She used to be one of them.&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/newspack-missionlocal.s3.amazonaws.com\/mission\/wp-content\/uploads\/2024\/03\/mission-local-logo-300x300.jpg\" alt=\"Mission Local logo, with blue and orange lines on the shape of the Mission District\" class=\"wp-image-639216\"\/><\/figure>\n\n\n\n<p>Want the latest on the Mission and San Francisco? I didn\u2019t want the Richmond to become downtown with all the high-rises,\u201d she said. \u201cBut once I understood what it actually meant, more families, more younger generations, it changed my perspective.\u201d<\/p>\n\n\n\n<p>Now, she wants others to have a change of heart, too.<\/p>\n\n\n\n<p>The Richmond is known for single-family homes and duplexes, and has seen limited development in the past decade: Only&nbsp;<a href=\"https:\/\/sfplanning.org\/san-francisco-housing-dashboard\">some 400 units<\/a>&nbsp;were completed in the Richmond, while the Mission contributed more than 4,000 units. YIMBYs hope to change that.<\/p>\n\n\n\n<p>The meeting, sponsored by the local YIMBY chapter Grow the Richmond, invited planning department staffers to present the city\u2019s zoning plan and answer questions. The attendees asked: What\u2019s the protection for tenants and small businesses? How much more population growth is expected? Is the infrastructure ready?&nbsp;<\/p>\n\n\n\n<p>Chuong Vu, a tenant in the Richmond, moved there from the Panhandle just three weeks ago with his wife and 8-month-old baby. They wanted to live in the Inner Richmond initially, but as the apartment search went on, he found himself going \u201cwest and west and west.\u201d At an open house in the Inner Richmond, there were 20 other people in competition for a unit.&nbsp;<\/p>\n\n\n\n<p>\u201cIt was really hard to find housing,\u201d Vu said, explaining why he attended the YIMBY meeting: He wants more density in the Richmond. \u201cI don\u2019t want to do this again the next time I look for housing.\u201d&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/newspack-missionlocal.s3.amazonaws.com\/mission\/wp-content\/uploads\/2025\/08\/Lisa-Chen-Grow-the-Richmond-community-meeting-853x640.jpg\" alt=\"A woman stands in front of a projected slide with a quote about San Francisco, holding papers and speaking to an audience in a classroom or meeting space.\" class=\"wp-image-782971\"\/><figcaption class=\"wp-element-caption\">Lisa Chen, principal planner at the San Francisco Planning Department, presents at the Richmond meeting on Aug. 25, 2025.<\/figcaption><\/figure>\n\n\n\n<p>That sentiment was echoed by others in the meeting.&nbsp;<\/p>\n\n\n\n<p>Lisa Chen, principal planner from the Planning Department, walked through the new zoning plan, cautioning the audience that the additional housing units won\u2019t all immediately get built. Listening to Chen, Vu was concerned.&nbsp;<\/p>\n\n\n\n<p>\u201cIt\u2019s not gonna do enough,\u201d Vu said. On&nbsp;<a href=\"https:\/\/experience.arcgis.com\/experience\/6e0e399f9c82456dbda233eacebc433d\/\">a zoning map<\/a>&nbsp;handed out to the audience, only parcels along transit corridors would see increased height limits. \u201cWhy is it only directly on the transit lines? What about the adjacent lots?\u201d&nbsp;<\/p>\n\n\n\n<p>\u201cWe are stuck in the 1950s,\u201d one attendee said, cracking a joke about the one- or two-story buildings on Geary Boulevard. The crowd chuckled.<\/p>\n\n\n\n<p>\u201cWhy isn\u2019t the whole Richmond more orange?\u201d another attendee asked, referring to the parts of the zoning map allowing for 85 feet, or eight stories. Only parcels along Geary Boulevard, Fulton Street and part of California Street were marked orange.<\/p>\n\n\n\n<p>The height limit in the Richmond tops out at the corner of Geary and Arguello, at 140 feet or about 14 stories. But other parcels, like the ones that stretch along Balboa and Clement streets, are capped at just 65 feet, or six stories.&nbsp;<\/p>\n\n\n\n<p>\u201cIt\u2019s been challenging,\u201d Chen said to the audience, which was&nbsp;not her usual crowd in this part of town. \u201cEvery neighborhood we go to, there\u2019s a lot of resistance to that idea of adding height. So we\u2019ve been trying to just make sure that there\u2019s no area that\u2019s targeted more than another.\u201d&nbsp;<\/p>\n\n\n\n<p>The Richmond has not been fertile ground for urbanism and the YIMBY movement. Residents by and large like its single-family homes, and they like to drive.&nbsp;<\/p>\n\n\n\n<p>In 2022, only 35 percent citywide voters supported&nbsp;<a href=\"https:\/\/sfelections.org\/results\/20221108w\/detail.html\">Prop. I<\/a>&nbsp;to bring cars back to John F. Kennedy Drive in Golden Gate Park, but 43 percent of District 1 voters supported it. Last year, though 54.7 percent of citywide voters favored&nbsp;<a href=\"https:\/\/missionlocal.org\/2025\/04\/sunset-dunes-great-highway-park-opens\/\">closing the Upper Great Highway<\/a>&nbsp;to cars, only 36 percent of District 1 voters did.<\/p>\n\n\n\n<p>But Steven Shoemaker, the YIMBY volunteer organizer of the Monday meeting, is optimistic.&nbsp;<\/p>\n\n\n\n<p>\u201cThere may be more support for denser housing than people expected,\u201d Shoemaker said. And even though it\u2019s nice to hold events with people who agree with each other, he said, the next step is to leave the echo chamber.&nbsp;<\/p>\n\n\n\n<p>\u201cWhat we want to do is create as many opportunities as we can to get the kind of pro-housing voice out there and create a different forum for those conversations,\u201d he said.&nbsp;&nbsp;<\/p>\n\n\n\n<p>The neighborhood actually has a lot of renters: According to the 2023 American Community Survey, Inner Richmond is&nbsp;<a href=\"https:\/\/missionlocal.org\/2025\/06\/explore-san-francisco-neighborhoods-in-data\/\">58 percent<\/a>&nbsp;renter-occupied, and Outer Richmond 53 percent.<\/p>\n\n\n\n<p>\u201cOur population is stagnant, and it is getting older,\u201d she said. \u201cI would love to see younger people being able to afford to live here and also to be more vibrant. We have so much potential here.\u201d&nbsp;<\/p>\n\n\n\n<p>\u201cMost people live in the Richmond, Sunset because they love the neighborhood character, and most people don\u2019t want it to change,\u201d said Steven Huang, who came to the meeting from his Sunset home. \u201cBut even if we do nothing, change still happens.
