Photo by Abigail Van Neely.<\/figcaption><\/figure>\n\n\n\n<p>During Daniel Lurie\u2019s successful 13-month marathon of a campaign,&nbsp;<a href=\"https:\/\/newspack-missionlocal.s3.amazonaws.com\/mission\/wp-content\/uploads\/2024\/11\/Lurie_City_Hall_Accountability_Plan.pdf\">accountability<\/a>&nbsp;became the byword.&nbsp;<\/p>\n\n\n\n<p>It was the word printed&nbsp;<a href=\"https:\/\/missionlocal.org\/2024\/06\/see-how-they-run-a-visit-to-luries-headquarters-in-the-mission\/\">front and center<\/a>&nbsp;and taped to the wall of Lurie\u2019s first campaign headquarters in the Mission, and came up repeatedly on the campaign trail \u2014&nbsp;18 times when he spoke to voters&nbsp;<a href=\"https:\/\/missionlocal.org\/2024\/06\/see-how-they-run-luries-tune-up-in-noe-valley-before-the-big-debate\/\">at the Noe Valley Tavern<\/a>&nbsp;in June. It hung behind him on a poster board as he made his election-night speech, and remained the core message when he&nbsp;<a href=\"https:\/\/missionlocal.org\/2024\/11\/daniel-lurie-makes-it-official-hes-san-franciscos-next-mayor\/\">declared victory two days later<\/a>. He said his administration would be about three things: \u201cAccountability, service, and change.\u201d&nbsp;<\/p>\n\n\n\n<p>Lurie\u2019s&nbsp;<a href=\"https:\/\/missionlocal.org\/2024\/06\/see-how-they-run-luries-tune-up-in-noe-valley-before-the-big-debate\/\">measure of mayoral success<\/a>&nbsp;is Michael Bloomberg, New York City\u2019s mayor from 2002 to 2013. Lurie says he wants to revive San Francisco like Bloomberg rebuilt Manhattan after 9\/11. To convince voters he can do the same, Lurie made a lot of promises on the campaign trail.&nbsp;<\/p>\n\n\n\n<p>Now, as he prepares to take office on Jan. 8, we asked some City Hall longtimers: What promises should Lurie be held accountable for fulfilling?<\/p>\n\n\n\n<p>\u201cNinety-seven percent of what they [the mayoral candidates] said they want to do is probably the same thing,\u201d said Ed Harrington, the city\u2019s former controller and Public Utilities Commission general manager. \u201cThe root of the question is, can you do it?\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/i0.wp.com\/newspack-missionlocal.s3.amazonaws.com\/mission\/wp-content\/uploads\/2024\/11\/edit-luriewalk15-930x620.jpg?resize=780%2C520&amp;ssl=1\" alt=\"A man in a suit smiles while facing a person in a puffy jacket inside a building with a metal structure.\" class=\"wp-image-665542\"\/><figcaption class=\"wp-element-caption\">Daniel Lurie walks through Chinatown, followed by a crowd immediately after his acceptance speech. Lurie said he will inform them that \u201can unprecedented level of change and accountability\u201d is coming, and that they will have to \u201c<a href=\"https:\/\/missionlocal.org\/2024\/06\/see-how-they-run-luries-tune-up-in-noe-valley-before-the-big-debate\/#:~:text=%E2%80%9CThey%E2%80%99re%20going%20to%20have%20to%20basically%20interview%20for%20their%20jobs%2C%E2%80%9D%20he%20said.%C2%A0%C2%A0\">basically interview for their jobs<\/a>,\u201d as we reported on June 20.&nbsp;<\/li>\n\n\n\n<li>At&nbsp;<a href=\"https:\/\/missionlocal.org\/2024\/06\/see-how-they-run-luries-tune-up-in-noe-valley-before-the-big-debate\/#:~:text=It%20would%20start%20at%208%3A30%20a.m%20on%20Monday%20mornings%20with%20all%20major%20department%20heads%20gathering%20in%20Room%20200%20to%20report%20on%20what%20they%20will%20be%20working%20on%20for%20the%20week%2C%20and%20their%20goals%20for%20the%20next%20six%20and%2012%20months.%C2%A0\">8:30 a.m. every Monday<\/a>, Lurie plans to gather all major department heads to report on their work for the week and their goals for the next six and 12 months. Their reports will need to be detailed, including specific issues, like the latest development on the Valencia Street bike lane, we reported on June 20.&nbsp;<\/li>\n<\/ul>\n\n\n\n<p>Harrington said there used to be frequent meetings between the mayor, the Board of Supervisors, and the major department heads to go over the priorities and important city issues. That became a lot less frequent, however, when Willie Brown became mayor.