Secretary-General Ant\u00f3nio Guterres said. &#8220;Countries must phaseout fossil fuels\u2014fast and fairly.&#8221;<\/h2>\n\n\n\n<p><a href=\"https:\/\/www.commondreams.org\/author\/edward-carver\">EDWARD CARVER<\/a><\/p>\n\n\n\n<p>Jul 26, 2024 (CommonDreams.org)<a href=\"https:\/\/giving.commondreams.org\/-\/XKQWGZVR\"><\/a><\/p>\n\n\n\n<p>United Nations Secretary-General Ant\u00f3nio Guterres on Thursday criticized the world&#8217;s wealthiest countries for expanding fossil fuel production, one day after an&nbsp;<a href=\"https:\/\/www.commondreams.org\/news\/wealthy-countries-oil-gas-production\" target=\"_blank\" rel=\"noreferrer noopener\">analysis<\/a>&nbsp;in&nbsp;<em>The Guardian<\/em>&nbsp;showed that five Western countries are leading a global surge in oil and gas development.<\/p>\n\n\n\n<p>Guterres&#8217; remarks came as part of a &#8220;call to action&#8221; on extreme heat at a press conference in New York, after&nbsp;<a href=\"https:\/\/www.nbcnews.com\/science\/environment\/hottest-day-ever-record-monday-sunday-rcna163408\" target=\"_blank\" rel=\"noreferrer noopener\">record-setting<\/a>&nbsp;world temperatures earlier in the week and a series of&nbsp;<a href=\"https:\/\/www.washingtonpost.com\/climate-environment\/2024\/06\/22\/deadly-heat-wave-climate-change\/\" target=\"_blank\" rel=\"noreferrer noopener\">deadly heatwaves<\/a>&nbsp;across the world this year.<\/p>\n\n\n\n<p>Guterres, who has long been outspoken on the need for climate action, called extreme heat one of the &#8220;symptoms&#8221; of a &#8220;disease&#8221; that is the &#8220;addiction&#8221; to fossil fuels.<\/p>\n\n\n\n<p>&#8220;I must call out the flood of fossil fuel expansion we are seeing in some of the world&#8217;s wealthiest countries,&#8221; he\u00a0<a rel=\"noreferrer noopener\" href=\"https:\/\/www.un.org\/sg\/en\/content\/sg\/press-encounter\/2024-07-25\/secretary-generals-press-conference-extreme-heat\" target=\"_blank\">said<\/a>\u00a0nine minutes and 53 seconds into his remarks. &#8220;In signing such a surge of new oil and gas licenses, they are signing away our future. The leadership of those with the greatest capabilities and capacities is essential. Countries must phaseout fossil fuels\u2014fast and fairly.&#8221;<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" title=\"Extreme Heat: UN Secretary-General&#039;s Call to Action | United Nations\" width=\"800\" height=\"450\" src=\"https:\/\/www.youtube.com\/embed\/uTCp_fomgFw?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n<\/div><\/figure>\n\n\n\n<p>The U.N. chief&#8217;s comments may have been based on Wednesday&#8217;s findings that five Western countries\u2014the United States, the United Kingdom, Canada, Australia, and Norway\u2014have significantly scaled up oil and gas licensing this year, despite their international climate commitments. The findings came from an analysis of industry data conducted by the International Institute for Sustainable Development and&nbsp;<a href=\"https:\/\/www.theguardian.com\/environment\/article\/2024\/jul\/25\/un-speech-fossil-fuel-climate-crisis\" target=\"_blank\" rel=\"noreferrer noopener\">published<\/a>&nbsp;in<em>&nbsp;The Guardian<\/em>.<\/p>\n\n\n\n<p>The analysis found that the five countries together have licensed or plan to license projects in 2024 that will emit 11.9 billion metric tons of greenhouse gas emissions over their lifetimes. The news renewed discussions about whether countries such as the U.S., though they claim to be climate leaders, should be considered &#8220;<a href=\"https:\/\/www.theguardian.com\/environment\/article\/2024\/jul\/24\/drill-us-petrostate-climate-crude-oil\" target=\"_blank\" rel=\"noreferrer noopener\">petrostates<\/a>&#8220;\u2014a contemptuous term formerly reserved for countries such as Saudi Arabia and Russia.<\/p>\n\n\n\n<p>Guterres has long been outspoken on the issue of fossil fuels. At the COP28 U.N. climate change summit in Dubai last year, he&nbsp;<a href=\"https:\/\/www.commondreams.org\/news\/antonio-guterres-cop28\" target=\"_blank\" rel=\"noreferrer noopener\">spoke forcefully<\/a>&nbsp;about the need for phasing them out and meeting the 1.5\u00b0C target set in the Paris agreement.<\/p>\n\n\n\n<p>&#8220;The 1.5\u00b0C limit is only possible if we ultimately stop burning all fossil fuels,&#8221; he said. &#8220;Not reduce. Not abate. Phase out\u2014with a clear timeframe aligned with 1.5\u00b0C.&#8221;<\/p>\n\n\n\n<p>The loophole-ridden deal that&nbsp;<a href=\"https:\/\/www.commondreams.org\/news\/cop28-final-deal\" target=\"_blank\" rel=\"noreferrer noopener\">emerged<\/a>&nbsp;from Dubai didn&#8217;t match Guterres&#8217; ambitions, but did call for &#8220;transitioning away from fossil fuels.&#8221;<\/p>\n\n\n\n<p>His&nbsp;<a href=\"https:\/\/www.un.org\/climatechange\/extreme-heat\" target=\"_blank\" rel=\"noreferrer noopener\">call to action&nbsp;<\/a>on Thursday included a four-part plan for dealing with extreme heat: caring for the most vulnerable, protecting workers, boosting resilience, and limiting further temperature rise by phasing out fossil fuels and scaling up renewables.<\/p>\n\n\n\n<p><blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\"><p lang=\"en\" dir=\"ltr\">Leaders across the board must wake up and step up their <a href=\"https:\/\/twitter.com\/hashtag\/ClimateAction?src=hash&amp;ref_src=twsrc%5Etfw\">#ClimateAction<\/a>.<br><br>That means governments \u2013 especially <a href=\"https:\/\/twitter.com\/hashtag\/G20?src=hash&amp;ref_src=twsrc%5Etfw\">#G20<\/a> countries \u2013 as well as the private sector, cities and regions.<br><br>They must <a href=\"https:\/\/twitter.com\/hashtag\/ActNow?src=hash&amp;ref_src=twsrc%5Etfw\">#ActNow<\/a> as though our future depends on it \u2013 because it does.<\/p>&mdash; Ant\u00f3nio Guterres (@antonioguterres) <a href=\"https:\/\/twitter.com\/antonioguterres\/status\/1816800634026491986?ref_src=twsrc%5Etfw\">July 26, 2024<\/a><\/blockquote><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n\n\n\n<p>Guterres\u00a0<a rel=\"noreferrer noopener\" href=\"https:\/\/news.un.org\/en\/story\/2024\/07\/1152496\" target=\"_blank\">warned<\/a>\u00a0that 70% of the global workforce\u2014over 2.4 billion people\u2014is at substantial risk of experiencing extreme heat, and the situation is especially dire for workers in Africa and the Middle East. He called for strong laws to protect workers, which\u00a0<a rel=\"noreferrer noopener\" href=\"https:\/\/www.nrdc.org\/bio\/teniope-adewumi-gunn\/workplace-heat-protections-across-globe\" target=\"_blank\">some countries<\/a>\u00a0are enacting.
