Aug. 6, 2024.<\/figcaption><\/figure>\n\n\n\n<p>The number of homeless tents on the streets of San Francisco has reached its lowest point since before the COVID-19 pandemic, according to the latest data from the&nbsp;<a href=\"https:\/\/www.sf.gov\/departments--department-emergency-management\">Department of Emergency Management<\/a>.&nbsp;<\/p>\n\n\n\n<p>In June, the city counted 165 tents and tent-like structures across the city. That tally fell by about a quarter since the&nbsp;<a href=\"https:\/\/www.sfchronicle.com\/sf\/article\/homeless-tents-new-low-20275895.php\">last count<\/a>&nbsp;in March 2025 \u2014&nbsp;to 165 from 220. Over the last five years, the number has plummeted by about 85 percent, since it peaked at 1,108 in April 2020.&nbsp;<\/p>\n\n\n\n<p>Apparel City \u2014 an area bordering Bernal Heights and Bayview \u2014 has the most tents, followed by South of Market and the Tenderloin.&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/newspack-missionlocal.s3.amazonaws.com\/mission\/wp-content\/uploads\/2024\/03\/mission-local-logo-300x300.jpg\" alt=\"Mission Local logo, with blue and orange lines on the shape of the Mission District\" class=\"wp-image-639216\"\/><\/figure>\n\n\n\n<p>Want the latest on the Mission and San Francisco? That\u2019s a big dive from a peak of 66 large sites in April 2020, the city\u2019s data shows. The city\u2019s homeless tent count has been conducted quarterly since April 2019 by teams of city workers driving across the city, according to Denny Machuca-Grebe, spokesperson for the Department of Emergency Management.&nbsp;https:\/\/datawrapper.dwcdn.net\/K19nT\/1\/<\/p>\n\n\n\n<p>Mayor Daniel Lurie credited the consistent decrease to the city\u2019s \u201ccoordinated, multi-agency\u201d street teams that he&nbsp;<a href=\"https:\/\/www.sf.gov\/news-mayor-lurie-launches-integrated-neighborhood-street-teams-on-coordinated-response-to-street-conditions-as-part-of-the-breaking-the-cycle-directive\">launched<\/a>&nbsp;in March. Each of the five neighborhood-based street response teams works with seven city departments to help those experiencing homelessness and behavioral health crises.&nbsp;<\/p>\n\n\n\n<p>\u201cOur work is far from done,\u201d Lurie said in a statement. \u201cWe will continue to be relentless in tackling the behavioral health and homelessness crisis from all angles, especially in the streets every day.\u201d<\/p>\n\n\n\n<p>Activists, however, do not think the number of tents is a good indicator of whether there are fewer homeless residents. Jennifer Friedenbach, the executive director of the Coalition on Homelessness, calls the data point \u201ca terrible indicator of whether the city is effectively addressing homelessness\u201d \u2014 for one, people might still be out on the street, but without tents as shelter.<\/p>\n\n\n\n<p>Friedenbach said the homeless encampment&nbsp;<a href=\"https:\/\/missionlocal.org\/2024\/08\/breed-and-sweeps-and-aggressive-and-division-street-and-bayshore\/\">sweeps<\/a>&nbsp;the city started during the London Breed administration in August 2024, where workers, newly emboldened by a&nbsp;<a href=\"https:\/\/missionlocal.org\/2024\/06\/sfs-dishonest-legal-brief-lets-supreme-court-criminalize-homelessness\/\">U.S. Supreme Court decision<\/a>, confiscated tents and belongings might be leading to the decrease. But \u201cthat just leaves homeless people sleeping rough on the sidewalk with not even the modicum of shelter that a tent provides,\u201d she said.