The measure calls for creating a panel tasked with pursuing &#8220;real, enforceable steps the DNC can take to eliminate unlimited corporate and dark money in its 2028 presidential primary process.&#8221;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>OUR SUMMER CAMPAIGN IS FALLING SHORT. WILL YOU PITCH IN?<\/strong><\/h2>\n\n\n\n<h3 class=\"wp-block-heading\">The only way our people-powered media model can survive is with the support of readers like you.&nbsp;<strong>Will you donate $27 to keep nonprofit journalism alive?<\/strong><\/h3>\n\n\n\n<p>about:blank<\/p>\n\n\n\n<p>Tuesday&#8217;s move stands in stark contrast with the DNC resolutions committee&#8217;s&nbsp;<a href=\"https:\/\/www.commondreams.org\/news\/dnc-blocks-dark-money-ban\" target=\"_blank\" rel=\"noreferrer noopener\">past refusals<\/a>&nbsp;to allow a vote on a dark money ban.<\/p>\n\n\n\n<p>Larry Cohen, a leading campaigner against dark money and board member of Our Revolution, an offshoot of Sen.&nbsp;<a href=\"https:\/\/www.commondreams.org\/tag\/bernie-sanders\">Bernie Sanders<\/a>&#8216; (I-Vt.) 2016 presidential campaign, told&nbsp;<em>Common Dreams<\/em>&nbsp;Tuesday that &#8220;corporate money has been a disaster for progressive nominees.&#8221;<\/p>\n\n\n\n<p>&#8220;Crypto money and\u00a0<a href=\"https:\/\/www.commondreams.org\/tag\/aipac\">AIPAC<\/a>\u00a0knocked out at least three or four people we were all supporting,&#8221; Cohen noted, referring to the American\u00a0<a href=\"https:\/\/www.commondreams.org\/tag\/israel\">Israel<\/a>\u00a0Public Affairs Committee, which along with its United Democracy Project (UDP) super PAC\u00a0<a rel=\"noreferrer noopener\" href=\"https:\/\/www.commondreams.org\/news\/aipac-100-million\" target=\"_blank\">spent more than $100 million<\/a>\u00a0during the 2024 election cycle. AIPAC&#8217;s largesse played a key role in helping pro-Israel Democrats defeat former progressive Reps.\u00a0<a href=\"https:\/\/www.commondreams.org\/tag\/jamaal-bowman\">Jamaal Bowman<\/a>\u00a0(D-N.Y.) and\u00a0<a href=\"https:\/\/www.commondreams.org\/tag\/cori-bush\">Cori Bush<\/a>\u00a0(D-Mo.)\u2014two of Congress&#8217; most vocal critics of Israel&#8217;s genocide in Gaza\u2014in Democratic primary contests.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img decoding=\"async\" loading=\"lazy\" width=\"535\" height=\"1000\" src=\"https:\/\/occupysf.net\/wp-content\/uploads\/2025\/08\/image-54.png\" alt=\"\" class=\"wp-image-43479\" srcset=\"https:\/\/occupysf.net\/wp-content\/uploads\/2025\/08\/image-54.png 535w, https:\/\/occupysf.net\/wp-content\/uploads\/2025\/08\/image-54-161x300.png 161w, https:\/\/occupysf.net\/wp-content\/uploads\/2025\/08\/image-54-80x150.png 80w\" sizes=\"(max-width: 535px) 100vw, 535px\" \/><\/figure>\n\n\n\n<p>&#8220;If this party blocks corporate money in the nominating process and blocks dark money, those are two great steps,&#8221; Cohen said, noting that the measure which passed Tuesday is &#8220;just a resolution of intent,&#8221; not an actual change to the party&#8217;s platform or a policy shift.<\/p>\n\n\n\n<p>&#8220;The next step is [that] there will be a committee named that will talk about how we implement this for the 2028 presidential election, and that committee has to report back by the [DNC] meeting a year from now with specific implementation points,&#8221; Cohen explained.<\/p>\n\n\n\n<p>&#8220;That could mean that every potential Democratic candidate for president must sign the People&#8217;s Pledge,&#8221; he said, referring to the agreement between then-US Sen. Scott Brown (D-Mass.) and challenger&nbsp;<a href=\"https:\/\/www.commondreams.org\/tag\/elizabeth-warren\">Elizabeth Warren<\/a>&nbsp;in 2012 requiring candidates to offset spending by outside groups on their behalf.<\/p>\n\n\n\n<p>&#8220;So if a candidate says, &#8216;well I had nothing to do with this, but the money got spent,&#8217; in the People&#8217;s Pledge, the candidate who benefited, Scott Brown, had to make a charitable donation of the same amount of money,&#8221; Cohen said. &#8220;That would be an example of an implementation point.