&nbsp;<\/p>\n\n\n\n<p>Every Monday morning with everyone? That might be a bit much. \u201cBut on a regular basis, absolutely,\u201d Harrington said. \u201cThat\u2019s how Dianne Feinstein ran the city, and how the city should\u2019ve been run for the last 20 years\u201d<\/p>\n\n\n\n<p>Harrington called Lurie\u2019s meeting plan \u201ca breath of fresh air.\u201d&nbsp;&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-image\"><a href=\"https:\/\/kahnfections.com\/\" target=\"_blank\" rel=\"noreferrer noopener\"><img decoding=\"async\" src=\"https:\/\/cdn.broadstreetads.com\/assets\/c24a1129-1b1d-4e55-b4a4-b94d614b6e7f.jpg\" alt=\"Kahnfectionsnew ad june 2024\"\/><\/a><\/figure>\n\n\n\n<p>Art Agnos, the mayor from 1988 to 1992, who endorsed Aaron Peskin for mayor, agreed. He called Lurie\u2019s meeting ideas \u201cexcellent!\u201d<\/p>\n\n\n\n<p>\u201cIt\u2019s what I used to do, and I learned that from Feinstein.\u201d Agnos, who succeeded Feinstein in 1988, recalled the 8:30 a.m. meetings where department heads presented reports and exchanged ideas between departments.<\/p>\n\n\n\n<p>\u201cI did it, and it was very useful,\u201d Agnos said. \u201cNot only for me, but also for the department heads \u2014 seeing whatever the issues were at the moment.\u201d&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-image\"><a href=\"https:\/\/www.verdiclub.net\/events-calendar\/\" target=\"_blank\" rel=\"noreferrer noopener\"><img decoding=\"async\" src=\"https:\/\/cdn.broadstreetads.com\/assets\/a60a8d38-d439-45d4-be4b-81187a5ba118.jpg\" alt=\"Verdi2\"\/><\/a><\/figure>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/i0.wp.com\/newspack-missionlocal.s3.amazonaws.com\/mission\/wp-content\/uploads\/2024\/11\/edit-luriesmitten3-930x620.jpg?resize=780%2C520&amp;ssl=1\" alt=\"Two people are having a conversation in a cafe. Photo by Abigail Van Neely.<\/figcaption><\/figure>\n\n\n\n<p>Lurie also said he would hold nonprofits accountable:&nbsp;<\/p>\n\n\n\n<ul>\n<li>He plans to&nbsp;<a href=\"https:\/\/newspack-missionlocal.s3.amazonaws.com\/mission\/wp-content\/uploads\/2024\/11\/Lurie_City_Hall_Accountability_Plan.pdf\">establish a unit of experts<\/a>&nbsp;at City Hall to work with departments to write contracts for the city\u2019s many nonprofit partners, centralizing their management and oversight, as Lurie wrote in his City Hall accountability&nbsp;<a href=\"https:\/\/newspack-missionlocal.s3.amazonaws.com\/mission\/wp-content\/uploads\/2024\/11\/Lurie_City_Hall_Accountability_Plan.pdf\">plan<\/a>.<\/li>\n<\/ul>\n\n\n\n<p>Harrington, for his part, raised some concerns about that plan.&nbsp;<\/p>\n\n\n\n<p>\u201cHow centralized can you make it without delaying things? In a way that you can make a decision relatively quickly and pay them [the contractors] on time?\u201d Harrington asked, referring to the unit of experts overseeing contracts.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><a href=\"https:\/\/biritemarket.com\/\" target=\"_blank\" rel=\"noreferrer noopener\"><img decoding=\"async\" src=\"https:\/\/cdn.broadstreetads.com\/assets\/8e002ec7-895e-4bfc-a660-f8431714de59.png\" alt=\"BiriteNov23\"\/><\/a><\/figure>\n\n\n\n<p>At major city departments, such as the Department of Public Health, there are&nbsp;<em>already<\/em>&nbsp;teams with as many as 20 staffers working on billions of dollars\u2019 worth of contracts, Harrington pointed out \u201cIf every contract in the city had to go to one place,\u201d Harrington said, \u201cthat could really slow things down.\u201d<\/p>\n\n\n\n<p>Agnos agreed. \u201cOn paper,\u201d he said, Lurie\u2019s ideas \u201call make sense.\u201d But the impact will come during implementation. \u201cThe city has a lot of challenges.\u201d<\/p>\n\n\n\n<p>\u201cDevil\u2019s in the details,\u201d Harrington added.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Lurie made several promises on the campaign trail.&nbsp;<strong>Here are some of the others<\/strong>:&nbsp;<\/p>\n\n\n\n<ul>\n<li>Declare a&nbsp;<a href=\"https:\/\/missionlocal.org\/2024\/11\/daniel-lurie-makes-it-official-hes-san-franciscos-next-mayor\/#:~:text=The%20press%20conference%20was%20scant%20on%20details%20but%20did%20offer%20a%20couple%3A%20He%20will%20declare%20a%20fentanyl%20state%20of%20emergency%20on%20Day%20One%2C%20as%20he%20promised%20on%20the%20campaign%20trail%2C%20and%20he%20said%20public%20safety%20would%20be%20his%20%E2%80%9CNo.