Clad in his characteristic tailored suit, Lurie entered each unit for about five minutes, nodding as tenants described black mold, asbestos, stoves that spontaneously combusted and water leaks that eroded the ceiling.&nbsp;<\/p>\n\n\n\n<p>He shook residents\u2019 hands, assured them he would make some calls and jokingly scoffed at a young tenant\u2019s Los Angeles Dodgers hat. \u201cWe gotta talk about this,\u201d said Lurie, taking on a more serious, mayoral tone. \u201cWhat\u2019s going on with the hat?\u201d&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/newspack-missionlocal.s3.amazonaws.com\/mission\/wp-content\/uploads\/2024\/03\/mission-local-logo-300x300.jpg\" alt=\"Mission Local logo, with blue and orange lines on the shape of the Mission District\" class=\"wp-image-639216\"\/><\/figure>\n\n\n\n<p>Want the latest on the Mission and San Francisco? Though his presence puts property developers and management in the hot seat, his advisor repeated the word \u201cprivate\u201d throughout the visit: City Hall\u2019s power over these privately-owned complexes is limited, his staff told tenants.&nbsp;<\/p>\n\n\n\n<p>After the visits Tuesday, Lurie and his staff did contact property management, and it worked: The pressure of receiving a call directly from the mayor\u2019s office led property managers to visit some apartments that same afternoon. The managers are \u201cmaking progress\u201d on clearing out black mold and other issues, said mayoral staff.&nbsp;<\/p>\n\n\n\n<p>Still, it wasn\u2019t an entirely convivial trip. \u201cThe Hill\u201d is a complex of some 600 units of garden-style apartments, smack in the middle of Bayview. It houses tenants receiving federal subsidies through project based vouchers, most of whom are Black and deep in poverty. As resident after resident crowded around the mayor, one Bayview local asked if Lurie, an heir to the Levi Strauss fortune, understood the disenfranchisement of Black people. \u201cI do,\u201d Lurie responded simply, saying nothing more.&nbsp;<\/p>\n\n\n\n<p>During the nearly 90-minute trip on Tuesday afternoon, Lurie stood in several black mold-covered bathrooms, crowded with tenants into a lone working elevator, and inspected vents spewing smoke and ash. After visiting three apartments on the Hill, he hopped back into his Rivian and drove a mile south to&nbsp;<a href=\"https:\/\/missionlocal.org\/2025\/05\/bayviews-alice-griffith-housing-was-built-in-2017-its-already-falling-apart-why\/\">Alice Grifith<\/a>, a former public housing complex near Candlestick Park.<\/p>\n\n\n\n<p>It was his second time this month making a similar visit after tenants living in low-income housing complexes across the city&nbsp;<a href=\"https:\/\/missionlocal.org\/2025\/07\/s-f-public-housing-tenants-rally-at-city-hall-urging-mayor-lurie-to-step-up\/\">rallied at City Hall<\/a>&nbsp;and marched into the mayor\u2019s office, demanding he come by their apartments and see how they live.<\/p>\n\n\n\n<p>He followed through: In the past month, Lurie has walked through six low-income housing complexes in the Western Addition and Bayview in an effort to show put-upon tenants that City Hall is listening.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-most-subsidized-housing-complexes-are-privatized-nbsp\"><strong>Most subsidized housing complexes are privatized&nbsp;<\/strong><\/h2>\n\n\n\n<p>Most of the apartments the mayor visited this month are privately owned. Even&nbsp;<a href=\"https:\/\/missionlocal.org\/2025\/05\/bayviews-alice-griffith-housing-was-built-in-2017-its-already-falling-apart-why\/\">Alice Griffith<\/a>&nbsp;in Bayview, which&nbsp;<a href=\"https:\/\/missionlocal.org\/2025\/06\/alice-griffith-failed-more-than-100-housing-authority-inspections-in-the-past-year-each-failure-sinks-the-complexs-finances-deeper-in-the-hole\/\">used to be owned and operated<\/a>&nbsp;by the San Francisco Housing Authority, is now owned by McCormack Baron Salazar, a private firm based in St. Louis, following its redevelopment in 2017 through the&nbsp;<a href=\"https:\/\/www.hope-sf.org\/\">HOPE-SF program<\/a>.&nbsp;<\/p>\n\n\n\n<p><em>Mission Local has been documenting conditions in San Francisco&#8217;s subsidized housing complexes. Jones told Lurie the building was \u201cprivate.\u201d&nbsp;<\/p>\n\n\n\n<p>Earlier in the month, during Lurie\u2019s visit to subsidized apartments in the Western Addition, the mayor told&nbsp;<em>Mission Local&nbsp;<\/em>the city \u201cis not able to do much\u201d to wield their power at apartments that are privately owned.&nbsp;<\/p>\n\n\n\n<p>Anita Blackwell, a resident at Shoreview Apartments in Bayview, on Tuesday ushered Lurie and his crew into her home. It was ready for the army of visitors \u2014 Blackwell had cleaned her apartment in anticipation of her guests, lit scented candles, and R&amp;B music softly hummed on her TV.&nbsp;<\/p>\n\n\n\n<p>But Blackwell quickly pointed Lurie to her main point of concern: a heater vent above her living room spotted with ash. Lurie quietly nodded, squinting his eyes as he inspected the heater. Blackwell told him she hasn\u2019t had heat in two months: She\u2019s afraid to turn her unit on. Every time she does, smoke blows in, her fire alarm goes off and her home is covered in a blanket of soot.