Bernie Sanders has introduced legislation that would require the Pentagon to return a portion of its budget as a penalty for failing audits, but lawmakers from both parties have declined to consider the bill.<\/h2>\n\n\n\n<p><a href=\"https:\/\/www.commondreams.org\/author\/jake-johnson\">JAKE JOHNSON<\/a><\/p>\n\n\n\n<p>Nov 18, 2024 (CommonDreams.org)<a href=\"https:\/\/giving.commondreams.org\/-\/XKQWGZVR\"><\/a><\/p>\n\n\n\n<p>The Pentagon announced late last week that it failed its seventh consecutive&nbsp;<a href=\"https:\/\/comptroller.defense.gov\/Portals\/45\/Documents\/afr\/fy2024\/DoD_FY24_Agency_Financial_Report.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">audit<\/a>&nbsp;as the sprawling,&nbsp;<a href=\"https:\/\/watson.brown.edu\/costsofwar\/costs\/social\/corporate\" target=\"_blank\" rel=\"noreferrer noopener\">profiteering-ridden<\/a>&nbsp;department wasn&#8217;t able to fully account for its trillions of dollars in assets.<\/p>\n\n\n\n<p>As with its&nbsp;<a href=\"https:\/\/www.commondreams.org\/opinion\/pentagon-fails-audit-for-sixth-time\" target=\"_blank\" rel=\"noreferrer noopener\">past failures<\/a>&nbsp;to achieve a clean audit, the U.S. Defense Department attempted to cast the 2024 results in a positive light, with the Pentagon&#8217;s chief financial officer declaring in a&nbsp;<a href=\"https:\/\/www.defense.gov\/News\/News-Stories\/Article\/Article\/3967135\/dods-2024-audit-shows-progress-toward-2028-goals\/\" target=\"_blank\" rel=\"noreferrer noopener\">statement<\/a>&nbsp;that &#8220;momentum is on our side.&#8221;<\/p>\n\n\n\n<p>The Pentagon is the largest U.S. federal agency and is responsible for&nbsp;<a href=\"https:\/\/www.gao.gov\/products\/gao-24-106890\" target=\"_blank\" rel=\"noreferrer noopener\">roughly half<\/a>&nbsp;of the government&#8217;s annual discretionary spending, with its yearly budget&nbsp;<a href=\"https:\/\/www.commondreams.org\/opinion\/1-trillion-us-military-spending\" target=\"_blank\" rel=\"noreferrer noopener\">approaching $1 trillion<\/a>&nbsp;despite long-standing concerns about the department&#8217;s inability to account for vast sums of money approved by lawmakers and presidents from both major parties.<\/p>\n\n\n\n<p>The latest financial&nbsp;<a href=\"https:\/\/comptroller.defense.gov\/Portals\/45\/Documents\/afr\/fy2024\/DoD_FY24_Agency_Financial_Report.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">assessment<\/a>&nbsp;published Friday by the Defense Department&#8217;s inspector general office estimates that the Pentagon has $4.1 trillion in assets. It is the only major federal agency that has never passed a clean audit, as&nbsp;<a href=\"https:\/\/www.pogo.org\/fact-sheets\/fact-sheet-auditing-the-department-of-defense\" target=\"_blank\" rel=\"noreferrer noopener\">required by law<\/a>.<\/p>\n\n\n\n<p>&#8220;Of the 28 reporting entities undergoing stand-alone financial statement audits, nine received an unmodified audit opinion, one received a qualified opinion, 15 received disclaimers, and three opinions remain pending,&#8221; the Pentagon&nbsp;<a href=\"https:\/\/www.defense.gov\/News\/Releases\/Release\/Article\/3967009\/department-of-defense-completes-seventh-consecutive-department-wide-financial-s\/\" target=\"_blank\" rel=\"noreferrer noopener\">said<\/a>&nbsp;Friday.