Sign up for our&nbsp;<strong>free daily newsletter<\/strong>&nbsp;below.Sign up<\/p>\n\n\n\n<p>Lurie is also, seemingly, counting 361 beds already in the pipeline last year under former Mayor London Breed toward his goal, nearly a quarter of the goal.<\/p>\n\n\n\n<p>Shelter beds are generally defined as temporary housing for homeless people, a place for individuals or families to live while figuring out a more permanent housing solution.<\/p>\n\n\n\n<p>Lurie\u2019s new definition, however, includes a wider-ranging swath of beds, including \u201cinterim housing and stabilization\/treatment beds, including emergency shelter, hotel vouchers, transitional housing, stabilization centers, recovery and sober housing, and residential treatment,\u201d according to the March 17&nbsp;<a href=\"https:\/\/media.api.sf.gov\/documents\/3.17_Executive_Directive.pdf\">executive directive<\/a>.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/newspack-missionlocal.s3.amazonaws.com\/mission\/wp-content\/uploads\/2024\/09\/sized-nextdoor2-928x640.jpg\" alt=\"A large room with multiple single beds lined up against green walls, each bed with blankets, and clothes hanging on the walls. Photo by Abigail V\u00e2n Neely.<\/figcaption><\/figure>\n\n\n\n<p>The directive additionally pushed the timeline to create these beds back two months, from June to mid-September.&nbsp;<\/p>\n\n\n\n<p>The mayor\u2019s office, for its part, said that these beds are not meant to be a \u201cforever\u201d solution.<\/p>\n\n\n\n<p>The 1,500 beds are considered a temporary increase in shelter capacity, so that more people experiencing homelessness and mental-health crises can be moved off the street immediately, a spokesperson for Lurie explained.&nbsp;<\/p>\n\n\n\n<p>\u201cThey will improve the flow and system and move people in there faster,\u201d the mayor\u2019s office added. \u201cIt is not a permanent solution.\u201d<\/p>\n\n\n\n<p>Lurie\u2019s goal to eradicate unsheltered living was ambitious and, earlier this year, walked back: A few weeks after he was sworn in as mayor in January, his advisor described the promise to end street homelessness as a \u201c<a href=\"https:\/\/sfstandard.com\/2025\/01\/28\/san-francisco-daniel-lurie-homelessness-shelter-promise\/\">slip-up<\/a>.\u201d&nbsp;<\/p>\n\n\n\n<p>But Lurie\u2019s administration stated that it has moved fast to enact his 1,500 bed goal: In a March 25 press release, the mayor\u2019s office&nbsp;<a href=\"https:\/\/www.sf.gov\/news-mayor-lurie-launches-integrated-neighborhood-street-teams-on-coordinated-response-to-street-conditions-as-part-of-the-breaking-the-cycle-directive\">claimed<\/a>&nbsp;that 700 beds are already in the stage of \u201cimplementation planning.\u201d The office said that none of the 700 beds are yet under construction, but that all have been identified, including \u201c200-plus\u201d beds at 2177 Jerrold Ave. in&nbsp;<a href=\"https:\/\/missionlocal.org\/2025\/03\/supervisor-walton-bristles-at-luries-plan-to-expand-bayview-shelter-to-200-plus-beds\/\">Bayview<\/a>.&nbsp;<\/p>\n\n\n\n<p>Not all of those would be new beds, however. The Jerrold Avenue site would replace 60 \u201ctiny homes\u201d and 20 RV parking spots planned for that lot under then-Mayor London Breed;&nbsp;the city&nbsp;<a href=\"https:\/\/sfstandard.com\/2024\/01\/22\/bayview-homeless-shelter-site-leased\/\">leased<\/a>&nbsp;the land last year for that purpose.<a href=\"https:\/\/sfstandard.com\/2024\/01\/22\/bayview-homeless-shelter-site-leased\/\"><\/a><\/p>\n\n\n\n<p>The beds on the Jerrold Avenue site were among the 361 already in the pipeline in late 2024 under Breed. And it is unclear if Lurie is counting those toward his goal; when asked, his spokesperson declined to answer.<\/p>\n\n\n\n<p>Lurie\u2019s path to 1,500 beds, meanwhile, is already facing pushback.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/newspack-missionlocal.s3.amazonaws.com\/mission\/wp-content\/uploads\/2025\/03\/loopnet-930x620.jpg\" alt=\"Industrial building with white and blue exterior, located on a street with parked cars and power lines. Photo courtesy of Loopnet.<\/figcaption><\/figure>\n\n\n\n<p>On March 3,&nbsp;<em>Mission Local&nbsp;<\/em><a href=\"https:\/\/missionlocal.org\/2025\/03\/supervisor-walton-bristles-at-luries-plan-to-expand-bayview-shelter-to-200-plus-beds\/\">reported<\/a>&nbsp;that Supervisor Shamann Walton, who represents District 10,&nbsp;<a href=\"https:\/\/missionlocal.org\/2025\/03\/supervisor-walton-bristles-at-luries-plan-to-expand-bayview-shelter-to-200-plus-beds\/\">bristled<\/a>&nbsp;at Lurie\u2019s plan to replace the \u201chomeless village\u201d planned for 2177 Jerrold with shelter beds. Walton called Lurie\u2019s move&nbsp;<a href=\"https:\/\/missionlocal.org\/2025\/03\/supervisor-walton-bristles-at-luries-plan-to-expand-bayview-shelter-to-200-plus-beds\/\">\u201cinequitable\u201d and \u201cunjust.\u201d<\/a>&nbsp;Walton\u2019s district has four other shelters, including the Bayshore Navigation Center, which offers 128 beds and is a five-minute walk away.<\/p>\n\n\n\n<p>\u201cWhat they think they can do and what the community accepts are different things,\u201d Walton told&nbsp;<em>Mission Local<\/em>&nbsp;earlier this month.&nbsp;<\/p>\n\n\n\n<p>Lurie\u2019s&nbsp;<a href=\"https:\/\/www.sfchronicle.com\/sf\/article\/daniel-lurie-homeless-shelters-20204440.php\">plan<\/a>&nbsp;also calls to extend the use of two hotels in Lower Nob Hill,&nbsp;the Monarch Hotel at 1015 Geary St., and the&nbsp;Adante Hotel at 610 Geary St. Both sites were among the 25 hotels converted to homeless shelters during the Covid-19 pandemic.
