<\/a>&nbsp;on the web version. \u201cBecause we know it\u2019s, like, the official email or contact info. So we include it. It\u2019s okay,\u201d said Chen. This can be interpreted differently, however: Aspiring candidates this year use WeChat to attract Chinese voters.<\/p>\n\n\n\n<p>Take Breed\u2019s&nbsp;<a href=\"https:\/\/www.singtaousa.com\/2024-07-14\/e%E6%8F%90%E6%A1%88-%E6%9B%B4%E5%AE%89%E5%85%A8%E7%9A%84%E4%B8%89%E8%97%A9%E5%B8%82\/4924874#page7\">July 14 column<\/a>&nbsp;titled \u201cProp. E \u2014 a safer San Francisco,\u201d where she described the policy changes brought by her March ballot measure, which&nbsp;<a href=\"https:\/\/missionlocal.org\/2024\/02\/prop-e-police-ballot-measure-silver-bullet-sf-crime\/\">reduced police oversight<\/a>&nbsp;and loosened rules around vehicle pursuits. While Prop. E has not yet been enacted, Breed still tied it to other \u201cimprovements on public safety\u201d San Francisco has seen.<\/p>\n\n\n\n<p>\u201cIn the first six months of 2024, San Francisco has seen its lowest crime rate in 10 years,\u201d she continued. \u201cCompared to the same six-month period in 2018 before I took office, violent crime is down 26% and property crime is down 40%.\u201d&nbsp;<\/p>\n\n\n\n<p>Left unsaid was a subtle dig at her campaign opponent: Mark Farrell was mayor during that six-month stretch.&nbsp;<\/p>\n\n\n\n<p>Similarly, in a March 10 column titled \u201c<a href=\"https:\/\/www.singtaousa.com\/2024-03-10\/%E4%B8%89%E8%97%A9%E5%B8%82%E7%B9%BC%E7%BA%8C%E5%90%91%E5%89%8D%E9%82%81%E9%80%B2\/4787908#page6\">San Francisco is moving forward<\/a>\u201d based on Breed\u2019s State of the City address, she tossed shade at her competitors and critics. \u201cWe must celebrate those who have worked to support San Francisco through its recent challenges \u2026 despite others\u2019 interest to create distracting and divisive rhetoric,\u201d she wrote.<\/p>\n\n\n\n<p>Farrell\u2019s campaign said it would \u201cdefinitely consider\u201d a column if offered the same platform. For now, Farrell is focused on \u201cearned\u201d media coverage.&nbsp;<\/p>\n\n\n\n<p>\u201cThe Chinese community sees the difference between when someone\u2019s writing in their own words and when it\u2019s a reporter that\u2019s writing the news,\u201d read a statement from the Farrell campaign. Moreover, heading into the fall, the campaign is also planning to do Chinese paid media, including a variety of different means from print ads to commercials to digital ads.<\/p>\n\n\n\n<p>Some other mayoral campaigns declined to comment on the record for fear of affecting their relationship with Chinese media, one of the very few ways to access monolingual Chinese-speaking voters.<\/p>\n\n\n\n<p>Media ethicist Doctor is not convinced. \u201cIt\u2019s just completely unethical, for any group of voters,\u201d he said. \u201cThey need to be given an open playing field and equal access to information.