<\/p>\n\n\n\n<p>Since the department&#8217;s first failed audit in 2018, Congress has authorized&nbsp;<a href=\"https:\/\/www.commondreams.org\/opinion\/pentagon-fails-audit-for-sixth-time\" target=\"_blank\" rel=\"noreferrer noopener\">trillions of dollars in additional military spending<\/a>. According to the Costs of War Project,&nbsp;<a href=\"https:\/\/watson.brown.edu\/costsofwar\/costs\/social\/corporate\" target=\"_blank\" rel=\"noreferrer noopener\">more than half<\/a>&nbsp;of the department&#8217;s annual budget &#8220;is now spent on military contractors&#8221; that are&nbsp;<a href=\"https:\/\/www.thenation.com\/article\/archive\/only-the-pentagon-could-spend-640-on-a-toilet-seat\/\" target=\"_blank\" rel=\"noreferrer noopener\">notorious for overbilling the government<\/a>.<\/p>\n\n\n\n<p>&#8220;The Pentagon&#8217;s latest failed audit is a great signal to the incoming administration for where they can start their attempts at slashing government spending,&#8221; Lindsay Koshgarian, director of the National Priorities Project at the Institute for Policy Studies, told&nbsp;<em>Common Dreams<\/em>. &#8220;Instead of gutting veterans&#8217; benefits or the Department of Education as planned, they should start with the one major government agency that has never passed an audit, the Pentagon.&#8221;<\/p>\n\n\n\n<p>Progressive watchdogs and lawmakers have&nbsp;<a href=\"https:\/\/www.commondreams.org\/news\/sanders-audit-pentagon-bill\" target=\"_blank\" rel=\"noreferrer noopener\">long cited<\/a>&nbsp;the Pentagon&#8217;s failure to pass a clean audit as evidence of the department&#8217;s pervasive&nbsp;<a href=\"https:\/\/www.washingtonpost.com\/investigations\/pentagon-buries-evidence-of-125-billion-in-bureaucratic-waste\/2016\/12\/05\/e0668c76-9af6-11e6-a0ed-ab0774c1eaa5_story.html\" target=\"_blank\" rel=\"noreferrer noopener\">waste<\/a>&nbsp;and fraud. The Pentagon buried a 2015 report identifying $125 billion in administrative waste out of concern that the findings would be used as a justification &#8220;to slash the defense budget,&#8221; as&nbsp;<em>The Washington Post<\/em><a href=\"https:\/\/www.washingtonpost.com\/investigations\/pentagon-buries-evidence-of-125-billion-in-bureaucratic-waste\/2016\/12\/05\/e0668c76-9af6-11e6-a0ed-ab0774c1eaa5_story.html\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a>&nbsp;at the time.<\/p>\n\n\n\n<p>Last year, Sen.&nbsp;<a href=\"https:\/\/www.commondreams.org\/tag\/bernie-sanders\">Bernie Sanders<\/a>&nbsp;(I-Vt.)&nbsp;<a href=\"https:\/\/www.commondreams.org\/news\/bernie-sanders-pentagon\" target=\"_blank\" rel=\"noreferrer noopener\">introduced an amendment<\/a>&nbsp;to the annual National Defense Authorization Act that would have required the Pentagon to return a portion of its budget to the Treasury Department&#8217;s general fund as a penalty for failing audits.<\/p>\n\n\n\n<p>&#8220;Year after year the establishment on both sides of the aisle have prevented these amendments from receiving a single roll call vote,&#8221; Warren Gunnels, Sanders&#8217; staff director,&nbsp;<a href=\"https:\/\/twitter.com\/GunnelsWarren\/status\/1857893768210547184\" target=\"_blank\" rel=\"noreferrer noopener\">wrote<\/a>&nbsp;on social media over the weekend.<\/p>\n\n\n\n<p><em>This story has been updated to include comment from Lindsay Koshgarian\u00a0of the National Priorities Project.<\/em><\/p>\n\n\n\n<p>Our work is licensed under Creative Commons (CC BY-NC-ND 3.0).
