{"id":37792,"date":"2024-11-22T22:36:27","date_gmt":"2024-11-23T06:36:27","guid":{"rendered":"https:\/\/occupysf.net\/?p=37792"},"modified":"2024-11-22T22:36:28","modified_gmt":"2024-11-23T06:36:28","slug":"thousands-of-ucsf-workers-striking-for-two-days","status":"publish","type":"post","link":"https:\/\/occupysf.net\/index.php\/2024\/11\/22\/thousands-of-ucsf-workers-striking-for-two-days\/","title":{"rendered":"Thousands of UCSF workers striking for two days"},"content":{"rendered":"\n<ul>\n<li><a href=\"https:\/\/www.sfexaminer.com\/users\/profile\/Natalia%20Gurevich\">By Natalia Gurevich | Examiner staff writer |<\/a><\/li>\n\n\n\n<li>Nov 20, 2024\u00a0Updated\u00a0Nov 21, 2024 (SFExaminer.com)<\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/bloximages.chicago2.vip.townnews.com\/sfexaminer.com\/content\/tncms\/assets\/v3\/editorial\/2\/32\/23299ba4-a75d-11ef-a831-531e6880ca38\/673e0f4987523.image.jpg?resize=400%2C267\" alt=\"UCSF workers strike at UCSF Parnassus Heights in San Francisco on Wednesday, Nov. 20, 2024\"\/><figcaption class=\"wp-element-caption\">Striking workers demonstrate at UCSF\u2019s Parnassus Heights campus in on Wednesday.Craig Lee\/The Examiner<\/figcaption><\/figure>\n\n\n\n<p>Thousands of health-care, research, patient-care, service and technical workers at UCSF\u2019s Parnassus and Mission Bay campuses are striking this week.<\/p>\n\n\n\n<p>The&nbsp;<a href=\"https:\/\/upte.org\/updates\/uc-san-francisco-will-hold-an-unfair-labor-practice-strike-on-nov-20-amp-21\" target=\"_blank\" rel=\"noreferrer noopener\">workers picketed in the rain Wednesday<\/a>&nbsp;and were scheduled to demonstrate again Thursday after accusing the University of California of bargaining in bad faith and engaging in unfair labor practices in ongoing contract negotiations.<\/p>\n\n\n\n<p>\u201cThis is not a decision to be made lightly, but for us, we see that patients are being impacted by this, and something\u2019s got to change,\u201d said Matt Stephen, a senior physician\u2019s assistant in ear, nose, and throat medicine, referring to the rates of staff turnover and burnout that UCSF health-care workers say they have contended with since the COVID-19 pandemic.<\/p>\n\n\n\n<p>Stephen is one of nearly 4,000 employees represented by University Professional and Technical Employees CWA Local 9119, which elected to conduct a two-day strike this week. They allege the statewide education giant has engaged in unfair labor practices and bad-faith bargaining since contract negotiations began in June.<\/p>\n\n\n\n<p>American Federation of State, County and Municipal Employees Local 3299, meanwhile, represents more than 37,000 patient-care and service workers in the UC system. The&nbsp;<a href=\"https:\/\/afscme3299.org\/blog\/elease-university-of-california-service-and-patient-care-workers-will-strike-over-unfair-labor-practices-on-11-20-and-11-21\" target=\"_blank\" rel=\"noreferrer noopener\">union is also conducting strikes at UCSF<\/a>, along with more than a dozen university campuses and medical systems across the state after nearly a year of negotiations over rising cost-of-living issues, health-care costs and similar staff-turnover concerns.<\/p>\n\n\n\n<p>Contracts for both unions have expired, and each filed unfair labor practice charges against the school system with the California Public Employment Relations Board last month.<\/p>\n\n\n\n<p>\u201cBy refusing to bargain in good faith, the University has made it clear that it does not value the frontline workers who clean its facilities, serve students food, and treat patients,\u201d AFSCME Local 3299 President Michael Avant said in a statement earlier this month. \u201cIf UC refuses to meet its most basic legal responsibilities to employees, we will hold them accountable by exercising our legal right to strike.\u201d<\/p>\n\n\n\n<p>Stephen said he has worked at UCSF for seven years, and he has heard from patients for \u201cfour years now\u201d that patients are increasingly experiencing monthslong wait times. He said those are owed to staffing shortages.<\/p>\n\n\n\n<p>UPTE CWA Local 9119 has asked the university system to hand over data showing the attrition rate of health-care workers across the UC system. The union claims the university system has refused to do.<\/p>\n\n\n\n<p>\u201cIt\u2019s one thing for me to say: \u2018Here\u2019s how I feel, here\u2019s what I\u2019m seeing anecdotally, here\u2019s some of what the numbers we have are,\u2019\u201d said Stephen. \u201cBut we know UC has information on what the vacancies are. We would love to have that.