&nbsp;<\/p>\n\n\n\n<p>Blackwell is one of thousands of federally subsidized low-income tenants in apartments where the city has little oversight. Residents at the Shoreview Apartments and other complexes like Thomas Paine and Frederick Douglass Haynes Gardens in Fillmore and La Salle Apartments in Bayview get federal subsidies, but the apartments are privately owned and managed.&nbsp;<\/p>\n\n\n\n<p>Still,&nbsp;<a href=\"https:\/\/missionlocal.org\/2025\/07\/s-f-public-housing-tenants-rally-at-city-hall-urging-mayor-lurie-to-step-up\/\">tenants want City Hall\u2019s help<\/a>.<\/p>\n\n\n\n<p>Blackwell\u2019s property manager, Related California, promised someone would come on July 3, she said. No one did, she claims.<\/p>\n\n\n\n<p>Jones, turning to Lurie, told him Blackwell\u2019s building was \u201cprivate.\u201d It is an issue for the Department of Public Health or the Department of Building Inspection if there is a code violation.<\/p>\n\n\n\n<p>Lurie nodded and assured Blackwell they would make some calls.&nbsp;The mayor\u2019s office said that property management will conduct a \u201cfull duct and chimney cleaning\u201d next week.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-with-little-to-no-oversight-nbsp-what-can-the-city-do-nbsp\"><strong>With little to no oversight,&nbsp;what can the city do?&nbsp;<\/strong><\/h2>\n\n\n\n<p>As the group made their way out of Shoreview and onto La Salle Apartments, Jones told Dennis Williams Jr., executive director of a local contracting nonprofit, the Fillmore Community Development Corporation and a resident at Plaza East Apartments in the Western Addition, that there was little the mayor\u2019s office could do in apartments like Shoreview, La Salle and Thomas Paine.&nbsp;<\/p>\n\n\n\n<p>As Williams and Jones trudged down the hill and back up a narrow flight of wooden stairs again, Williams asked that Jones do something about the stairs. Lurie had taken off his suit jacket in the late August heat.&nbsp;<\/p>\n\n\n\n<p>\u201c<em>Sheesh<\/em>,\u201d exclaimed Williams. \u201cIs this wheelchair accessible?\u201d&nbsp;<\/p>\n\n\n\n<p>\u201cIt\u2019s private,\u201d Jones replied. To change anything, he said, \u201cyou would have to convince [the owner] to sell.\u201d&nbsp;<\/p>\n\n\n\n<p>\u201cOh, no,\u201d Williams chuckled. \u201cThey aren\u2019t going to do that.\u201d<\/p>\n\n\n\n<p>When asked what the city&nbsp;<em>can<\/em>&nbsp;do if tenants complain of maintenance and mismanagement, Anne Stanley, a representative from the Mayor\u2019s Office of Housing and Community Development, said the office connects tenants back to their property managers, the \u201ccorrect contacts\u201d for any issues.&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-image\"><a href=\"https:\/\/missionlocal.org\/2025\/08\/san-francisco-housing-authority-leader-tonia-lediju-departs-sources-say\/\"><img decoding=\"async\" src=\"https:\/\/newspack-missionlocal.s3.amazonaws.com\/mission\/wp-content\/uploads\/2025\/08\/HousingAuthorityandMOHCD-3-853x640.jpg\" alt=\"Two people stand near a building entrance, behind a tree, a ladder, a large white bag, and black trash bags on the grass.\" class=\"wp-image-782283\"\/><\/a><figcaption class=\"wp-element-caption\">Tonia Lediju,&nbsp;<a href=\"https:\/\/missionlocal.org\/2025\/08\/san-francisco-housing-authority-leader-tonia-lediju-departs-sources-say\/\">the former CEO<\/a>&nbsp;of the Housing Authority, and Mariano DeLa Torre, maintenance and renovation superintendent, stand by as Mayor Daniel Lurie tours a resident\u2019s home in the Western Addition. Tenants have described ongoing issues such as&nbsp;<a href=\"https:\/\/missionlocal.org\/2025\/06\/the-only-elevator-at-a-bayview-public-housing-building-will-be-out-for-weeks\/\">broken-down elevators<\/a>,&nbsp;<a href=\"https:\/\/missionlocal.org\/2025\/05\/bayviews-alice-griffith-housing-was-built-in-2017-its-already-falling-apart-why\/\">garage doors stuck open to the public<\/a>, problems with security,&nbsp;<a href=\"https:\/\/missionlocal.org\/2025\/07\/sf-plaza-east-public-housing-property-manager\/\">plumbing issues with sewage and tap water that comes out brown<\/a>. For these, tenants say, multiple attempts to contact property management have not made a difference.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-damaged-ceilings-sheetrock-over-windows-and-mold-infested-apartments-nbsp\"><strong>Damaged ceilings, sheetrock over windows, and mold infested apartments&nbsp;<\/strong><\/h2>\n\n\n\n<p>Tenants\u2019 issues are extreme.&nbsp;<\/p>\n\n\n\n<p>A unit at the La Salle Apartments in Bayview was deemed \u201cuninhabitable\u201d by the Department of Building Inspection when they last visited, says Dequinda Johnson, who lives in the unit. Johnson, who lives there with her three young children, one of whom has asthma, said Tuesday she will move in with family at the end of the month.<\/p>\n\n\n\n<p>It has been months of living with black mold that she says has affected her and her children\u2019s health.&nbsp;The mayor\u2019s office said the black mold had already \u201cbeen cleaned and removed.\u201d<\/p>\n\n\n\n<p>Two other units at La Salle are missing windows: When two tenants moved back into their apartments after renovations, sheetrock, painted purple, was hung up over the window openings. One tenant, who is mentally disabled, says it has been like that for weeks \u2014 they have had to keep the front door open for ventilation.&nbsp;<\/p>\n\n\n\n<p>Another mother at Alice Griffith fastened a plastic sheet over her kitchen when a leak upstairs caused the ceiling to cave in. She says the leak had been an issue for two years.
