Drug markets engulfed many downtown sidewalks. And for the first time in years, police were arresting people for using drugs after a crackdown began in the spring.<\/p>\n\n\n\n<p>By Aug. 31 of that year, International Overdose Awareness Day, the city\u2019s ideological factions were fuming over the crisis. That day, Schultz stood on the steps of City Hall, flanked by progressive politicians and nonprofit leaders, holding a homemade sign.<\/p>\n\n\n\n<p>\u201cDowntown is for drug users,\u201d it read.<\/p>\n\n\n\n<p>Images of the placard immediately went viral. Tenderloin leaders and online critics&nbsp;<a href=\"https:\/\/sfstandard.com\/2024\/01\/05\/san-francisco-drug-users-tenderloin-posters\/\">seethed over the message<\/a>. Ultimately, the opposite happened.&nbsp;<\/p>\n\n\n\n<p>City leaders have since introduced a slew of drug enforcement measures. And on Oct. 30, at age 42, Schultz fatally overdosed on methamphetamine, anti-anxiety meds, and three types of fentanyl in their apartment at Sacramento and Polk streets, according to the medical examiner\u2019s office.&nbsp;<\/p>\n\n\n\n<p><a href=\"https:\/\/sfstandard.com\/newsletters\/?newsletters=The%20Daily\"><\/a><\/p>\n\n\n\n<figure class=\"wp-block-image\"><a href=\"https:\/\/sfstandard.com\/newsletters\/?newsletters=The%20Daily\"><img decoding=\"async\" src=\"https:\/\/content.sfstandard.com\/wp-content\/uploads\/2025\/03\/daily-icon-large2x.png?w=240&amp;q=75\" alt=\"\"\/><\/a><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">Today\u2019s stories straight to your inbox<\/h2>\n\n\n\n<p>Everything you need to know to start your day.<\/p>\n\n\n\n<p><a href=\"https:\/\/sfstandard.com\/newsletters\/?newsletters=The%20Daily\">Sign up now!<\/a><\/p>\n\n\n\n<p>They\u2019re remembered by family and friends for their intelligence and generosity. But they were also known for their willingness to be controversial \u2014&nbsp;a tendency that may have proved counterproductive in their campaign to win public sympathy for drug users.<\/p>\n\n\n\n<p>\u201cThey liked shocking people,\u201d said Andrea Schultz, Nova\u2019s sister. \u201cSometimes that worked out really well for them. Other times it caused friction.\u201d&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-a-trailblazer\">\u2018A trailblazer\u2019<\/h2>\n\n\n\n<p>Growing up in Kentucky, Nova was a talented piano player who graduated at the top of their high school class at 16, according to their father, Marvin Schultz. At 19, they moved to Cincinnati and were immersed in the anti-police riots of 2001. Later that year, they came out as gay and moved to San Francisco.&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/content.sfstandard.com\/wp-content\/uploads\/2025\/04\/img_5599-edited.jpg?w=3840&amp;q=75\" alt=\"A family\"\/><figcaption class=\"wp-element-caption\">Schultz, middle, with family.&nbsp;|&nbsp;Source:Andrea Schultz<\/figcaption><\/figure>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/content.sfstandard.com\/wp-content\/uploads\/2025\/04\/img_5495-edited.jpg?w=3840&amp;q=75\" alt=\"A photo of 3 little boys\"\/><figcaption class=\"wp-element-caption\">Schultz, middle, as a child.&nbsp;|&nbsp;Source:Andrea Schultz<\/figcaption><\/figure>\n\n\n\n<p>They couch-surfed and attended a master\u2019s program for social work at UC Berkeley in 2011, according to Andrea.<\/p>\n\n\n\n<p>They interned for the Drug Users Union, creating a healthcare guide for users. They appeared to be mostly sober at the time, said founding union member Isaac Jackson.<\/p>\n\n\n\n<p>\u201cThey were a trailblazer,\u201d Jackson said. \u201cAnd they were very proud of their work with us.\u201d&nbsp;<\/p>\n\n\n\n<p>Friends and family aren\u2019t sure when Nova became addicted to drugs. But in&nbsp;<a href=\"https:\/\/sfstandard.com\/2024\/01\/05\/san-francisco-drug-users-tenderloin-posters\/\">an interview with The Standard<\/a>&nbsp;last January, they said they were a \u201cdrug user in recovery.\u201d For 20 years, they had cycled in and out of rehabs, they said, fighting their addiction and the stigma associated with it.<\/p>\n\n\n\n<p>They used their story to argue that many drug users are incapable of kicking their habit, and that legal persecution only worsens their condition.<\/p>\n\n\n\n<p>\u201cOur lives are inherently criminalized. Attempts by family and friends to confront Nova on their drug use often drove them further apart.<\/p>\n\n\n\n<p>Nova severed relationships, cycling in and out of hospitals, rehabs, and housing. But still, they often told loved ones they thought they were immune to dying from drugs.&nbsp;<\/p>\n\n\n\n<p>\u201cI understood it wasn\u2019t a decision I could make for them,\u201d Andrea said. \u201cBecause if it was, I would have made them move home. I would have made them live in my basement. It\u2019s worse here than anywhere<\/a><\/p>\n\n\n\n<p>That said, Andrea believes Nova\u2019s radical understanding of harm reduction contributed to their demise. She said Nova was selectively leaning into certain principles in a way that was fueled by their own addiction.<\/p>\n\n\n\n<p>\u201cThey didn\u2019t want to stop. \u2026 It was almost like harm reduction gave them a license to use,\u201d Andrea said. \u201cI don\u2019t think that from a policy standpoint, going back to abstinence-only and enforcing that alone is a good thing. But there has to be something between the form of harm reduction Nova practiced, and abstinence only.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/content.sfstandard.com\/wp-content\/uploads\/2025\/04\/advocateending.jpg?w=3840&amp;q=75\" alt=\"A photo of a man\"\/><figcaption class=\"wp-element-caption\">Schultz was &#8220;an incredibly generous human being,\u201d their sister said.&nbsp;|&nbsp;Source:Andrea Schultz<\/figcaption><\/figure>\n\n\n\n<p>Even Jackson, who has spent much of his life advocating for the rights of drug users, said he was concerned by Nova\u2019s habit.&nbsp;<\/p>\n\n\n\n<p>\u201cI thought fentanyl was extremely dangerous,\u201d said Jackson, who only uses stimulants. \u201cI kept asking them if they could somehow stop doing it.\u201d<\/p>\n\n\n\n<p>A few months before their death, Nova was evicted from a group home due to their drug use, Jackson said. They moved into a studio apartment, often using drugs alone. Jackson believes if they had a safer place to use, such as a safe consumption site, they may still be alive.&nbsp;<\/p>\n\n\n\n<p>\u201cThat was the beginning of the end,\u201d Jackson said.&nbsp;<\/p>\n\n\n\n<p>In their last days, Nova\u2019s body broke down, friends say. A final text message indicated they wanted to quit using.&nbsp;After they died, paperwork about a drug rehab was found in their apartment along with the body.<\/p>\n\n\n\n<p>\u201cThey were an incredibly generous human being,\u201d Andrea said. \u201cBut they lived hard. They always did.
