A protest at the company\u2019s Pleasanton headquarters. A rally outside the store. A lawsuit. Pushing Supervisor Dean Preston\u2019s call for the city to seize the property by&nbsp;<a href=\"https:\/\/www.sfchronicle.com\/sf\/article\/sf-safeway-affordable-housing-19930514.php\" class=\"\">eminent domain<\/a>&nbsp;and develop it as affordable housing above a new grocery store.<\/p>\n\n\n\n<p>\u201cWe have some bad corporate neighbors and they need to be called out. We can\u2019t pussyfoot around,\u201d said Fillmore District community activist Daniel Landry. \u201cWe need to think of options other than saying, \u2018Please stay, come sit at the table with us.\u2019 You can only appeal for so long.\u201d<\/p>\n\n\n\n\n\n<p>The meeting came 10 months after Safeway&nbsp;<a href=\"https:\/\/www.sfchronicle.com\/sf\/article\/s-f-safeway-shut-down-housing-18589758.php\" class=\"\">announced<\/a>&nbsp;it would be closing in March of this year, a date that was pushed back to at least January of 2025 after community outrage and lobbying by Preston and Mayor London Breed. At the time, Safeway confirmed that it was in contract to sell the property to Align Real Estate, which intends to build upward of 1,000 mostly market rate apartments on the 3.5 acre site. The planned closure followed months of complaints about public safety issues at the store.<\/p>\n\n\n\n<p>Since then, Safeway has been mum about its plans. The company has not said when in January, or later, it intends to shutter. It has not given 60-day notices to any employees it intends to lay off, something required by state law. It has not responded to city agencies working to either keep the store open or come up with a plan to activate the parcel in the transition period\u00a0\u2014 which could last five years or longer, depending on the economy\u00a0\u2014 after Safeway closes but before Align starts construction.\u00a0<\/p>\n\n\n\n<p>\u201cThe reality is&nbsp;Safeway has not been at the table,\u201d said Preston Kilgore, chief of staff for Preston. \u201cThey are not here tonight, they were not at the last meeting in June.\u201d<\/p>\n\n\n\n<p>In a statement on Friday afternoon, Safeway said the store \u201cwill close in early 2025 as planned\u201d and that all employees would be reassigned to other stores. Pharmacy customers can be transferred to other stores and that the company \u201ccontinue to work with Align Real Estate on a proposed mixed-use development project to include housing and commercial retail space.\u201d<\/p>\n\n\n\n\n\n<p>Vallie Brown, director of strategic partnerships for the San Francisco Human Rights Commission, said the city asked&nbsp;Safeway if it would be willing to leave behind the freezers and refrigerators and lease the building to another grocer, and the answer was \u201cno.\u201d&nbsp;<\/p>\n\n\n\n<p>The city has also inquired as to whether&nbsp;Safeway would allow the property to be activated in other ways&nbsp;\u2014 senior fitness classes, farmers markets, movie nights, Brown said. Again the answer was \u201cno.\u201d<\/p>\n\n\n\n<p>\u201cWe have had a lot of \u2018no\u2019s\u2019\u201d Brown said.&nbsp; \u201cThese are all the things that are in motion but we are also in limbo because Safeway isn\u2019t communicating with us or giving us the answers that we need.\u201d<\/p>\n\n\n\n<p>Jada Jackson, a lifelong Fillmore resident and project manager for the Office of Economic and Workforce Development, called the situation \u201cbeyond frustrating.\u201d<\/p>\n\n\n\n<p>\u201cFrom the city side, unfortunately, there has been no communication from&nbsp;Safeway, which is disheartening personally and professionally because this is important and January is coming close,\u201d said Jackson. \u201cUnfortunately we have nothing to report.\u201d<\/p>\n\n\n\n<p>Safeway did not respond to an email seeking comment.<\/p>\n\n\n\n<p>Like many larger&nbsp;Safeway stores, the Webster Street location offered more than groceries&nbsp;\u2014 with a pharmacy, a Starbucks and a full-service Wells Fargo branch, which has already closed.<\/p>\n\n\n\n<p>\u201cIt\u2019s obviously a grocery store, but also such a significant community hub,\u201d said Erika Scott, who owns Honey Art Studio, just off&nbsp;Fillmore Street. \u201cI remember watching it being built when walking to school.\u201d<\/p>\n\n\n\n\n\n<p>The countdown to the likely closure comes as the neighborhood is also in political limbo with both Preston and Breed, who grew up nearby, having lost their bids for reelection. Supervisor-elect Bilal Mahmood, who will take over for Preston in January, had two aides at the community meeting; Mayor-elect Daniel Lurie did not have a representative at the meeting, which was sponsored by the Fillmore United Alliance, which also includes representatives from the Japantown Task Force.<\/p>\n\n\n\n<p>Japantown Task Force member Alice Kawahatsu said the neighborhood has a disproportionate number of elderly residents who don\u2019t drive and rely on having groceries and a pharmacy nearby.<\/p>\n\n\n\n<p>\u201cWe need to make sure we have food access for everyone, not just for the rich or people who have cars,\u201d she said. \u201cWe\u2019ve&nbsp;gotta get out there and beat drums. We gotta fight for what we want.\u201d<\/p>\n\n\n\n<p>Erris Edgerly of the Fillmore United Alliance said the recent rezoning of District 5&nbsp;\u2014 in which the Tenderloin was added&nbsp;&nbsp;\u2014&nbsp; may have taken attention away from the fight to save Safeway. Long-standing animosity between the moderate Breed and the Democratic Socialist Preston may not have helped either.<\/p>\n\n\n\n<p>\u201cThey are both working on it&nbsp;\u2014 but not together,\u201d&nbsp;Edgerly said. \u201cThe Safeway closure brought the community together but the government is still split.\u201d<\/p>\n\n\n\n<p>Meanwhile,&nbsp;Edgerly said, \u201cFrom the shelves it looks like they are not going anywhere. They still have a lot of food in there.\u201d But he said he and other neighbors may go elsewhere for their Thanksgiving provisions.<\/p>\n\n\n\n<p>\u201cWe\u2019re going on a turkey strike,\u201d he said.<\/p>\n\n\n\n<p>Reach&nbsp;J.K.