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img decoding=\"async\" loading=\"lazy\" width=\"4\" height=\"3\" src=\"https:\/\/occupysf.net\/wp-content\/uploads\/2024\/11\/image-44.png\" alt=\"\" class=\"wp-image-37796\"\/><figcaption class=\"wp-element-caption\">UCSF workers strike at&nbsp;UCSF Parnassus Heights&nbsp;in San Francisco on Wednesday, Nov. 20, 2024.&nbsp;Craig Lee\/The Examiner<\/figcaption><\/figure>\n\n\n\n<p>A UC spokesperson pointed The Examiner to a statement made earlier this month alleging that this request for information \u201cis not preventing the union from bargaining.\u201d<\/p>\n\n\n\n<p>\u201cWe have recently met with UPTE to review their request for vacancy rate information, attempting to ensure the information we are working to provide meets its interest and matches the data that the University has available,\u201d the statement read. \u201cUC will continue to work in good faith to provide UPTE with information.\u201d<\/p>\n\n\n\n<p>A spokesperson for UCSF told The Examiner in a written statement on Tuesday that both campuses were prepared with \u201ccontingency plans\u201d for the strike and that care and services would not be interrupted by the labor election. However, some \u201celective procedures\u201d have been rescheduled, cafeterias at both campuses are closing an hour earlier than usual at 7 p.m., and shuttle schedules have been modified.<\/p>\n\n\n\n<p>\u201cThe UC Office of the President, not UCSF, negotiates with unions on behalf of the entire UC system,\u201d the statement read. \u201cThe UC current offer includes significant annual wage increases, offsets for health care costs, and expanded vacation and sick leave, among other benefits.\u201d<\/p>\n\n\n\n<p>The strike has drawn the attention of local elected officials as well.<\/p>\n\n\n\n<p>\u201cThe University of California is one of the most well-financially endowed educational institutions on the planet earth, and they have the ability to build multi-billion-dollar campuses,\u201d San Francisco Board of Supervisors Aaron Peskin told The Examiner on Tuesday.<\/p>\n\n\n\n<p>Peskin said he would join the picket line at UCSF Benioff Children\u2019s Hospital at Mission Bay in support of the workers. He told The Examiner he was going not just as \u201cAaron coming to support some labor union.\u201d<\/p>\n\n\n\n<p>\u201cI have a big interest as the President of the Board of Supervisors in stabilizing the UCSF workforce that San Francisco relies on in many ways, including through our affiliation agreement with the University of California by our Department of Public Health,\u201d he said.<\/p>\n\n\n\n<p>The City has a longstanding partnership with UCSF through Zuckerberg San Francisco General Hospital. UCSF doctors staff the hospital and several programs run out of Zuckerberg, such as the Opiate Treatment Outpatient Program, which&nbsp;<a href=\"https:\/\/www.sfexaminer.com\/news\/health\/sf-clinic-awaits-expanded-california-methadone-access\/article_612d1df2-7c67-11ef-86df-abbdb02c0946.html\" target=\"_blank\" rel=\"noreferrer noopener\">dispenses the opioid-addiction medication known as methadone<\/a>.<\/p>\n\n\n\n<p>\u201cThese people fill critical jobs that are profoundly important to San Francisco\u2019s ability to deal with behavioral health issues that plague this city,\u201d Peskin said.<\/p>\n\n\n\n<p>One such employee is Robyn Miles, a clinical social worker at UCSF since 2012. On average, she said she and her colleagues have a caseload of about 17 people at a time, all of whom struggle with severe mental illness.<\/p>\n\n\n\n<p>Miles said her tenure makes her an outlier on her team, with most colleagues burning out far sooner. She said clients and patients seeking treatment are those whom staffing shortages disrupt most.<\/p>\n\n\n\n<p>\u201c[When] they\u2019re constantly seeing new faces of new clinicians, then it\u2019s hard for them to trust us,\u201d she said. \u201cIt\u2019s hard for them to engage.\u201d<\/p>\n\n\n\n<p>Miles said turnover leads to diminishing institutional knowledge among the staff, requiring more hours spent training workers and, thus, less time working with clients.<\/p>\n\n\n\n<p>Both Miles and Stephen said the main focus of the strike is to call upon UCSF to finally provide the data the union has been asking for.