<\/p>\n\n\n\n<p>Some Mission residents, remarking upon street conditions at 16th and Mission streets, say the city\u2019s confiscation of tents made an invisible problem more apparent. \u201cThey removed most of the tents,\u201d said Rob Young of the 16th Street Alliance&nbsp;<a href=\"https:\/\/missionlocal.org\/2025\/04\/bart-plazas-lack-of-housing-retail-long-ago-doomed-16th-and-mission-veteran-cop-says\/\">back in April<\/a>. \u201cWhat that left is a bunch of people without any shelter. The same addictions, the same problems. Except now it\u2019s out in the open.\u201d<\/p>\n\n\n\n<p>While there are fewer tents, the number of people in the city\u2019s shelters has been increasing since 2021 \u2014 to 6,859 in 2021 from 9,913 in 2024. \u201cThis increase in clients corresponds to both an increase in shelter capacity and an increase in the number of people experiencing homelessness between 2022 and 2024,\u201d the&nbsp;<a href=\"https:\/\/media.api.sf.gov\/documents\/CON_Shelter_Assessment_Report.pdf\">city report<\/a>&nbsp;tracking the increase reads.&nbsp;<\/p>\n\n\n\n<p>The mayor has also made adding 1,500 new shelter beds a&nbsp;<a href=\"https:\/\/missionlocal.org\/2025\/05\/daniel-lurie-1500-shelter-treatment-bed-goal\/\">goal<\/a>. And so far only 122 of those have been added. Where those not in a shelter are being housed is unclear.&nbsp;https:\/\/datawrapper.dwcdn.net\/XZ0N2\/5\/<\/p>\n\n\n\n<p>Friedenbach, for her part, said other counts might more accurately gauge the true homeless population, like how many people entered temporary&nbsp;<a href=\"https:\/\/missionlocal.org\/2024\/09\/sf-homeless-shelters-street-bed-navigation-centers\/\">shelters<\/a>&nbsp;or exited from shelters into permanent&nbsp;<a href=\"https:\/\/missionlocal.org\/2025\/04\/sf-jackie-fielder-homeless-immigrant-family-shelter-waitlist\/\">housing<\/a>. About 13 percent of people staying in shelters were able to exit into housing, according to the March 2025&nbsp;<a href=\"https:\/\/media.api.sf.gov\/documents\/CON_Shelter_Assessment_Report.pdf\">report<\/a>&nbsp;from the City Controller\u2019s Office.&nbsp;<\/p>\n\n\n\n<p>With the city\u2019s count, \u201cyou\u2019re essentially counting a piece of fabric,\u201d Friedenbach said. \u201cIt\u2019s not very meaningful.\u201d<\/p>\n\n\n\n<p>But the last&nbsp;<a href=\"https:\/\/missionlocal.org\/2024\/05\/sf-homelessness-rises-but-count-shows-lowest-street-population-in-a-decade\/\">point-in-time count<\/a>, another means of counting the city\u2019s homeless last released in 2024, showed a 13-percent decrease in the number of people living on the streets or in tents in San Francisco since 2022. It also showed that the city had the lowest number of unsheltered homeless people on its streets in a decade.&nbsp;<\/p>\n\n\n\n<p>For Lurie and his department, the decrease in tent count is a \u201cclear sign that momentum is building.\u201d Since taking office, Lurie has been making it a priority to&nbsp;<a href=\"https:\/\/missionlocal.org\/2025\/05\/daniel-lurie-1500-shelter-treatment-bed-goal\/\">build more shelters<\/a>&nbsp;and make the streets safer and cleaner.&nbsp;<\/p>\n\n\n\n<p>Lurie ran a&nbsp;<a href=\"https:\/\/missionlocal.org\/2025\/06\/sf-sixth-street-drug-treatment-triage-center-closes\/\">four-month pilot<\/a>&nbsp;\u201c<a href=\"https:\/\/missionlocal.org\/2025\/02\/triage-center-fentanyl-sfpd-sixth-street\/\">triage center<\/a>\u201d on Sixth Street to connect those struggling with homelessness and drug addiction to services. The police department also parked a \u201c<a href=\"https:\/\/missionlocal.org\/2025\/03\/sfpd-mobile-command-unit-16th-and-mission-bart-plaza\/\">mobile-command unit<\/a>\u201d 24\/7 at the 16th Street BART plaza as part of his operation to&nbsp;<a href=\"https:\/\/missionlocal.org\/tag\/16th-st-plaza-clean-up\/\">clean up<\/a>&nbsp;the area.