&#8221;<\/p>\n\n\n\n<p><a href=\"https:\/\/x.com\/daveweigel\/status\/1960344056409506062?ref_src=twsrc%5Etfw%7Ctwcamp%5Etweetembed%7Ctwterm%5E1960344056409506062%7Ctwgr%5E%7Ctwcon%5Es1_c10&amp;ref_url=https%3A%2F%2Fwww.commondreams.org%2Fnews%2Fdnc-dark-money-resolution\">https:\/\/x.com\/daveweigel\/status\/1960344056409506062?ref_src=twsrc%5Etfw%7Ctwcamp%5Etweetembed%7Ctwterm%5E1960344056409506062%7Ctwgr%5E%7Ctwcon%5Es1_c10&amp;ref_url=https%3A%2F%2Fwww.commondreams.org%2Fnews%2Fdnc-dark-money-resolution<\/a><\/p>\n\n\n\n<p>As for possible legislative solutions like the DISCLOSE Act\u2014a campaign finance reform bill repeatedly&nbsp;<a href=\"https:\/\/www.commondreams.org\/news\/2022\/09\/22\/zero-gop-senators-vote-curb-dark-moneys-stranglehold-democracy\" target=\"_blank\" rel=\"noreferrer noopener\">torpedoed<\/a>&nbsp;in Congress\u2014Cohen said that he &#8220;wouldn&#8217;t give that too much weight because you have to change Congress.&#8221;<\/p>\n\n\n\n<p>&#8220;We came close,&#8221; he said, but then-Sens.&nbsp;<a href=\"https:\/\/www.commondreams.org\/tag\/joe-manchin\">Joe Manchin<\/a>&nbsp;(D-W.Va.) and&nbsp;<a href=\"https:\/\/www.commondreams.org\/tag\/kyrsten-sinema\">Kyrsten Sinema<\/a>&nbsp;(D-Az.) &#8220;blocked a rules change that would have put that bill on the floor with 50 supporters instead of 60\u2026 and now you have to imagine getting back to a time when [Democrats] will have 50 again.&#8221;<\/p>\n\n\n\n<p>&#8220;So that&#8217;s in the resolution, there should be legislative change,&#8221; Cohen added, &#8220;but also in the resolution is that all elected Democratic officials should look at what they can do,&#8221; including at the state, county, and municipal levels.<\/p>\n\n\n\n<p>&#8220;They can adopt rules to limit or eliminate the effectiveness of corporate, dark, and other independent expenditures, like&nbsp;<a href=\"https:\/\/www.commondreams.org\/tag\/elon-musk\">Elon Musk<\/a>&nbsp;money,&#8221; Cohen said in a nod of infamy to the world&#8217;s richest person, who spent&nbsp;<a href=\"https:\/\/www.commondreams.org\/news\/elon-musk-elizabeth-warren-doge\" target=\"_blank\" rel=\"noreferrer noopener\">upward of $290 million<\/a>&nbsp;supporting President&nbsp;<a href=\"https:\/\/www.commondreams.org\/tag\/donald-trump\">Donald Trump<\/a>&nbsp;and other Republicans in 2024.<\/p>\n\n\n\n<p>The US Supreme Court&#8217;s 2010&nbsp;<em><a href=\"https:\/\/www.commondreams.org\/tag\/citizens-united\">Citizens United<\/a>&nbsp;v. Federal Election Commission<\/em>&nbsp;<a href=\"https:\/\/www.oyez.org\/cases\/2008\/08-205\" rel=\"noreferrer noopener\" target=\"_blank\">ruling<\/a>, which allowed unlimited independent financial contributions to support political campaigns, unleashed a tsunami of dark money that has been used by billionaires and corporate interests to sideline progressive candidates and buy elections.<\/p>\n\n\n\n<p>Since&nbsp;<em>Citizens United<\/em>, nearly $20 billion has been spent on US presidential elections and more than $53 billion on congressional races,&nbsp;<a href=\"https:\/\/www.opensecrets.org\/elections-overview\/cost-of-election\" rel=\"noreferrer noopener\" target=\"_blank\">according to<\/a>&nbsp;data compiled by OpenSecrets. Spending on 2024 congressional races was double 2010 levels, while presidential campaign contributions were more than 50% higher in 2024 than in 2008, the last election before&nbsp;<em>Citizens United<\/em>.<\/p>\n\n\n\n<p>The DNC&#8217;s action on dark money was overshadowed by its&nbsp;<a href=\"https:\/\/www.commondreams.org\/news\/dnc-israel-embargo-resolution\" target=\"_blank\" rel=\"noreferrer noopener\">rejection<\/a>&nbsp;of another resolution calling for a suspension of US military aid to Israel.<\/p>\n\n\n\n<p>&#8220;This party keeps digging its own grave,&#8221;\u00a0<a rel=\"noreferrer noopener\" href=\"https:\/\/x.com\/asmaresists\/status\/1960365397707722982\" target=\"_blank\">said<\/a>\u00a0attorney and organizer Asma Nizami. &#8220;And it&#8217;s owned by AIPAC.&#8221;<\/p>\n\n\n\n<p>Our work is licensed under Creative Commons (CC BY-NC-ND 3.0).