%201%20priority%E2%80%9D%20including%20focusing%20on%20drug%20dealing.%20%E2%80%9CWe%E2%80%99re%20gonna%20get%20tough%2C%E2%80%9D%20he%20said.\">fentanyl state of emergency<\/a>&nbsp;on Day One.<\/li>\n\n\n\n<li><a href=\"https:\/\/missionlocal.org\/2024\/10\/see-how-they-run-mayor-breed-skipped-likely-the-last-mayoral-forum-of-the-election-season-and-barbs-kept-coming-her-way\/#:~:text=Lurie%20also%20called%20for%20fully%20staffed%20police%20and%20sheriff%E2%80%99s%20departments%20and%20911%20dispatch%20offices%20and%20community%20policing.\">Fully staff<\/a>&nbsp;the police department, the sheriff\u2019s department, and the 911 dispatch office.<\/li>\n\n\n\n<li><a href=\"https:\/\/missionlocal.org\/2024\/07\/see-how-they-run-lurie-interviewed-in-visitacion-valley\/#:~:text=%E2%80%9CWe%20need%20to%20be%20recruiting%20officers%20that%20look%20like%20the%20communities%20they%20serve%2C%20and%20speak%20the%20language%20of%20the%20communities%20they%20serve%2C%E2%80%9D%20Lurie%20said.%20%E2%80%9CThat%E2%80%99s%20how%20you%20get%20better%20policing.%E2%80%9D%C2%A0\">Recruit officers<\/a>&nbsp;that look like the communities they serve, and speak the language of the communities they serve.<\/li>\n\n\n\n<li><a href=\"https:\/\/missionlocal.org\/2024\/10\/see-how-they-run-mayor-breed-skipped-likely-the-last-mayoral-forum-of-the-election-season-and-barbs-kept-coming-her-way\/#:~:text=He%20proposed%20having%20trained%20clinicians%20attending%20to%20people%20suffering%20from%20addiction%20and%20mental%20health%20crises%20on%20the%20streets%20while%20saving%20the%20police%20officers%20for%20%E2%80%9Cwalking%20the%20beat.%E2%80%9D%C2%A0\">Have trained clinicians<\/a>&nbsp;going out and dealing with people on the street with addiction issues or suffering from mental health crises. Pull police officers back from responding to those in distress or tent encampments. Make sure that police officers are out walking the beat.&nbsp;<\/li>\n\n\n\n<li><a href=\"https:\/\/www.youtube.com\/live\/oVB-ibxVPLk?feature=shared&amp;t=3706\">Recruit 425 officers<\/a>&nbsp;in the first three years of his administration.<\/li>\n\n\n\n<li><a href=\"https:\/\/www.youtube.com\/live\/oVB-ibxVPLk?feature=shared&amp;t=3905\">Create a police district<\/a>&nbsp;focused on a hospitality zone to cover Union Square, Yerba Buena Center and Moscone Center.&nbsp;&nbsp;<\/li>\n\n\n\n<li>By the end of his term, San Franciscans will be able to&nbsp;<a href=\"https:\/\/missionlocal.org\/2024\/06\/see-how-they-run-luries-tune-up-in-noe-valley-before-the-big-debate\/#:~:text=Lurie%20then%20made%20the%20promise%3A%20San%20Franciscans%20will%20be%20able%20to%20walk%20with%20their%20kids%20through%20the%20streets%20side%20by%20side%2C%20especially%20in%20the%20Tenderloin%2C%20and%20not%20step%20over%20somebody%20who%20is%20overdosing.%C2%A0\">walk with their kids through the streets side by side<\/a>&nbsp;(not single file), especially in the Tenderloin, and not step over somebody who is overdosing.&nbsp;<\/li>\n\n\n\n<li><a href=\"https:\/\/newspack-missionlocal.s3.amazonaws.com\/mission\/wp-content\/uploads\/2024\/11\/Lurie_City_Hall_Accountability_Plan.pdf\">KPIs (key performance indicators)<\/a>&nbsp;will be embedded in every City Hall contract. Specifically, Lurie wants to develop a contractor scorecard to track and assess how well contracts over $1,000,000 are meeting goals, timelines, and budget expectations.&nbsp;<\/li>\n\n\n\n<li><a href=\"https:\/\/newspack-missionlocal.s3.amazonaws.com\/mission\/wp-content\/uploads\/2024\/11\/Lurie_City_Hall_Accountability_Plan.pdf\">Hire a chief financial officer<\/a>&nbsp;for nonprofit contractors who reports directly to the mayor.<\/li>\n\n\n\n<li>Require nonprofit representatives to&nbsp;<a href=\"https:\/\/newspack-missionlocal.s3.amazonaws.com\/mission\/wp-content\/uploads\/2024\/11\/Lurie_City_Hall_Accountability_Plan.pdf\">register as lobbyists<\/a>, so that the public knows who they\u2019re meeting in City Hall.<\/li>\n\n\n\n<li>Create a permit&nbsp;<a href=\"https:\/\/www.youtube.com\/live\/oVB-ibxVPLk?feature=shared&amp;t=910\">\u201cshot clock\u201d<\/a>&nbsp;that sets maximum review times for the Planning Department and the Department of Building Inspections, and have project review meetings for each project to set the requirements and timeline.
